Police deaths rise sharply again

For the second straight year, the number of law enforcement officers killed in the line of duty rose sharply in 2011, according to statistics released Wednesday.

Preliminary data compiled by the National Law Enforcement Officers Memorial Fund showed that 173 federal, state and local officers have been killed on the job so far this year, 13 percent more than the 153 who died in 2010 — and 42 percent more than the 122 officers who were killed in 2009.

The memorial fund, a nonprofit group that runs the National Law Enforcement Officers Memorial in Washington, attributed the steep rise to "drastic budget cuts" that "have put our officers at grave risk."


Police "are facing a more cold-blooded criminal element and fighting a war on terror," but "we are cutting vital resources necessary to ensure their safety," said Craig Floyd, the fund's chairman.

The leading cause of death was gunfire, which has killed 68 officers this year, just one short of the decade-long high of 69 in 2007.

One of them was Scotty Richardson, 33, a master officer with the Aiken, S.C., police, who was buried Tuesday in a flag-draped coffin. Richardson died after he was shot in the head Dec. 20 during a nighttime traffic stop. His partner was also shot and survived, NBC station WAGT of Augusta, Ga., reported.

Police charged Stephon Carter, 19, with murder and attempted murder.

Aiken Public Safety Director Pete Frommer said Richardson held the title "master officer" because of his diligence and sheer hard work.

"He had an additional 1,460 hours of advanced training," Frommer said. "Everybody can't do that."

Aiken Mayor Fred Cavanaugh said the ceremony was first time in a long while that a tragedy of such magnitude had hit his community.

"We're going to move forward, and it's sad that this happened, and we never want it to happen again," Cavanaugh said.

This is the first time in 13 years that shootings outpaced traffic incidents as the leading cause of officers' deaths, the police fund reported, which Linda Moon Gregory, president of Concerns of Police Survivors, a nonprofit interest group, blamed on inadequate training and equipment.

"At a time when criminals have the latest technology and weapons, we must ensure that our peace officers are adequately equipped and protected," Gregory said in a statement.

The most officers were killed in large states, such as Texas and California, and states in the South, seven of which were in the top 13:

Yep..

Alaska has some of the best trained officers in the country. Have you ever heard of any police brutality cases come out of Alaska? The state troopers do everything up there and all officers are trained to deescalate dangerous situations before they become serious dangerous situations due to the overwhelming abundance of firearms.

Worldwide crime is a function of population density, it's very difficult to rob, assault orkill anyone or especially a police officer from 20 miles away.

Liberall & Spider.....Anchorage and Fairbanks are good sized cities. Alaska isn't just tundra and igloos. It's as cosmopolitan as many cities in the lower 48.

Because people actually respect the law enforcement up there. I lived in Kenai for quite some time, Troopers up their have something called hard contact / soft contact, bbasically equalize the two. When I'm back home and go out to the bars, the Toopers actually stop in, shake hands and hang out...they don't have that Gestapo, you're guilty until proven innocent, fascist mentality like the cops here in AZ. They make sure they EARN the respect of the people.

    The reason is , they have no crime like most states have. The only crime they have is in their government and they are never jailed. They just lose their job or are fired. Thats the reason. At the same time you don't see Delaware, Maryland or Philly on the list. They have crime everyday and officers are killed. Why they are not on this list I have no idea. Guess its just a media outline of some states that reported the information to them.

    I had a cop harass me. He charged me with being a pimp (Pandering) and then lied to the prosecutor in the police report. would have never filed if the officer hadn't pushed the prosecutor so intently to charge me. Some police are asses. Police more and more are intent on telling people how to run their lives. Not to mention the one speeding ticket in my home state, verse 9 or so out of state. They know you will spend as much fighting it so they lie about your speed and never give warnings to meet their quota. But mostly cops aren't bad, they're just stupid and make mistakes that harm people. A black SUV sped by me and five minutes later a cop came up and pulled me over, told me I was going 11 miles faster than I actually was. He mistook me for the other guy, still ticketed me. Was out of state so no point in fighting it, just paid. And I had to because my license would have been suspended if not paid. Police have more power to harm you than criminals, so injustice is worse than crime. I'd much rather be robbed than interact with law enforcement.

