Critics: 'Tough' sheriff botched sex-crime cases

EL MIRAGE, Ariz. -- The 13-year-old girl opened the door of her home in this small city on the edge of Phoenix to encounter a man who said that his car had broken down and he needed to use the phone. Once inside, the man pummeled the teen from behind, knocking her unconscious and sexually assaulting her.

Seven months before, in an apartment two miles away, another 13-year-old girl was fondled in the middle of the night by her mother's live-in boyfriend. She woke up in her room at least twice a week to find him standing over her, claiming to be looking for her mother's cell phone.

Both cases were among more than 400 sex-crimes reported to Maricopa County Sheriff Joe Arpaio's office during a three-year period ending in 2007 — including dozens of alleged child molestations — that were inadequately investigated and in some instances were not worked at all, according to current and former police officers familiar with the cases.


In El Mirage alone, where Arpaio's office was providing contract police services, officials discovered at least 32 reported child molestations — with victims as young as 2 years old — where the sheriff's office failed to follow through, even though suspects were known in all but six cases.

Many of the victims, said a retired El Mirage police official who reviewed the files, were children of illegal immigrants.

The botched sex-crimes investigations have served as an embarrassment to a department whose sheriff is the self-described "America's Toughest Sheriff" and a national hero to conservatives on the immigration issue.

Arpaio's office refused several requests over a period of months to answer questions about the investigations and declined a public records request for an internal affairs report, citing potential disciplinary actions.

Brian Sands, a top sheriff's official who is in charge of the potential discipline of any responsible employees, was later made available to talk about the cases. He declined to say why they weren't investigated. "There are policy violations that have occurred here," Sands said. "It's obvious, but I can't comment on who or what."

Sands said officers had subsequently moved to clear up inadequately investigated sex-crimes in El Mirage and elsewhere in the county. He said leads were worked if they existed and cases were closed if there was no further evidence to pursue.

Arpaio's office was under contract to provide police services in El Mirage as the city struggled with its then dysfunctional department. After the contract ended and El Mirage was re-establishing its own police operation, the city spent a year sifting through layers of disturbingly incomplete casework.

El Mirage Detective Jerry Laird, who reviewed some the investigations, learned from a sheriff's summary of 50 to 75 cases files he picked up from Arpaio's office that an overwhelming majority of them hadn't been worked.

That meant there were no follow-up reports, no collection of additional forensic evidence and zero effort made after the initial report of the crime was taken.

"I think that at some point prior to the contract (for police services) running out, they put their feet on the desk, and that was that," Laird said.

Arpaio acknowledged his office had completed an internal probe into the inadequate investigations, but said, "I don't think it's right to get into it until we get to the bottom of this and see if there's disciplinary action against any employees."

A small number of cases from El Mirage were handed over to prosecutors, but the El Mirage Police Department said most were no longer viable — evidence dating as far back as 2006 had grown cold or wasn't collected in the first place, victims had either moved away or otherwise moved on.

Bill Louis, then-assistant El Mirage police chief who reviewed the files after the sheriff's contract ended, believes the decision to ignore the cases was made deliberately by supervisors in Arpaio's office — and not by individual investigators.

"I know the investigators. I just cannot believe they would wholesale discount these cases. No way," Louis said. "The direction had to come (from) up the food chain."

Louis said he believes whoever made the decision knew that illegal immigrants — who are often transient and fear the police — were unlikely to complain about the quality of investigations. He said some cases also involved families here legally.

El Mirage paid the sheriff's office $2.7 million for a wide range of police protection from 2005 through mid-October 2007, after the city's police department had been criticized in an audit as poorly organized, loosely supervised and mismanaged.

Although a small number of El Mirage officers continued working there during the period, Arpaio brought in patrol officers and detectives and managers who ran the department.

El Mirage police files obtained by The Associated Press through public records requests establish a pattern of sex-crimes not actually being investigated after the crimes were reported to Arpaio's office.

In April 2007, a 3-year-old girl was reported molested by her father, an illegal immigrant who cared for the child while her mother was at work. When the mother confronted her husband about the abuse, he cried and swore he'd never do it again.

Yet a few days later, the mother noticed more signs of sexual abuse on her daughter and called for help. After the initial report, that help didn't come.

The string of unresolved cases left Elizabeth Ditlevson, deputy director for the Arizona Coalition Against Domestic Violence, shaking her head. "My impressions were anger at the system and concern for the people whose cases weren't addressed," she said.

