Ex-sheriff accused of offering meth for sex ends up in jail named after him

A former "sheriff of the year" has been arrested on suspicion of attempting to deal drugs in exchange for sex. Patrick Sullivan has been an iconic crime fighting figure in Colorado for decades, but tonight he's behind bars. NBC's Miguel Almaguer reports.

 

A former U.S. national sheriff of the year found himself in a jail that was named for him, accused of offering methamphetamine in exchange for sex from a male acquaintance.

Colorado lawman Patrick Sullivan, 68 — handcuffed, dressed in an orange jail uniform and walking with a cane — watched Wednesday as a judge raised his bail amount to a half-million dollars and sent him to the Patrick J. Sullivan Jr. Detention Facility.

The current sheriff, Grayson Robinson, who worked as undersheriff for Sullivan from 1997 until he took over the job in 2002, said the department was shocked and saddened at his arrest.

Robinson said the case is still under investigation, including where and how Sullivan might have gotten the drugs. He declined to say if authorities suspect Sullivan of using drugs, or if others might be charged.


Sullivan's arrest has many in suburban Denver's Arapahoe County where he held sway for nearly two decades wondering what happened to the tough-as-nails lawman they once knew — a law officer known for his heroism in saving two deputies and for his concern about teenage drug use.

"This isn't the Pat I know," said Peg Ackerman, a lobbyist for the County Sheriffs of Colorado who often worked with him on legislation. She said he was concerned about drug use in schools and was a chief of security at a school district.

At the brief hearing, Judge William Sylvester told Sullivan not to contact anyone involved in the case.

Sullivan's attorney, Kevin McGreevy, did not return calls seeking comment.

Sullivan came to the attention of law enforcement after an Oct. 4 call to authorities from a home in Centennial, according to an arrest affidavit. The deputy who responded had worked for Sullivan and knew who he was.

After investigating further, the deputy learned from two confidential informants that Sullivan was dealing meth but would sell it only if they had sex with him, the document stated. He was arrested after police set up a sting at a home.

Deputies found that Sullivan had handed someone a bag of meth and had another bag on him when he was searched, according to the affidavit. Both bags weighed less than a gram.

Sullivan served as sheriff from 1984 until his retirement in 2002.

In 2002, then-U.S. Rep. Tom Tancredo praised him on his retirement, citing Sullivan for promoting homeland security and for being named Sheriff of the Year by the National Sheriff's Association.

In 1989, Sullivan was hailed as a hero. During a gunman's rampage, he rescued two deputies after crashing his truck through a fence and protecting them while they were loaded into the vehicle.

While those who know Sullivan were puzzled by the news, some said they weren't surprised that a person of his stature could get involved. They said meth users will do almost anything to feed their habit and often hurt others in the process.

"This drug knows no economic, social, professional or occupational boundaries," said state Rep. Ken Summers, who served on a legislative meth task force.

As they say there is a fine line between a criminal and a policeman. I guess this helps to provide more credibility to the statement.

no, it sounds like he's your typical closet politician (and sherriff's are politicians)...and im not shocked that he was a republican. save for the log cabin republicans, it's pretty difficult to be openly gay and a republican...and be successful.

it was smart of him in a way, to solicit sex from drug users. If any of them had ever tried to claim they had gay sex with the former GOP sheriff, all he had to do to refute the claims was say "how can you trust a known drug dealer over me?"...

that doesnt make it right, or good or just...it just makes it logical. it's why men often cheat with untrustworthy, money grubbing women...so they can later claim "they are just seeking to cash in on smearing my name"...

glad this one went down on hidden camera, because I guarantee he would have had his defenders out there accusing the drug user of making false claims to, once again take down a great christian conservative.

Usually I jump right on issues like this: cops abusing power, republicans trying to force a moral code on the rest of us while failing miserably at their own morals, etc...

I think the bigger picture here, though, is the fact that meth can get to anyone; and when it does, it destroys you. Period.

I am a high school teacher with two young sons of my own. I have seen many of my students over the years succumb to this horrible substance. Good kids. Bad influences. Bad choices.

