Panetta: Military cuts to hit 'all 50 states'

The Pentagon announced a new plan that will streamline U.S. forces, look at possible base closures and expand cyber warfare capability in order to meet tough budget constraints. NBC's Chris Clackum reports.

The Pentagon proposed budget cuts on Thursday that would slash the size of the U.S. military by eliminating thousands of jobs, mothballing ships and trimming air squadrons in an effort to shift strategic direction and reduce spending by $487 billion over a decade.

The funding request, which includes painful cuts for many states, sets the stage for a new struggle between President Barack Obama's administration and Congress over how much the Pentagon should spend on national security as the country tries to curb trillion-dollar budget deficits.

"Make no mistake, the savings we are proposing will impact all 50 states and many districts across America," Defense Secretary Leon Panetta told a news conference at the Pentagon. "This will be a test of whether reducing the deficit is about talk or action."

Obama will also ask Congress to approve a new round of domestic base closures, although the timing of this was left vague and there is little chance that lawmakers would agree to this in a presidential election year.

Panetta, previewing plans that will be formally announced next month, said he would ask for a $525 billion base budget for the 2013 fiscal year, the first time since Sept. 11, 2001, that the Pentagon has asked for less than the previous year.

Panetta said he would seek $88.4 billion to support combat operations in Afghanistan, down from $115 billion in 2012 largely due to the end of the war in Iraq and the withdrawal of U.S. forces there at the end of last year.

Congress requires that the Pentagon cut $487 billion from the defense budget over the next 10 years -- $259 billion will be cut in the first five years (2013 to 2018).

No, Obama isn't actually proposing to cut defense spending

"We believe this is a balanced and complete package," Panetta said, with Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, at his side.

Some lawmakers were quick to dispute him.

"Taking us back to a pre-9/11 military force structure places our country in grave danger," said Sen. John Cornyn, R-Texas, a member of the Senate Armed Services Committee that will hold hearings on the Pentagon budget plan.

Sen. John McCain, R-Ariz., said the Panetta plan "ignores the lessons of history." He said it provides for a military that is "too small to respond effectively to events that may unfold over the next few years."

Dempsey, however, said the military is united in its support for the new approach.

"This budget is a first step — it's a down payment — as we transition from an emphasis on today's wars to preparing for future challenges," he said, adding, "This budget does not lead to a military in decline."

While the timelines for each of these cuts vary, NBC News reports where the biggest cuts are coming from for now:

Benefits
Members of the military will receive full pay raises in 2013 and 2014, but their raises will be "limited" beginning in 2015. Health care fees for retirees will increase, including co-pays and deductibles.

Army
Active duty force will decrease by about 75,000 soldiers to 490,000. (For perspective, there are about 565,000 soldiers on active duty today and there were about 480,000 soldiers on active duty on 9/11/01.)

Marine Corps
Active duty force will decrease by about 20,000 Marines to 182,000 total. (For perspective, there are about 202,000 Marines on active duty today, and there were about 173,000 on 9/11/01.)

Air Force
Eliminate six of the 60 Air Force tactical air squadrons, as well as one training squadron.

The Pentagon will eliminate:  27 aging C-5As (leaving behind 52 C-5Ms and 222 C-17s); 65 oldest C-130s (leaving behind 318 C-130s) and they will divest 38 C-27s.

Navy
Retire seven cruisers that have not been updated with ballistic missile defense capabilities or that are in need of significant maintenance. Some fleet support ships will also be retired, and the building of several ships (1 large deck, 1 sub, 2 littoral combat ships, and 8 joint high speed vessels) will all delayed by one year or more.

The defense spending plan is scheduled to be submitted to Congress as part of the administration's full 2013 budget on Feb. 13.

Prominent in the Obama plan is a renewed focus on Asia, where China's rapid military modernization has raised worry in Washington and rattled U.S. allies.