    Maybe if they would spend more time protecting the public instead of using the public as a revenue, more people would respect them. As for me Think it is pitiful when I see half of our police force on the highway writing tickets when crime is so high in town.

    There is no excusing the murder of someone doing their job, be it a convenience store clerk,taxi driver or police officer. The statistics regarding the murder of those in all three occupations will have one dominant factor. In almost every case, the murder was committed by someone who SHOULD have been in prison.

    It is high time our broken criminal justice system begins putting and keeping violent predators behind bars, instead of releasing them to make way for nonviolent, primarily possession only drug offenders !!

    I don't know where you get your info but I hear of a cop getting shot probably every year here in Alaska. Most of the cops here don't deserve to wear a badge. It's all about meeting they're monthly quota, I had a cop coming the opposite direction slam his breaks, do a smokey burnout and come pull me over( I was in a 35 mph zone lol ) his reason for pulling me over....he thought I wasn't wearing my seatbelt lol!! he continued to fish, trying to find something wrong with my car and when he couldn't I was free to go. I felt like kickin the jackass in the nuts!! It's just another way of taxing the working class American!!

    What I would love to see is a breakdown of how the shooting deaths occurred. How many of the shooters had concealed weapons permits? How many had prior convictions? How many were victims from a shooter with no prior convictions? How many were out on parole, etc? And I do say convictions versus arrests because in this country you have committed no crime by simply being arrested, a point the anti-gun crowd ignores all the time. The very first book I was required to read in statistics 101 was "How to Lie With Statistics"

    Denko--you're back again, and you still haven't learned to spell or write in complete sentences while you ramble on. You accidentally did make a good point, though, about the type of perpetrators who shoot/kill cops. The overwhelming majority are either criminal dirtbags involved in committing a crime or they're in a highly volatile situation and act in a moment of rage. Ken--I'd like to see the stats, too; I seriously doubt more than a tiny handful--if any--such killings are committed by anyone holding a concealed carry permit.

      So freely available firearms have made Alaska a safer place, because its made police behave and respond better (they don't want to get shot) and probably makes the residents a little nicer too. Wow, kind of similar to Switzerland where machine guns are generally available.

      Not only does everyone in Switzerland own a gun, they are required to have 2,000 rounds of ammunition to back that gun up, furnished by the Swiss Government, Switzerland has never been invaded, Switzerland has no crime, Switzerland controls allot of wealth, it appears they are doing something right. one thing is for sure they don't go around pissing each other off or invading each others property. gun education and possession is their key to equality and defense. criminals seek out the defenseless, criminals don't like to go up against a armed individual. and those people that shot police down did it for a reason, they probably just committed a crime or were wanted for something terrible enough to justify ( at least to themselves ) the action they chose to inflict. criminals have and use guns and the liberals want to take the law abiding citizens gun away, that's stupid. now the question? 173 officers died 68 were gun related what was the other 105 deaths caused by and how many of the 68 were caused by cops shooting (accidentally) there own support. another question is how many people died at the hands of police officers, now that figure will shock the hell out of you. to protect and serve my A$$. the difference between a cop and a crook is a steady paycheck. only about 10% of the police are worth a damn. the police forces in this country are a haven for psychopaths. the shame is the bad make the rest look bad, but the police do a poor job of cleaning up their own yard.

      Uhm, isn't it amazing that for folks who typically only deal with bad folks who do bad things (and the daily civil rights violations & beat downs) ONLY 173 cops were killed? That is amazing! How many cops are there and only 173 were killed? Seems like a pretty safe job. The last #s I could find for total pigs, I mean cops, was for the year '08 with 2,432,900 (reference http://www.bls.gov/oco/ocos160.htm).

      Do the math, what is 173 of 2.4 million? Percentages are pretty good you aren't going to die. Pat 'em a few more times on their backs before you put the SS arm band on 'em.

          It's too many but as far as the percentage of total officers to deaths is a very low % seems to me for the dangerous work they do.