According to both Sands and Scott Freeman, a sheriff's official who heard complaints from then-El Mirage Police Chief Mike Frazier about the quality of the sex-crimes investigations, more than 400 cases countywide had to be reopened. Freeman told outside investigators examining alleged managerial misconduct at Arpaio's office that a number of arrests were made in the reopened cases.
The April 2011 report on alleged managerial misconduct said the sheriff's internal effort to determine what had gone wrong with the sex-crimes investigations was twice derailed.

One delay occurred when the male sheriff's official leading the inquiry was accused of sexual harassment — this by a female supervisor whose portfolio included some of the mishandled cases, according to the report.

Another internal affairs investigation, launched in May 2008, was stopped after the investigator was pulled away at the direction of David Hendershott, then the top aide to Arpaio, to help with another matter. The internal probe was reopened in December 2010 while Hendershott was on medical leave, according to the 2011 summary.

Hendershott's account conflicted with others.

Hendershott, who has since resigned amid separate misconduct allegations and declined a request by the AP to comment, told investigators the internal affairs inquiry was still in progress when he went on medical leave in 2010.

Still, Hendershott told investigators that the El Mirage Police Department had good reason to be upset about the sex-crimes handled by the sheriff's office.

The report of the 13-year-old who had been inappropriately touched by her mother's live-in boyfriend had been faxed to one of Arpaio's investigators. El Mirage police, who were given back the case about 11 months later, learned that it hadn't been worked.

When El Mirage police finally tracked down the mother, she said her boyfriend had moved out and that she no longer had contact with him. She and her daughter were in counseling and didn't want to bring the case to court.

In their follow-up on the case of the 13-year-old attacked by the man claiming to have a broken car, El Mirage police discovered Arpaio's office hadn't interviewed the victim.

An El Mirage detective went to the girl's home just off the city's main drag. The girl's uncle said she and her mother weren't around and took the investigator's card with a promise to ask them to call.

The mother never called back. She and her daughter's whereabouts are unknown.

The case of the molested 3-year-old was returned to El Mirage police unworked five months after the initial report. The family's beige tract home was deserted, the phone disconnected.

Joe should have been voted out a long time; however, I wonder how many advocates for the illegals would have been pissing and maoning and claiming that Joe was just on a bigger vendetta against the illegals in his County.

Not making any excuses for poor police work but another problem would be the illegals moving from place to place as even shown in the article.

Problem is, some illegals think their culture allows them to do this, in that a 13 year old girl in Mexico and other Central and South American Countries, is well within the marrying age.

Sheriff Joe Arpaio's tough stance on illegal immigration has created many of his critics and even enemy. They want to see Joe ride-off into the sunset. It's apparent certain groups have been organized to destroy Joe using the 'Bucks Stop There' attacks.

Wasting no time waging the media Blizkrieg(sic) against Arpaio, these groups are deploying the heavy artillery very earlier in their campaign to lay waste the Sheriff's distinguish service: allegation of blotched investigation of sex crimes against children.

As every decent American is against sex crimes against children, the mission of these allegations is to arouse the passion and emotion of the masses as part of the pincher movement that they hope would squeeze Arpaio from the Sheriff Department. Their strategy will fail.

The more these groups pressure Arpaio to retreat, the more supporters of Arpaio will come to his defense.

Michael: You know you'll never see a story on those cases - for obvious reasons.

The final paragraphs of this story are probably all the explanation required as to why these cases weren't pursued. Why investigate cases which will not be pursued by the victims or witnesses? Yes, the State can bring charges and even take cases to court - but without witness cooperation, it's a complete waste of time.

I'd also bet not a single commenter on here will mention the fact (mentioned in this story) that the investigation into this situation was derailed by a presumably false claim of sexual harassment by a female detective in an apparent effort to deflect blame from herself. . .

Hypocrisy is alive and well.

I take it then that you can not realize in your hate filled brain that everytime the sheriff's task force raids an illegal drop house they are rescuing dozens of people who are being held against their will and britalized and raped or pimped out for more cash by the smugglers????? Many of the 911 or help calls came from the illegals to the sheriff because of wht is happening to them........but instead of coming to help these people being detained the sheriff is simply racist huh??????

You do also have enough education I hope to fathom that a Sheriff (anywhere) does not invent or make laws, they simply enforce the laws that the state legislature passes, and that failure to enforce those laws is a violation of the state constitution and post rules for law enforcement????