This drug scares hell out of me. This story with the Sheriff goes to prove that meth can get to and destroy anyone.

Reminder: This guy is a FORMER Sheriff. I like to hate the cops. And this one just makes me giggle, but if this is what he's chosen to do now that he's NOT an officer, then who gives a crap. Fine, he's breaking the law, but (so far) he's not molested any children. The thing that makes me wonder is if he was doing any of this while he was a sheriff. That's when I'd have a serious problem with it. You want to be a person that occasionally breaks the law, then DON'T be a cop. I am one of those people. I just meet/see far too many officers that break the laws they are, at that moment, enforcing

What in the world does politics have to do with this? This guy appeared to be a good guy. I'm a democrat but I voted for him. So please take politics out of this. Since politics is a hot topic now, everyone wants to jump on the bandwagon. But here in Arapahoe County, we voted in a good sheriff, not a GOP sheriff. He did a lot of good while he was sheriff. He helped calm a lot of fears after Columbine and he left behind a good legacy at the sheriff department.

Remember, it was his OWN former department that investigated and arrested him in a county that named a building after him. They are still investigating. I just hope that nothing happened while he was still sheriff. There might be a lot of people not convicted that should've been and there might be people who should be in jail but now may get out. We will feel completely betrayed if any of this took place while he was actually in office.

But it appears this may go deeper than meth and sex. They are investigating whether he bailed people out of jail after he retired. They are investigating claims that he has HIV and knowingly had unprotected sex with men who were unaware of his status. They are investigating whether he was a big time dealer or just a just a middle man. The MSNBC story just gave the nation a taste of what's going on. Check out some Denver news sites and you will find just how deep this story is going.

If hes doing this as FORMER Sheriff? what did he do while he was ACTIVE Sheriff, Stop Women for traffic violations and trade a pass for sex? Process Female suspects and offer to lose evidence for sex?, Why can this be the only time he has broken the law? Dr Larry - remember when kids used to just get high on booze, cigarettes and marijuana?

those days are over thanks to the war on drugs...they've been demonized as the gateway drug, and now they are to some degree pretty inaccessible to a lot of kids (I have trouble getting pot, and I have a lot of connections - and it's expensive!).

But meth? Any redneck can cook up a batch in their kitchen for relatively cheap...and we are shocked that tons of peoples lives are being destroyed by this drug?

The sad thing is...many of those kids who would have just been experimental users of pot, who would not have had any long standing issues of addiction or anything else...wind up trying things like meth, simply because it's accessible...and stand no chance.

If you want to see this, as a byproduct of the war on drugs, as success...have at it.

I understand human nature well enough to know you'll never snuff out kids desire to experiement with mind altering substances - whether that is booze or drugs. All you'll do is force them into making really bad choices, like meth or frion from ac's...because it's all they can get their hands on.

Where I live there is a family that everyone in the neighborhood knows cooks meth. They don't even try to hide it. The house is as busy as a convenience store all hours of the day and night. The father lords it over his neighbors that the sheriffs dept can't touch him. One of the local deputies admitted to one of the neighbors that they were told not to bother the man because his uncle is a judge.

If there is a war on drugs then it's a very muddy one. It's hard to tell who is on what side. Sometimes it seems like most of the people that are supposed to be fighting the war for us are on the wrong side.

I think we need to redraw the colors of the states by the drugs that are most prevalent. So let's say meth is more popular in the midwest, while crack may be more popular in the north and south. Red for meth, blue for crack and purple for states with dual problems. At least, by identification, we'd know where the biggest drug businesses are located. Then, it would also be easier to pinpoint where these drugs are coming from and what if any the rehab rate is in the states. It could also indicate the root causes...rural areas where incomes are low, urban areas where they are high.

