15-year-old American girl mistakenly deported to Colombia

A startling story out of Texas: A 15-year-old girl who had run away from home in 2010 was wrongfully deported to Colombia.

WFAA.com of Dallas-Fort Worth reports that Jakadrien Turner was deported by the U.S. Immigration and Customs Enforcement agency last April after she gave a fake name that coincidentally belonged to a Colombian illegal immigrant who had warrants out for her arrest.

But theGrio.com asks how an African-American speaking no Spanish was able to be deported without confirmation of her foreign national status. That remains a matter for ICE investigation.

Jakadrien, who has been held in detention in Colombia for a month since discovery of the error, is pregnant, theGrio.com reported. Her grandmother, Lorene Turner, says Jakadrien ran away after her other grandmother died and her parents divorced. She said it took months of tracking through Facebook to finally confirm her granddaughter's whereabouts and have a chance to bring her home.

I thought all the politicians were refusing to enforce immigration laws and are suing the states that try to. Wasn't there many news reports saying that only the aliens with felony crime offenses were going to be deported?? Was just on a story the other day about making English the official language of the US. Well this girl could speak perfect English why didn't ICE get that?? OOPS they don't get that most of the illegals are the ones that speak little or no English!!

First, we do not know why she ran away. It may have been a poor choice on her part, or there may have been abuse.

2nd-she is 15 years old. Of course she should not have lied, she is a teenager. Shocking! Teenager makes a poor choice-and one that would be somewhat understandable if there was abuse involved and she was scared.

3nd-none of the above excuses the lack of process and stream of errors that had to have taken place for her to be deported. Do we not "double check" these things?

Clerarly this girl has a lot of problems-and now a pregnancy. Rather than cursing her-maybe a few prayers in her and the baby's direction would be more appropriate.

Why she ran away is open for conjecture, but when you give a fake name you may just pick the wrong one. Lying to police about your name is a bad idea and this proves it. Mistakes happen in large operations like the INS. She is also pregnant, which doesn't exactly speak for her decision making skills. She could have gone to Social Services, but instead made difference choices. She obviously is paying for the consequences of those choices. When she returns, we will pay for her choices...by supporting a child that she is not able to provide for. Life ain't always fair....

    Of course since whites make up 64% of the country and only 40% welfare, they are doing pretty good, right? The same with Hispanis who make up 16.3% of the country and 15.7% of welfare, and Asians who make up 4.7% of the country and 2.4% of welfare.

    Of course, Blacks make up only 12.2 of the country but 39.8% of welfare cases. Go figure.

    This would be very comical if it wasn't real. Yes, the girl was wrong to lie about her identity, but being a run away, it is understandable. That doesn't excuse the ADULTS who totally screwed up!     I'm a little curious about some of the comments here. Several folks believe we should have checked further. She says she is a particular person; that person happens to be an illegal and a criminal; we probably don't have fingerprints for the Colombian illegal so we have to go with the name the girl gave, and she was deported. Lynnial seem to feel this was a language issue, but the girl apparently, only spoke English. Did the girl ever say "Wait a minute. I lied and my real name is such and so!" The article doesn't say one way or the other. If she didn't, why would anyone believe she wasn't the person she said she was.

    Just another in a long list of ICE mistakes:

    Rennison Castillo, a Washington state man who was born in Belize but took his oath of citizenship while serving in the U.S. Army in 1998, spent seven months in an ICE prison in 2006. Castillo, 33, of Lakewood, came to the United States at age 6 and later became a permanent lawful resident. He was sworn in as a citizen during his seven-year stint in the Army, which ended with his honorable discharge in 2003.

    Lack of proper training of immigration inspectors resulted in their mistaken conclusion that Sharon McKnight’s passport was fraudulent. McKnight spent eight days in Jamaica before returning to New York. While there, her luggage, containing all her money, was stolen. Airport workers contributed money so she could reach family members. Once there, her mother flew to Jamaica from New York to take her case to the US consulate in Kingston. With the help of Rep. Michael Forbes (D-NY), consulate officials determined that the passport and birth certificate, which immigration officials had declared fraudulent, were in fact real, and established McKnight’s US citizenship.