          I wonder if any of this has to do with the fact that cops are getting more and more trigger happy themselves. Criminals that might have otherwise surrendered are now taking to shooting at the cops because they fear that even if they try and surrender that cops will shoot them. There have been several cases recently where cops have shot suspects under very questionable circumstances. In addition, there have been several cases lately where criminal organizations were found to be run by police officers. Corruption in police forces has been getting worse and worse over the years. Some departments have gone to great efforts to clean it up, but it is still rampant in many police forces around the country. Just ask people who have been pulled over and given a hard time or given bogus tickets to justify an illegal stop by crooked cops. I was stopped for a bogus reason by a cop and only finally let go, without any ticket or warning I might add, after I allowed him to conduct an illegal search of my vehicle. I have had police officers that I have been friends with tell me that they would be more likely to trust the word of an average citizen over that of a fellow cop.

          I don't agree with JS in SD per se, but there is perhaps an element of truth in what that post asserts.

          The most hard-core criminals, I fear, are possibly becoming more apt to violently react to the appearance of any law enforcement officer because of the ever increasing use of various special tactics and special operations groups (a.k.a. 'S.W.A.T. teams') in serving search warrants that are deemed to be 'high risk'. No doubt some truly are, but many of the people I've seen taken into custody by such organizations - mostly for drug offenses, including marijuana possession - were far from dangerous and could have been apprehended easily enough without taking the battering ram to their front door at 2 AM.

          I think what's often going on is that these teams need to keep busy to justify their training and equipment budgets, and there aren't enough legitimate uses for them sometimes for them to feel comfortable that they won't be disbanded for being a costly luxury. The problem with this is, of course, that word gets around on the streets. If you're a bad guy and some of the 'minor players' you know had a tactical team breach their door and storm their home with automatic weapons pointing everywhere, what you do suppose you'd expect would happen to you, someone who is committing crimes much more serious than growing and smoking some pot in the evenings? They'll probably just shoot you on sight, so you prepare accordingly for when they try to take you down. Unfortunately, the officer who's pulling you over for a burnt out taillight with the intent of issuing you a memorandum to get it fixed is now your mortal enemy, so you decide to get him before he gets you. You're so paranoid that the idea that maybe there isn't even a warrant out for you yet and the officer had no plans to cite you let alone handcuff you and haul you in didn't even cross your mind.

          On the battlefield, snipers have proven to be a devastating psychological weapon. They're always hated by the enemy, for obvious reasons, but quite often by their own side as well. If the other side starts to figure out that a hidden marksman somewhere is picking off their personnel, the expedient solution is to call in artillery to wipe out the entire area the sniper may be hiding in. This fact is not lost on the regular infantrymen behind the same line as the sniper, and most of them do not want that sniper anywhere near them because those incoming high explosive shells that could be on their way any minute to eliminate the sniper don't discriminate. Thus, snipers have often been hated by both sides. With law enforcement, we may be getting to the point that overused tactical teams are becoming feared enough by ordinary lowlife out there that many who used to follow the 'don't say anything besides asking for an attorney' routine are now preparing themselves for combat at the first sign of a possible arrest.

          It might be a very good idea if the law enforcement agencies of the nation make sure that any special response is genuinely warranted before calling out SWAT, SOG, SRT, ERT, Tac Team, or whatever else they've got. Sometimes you can't win by winning, and special 'commando' units succeeding too often may be causing rank and file patrol officers to lose their health and lives.

          TiGor, I have to agree that SWAT teams have escalated fear on both sides (cop and citizen). This has led to both being more prepared for violent contacts when they interact.

          When you see innocent citizens, including children, being killed by police officers for the crime of being at the wrong place at the wrong time, then you have to wonder about the utility of SWAT teams. Since the advent of SWAT units, the fact that police homocides of citizens have escalated seems apparent.

          When police become so unprofessional and afraid that they kill needlessly then everybody feels the need to get strapped in self protection. When everybody gets strapped then killing will increase on both sides.

          I find there is an easy solution to the police "problem" in this country. Respect and obey the law. I have not seen any laws that are too outrageous to live within. For those "harassed" by police who are just trying to "generate revenue" by pulling you over for breaking a traffic law, get a life. I hope I am not the first to tell you this, but don't speed, don't run red lights, pay attention when you drive, don't over tint your windows, etc. Then imagine this, you won't get pulled over. The police would be less inclined to react with extreme measures if people behaved themselves, and didn't take their problems out on those trying to enforce the law.