      I'm from New Orleans, the most corrupt city in the country. We must take all of the traffic and "crime" cameras and place them in the mayor's, police chief's, fire chief's, sheriff's, city council's offices, openly bug every phone they use, and arrest them at the first sign of impropriety or false dealing with our tax dollars. We are paying for very poor service at every level of government. On TV people see the Superdome, The French Quarter, Bourbon St., etc. and talk of how the Saints have brought this city back. I can drive you 1 (one) mile from any of these aforementioned places and show you blight, the homeless, streets unfit to park on much less drive, and absolute decay of infrastructure. It's the same in every major city. Kick these politicians to the curb. They want nothing but your money in their pockets. Don't talk Democrat or Republican; they are all snakes. I agree with the previous comment. What stunts was Sullivan pulling when he was sheriff? Scary! Might make Sandusky look tame. May God help our land.

          I feel sorry for this guy. Meth is probably the worst drug ever invented. I don't think he was involved with any of this behavior while he was a sheriff. I believe AFTER he retired he started this activity. But I think he has always been gay. But considering the nature of his job and being a Republican I'm guessing he went through a lot of emotional turmoil because he couldn't be who he really was without condemnation. I wonder how many closest homosexuals resort to to drug use because of the stigma of being gay and having to hide their true selves? It's such a shame that such an honorable person could fall from grace. But that is the power of hard drugs and those addicted to them. It takes over their lives and makes them do things people wouldn't normally do. What MSNBC didn't bring to light was that he was having sex with minors which is totally wrong and I bet that charge will be coming soon. That's where I don't feel sorry for him and he should be held accountable for that. But with that said, I have always stood for the ending of the war on drugs and ending the stigmatization of drug users. People with serious drug addictions should be treated as medical patients and not criminals, unless they commit a crime that has a victim. If drugs were decriminalized we wouldn't be hearing about this and his reputation wouldn't be dragged through the mud. Who cares if he's gay, and I wouldn't care if he smoked meth or did any other drug as long as he wasn't hurting anybody other than himself. But having sex with minors should be the main focus here. If he was selling meth I wouldn't condone that either and he should be punished for that as well. But if he was trading meth for sex from consenting adults I wouldn't hang him for that. Because I also think prostitution should be legal in every state. Making prostitution illegal has done the same thing as drug prohibition in forcing it underground into the black market. All that does is bring in the criminal element and the spread of STDs and violence against sex workers, mainly women. But I'm sure many Conservatives would gasp at these ideas but that's the problem. When we stigmatize certain human behaviors all that does is create taboos and hate towards people that are different and don't fit the societal definition of what is so-called "normal".

            Look at the positive side to this story. He won't have to sell drugs to get sex with "male acquaintances". It has been a fruitful effort and he will have multiple opportunities for follow-up relationships.

            I so agree. In my town, every egomaniac has a building named after him and they haven't really deserved it. All of the buildings in my town are named for male politicians. Not exactly non-gender biased. One even managed to get his father's name on a building and the guy never held a job in the town.

              I disagree. The fact that he was such a horndog at his age is a great indicator that he was hitting the pipe. Meth turns you into a raving sexaholic and blurs your judgement as to who you get it from, where you get it, and whether they are male of female. Look at another famous Coloradean (sp?): Pastor Haggard (sp?).

              He was 99% sure getting high on meth too.

What a horrible way to go out, he should have known better.

              Seems like Sullivan wasn't actually under the influence of drugs - he was selling them for gay trysts. Drugs didn't make him gay. Apparently they weren't tempting enough to make the men want to trade either since they turned him in when he tried to "buy" them with it.

              Hopefully this person and the crimes he committed will make a good example to people on how dangerous these drugs truly are.

              This guy just threw away his whole life because he figured he could beat the drug he used to arrest other people with. Once you try these drugs the drug takes hold of you and your then in for the ride or fall of your life, as seen here.

              I'm glad he got caught because of his position it could have been even worse, I wish him luck getting his life back together.

              Prison isn't going to be kind to this guy but at least hes got the sex part figured out before he goes in.

                ah take 20+ years of law enforcement, retire the adrenaline. Leave a man wondering for what purpose he was placed on this earth, perhaps he was looking to escape his reality for once, maybe was just curious, or he let his guard down after all those years of having it accelerated.

                This man is not infallible, only one among us has walked this earth and been tempted by Satan, he lived and died to prove it. After all meth is a drug straight from Satan's handbook, next he'll question his existence, he'll feel bad for himself, guilty and ashamed he might even try to commit suicide, Mission Accomplished for Satan...NEXT!