Cut the waste not the military. Any veteran can tell you it would be simple to cut 10% of the total military budget by cutting the waste. They refuse to admit waste even exists so it's nautral they try to scare everyone by threatening to "slash our fighting force" How many billions can't they even find that went to Iraq?

I'm not even talking about the $700 toilets. Give someone line item access and you could trim 10% of the waste before you get 10% through the pages.

Any vets see any waste during your tour(s)?

Apparently Panetta hasnt done his homework. There are a few states with no bases at all. Oregon being one with only Coast Gaurd Stations being the only active military here.

Maybe odumbo shouldn't have robbed the treasury and taxpayers with his so-called stimulus. We would be nowhere near as far in debt as we are without them. Don't go telling me the wasted money helped, you will not be able to convince me of that.

If you knew the facts you'd realize that Office of Labor Statistics the stimulus created anywhere between 1.5-2.4 million new jobs. Sorry to bother you with facts.       I actually don't think most people really look at facts and reality....they just parrot patrotic brainwashing without thinking much at all. What are all these troops being sent to far-off places...(to countries that could not even imagine having the ability to attack us at home...or to countries that could care less about a country a world away) doing to defend our freedoms or liberty? America is paranoid...and if we can't buy needed resources in a civil manner, we should find substitutes....not attack others for them. Terrorism on US soil was started by these wars for global empire...we did it to ourselves. If you mess with others long enough (even if they are weak and small), they will eventually find a way to get back at you.

      To those of you who blame Obama for these cuts it might be useful for you to remember that this was a deal cut by Congress, not the White House. Remember, there were deep cuts in programs in exchange for cuts to the tune of $500B in Defense.

      In the first place, the military budget isn't being cut. In the second, this is looking for cuts in the wrong place. Money spent in the USA stays in the USA. Money spent overseas leaves the country. Obama is negotiation for more overseas bases in the Philipines and the Middle East.

            Downgrading personnel is nothing new, it's happened before and will happen again. I would hope that we are smart enough to cover all the bases we need to cover this time and have a workable plan to have the necessary forces available in the future if need be and also not lag behind in the tech area. We always need to upgrade weapons systems whether we upgrade personnel or not. Staying ahead of everyone else makes a big difference in force requirements. Look at how much the Drones have done for us and that is one weapons system that needs to be refined often to stay ahead of the curve. My only question is how is this economy going to absorb the folks who will be released?

            I am a pro-military, moderate fiscal conservative, and work in the defense industry so I'm feeling the pinch. Having said that, here's my thoughts on this:

            The proposed cuts will not demolish the military. Returning to pre-911 levels, before we took on 2 wars, should be OK. A large army isn't always a better army. Remember Saddam Hussein's 4th largest army in the world? Not so effective. A highly trained, well equipped force is much more efficient and effective. The planes and ships they are talking about getting rid of are all very old and expensive to maintain. Most people now have to pay higher copays and premiums for their medical care. Military retirees will have to do the same. Don't want to hear about how they fought and bled for our country. Many did and I honor their service. Most retirees haven't served a second in combat, and start getting benefits when they are in their 40's. Do you? Probably not. I get to wait until I'm 65 and will have worked for over 45 years to get Social Security.

            What this country needs is to make more money! Convince other countries that they should buy our products. Lots of them!

            We need strong leadership. Neither party has brought one to the table. Maybe someday...

              FYI - After three years, the military got a 3.6% pay raise. Only to have their medical retirement program go up by 13%. (Signed into law by Obama).

              As for those complaining about the military retirement program ... During WWII, 11.3% of America served at one point or another. Whereas with the "War of Terrorist" .45% (less than 1/2 of 1%) have volunteered or had their lives affected by the war. These people are protecting you, while you cut them down! Why didn't you join? You could be "enjoying" your retirement now. Couldn't cut the mustard? Or, would it be too much on an inconvenience for you.