Wait tell they come and kick your door in at 3 in the morning , pulled from your bed slamed to the floor and told if you move they will put a bullet in your head , your wife on the floor , your kids pulled out of bed and after 20 min of this , they find out it is the wrong address , they wanted the apt. in back of the house . Then all you get is we had the wrong address, were sorry , my kids will live with this the rest of there live's , they are scared of the cops now , I don't blame them , how can I really tell them that cops are O K.

            Well, let's see more people out of work, more taxes, more money for healthcare, cost of food wayyyyy up wtf do u think is going to happen people need a place to live, food to survive etc etc when they cannot get a job or money to feed themselves and family crime happens and when there is crime there can be death whether is an officer of the law or the criminal or an innocent bystander. And my friends I believe this is just the start of things...

            Don't get me wrong...I think he's done a weak job at best but his demonization is just stupid.             RMJ, it is just a stat however. So if McCain was in office, the media would put out that since he took office more police have been murdered due to the poor economy. So there is an implied bias and actually that is what puts lots of people off.

            I would argue though that lacking a federal immigration policy, and then suing states that are trying to address the issue, puts police in a tough spot. Those border states are getting mixed messages which I would think puts police in the middle a lot. OWS clearly made enemies of the police because they did their jobs to enforce the laws.

            theboys, you mentioned a "lack of a federal immigration policy", so here it is... It is a Federal Crime to knowingly hire and employ anyone who either is not a U.S. Citizen or does not have what is called a "green card", yet there are THOUSANDS of companies/corporations in those "border states" which do KNOWINGLY hire and employ non-documented, non-U.S. Citizens all the time. Why do the State cops not go out and arrest the people who are KNOWINGLY breaking Federal Law by hiring and employing all those "illegals?

            The answer is that "it would harm the economy", and we all know that in the U.S.A. the Almighty Dollar is far more important than obeying any Federal Law that "just happens" to be "inconvenient to Business" or gets in the way of that other American God, The Almighty Profit Margin.

            Very sad when a cop dies, too many criminals walk away from serious crimes, some states have some stupid law that says if you can't bring charges (usually murder) within 60 or 90 days you have to let a suspect go free? They had program on about louisiana gangs being held and system so crowded or witness fear after 60 days they walked out of jail cops said even laughing when they would be arrested saying I will be out in 60 days... that is until katrina and they moved to dallas, and found out there is no 60 or 90 day rulke there, you go in jail for murder you can sit in jail for long time befoer trial, they all bailed and moved back to New Orleans!

            Time to tighten the hangman's noose, at least texas rids us of the scum they are not afraid to impose and carry out the laws of the state by execution!

                Perhaps this increase is a response to the encroaching police state. I have been robbed and I have been mugged. Neither event compared to getting the "shakedown" from an evil, threatening, thieving, abusive, crooked cop. Abuse under the color of authority is the worst sort. It is refreshing to realize that some persons will not stand for it.

                You find people shooting cops to be refreshing? There are some bad cops out there, but what about all of the good cops that lose their lives? Do they deserve it?

                My cousin was a good cop (he was a state trooper in MA), and a good person, and he was killed in the line of duty by a guy who didn't want to go back to jail after violating his parole. My cousin stopped him in a routine traffic stop, the guy had guns in the car, so he just pulled one and shot my cousin.

                Is that what you'd call refreshing?

                I had my home broken into five times in three years. Even though the perps were seen and license plate numbers given to cops NOTHING was done. Although I have to give them credit. They told me if I did ANYTHING to protect my home, property, or self that caused injury to the crooks I would be arrested and charged with assault!

                Excuse me? You don't even know my cousin. He wasn't robbing anyone, he was making a routine traffic stop, and after getting the guy's paperwork, the parolee started shooting because he was breaking his parole and didn't want to go back to jail.