    When Angela Boneva, a 34 year old went to renew her passport in 2003, the State Department told her she was no longer a citizen. Boneva's father was born in Indiana, and the US consulate in Bulgaria gave her U.S. citizenship while she was growing up in Bulgaria in 1981.The State Department said that an employee at the consulate broke a rule that required her father to have lived in the U.S. for 10 years before she was born, the Tribune reported. Her father had only lived in the U.S. for six years before moving to Bulgaria.

    The son of a decorated Vietnam veteran, Hector Veloz is a U.S. citizen, but in 2007 immigration officials mistook him for an illegal immigrant and locked him in an Arizona prison for 13 months. Veloz had to prove his citizenship from behind bars. An aunt helped him track down his father's birth certificate and his own, his parents' marriage certificate, his father's school, military and Social Security records. After nine months, a judge determined that he was a citizen, but immigration authorities appealed the decision. He was detained for five more months before he found legal help and a judge ordered his case dropped.

    Mr. Ibarra, 46, was born in Mexico but was raised since infancy in Arizona. In his late 20s he enlisted in the Marines and served three years on active duty, including time in Iraq, before being honorably discharged. On February 23, 2011 Department of Justice adjudicator Richard Phelps ruled in Eloy, Arizona that George Ibarra had by a preponderance of the evidence proven that he is indeed a citizen of the United States. Rather than apologize to Mr. Ibarra for previously wrongfully detaining him, the Department of Homeland Security (DHS) is holding Mr. Ibarra in solitary confinement at the Eloy Detention Center, in clear violation of the U.S. Constitution and a memorandum requiring Immigration and Customs Enforcement (ICE) to release anyone with "probative evidence" of U.S. citizenship.

    Hans Joachim Keil was arrested in Dutton in September and accused of being an illegal alien. He was an official representative of Samoa, a current Member of Parliament and a prominent businessman with many family links. He had diverted to Missouri on the way home from trade talks in Brussels where he represented Samoa. “They were going to lock me up for five years plus five years. Five years for impersonating a US citizen and five years for using an illegal US passport. On the day of my arrest when I brought to their attention, that I served in the US military … they threw that out the window and said that I’m an illegal alien and I have no right to be in the United States. They knew I was a Samoan diplomat but they had no regard for my diplomatic passport.”

    More than two months after the earthquake that devastated Haiti, at least 30 survivors who were waved onto planes by Marines in the chaotic aftermath are prisoners of the United States immigration system, locked up since their arrival in detention centers in Florida. In Haiti, some were pulled from the rubble, their legal advocates say. Some lost parents, siblings or children. Many were seeking food, safety or medical care at the Port-au-Prince airport when terrifying aftershocks prompted hasty evacuations by military transports, with no time for immigration processing. None have criminal histories. But when they landed in the United States without visas, they were taken into custody by immigration authorities and held for deportation, even though deportations to Haiti have been suspended indefinitely since the earthquake. Legal advocates who stumbled on the survivors in February at the Broward County Transitional Center, a privately operated immigration jail in Pompano Beach, Fla., have tried for weeks to persuade government officials to release them to citizen relatives who are eager to take them in, letters and affidavits show.

    Houston chef Leonard Robert Parrish, 52, went down to the Harris County Sheriff's Office in September to clear up a problem over a couple of bounced checks. He wound up in jail on immigration charges. He was strip-searched and spent 12 hours in custody. "The deputy told me I had a foreign accent," Parrish recalled. "I told him I had an East Coast accent. He said, 'It sounds like a foreign accent to me.'" A 2008 Texas law required a person's citizenship status be linked to his driver's license. A sheriff's deputy told Parrish he was detained because when they ran his driver's license information through their computer, it said that his citizenship status was unknown. "I served on a murder jury in Texas and they can't find out I'm a citizen?" asked Parrish.