You generalize an awful lot about latino culture, especially Mexican and central American. In my trips to Mexico, I saw no child brides. In fact, I saw no difference between their sexual culture and that in most parts of the US. And here, the thought that a 13yo is "ripe" seems to be reserved for criminals and religuous extremist criminals. Same attitude in Mexico.

I don't know what the sherrif knew, but it would appear that the department was criminally complicient(sp) in the abuse of children (whether illegally in the country or not). Someone should take the fall and in most cases the buck stop is at the top. Sorry sherrif!

Regardless of whose children they were, the crime must be investigated. If others in the department knew about the cases and did nothing either, they were indeed complicit, just like in the Sandusky case. Apparently, a number of other people were aware what the guy was up, yet nobody did anything to stop him. People who sexually assault children, must be stopped, otherwise no child is safe.

So let me get this straight ..... if children of illegal imigrants are being sexually abused by someone, who say may be US citizen, that should not be investigated because they are children of illegal immigrants. Not all, not even most. This investigation includes victims that are American citizens too--likely most of them.

Arpiaio is in trouble. He's being investigated for misappropriation of funds (millions of dollars) too. He is also at the center of the Thomas prosecutorial misconduct case. And now this.

His excuse in all of these is that it was the fault of his subordinates, and that he was not aware of their actions. If tis is true, he must be the most incompetant man to ever where the badge, and had he been a supervisor at WalMart, would have been fired long ago.

The thing that I wonder about is the fact that Sheriff Arpaio just endorsed one of the Republican Presidential candidates and I'm wondering if the timing of this article had anything to do with that. Yellow journalism is alive and well in our American media and I just wonder if this was put out to undermine any political power the Sheriff might have. Just wondering.

Many or most or even all of those children that were raped and /or sexually molested were or are American citizens. The only way they would not be is if they were brought into this country illegally which by the age of some of the victims suggests that they were born here.

It is understandable that some of these folks cannot be found or are not that willing to come forward now as they no longer trust the police, especially with the new law in place and the fact that they did not get any help when they first reported the case.

The level of evil mascarading as good by some in this country is getting worse and seem to be spreading infecting others even as we speak. And the fact that this sort of dispicable behaviour by those who have taken an oath to protect and serve all the public, is tolerated, condoned, excused or made/make excuses for etc, and even encouraged because of the victim's/a person's race, colour, creed, beliefs, religeon, lower level of income etc or because- it would appear in these cases - that the parents of the victims may be here or is perceived to be here illegally is beyond heinous and immoral imo.

What did the 3 y/o child do to anyone ...except being born to a mother who was 'probably' here illegally or of a different colour/race etc? Why should this 3 year old child not be given the help that the mother sought? If the mother was here illegally, wouldn't she have taken a great risk to report the crime.... and yet it is apparent that she did report it because she wanted to protect her child, yet nothing was done to help her or her daughter....

These heartless folks had better realize this..... what goes round come around... you know Karma.

And those of you who condone this sort of behaviour should also realize that... what goes round comes around for you too....

One other thing is that when you harm others -especially children, the aged, the sick, the destitute, the disabled etc- out of spite etc, whatever you do will come back to you and even unto others in your own family and for the generations to come as you are bringing a curse upon yourself.

So keep on being uncaring, nasty, spiteful, mean, selfish, hateful etc...you are only sowing these seeds that will grow and mature to produce whatever fruit from the seeds you have sown .... which you will harvest in your own life and the lives of those around you.

You are right but the reason their are two reasons that they would not be able to differentiate between illegals and legals rape cases.

1. Sheer volume and the fact that most police forces do not follow up on rape kit tests because there are not enough testing facilities available.

2. California for the most part is a sanctuary state just like New York, Illinois, many parts of Texas..... yea your right they won't be able to tell also because the lib media will not go there to investigate.

Why doesn't Brian Williams or fat head Ed Schultz go do an investigative report on that. Ed, needs the publicity since he was voted one of the least influential people on the planet!!!!!

        I sure as hell don't. Especially since our government is near insolvency. If private sector employees need to tae layoffs and wage reductions so do the Federal employees.         Freedom; please post your claims sources. My wife works for CPS which is a Federal law run at the State level - she makes $10 an hour and has been there 6 years with another 10 years in another State.