                Okay! The military is doing it's part (not that I approve - but that doesn't matter) on saving 500 millions over the next 10 years. What I want to know is when Barack Hussein Obama is going to announce his budget? You know, the one where he has to announce 500 billions in cuts in domestic spending, e.g., Medicare, the EPA, Education Dept, etc.

                  Spending over $87B in Afghanistan plus residual amounts in Iraq for nations who will be our enemies whenever we leave, while then having to cut nearly $50B/year from the defense budget for the future is beyond ridiculous. It's like deciding to pay $100 for a lock on the shed in the backyard then deciding you don't have enough money to fix the lock on the door to the house.

                        I got out after eleven years of AF service because I couldn't stand the silliness of how a base is run. When I was chief of medicine, I had to go to base HQ twice a week during flu season to sit in a meeting for 90 minutes to update the base commander about the flu. That's three hours a week wasted sitting in a conference room diddling my thumbs and thinking about all of the real work I needed to get done (seeing patients, etc) while I got to answer inane questions from people in charge who knew nothing about medicine or public health. After the fifth meeting, I asked the base commander if I could just call him when we got our first confirmed flu case because the three hours I was spending at the meeting really wasn't doing much to improve his base's medical operational availability.

                        This is the kind of nonsense that needs to be cut out of the day to day military operations. Common sense needs to be infused back into how business is done. I can't speak for the Navy or Army, I never got to spend any time with them. However, the SEALs seem to have the stick on just getting to the meat of the issue, taking care of business, and simply being prepared for the next go round.

                          Lets see how Brilliant our Commander in Chief is...He is going to cut 100,000 troops,,,so that is 100,000 troops who will be looking for a job added to the 14 million already without jobs...Now how smart is that...and I have no doubts as the troops retire or leave, they will not be replaced either...so within 3 years we could look at a total loss of 200,000 troops...Remember you cannot ever trust the Numbers the Demoncrats give you, you have to look for the "real" numbers...

                          And in an attempt to spread out the numbers and the pain he is going to spread it across all 50 States so that nobody will really be able to see exactly the chaos and misery he is going to cause..How nice of him..Sneaky little bugger isn't he..

                          Obama's plan whether he knows it or not, and I doubt he knows it,,is going to terminate thousands of Civilian jobs whose job it is to support those 200,000 troops in various ways, from food and clothing to bedsheets. So since it takes an average go 2 Union Civilians to do one Military job that could be another 400,000 jobs lost.

                          So far that makes 600,000 people Obama has fired. A Prime example of Obama's "trickle down" Theory..

                          Meanwhile, the Armies of the Islamic hordes are building up their numbers by the 100's each month..I'm sorry but there are not enough Drones, except in the Air Farce and Naval Officers ranks, to take on these hordes...And Nuclear weapons are not an option because of Mutual Assured Destruction.

                          Now because of Obama's economic plans he has added 600,000 to the unemployment line and Payroll...Just where is this financially incompetent President going to get the money?

                          H.R.1125, which used to be H.R. 4646 dreamt up by a Liberal Socialist Demoncrat from Oregon....Obama is going to PUNISH US for his financial incompetence and hundreds of the very bad decisions made by the Demoncrat hordes in Washington.

                          In 2013 the largest tax increases in America's history are set to come into play..Add H.R. 1125 which is a 1% tax on every Electronic financial transaction you make, on top of the new taxes it appears that the Middle class of America will be Punished by nearly a 35% increase in your taxes....Supposedly H.R.1125 allows for an equal or same deduction from your Income Tax BUT if you remember how the Demoncrats lived up to that promise in the Past who will see it for what it is, a schmooze job...The title of H.R. 1125 is "The Debt Free America Act". which translates into the Obama and his American Wrecking Crew screwed up America finances so badly that he is going to PUNISH US for his incompetence by making US pay for his incompetence...Nothing like a good Washington Demoncrat Liberal using our money and then PUNISHING US for their financial irresponsibility and incompetence.....