    Ernesto Galarza, a New Jersey-born U.S. citizen of Puerto Rican descent who was held illegally for three days in the Lehigh County Prison. Immigration and Customs Enforcement (ICE) agents ordered his detention, erroneously believing he was an undocumented immigrant from the Dominican Republic. Galarza’s Social Security card and Pennsylvania driver’s license were in his wallet at the time of his arrest and in the prison’s possession during his detention. Galarza was not told why he was being held for nearly three days. “I was shocked and upset that they assumed I am an immigrant. No one bothered to check or ask me about it. It’s clear that they only reason they decided I’m Dominican is because I’m Latino,” said Galarza. “I was born in New Jersey, and I’m a proud American. This isn’t how Americans should be treated. It’s like getting slapped in the face."

    Thomas Warziniack was born in Minnesota and grew up in Georgia, but immigration authorities pronounced him an illegal immigrant from Russia. Immigration and Customs Enforcement has held Warziniack for weeks in an Arizona detention facility with the aim of deporting him to a country he's never seen. His jailers shrugged off Warziniack's claims that he was an American citizen, even though they could have retrieved his Minnesota birth certificate in minutes and even though a Colorado court had concluded that he was a U.S. citizen a year before it shipped him to Arizona.

    When I saw the title of the article I was thinking "one little mistake" out of how many correctly processed. Then I read that she ranaway (shouldn't have), lied (shouldn't have), AND got pregnant (shouldn't have). So, technically, she was "correctly" deported with the false name she gave (shouldn't have). She very much wants to come home (should we?)

    Actually, I think her family should just go get her and bring her back. Bring documentation to prove her citizenship and get her the hell back home...I'm sure she's learned from this.

    According to the 2010 census which is the latest information posted on the www.census.gov website, the government welfare expenditures are broken down by racial statistics. According to the information posted, 384 billion dollars are spent annually on welfare programs. Of this sum, 212 billion (55%) went to white recipients while 105 billion (28%) went to African-American recipients and 69 billion (17%) went to Hispanic recipients.

    There you have it... check it for yourself. The recipients of more than 55% of all welfare dollars are white. That's twice the amount of blacks and more than three times that of hispanics.

This article does not editorialize in the least. It simply states the facts of the case, nothing more, nothing less. And since something like this happening is extremely rare in this country, even unheard of, it certainly merits a headline, don’t you think.

But as long as you brought up the question of why the black population has a higher percentage of welfare recipients, I’m going to tell you. First, contrary to what some may believe, it has nothing to with genetics. Nor does it have anything to do with a lack of opportunities. The problem is a "perceived" lack of opportunities. You see, Blacks, particularly those raised in ghetto neighborhoods, are raised in an environment in which their peers (parents, friends, etc) program them from birth into believing that the cards are stacked against them in life and that they have no chance of making it in a "white mans world". Eventually they grow to actually believe this and therefore sink into apathy. And of course, once you take away a man’s hope then he no longer even wants to try. This in turn leads to a life of crime for many. They just take what they want and their justification (excuse) to themselves for this life crime is always going to be that society just wont give them a fare shake. The fact of the matter is though, if you were to take someone like self made billionaire and high school dropout Richard Branson, and put him into a black body prior to him starting his first business at age 16, he would still be a billionaire today. If whites have any advantage over Blacks its purely a psychological one in that they do not have it pounded into their heads from day one that their race defines who they are as a person and what they can accomplish in life. And if a White should study hard and become very articulate and well spoken he is not made to feel like he is somehow selling out and betraying his race. These are the kinds of attitudes and mechanisms that keep people from getting ahead in life. The more you can help a person to realize that he is an individual and not simply his race the better off he will be. Simply put we are not our bodies and race is purely a manifestation of having a body – there is no such thing as a "black soul" (thats science not religion). Anyway people are people, but they somehow manage to convince themselves otherwise and identify themselves with their race, always to their own detriment unfortunately.