        You can't shore up the boarders if you don't fund the man/woman power - that requires increased taxes - cuts alone won't cover the cost it will require to stop immigration.

        Tell us what you would cut - and why should the Federal government enforce Jan Brewers lame propositions? Arizona never funds anything, they always are first in line asking the Feds to fund them. Here in Tucson the only work being done on the local city roads is being funded by the stimulus - our roads have more craters than the moon thanks to no inspectors or regulations on how thick the asphalt should be and what kind of prep work is required to make a good road the first time.

        Shouldn't contractors working for the State work for we the people also?

        I worked for a Public Utility Water and Sewer district - Union crews are never the lowest bid and not once did we ever take anything but the lowest bid. But we did inspect every step of their progress (that was in Washington State where they have strict regulations and their roads last).

        In your article it clearly states that the statistics would naturally be skewed because the Government contracts out most low-skill type jobs... custodians, food service etc.

        That means the pool for government compensation figures is taken primarily from college educated individuals, which make up most of the Federal workforce. While the private industry figures INCLUDE those low-skill contractors from the government not to mention every minimum wage employee in the country.

        So yeah, the average is going to be skewed Freedom.

        Other studies, as I cited, show that the government employee MAKES LESS than their private employee COUNTERPART. Which is a more accurate comparison than misleading averages.

        Freedom, citing one news article that supports only your view is faulty 'research'... so, maybe it is you that isn't capable.

        Here is the GS payscale. Most white collar employees are within the GS7-11 (35-55K). Supervisory / Program Managers are GS12-13 (65-83K). Base Commanders and the like are GS-15 (112K). The Scientific and Senior Executive type positions can reach 130K.

        Pay has been frozen since 2010.

        Stories like this only confirm my hope that AZ finally wakes up and stops re-electing Arpaio. I think part of it has to do with the ype of being America's "toughest", but clearly this shows he is not. The other part is that I think AZ just wants to give a big F*** YOU to the rest of the country that criticizes his position on illegal immigration.

        Now, let's be honest. No one is entitled to break the law regardless of where they come from. If we wanted to start granting amnesty for people who've been dealt a bad hand in life then let's start in the war-torn areas of African countries where genocide is being committed. They are far worse off than Mexicans. No one should be given a free pass just cause they have the luxury of being just over the border. We need to enforce our existing laws & expedite the process citizenship.             This is the kind of government and police state (county) you get when you keep the same man in office decade after decade. Remember Hoover, his FBI investigated anyone he wanted investigated whether they were criminals or not. He had dirt on every Congressman in office.             You all read the article correct? How many different cases of child sexual abuse were reported in this one small section of our massive nation? Some of these children, as stated, were as young as two years old.

            Recent studies in our great nation show that one in four American females have been sexually abused. The same study reports that one in five males have been sexually abused. These ratios, these numbers are from only those who will say. The recent events at Penn State are an excellent example of the dynamic that unfolds by the acts of these creatures who abuse innocent little children. A premier point that is coming from Penn is what people and groups have been trying to educate we the people about for years. Forget the stereotype of the pervert who rapes the body and heart of children. It is not necessarily that " unshaven, uneducated thing that lives in a trailer. It can and is someone in a fine three piece Italian suit, or a uniform with several stars.

            We Americans are good people. Most of us have hearts of gold and will help any one in need. Why do we allow this child abuse to go on? We will feed our hungry and yet allow innocent children be raped time after time, in ever growing numbers. Many of these children never get the help they need after suffering such horrible trauma. Many of them become perpetrators themselves.

            Our judicial system has failed us with these creatures. The judge gives them a few years in jail, maybe, and then they are back out on the streets to harm another child in more often a more violent way; frequently death. They are out of jail and then the law requires that they "register" their names in our National Sex Pervert Data Bank. Our judicial system has failed our children in every state in the union. The Federal Government has also failed our little children. Good, loving parents are growing more and more protective of their children and rightly and necessarily so. There is no cure for these creature. Some states are using "castration." That act only solves part of the problem. It does not cure the violence within these creatures; so they will continue to repeat until they are locked away for life. I would suggest an island far away and one that is surrounded by sharks.

