I feel the next step is to only allow "Totally" hands free blue-tooth devices. That means hands free contact look up and dialing. So the phone could live in the glove box and everything is done via voice. Is that possible? Let's try that first along with some laws with big teeth to discourage hand held usage. Without the effective laws, there are no incentives.
I vote yes , sometimes , maybe , unless it's an irresistible sub sandwich and a nice cold drink on a hot day...
Or a fresh cup of coffee on a cold day.....
That cell phone stuff and that tweeting stuff while driving should be illegal yesterday.......