      For everyone who is saying she 'shouldn't have lied', 'shouldn't have' this, shouldn't have' that, here is what likely happened(from someone who has been through ICE detention and is familiar witht he system):

      She gets picked up on the street. For whatever reason, probably doesn't want to go home, so she gives a fake name, a name she may have heard once or twice, maybe one of her street friends. The cops leave her in holding, they go run her name. hors and hours later, someone comes to her cell, puts her in handcuffs/shackles. She's frightened. She asks what she's being arrested for. She's told she's not being arrested. They take her out, load her in an unmarked van. A ride later, she's unloaded at an ICE office. Once in there, she's told to take off her clothes for a strip search and then they tell her she's going to be deported. She protests, says she knows her rights; she's had history classes like all of us, she knows the Constitution says 'No person shall be denied due process of law'. She's told she can't protest, she's illegal. She panicks. She cries. She tells them her real name. They tell her she'll say anything now, they all do. She demands a phone call; she'll call her relatives, they'll straighten it out. she's told she doesn't get one either; she has to have money for a phone call (when I was in ICE detention it was $10 for a call no longer than 5 minutes; if no one picked up you had to have $10 for another phone call.) She asks for a lwayer-she's told she's illegal, she doesn't get one. She has no choice but to take her clothes off for a strip search; she does. (There may or may not be a female officer in the room; when I was detained there wasn't, it was all guys.)

      She's only being detained, not arrested; no fingerprinting. Being here undocumented is the same as a speeding ticket; you don't get arrested and fingerprinted for a speeding ticket. Days, maybe weeks later, she's put on a plane with a bunch of other people being deported to Columbia; she is dropped off there with no money, nothing but the clothes on her back, doesn't speak the language, terrified that she'll be subject to the same pricess in Columbia that she did here. She makes freinds with street kids, who help her out, give her a place to stay, finally she manages to get near a computer, hits Facebook, wham, she's found and she knows she's coming home.

      as annoying as I find these socail media sites to be, and I avoid them like the plague, in this case it served a very valuabe function and I am glad she's found and safe.

        Actually, look up Amendment 5 of the Constitution. It expressly says 'no person shall be deprived of life liberty or property without due process of law.' It doesn't say No US citizen. There are no verifiable figures for how many people have died in ICE custody. Human Rights watch and Amnesty International are furious with ICE over detainee treatment--it's a clear violation of human rights.

        Want to know why the numbers of illegals are dropping? Yes, the deportations. But word is getting out about what these deportation camps are like and many are quietly smuggling themselves out of the US because they don't want to end up in one of those--in much the same way that word started getting out about the German deportation camps in the late 30's and people started smuggling Jews and other non-Aryans out of Germany so they didn't end up in the deportation camps. And so, desperate to keep getting that $1.7 billion budget request from Congress, ICE has to keep up the number of deportations and detentions. Even at the expense of legal American citizens. There are many, many US citizens living in exile overseas after being wrongfully deported and the numbers are growing. Governments of other countries are becoming increasingly unhappy about the numbers of Americans in their countries who can't go home.

          Sorry folks but I doubt once she gave a name they just put her on the next flight, she had to keep up the lie for quite some time and sorry I don't care how mess up her family was if she would have come clean and asked the truth to be verified she wouldn't likely have been shipped off. Even if they sent her back to family she could have ran away again and obviously her grandmother cared about her she could have asked to be sent to her. Therefore she must have kept the lie up thinking it would be fine and cool to go to in live in another country where she didn't need to worry about being sent back to her family so I have little sympathy.           She was dumb to lie, and she may have been dumb to run away (depending on the reasons), but she is a 15 year old. Many 15 year olds do dumb things, and then lie when caught. Regardless she shouldn't have been deported.

          People overlook the real problem here is that a 15 year old, non-hispanic, english speaking girl should have never been mistaken for an older hispanic criminal. Too many INS workers didn't do their jobs properly that we pay them to do!