            I recently read that the state of Virginia has a new solution for these "things." After they do a minimal time in jail, Virginia now has another facility for them where they will receive psychiatric therapy. I ran their numbers. The cost to the tax-payer of the Common Wealth of Virginia is one million dollars a year per head. This is regressive, back to the 50s and 60s when psychiatrists were telling us that through their great therapeutic methods they would cure all and we would no longer have a need for prisons to lock dangerous people away. That has not worked out. The only ones benefiting in Virginia, it seems to me, are the therapists getting fat checks from the state.

            We cannot depend on the Federal Government to solve this either. Their track record and billions of tax-payers dollars have failed. They would rather give Billions to Egypt so that the Muslim Brotherhood can take control with their sworn mission to destroy the West.

            May I suggest this Christmas that we give a small gift to help those who really help the children. If you are a citizen of Arizona look at the Arizona Coalition Against Domestic Violence; mentioned in the article. A few dollars to them would enable them to provide protective shelter for helpless children.

            On a national level help Focus Adolescent Services, Focusas.com to help these children. I know that they do great work and have for a long time.

            There are more. There are other groups, perhaps even good ones in your state who really help and don't just write themselves a fat paycheck every week from the contributions they receive.

            It is up to us to stop this. We can do this and we will if we all work together; do some outreach, or support people you believe in who are doing it.

            With Christmas and Hanukkah coming it is a good time of the year to remember.

              But that does not excuse the number of cases Arpaio's office closes through 'exception' (closed without investigation). The numbers for those cases in 2006 and 2007, the latest years stats were available when this was disclosed in Jan. of 2010, was 79% and 89% respectively. To put this in context, the closest high number from surrounding area LE agencies was 25%.

Anymore, the so-called legal system is about collecting fines, fees, forcing people to take classes, paying for probation, etc. Once you lock up a rapist and throw away the key there's no opportunity to fleece them for additional cash.               A rape kit is simply forensic evidence gathered for the police by medical personnel, then handed to the police. Not all rape kits are processed just like not all other physical evidence is processed. Its not like television where every tiny piece in sent to a lab where techs have nothing to do and jump on stuff immedietly. Most labs have a weeks to months backlog of processing......so an investigator does not send evidence to the lab just to be sending it. You work the case and IF you have cooperative wits and victim, and IF you have a decent suspect ID then you process evidence to nail down the case for prosecution.

              If the wits/vic are not cooperative and it looks like the case may never end in arrest or prosecution you dont waste your time or the labs. You file and store everything and if at some point in the future the victim changes their mind you get it out and start again and hope the statute has not expired.

              You could write a book about what people dont understand about investigations/lab tests and prosecutions. Its nothing like TV.

              The police is part of the Executive Branch whereas the courts are part of the Judiciary Branch. The Criminal Justice System comprises of both.

              The primary mission of the typical American police departments is to crush rebellions and revolutions. Addressing the common crimes is secondary. In certain municipality, sadly, the secondary mission has been revenue enhancement using traffic citations. The suppression of mass rebellion is reason for having so many police forces armed with machine guns, body armor, grenades, riot gears-equipment, armor vehicles and helicopter gunships. In effect, the police is akin to the paramilitary force. Rape, drugs, murder, burlary and even armed robbery do not require that kind of military weaponry response.

              The Judiciary merely conducts the trials of the accused. But with many municipal judges elected by special interest groups with money and organized voting blocks, such as the police-sheriff-fire labor unions, judges are not as impartial as they can be.

                AZRANCHER, lets hope one of your cows are not stolen or heaven forbid raped. You would want old Joe to get right on that, and he would because you seem to be one of his principal supporters. I'll bet he could form a posse and bring eight or ten illegals to justice within the hour. People are not stupid enough to believe that crimes are solved in the twenty or thirty minutes of a TV series with ther attention to minuitia. But we do expect that our police make at least an effort especially in the cases involving child abuse no matter what ethnic group that child belongs to. Justice delayed is justice denied. I don't particularly like the illegal immigration situation in America myself, but I recognize that the vast majority of these people are simply trying to better their condition in life. I want an America where everyone in it has a legal status, but I do not want to see wholesale concentration camps where these people are housed like Auwiscz or the Nazi concentration camps. This is not the America I put on a uniform for and swore to defend.

                      We do have good law enforcement people in Arizona, but the two you mention are not among them. Joe does not do his job, or he wouldn't be closing 80% plus cases through 'exception' (i.e. not investigating at all), misspending over $100 million dollars, having 40,000 warrants unserved, losing millions of dollars in lawsuits for unlawful arrests and deaths in his jail, and the list is too long to post here.