                              We spend billions on foreign aid to buy our friends and enemies, we spend billions on social programs that is making the United States a welfare state, we spend billions stationing our troops in countries when the country itself should be paying for our presence.                                     Irene if you actually care about the USA you need to realize that our elected officials have created all these bad guys for the American people to fear and make us think we need the federal government to "protect" us. The thing is this country and federal government was created with laws to protect our freedom, liberty, and civil rights from unjust state laws and big federal government control. Federal government doesn't create anything, so how can it appropriate all this spending without "robbing Peter to pay Paul" ? Me, you, and every federal income taxpaying citizen. They've been doing it for quite some time, pretty much since the introduction of the Federal Reserve and the IRS, possibly the Industrial Revolution, I'm still working on the timeline. The only thing we produce in America these days is machines and ammunition for killing and trash. I'm slightly exaggerating, but not by much. The killing machine is spreading it's wings with over 700+ bases across the country. I'm tired of losing American servicemen and women, OUR family and friends, for what appears to be an empire expanding.

                                    I'm just as much to blame as our elected officials, but too many people are conditioned to be conditioned, and accept it because some of us are confused by what being an American and patriotism truly are. Society, the false media, and our elected officials tell us we're not patriots or for the troops, or American if we don't support the expanding empire. Or we say "But what can I do ?", we can start by not being afraid anymore and stop fighting amongst ourselves over silliness like bipartisanism or whatever that malarkey is. Like I keep repeating Dems and Rep's are in club we'll never be in, there's probably only a handful of them that actually care about the people on a federal level, stop buying what they're selling.

Plaintiff was kept from work for 2 ½ years and brought to other state for work where Defendants kept him from working and then dictated the investigation in the EEOC and VA Human Rights Dept. and now Plaintiff has again been taken out of work with harassing illegal actions by the Defendants having Plaintiff terminated for doing his job.( EEOC and Human Rights attached exhibits ) 2.Plaintiffs have been stalked from state to state with the Defendants renting apartments around him and his family as they daily hack on his computers and reroute his telephone calls, and each time he or his family leaves the house Military and Police personnel chase them, in an interstate stalking method. Plaintiff has sent out over 3000 resumes and only 1 call was allowed in, and that was a company playing games for the Defendants, further felony actions interfering with Plaintiffs revenue and making it hard to take care of his family in the process. Also changing a civil case to criminal actions. Including tainting the Supreme Court filings using Clerks ( Service document attached others verifiable online)

(minor) has been harassed and abused by people Defendants put her in care of in order to keep Plaintiff in the State of Illinois and repeatedly made Plaintiffs wife file divorces keep Plaintiff in the State of Illinois, and erased the record of the abuse in Illinois DCFS Dept. in order to set up the Plaintiff while protecting the abusers, or paid witnesses of some actions they tried to set Plaintiff up with. And 2 years later I have had to take my daughter to see a psychologist for the remaining memories of abuse due to the Illegal actions directly or indirectly stemming from Federal involvement.

                                        8. Plaintiffs mail has been stolen and communications rerouted as the Defendants answer all calls acting as if they are the party Plaintiffs called, but when Plaintiff calls from a pay phone it is totally different people.

                                        9. Plaintiff requested an Investigation of one of the Attorney's for the Dept. of Justice in Virginia and was made aware by the State Bar that the Attorney for them could not be Investigated because he was not a registered Attorney at all more of the Conspiracy of Government felonies I have been subjected to.                                         10. Plaintiffs have been treated as Terrorist and Illegal Immigrants, when they are US Citizens from birth, by some Illegal paid for hire conspiracy led crime ring as Chaney type hit squad stalking. Police reports and lawsuits in 5 states all to be entered as evidence and a witness list of 90 which includes the President of the United States, ATG Eric Holder and Congressmen and Senators of the United States and well as Illinois AG Lisa Madigan, and Ex- Secretary of Defense Robert Gates.