          Also, she was probably just emotionally overwelmed, but she may have been running from abuse, and sometimes running away is a childs safe option in those cases. But we don't know the reason she ran (too many MSNBC articles are woefully short on information)

            Bottom line is the young lady LIED about her name. Did she ever tell them who she was?????? NO. They don't just put you on a plane the day of your deportation.                   I was a fost adopt mother andf only about 33% or less, from my observation, of children in the CPS system get adopted out. If they go to the CPS system, which would happen because of abuse, etc. the children probably will not get adopted out.

You don't know what her situation is but given the limited information from the article, she was obviously in a terrible emotional state with her parents divorcing, losing a loved one, and pregnant at 15.                   For the folks who believe that a simple fingerprint test would have prevented the deportation, I say, probably not. As a 15 year old, her fingerprints probably aren't in the system and an illegal, on the run from the law probably doesn't have prints in the system either, unless they've been caught and deported before.

                  If she would have told them her name and given them a number to call, do you think that INS would have checked it out...I do. It was not verified for a reason. And the reason is not because INS are government workers people think are plain stupid. This girl was acting plain stupid. They probably investigated as far as they could with the information she provided. If she did try to "tell the truth" it would have obviously been after the mechanics of their system was in motion and too late to stop it.

                        fingerprints are only taken from those who are caught, arrested and processed. If the girl who was actually the criminal had been arrested and processed they would have had fingerprints to compare, but im guessing they did not.

                        Most 15 year olds do not have fingerprints on file. Americans get fingerprinted if they have been arrested for a crime, been in the military or on a police force or they have had a background investigation for a security clearance. You might be surprised how many adults don't have fingerprints on file anywhere.

                            nothing was said that the parents or the grandmother actually filed a report. and Lindsay... maybe you should ask to assist on a missing persons case of a 15 year old runaway... unless they leave a trail its easy to lose them completely especially if they are giving fake names. she had run away in 2010 and was not caught and deported until 2011.. april at that. so she was out there for quite a while and never made the attempt to get back home.

Go try living in Mexico.                                           um.. she did lie.. and apparently she did not correct that lie since they did deport her and if she would have at any point told anyone who she really was they would have checked it out. Also she had the option of going to the embassy in Colombia and tell them who she was. Or novel idea call her grandmother or parents. She choose not to, she most likely figured it was a free trip somewhere and that was that. If she was on facebook she had many ways to alert people of who and where she was.. she choose not to.

                                          While that may just bust your little anti authority bubble... she had many means and ways to get ahold of someone to tell them who she was.

                                          You're not allowed phone call while in ICE custody If you want to make a call you have to pay for it--hen I was in ICE detention the going rate was $10 for a 5 min call, if you didn't have money no phone call. If you dialed the number but no one picked up, you have to give them $10 for another call.

                                          If she was on facebook she had many ways to alert people of who and where she was..

                                          There is no internet allowed in a deportation camp. Letters are read before guards and checked for 'factuality and relevance' and if she wrote something like "I'm in detention and its horrible, please get me out!" she would have been sent to solitary confinement.

                                            She ran away, She lied, She failed to correct the investigators by giving her real name, She supplied the name of a wanted woman.......and someone thinks wrong was done by whom? Laughable; simply laughable. I would so be laughing at my daughter if she were foolish enough to bring down this kind of heat on herself. I may even buy the officers involved a steak dinner when I got her back so she might apologize for any inconvenience she may have caused them. Teach her to accept responsibility.

                                            In some ways I agree with you. At 15 she should know better. On the other hand what kind of officials do we have that don't investigate. Guess that shows what security does. Nothing.

                                            But again at 15 you have most likely been taught along the way that lying can get you into trouble.

                                            My sympathy is with the people that had to go looking for her.