                      Google any of those items and read the articles from the local newspapers. The series done by the East Valley Tribune is especially damning.

                        There has to be money to do all the processing you want for these Rape kits you mentioned. Also as a victim you have to be your own advocate you can't presume you are the only one out there that has a case. If you let the police forget and don't keep tabs on it it gets brushed aside. You mentioned a model of a rape crisis center, I worked for a major metro police department and never heard of the Memphis Rape Crisis center being the model for anything.

                          My Mother in law who used to live down there said that (she lived there for about 20 years total - she left the state about 2 years ago). She also says that he's a dirtbag racist thug in a cop's uniform and nothing else. She can't wait until justice finally comes to his front door.

                          And my mother in law's a white woman. AND she's generally a very nice, easy going person who doesn't linger on negatives at all.

I read that as when he is finally arrested and held in his high quality jail serving food unfit for human consumption.                                   This is despicable behavior from anyone but from a sheriff sworn to uphold the law, it's unbelievable. He should be made to pay for his lack of action in protecting these children, no matter what their skin color or legal status is.

                                  The rape of women and children just doesn't seem to be a high priority in this country and it's becoming almost epidemic that the perpetrators are not prosecuted for their sick behavior. We should all be outraged by this.

                                  In their follow-up on the case of the 13-year-old attacked by the man claiming to have a broken car, El Mirage police discovered Arpaio's office hadn't interviewed the victim.

                                  An El Mirage detective went to the girl's home just off the city's main drag. The girl's uncle said she and her mother weren't around and took the investigator's card with a promise to ask them to call.

                                  The mother never called back. She and her daughter's whereabouts are unknown.

                                  So, El Mirage never interviewed the victim either. BOTH FOR THE SAME REASON?

                                  I believe that the El Mirage detective went looking for the girl AFTER the city got the cases back from the sheriff.

                                  Obviously, the girl (and/or her family) wanted something done - otherwise, they wouldn't have reported it at all.

                                  Had the sheriff followed up when this crime was originally reported, they might have been able to actually catch this guy.

                                  I worked on homicide cases in Los Angeles, hundreds of them. You sorted them into two piles those with cooperative wits and potential follow up value and those illegal and gang related where NO ONE would cooperate with police. You worked the ones you could and tossed the ones you couldn't. When you have a lot of them to work you dont waste time on dead end cases, its not like TV.

                                  I know El Mirage and its area, most illegal aliens will not talak to police (as mentioned in this article) even if victimized. Thats why predators like to target illegals. Without voluntary cooperation from the victim and wits you have no case. Period.

                                  There is a saying in the police world.."no victim no crime." If the victim will not cooperate then you have no victim, without a victim you have no crime. You move on to another case. Thats life and the burden to cooperate is in the hands of the wits and victim.

Family related rape are the most difficult case to solve and they are lower in prtority, especially your caseload are piled up, you got to move on.                                   Does that happen in all 79%-89% of the cases Joe's office has closed through exception (i.e. didn't investigate)? No one would speak to the deputy that came to interview the victim, or was no deputy sent to begin with? Remember please, those figures came from the sheriff's office itself, not from some investigative reporter digging up dirt on 'poor ol' Joe'.

                                  As for channel 5, there's also channel 12, the Arizona Republic, the East Valley Tribune, and a host of other papers around the state that have reported on the issues surfacing from the Sheriff's office in the last five or six years. Joe's top three chief deputies had to be terminated as a result of an investigation prompted by a memo written by a senior officer in the Sheriff's department which contained a number of allegations of wrong doing by the department's administration.

                                  Joe may have been fine in his time, but he's almost 80 years old, and proof positive that absolute power corrupts absolutely.

                                  I also used to work for a Police agency not in Arizona, and I also have a home in Arizona.

                                  Azrancher is dead on when he stated "as an investigator you have put your cases into two piles chargeable crimes (with witness and victims) and dead ends no leads" (sic) As investigator with limted resources you do not have time to investigate dead end cases. Unlike television police departments do not have unlimted budgets and evidence processing that come up with fantastic results.

                                  I asked the crime lab at the Police Department I worked at once about the television show's version of a crime lab. The head of the crime lab told me this, Yes, evidence can be processed in an hour if you have the technicians and equipment that are qualified to do it. Many people that watch television believe ALL Police departments are just like that. That crimes (like a finger print in a stolen vehicle) can be solved with just that one thing. Here in the state I worked for the police department the forethemost part the prosecuting attorney would NOT try a case if the criminal was NOT caught in the stolen vehicle.