                I have been on the receiving end of corrupt police. A much worse situation than a simple "beat down". I do not lump all police officers in the category of "pigs". Are there bad cops? No sh!t. Are there bad people? Yes. Try being polite and courteous to them. It works for me.

                just beacuse you had a run in with a bad cop dosent make them all horrible and that way...I was friends with Brad Jones,A police officer from glendale,Arizona. He was shot multiple time and then with his own gun. He was not a bad cop..He didnt let his uniform get the best of him. id like to know how you think its refreshing that these things are happening?!                       Alaska has some of the best trained officers in the country. Have you ever heard of any police brutality cases come out of Alaska? The state troopers do everything up there and all officers are trained to deescalate dangerous situations before they become serious dangerous situations due to the overwhelming abundance of firearms.

                            The post about Alaska officers being trained to de-escalted situations is entirely on point! Too many police officers are out there looking to assert themselves and to dominate the "civilians" they are interacting with, rather than trying to tone down the interaction and avoid conflict. That sets them up for violent conflict with anyone who is looking for a fight, and therefore, makes them more prone to being killed.

                            They need to kep in mind that anyone can be a violent attacker, who could take their life on a whim. I know a number of police officers, and the ones I am least worried about are the calm ones who never try to dominate someone they are arresting.

                            I worked with a part time deputy. He always thought it was the greatest thing to make a traffic stop and "put the boots to any a$@hole who talked back to him."

                            He also often bragged about how he was the first one in any situation to draw his sidearm, and how he was disappointed when he didn't get to use it.

                            He was fired from his non law enforcment job for work place violence.

There are local cops in my area who make minimum wage, part time with no benefits. They work two shifts a day at two or three different departments to make ends meet. These cops are your people, from your communities. If you think they are lacking in moral fiber, take a look in the mirror. They are you. What do you suggest to make it better? For those of you who want no police, it is obvious that you have not considered that means that the biggest, meanest *sshole with a gun rules. Think biker gangs and Crips. There are neighborhoods where they rule now. You want to live there? How many of your elderly parents/grandparents can protect themselves from such persons? How many of you of any age? If you think it is so bad maybe you crusaders should run down to the local department and apply. Obviously anyone could do it better than the guys there now, right? If you can pass the background check, criminal history check, drug test, physical and psych evaluation BEFORE you go to training and meet the minimum criteria to be certified. I’d love to see some of you keyboard heroes make a traffic stop on a car load of urban youths at one in the morning with no backup. Or go to an armed robbery in progress call.                             Wow Bob you took the words right out of my mouth!!! Completely agree!!! If you don't like law enforcement then you have obviously been a criminal. I hate law enforcement too when I get a citation forspeeding or not wearing a seat belt. I realize like every profession there are bad employees it happens even in law enforcement where they are scrutinized and have to pass several ethic tests that most citizens can't pass. Unfortunately, most people that dislike law enforcement don't realize the err of their ways. trust me if your not a problem or burden to society then as a law enforcement officer you will never see them in a negative light!!! Lastly, If you have been a victim of a crime and the crime went unsolved even viable leads its probably because the State Attorney's burden of proof is very difficult to proof because lets face it the criminal justice is broken. If anything we need stricter punishments for the evil doers of society that are in and out of jail!!

                            As usual people will be screaming "more gun control!" never realizing those who do these shootings...are usually criminals who aren't supposed to have guns anyway. Take guns away from average citizens and guess what? Criminals will still have them. And, unfortunately, too many police departments are the "terror" not the fight against "terror". I am sad to see these men lose their lives but the reality is they tend to create hatred towards themselves by policing the average driver or drug user and not stopping or solving serious crime. When you have too many officers sitting around waiting to harass drivers while real crime is happening right behind their backs respect is lost...things will only get worse. And unfortunately that loss of respect makes out of control people more apt to feel no compunction about killing an officer. Maybe they should have a system where they can disable a car by remote and demand the occupants leave the car with their hands up before the cops leave their own vehicle? And yes, it is possible. After all, you can start a car with a remote. As to guns being the leading cause of death...well yes. A soldier carries a gun and expects the enemy to also be carrying one and he/she knows at any time in their job they may be shot. A cop carries a gun so he/she too should expect the enemy to always be carrying one and also knows that at any time they too may lose their life. It sounds cold blooded but it is part of the chosen job. If you carry a gun there should be no surprise that your life might be lost to a gun. If everyone were nice and civilized and perfectly behaved...we wouldn't need cops.