                                                Kilerteam The only reason these black organizations came into existence was not to discriminate against white people but to bring some sense of equality to black people. There wouldn't be a BET if black people could get on other tv stations. Some people want to pretend that racism doesn't exist anymore and that black people are trying to play some type of card to get an advantage. You point to black gangs. Organize crime sydicates are the biggest gangs ever. The italian and irish mobs have killed and destroyed more lives than I can count. The difference is the police departments and local governments were on their payroll so their crimes were largely ignored. You can point to the bad people in any race and condemn the race as a whole, but that is just you trying to justify your racist upbringing. There are good and bad in every race. A teenager they fingerprinted and had they looked for her identity they would have found her since she had been fingerprinted before. They were so gung ho to get rid of another RAT (African American) they didn't bother to look. This is a child. Now a pregnant child. I cannot blame the Columbians for not trusting us Americans with her welfare since we were so quick to be her judge and jury and send her away because she didn't look like the majority of us even though she sounded just like us.

                                                      I have seen several references now to the supposed FACT that police agencies (I was raised not to refer to officers of the law by terms as derogatory as COPS) only have access to fingerprints of persons with prior criminal records. This is a patently false argument, as many law enforcement agencies sponsor fingerprinting drives for young children to aid in the identification of children who have been abducted or even those who have (as in this case) run away. While the article says nothing regarding whether or not her fingerprints were previously on file, please do not continue to live under the misconception that law abiding citizens cannot have their fingerprints documented through their own intentional action.

That is why fifteen year olds are still in legal custody of a parent. She shouldn't have given an alias, no, but the point of the story is being missed here. This was a HUGE ignorant mistake. She allowed them to deport her and did not try to correct the mistake. There is nothing saying the family filed a missing persons report. And she lives in Texas, she most likely knows a spattering of spanish ( and doesnt the writer know that there are latinos who are darker-- ie black-- as well ?) What exactly was the law enforcement and immigration supposed to do? guess that she wasnt the person she said she was.. based on what? Its very telling that the girl never made the attempt to get back to her family or contact them. They found her through facebook, so she had internet access... but hey lets blame law enforcement for doing their job and forgive the girl for lying and causing the mess.

                                                          At age 15 I KNEW enough not to lie, especially to police. I also knew being of mixed race and looking hispanic to some that I might face discrimination.

                                                          Because of that fact I also know I will never set foot in Mexico I want to stay in the USA and I was born here and have been "legal" my entire life. My father LEGALLY immigrated to this country and in 1974 became a naturalized citizen of the US.

                                                          That said, I worked in Law Enforcement, here is how it went, Girl gave a false name. Girl's finger prints were not on file (one poster claimed they should have been because of Young Child I.D. programs, well those programs are voluntary and they DO NOT keep the finger prints they are given to the parents to take home and keep in case their child disappears or runs away they are NOT KEPT ON FILE). The name given comes up with I.C.E. warrants. Now the police have two choices and it depnds on the directives from their Chief 1. Follow I.C.E. Warrants 2. Not Follow I.C.E. warrants. This police department obivously decided they should follow them.

                                                          So once they determined by a fake name she was wanted by I.C.E. it was out of their hands and I.C.E. was called and she was picked up. Now why would I.C.E. believe her claiming she was a U.S. citizen, I wouldn't. Even if she did and this poorly written story did not indicated that. She would not have been believed.

                                                          It is unfortunate that this happened to her but she did in fact bring this upon herself. So it is all her fault and do not pity her at all. Hopefully the cost is on her parents to bring her back so they can remind her of the cost of her lie. Which she hopefully is reminded of daily, which because she is pergnant she will be.

                                                            Maybe she did finally tell them who she was and maybe she didn't. What do you think an illegal, trying to avoid deportation, might do? From her initial arrest to being placed on a plane to Columbia, there were lots of folks involved. I cannot believe that if she really wanted to prevent being deported, that she didn't tell everyone who she was and, if she did that, I can't believe that not one of them at least attempted a phone call to verify.

Pretty funny if you step back and look at it. She ran off got caught stealing gave the wrong fake name it seems and boom her butt is in Columbia. Now she is under arrest for get this " Entering the country Illegally" how ironic it is. If it was the other way aroung her entering the USA like that she would have a voter card welfare and permission to get knocked up every other year we will pay for it and please dont forget to vote!