                                  As for this case I don't care what it is if an illegal committing a crime against another illegal, they are here illegally they don't have any rights and are encouraged to leave. In this case it looks like no one cooperated so there is in fact nothing to investigate case closed.

                                    1. The victim has to report to the police that a crime had been comitted against her.

                                    2. The victim has to provide a detailed statement to police about what happened.

                                    3. The victim has to provide or submitt to the gathering of physical evidence left by the suspect.

                                    4. The victim will have to provide a positive ID to any potential suspects apprehended.

                                    5. The victim has to appear in court and testify on behalf of the prosecution on all of the above.

                                    If the victim refuses to cooperate in any manner and even hides from the police, then there is 90% of the case. The police may have a suspect but can not go after him because of this witness's lack of cooperation.

                                    Since many perverts/molesters and rapists continue to strike, this victims lack of cooperation just allows the suspect to continue to prey on others at will. She will bear some of the responsibility for future attacks since she is failing to help stop them herself.

                                    The police are only as productive as the cooperation they get from the community.

                                    El Mirage has been a problem for some time. They had their own police dept. but it was disbanded over corruption issues, the sheriff began serving this sector but did not have the insight to the community like a long term police dept would. A large portion of El Mirage is illegal aliens and they refuse to cooperate with police of any kind. Now el mirage has its police back and all new allegations are arising. Thats just a troubled area to begin with.

                                      If you choose to live in a glass house you make yourself a target, so sorry, but I don't feel too badly for Sheriff Joe. He's a publicity hound, and now it's biting him back. Fame is a double edged sword. Given the AZ attitude towards Hispanics this is hardly a surprise. I'm sure it isn't just sex crimes against children being neglected. AZ wants Hispanics to go away. That is something their laws make very clear.

                                      "AZ wants Hispanics to go away." I understand Arizonan's complaints regarding the traficking in both drug and people. But I wonder how they will feel when they reach the same level as Georgia did this year; crops rotting in the fields because those nasty illegals weren't there to work. Granny out mowing the grass because the landscaping crews have left. And the prices for construction jumping 20% or more.

                                      Breaking the law is just that… breaking the law.

                                      Any person, Hispanic, Chinese, Zimbabwe, Peruvian or Cuban who sneaks across the border has broken the law.

                                      What is so difficult to understand here?

                                      It is the ILLEGAL entrants who need to be rounded up, maybe branded and returned to their original country.

                                      Then shot if they come across the border gain. Now that won't stop people (usually fools) from trying again but it will slow the invasion.

                                      Or the US of A could use the tactics which the Mexican Government uses to control their southern border? Look it up and see if it is as harsh as my idea.

                                      Joe was too busy putting together an investigation to see if Obama is legal. Now he is too busy trying to raise money to build a fence in Pima county, Arizona that nobody in Pima county wants. I suggest that they simply build a fence around Maricopa county.                                       Maricopa County Deputy Sheriff's starting salary is $38,000 annual. Not very high in the field of Law Enforcement. The department has problems with training and educating deputies only to have them recruited to other local agencies who start at $45,000 annual or higher. As for $ 400,000 dollars homes that all dpeuties live in.....the few I can say I personally know do not possess these houses.

                                      As for shooting in the back, I have researched the last 40 officer involved shootings in MAricopa County and the Sheriff's office did not have ANY where the suspect was shoot in the back. The Avondale Police Dept. had one shooting during a car stop where the officer fired into the rear windo striking the suspect in the back and shoulder.

                                      I would like to know your reference sources for the "back shooting cases". Do you have any or just hateful embellishments you made up yourself????????

                                      This story illustrates the shortcomings of focusing on one area of prosecution at the expense of other crimes. Joe is nothing more than an egomaniacally-driven sorry excuse for a law enforcement official and his jurisdiction would be better served by someone who provided greater focus on the real problems confronting their communities.

Let's see, the Democrats lost heavily in the House, including their House Minority Leader's seat. They gerrymandered the Senate but still lost control because 60% of state senate voters chose Republicans, and it ended up 50/50 with Reps winning ties.

                                        2011 suggests you're going to get your brains beat in next fall, just like 2010 did. Maybe Obama will hang on, that's it. Reps will have at least both Houses of Congress.