                    What I mostly see in stories like this are addicts who are out of control. They deserve our sympathy and help. This was totally out of character for him, and it was the drugs talking, not this poor man who has done so much good in his life.

                    Are you kidding, this guy is a scumbag, who made a choice to be a scumbag of his won free will. He deserves jail time and with any luck he will die in a restroom somewhere without killing or injuring anyone else. How many criminals did he let go, decline to arrest or prosecute over the last four decades for sex or drugs? Probably thousands. How many crimes did they commit? How many lives did they ruin? How many rapes? Murders? Robberies? Thefts? All because one selfish loser wanted to enjoy himself and abuse his authority.

                    Excusing people like this and their lousy behavior is shear stupidity. Nobody forced him to take drugs,,,,,,,,,,,,,,,,,,,,,he made a choice.

                    Every drunk driver, criminal, politician, druggie, actor, sports icon or scumbag that gets arrested claims to be addicted to something and therefore excused for their crummy behavior.                       It's strange to see all these people saying that it is a wonderful old man and hero and the drugs are to blame......if this was some 19 year old kid named Tyrone or Gerardo they wouldn't have that same attitude. When an old white man gets busted it's the drugs fault and when some young black/hispanic kid gets busted they thank that same old white man for keeping them safe.

                            I'm 38 and have lived in Arapahoe County most of my life. I was in 4th grade when he became sheriff and a mother by the time he retired. This is a man that was so highly regarded not only in our county, but in the nation by fellow sheriffs. He was a stable lawman in my life, and when the detention center (one where terrorists were held on the way to Supermax), was named after him ,no one blinked an eye. After the Columbine tragedy, Sullivan was hired to put into place a district safety and security plan for schools. This man was highly regarded as a local hero.

                            It's so sad to see what meth can do to even the most unlikely people. It's shocking to everyone in the Denver metro area. Meth is a horrible drug. This is just a sad story. Another one of the good ones brought down by drugs.

                            This is not about meth or drug addictions. This is about power over others.

                            You say "that man could walk on water" and I sure he could. But the most powerful drug to withdraw from is not meth or heroin, it is POWER.

                            His dealer was the adoration of the public. And his fix was the ability to draw adoration while holding literally the power of life or death over anyone.

                            This is about a sad old man, horny, using any lure he can to get his fix of 'power over others'. Meth and sex is the easiest commodity to trade.

                            This is not about the 'way' but about the 'means'.

                            Agreed, Rick Day. I haven't seen anything about this case that says Sullivan was actually using meth himself - only that he was attempting to barter it for gay sex. Shows a level of calculation and coercion that's pretty disturbing.

                            How ironic for him to be in the same facility that was named for him. I bet the other inmates are getting a laugh from that.

                            So many seem to be missing the point. He had power over no one. He hasn't had power for ten years. He's a civilian. no better than any other druggie. so if he's condemned, so should all the other drug users. As fas as his efforts to get a partner, using cash would have been easier.

                            I haven't seen any proof he's any sort of a dealer. If that's such a bad profession, I'd guess the war on drugs is warranted.

                            I also noted the MSNBC has in the headline "Sheriff arrested". Yet in the story they correctly state Ex-Sheriff. Typical shoddy new reporting on their part. They were a bunch of losers when they had their facility in NJ and they haven't changed much. Clueless kids doing the reporting.

                              I'm sure I'll get the flame treatment for this comment, but such is life.

                              Someone mentioned that perhaps there's some senility here. Maybe. My take is more like this.....a very significant portion of humanity will use drugs if they are available. It is not a moral issue. It is a human issue, it is a health issue, and it's something that many people have a strong predisposition to engage in.

                              In addition, a significant portion of humanity will engage in sex if it is available. Although mankind has done his best to make it one, sex is not a moral issue either, it is a human issue. It is simply something that humans have an innate drive to do. Sometimes it's with the same sex. BFD. A sober, honest look at human behavior ought to make this obvious.

                              This man showed what kind of person he is when he rescued two deputies under fire. To vilify him for being a human being is lame. The law is lame.