                            Traffic accidents and "other causes" are the majority of the deaths. This article is a lame attempt to create a scare tactic and thus justify more of the Police State. On the contrary, look at the 70's through 80's and the high rate of LEO deaths....this article is crap.

                            Traffic related: Like when a cop is run down by bank robbers fleeing the scene? Shooting at the officers pursuing them. Just a few weeks ago that exact thing happened here. Officer had just put down traffic spikes, and they guys veered off the road and ran him down and killed him. I can think of three other officers who were killed by thugs running them down with their cars during traffic stops.

                            Other causes:....like stabbing, ambushed and strangled, bludgeoning? Know of one officer who was electrocuted.

                            There are all sorts of WORK RELATED officer deaths...not just being shot.

                            Those who have no idea what they are talking about always side with the police state, not matter how repugnant it becomes. I wonder what people would think if they knew there is no more 4th Amendment, and because of that the 1st has become meaningless as well. Those who support the current police state are not Americans. You must support the Constitution to be an American, not unchecked government power in the form of constant police criminality. To say that someone deserved to be mugged and beaten from the safety and anonymity of your keyboard epitomizes the cowardice of those who hide behind a badge and commit crimes with no fear of consequence. Cowards did not form this country, but cowards are destroying it. Being an authority figure takes leadership an acceptance of responsibility, something America has not asked of it's police forces for some time now, and it's showing up in how many of them are getting killed on the job. Why is it that every other violent crime in America is going down while police killings are going up? Interesting.

                            Cops never learn. Their gestapo tactics only promote disrespect and infuriate people. When I watched the abuse that the cops did to the OWS protesters, it makes me resent them all that much more. This only will result in more conflict between the public and the cops.

                                @ Paps.... so shooting a cop makes me a leader and obeying the law makes me weak minded? I've followed the law to the best of my knowledge, yes I've sped and yes I've been pulled over for speeding. I found out that actually treating the officer how I like to be treated and even throwing in a joke or two makes things go by smoothly. Never been harassed, never been beaten, never been stripped of my rights as a citizen by any officer I've ever encountered.

                                Maybe it was just the way I was raised; treat others as you would like to be treated. Also, not to think the government is out to get me as you so seem to think it is.

                                  I have the utmost respect for the LAW, and strive to always obey the law. However, I have NO RESPECT for the people who work in the law enforcement field.

                                  Being stopped for "speeding" while driving the speed limit with out of state plates in Utah, as a Utah plated pickup passed me AND the idiot Utah trooper and then detained for an extended time because I refused to allow a vehicle search without a warrant was just one of the latest incidents where the PEOPLE who work in law enforcement prove themselves to be arrogant, overly suspicious, idiotic a** holes!

                                  I have no sympathy for cops who get a visit from Karma.

                                  This is sad that somehow several have to mention politics here, really does not matter when someone is dead.

                                  So far the police in main USA have shot and killed 836, that we know of this year, including the state police Captain here in NY who last week who shot his wife and himself.

                                  This does not include the 9,900 police have chased to their death in mainly cars violating cell phone use and speeding--never mind politics, it is OK to have a cup of coffee in ones car in one hand, and even GPS, and 4 TV panels (rich people) even one on the dashboard, but not cell phones, it is incredible the USA population puts up with this death and harassment, and the regular mostly uneducated policeman has to die for some of this stupidity!.

                                  He has a right to say it, but MSN has a right to moderate their boards, since they own them. No one's saying he can't say what he wants, but MSN has a Code of Conduct policy that we all agree to when we sign up. If you violate those rules, you get banned. He has a right to say what he wants, but he doesn't have the right to say it here. Just like the Westboro Baptist Church can say all of the disgusting things they say, but they can't just have their protests anywhere. They're restricted from private property, and must have their protests on public grounds.

                                  If he wants to say things like that, he should start his own message board with his own rules.

Without them the liberals would have long ago done away with the Second Amendment and when that goes there is no stopping it.                                     Without guns alot of people would be alive that are not. Maybe one of them would have cured cancer or diabetes, who knows. Your gun won't save you from the Government it has gotten too big.
