Man's vanity plates attract $20,000 in tickets

A Washington, D.C., man's "NO-TAGS" license plate is a magnet for citations issued to cars with no tags. WRC-TV's Tisha Thompson reports.

 

There are things Danny White really loves.  The Redskins.  His red Chevy Avalanche.  And a good joke.

“Just having fun!” he says with a laugh.

Twenty-five years ago, Danny wanted to have a little fun with his vanity plate, a DC license plate that reads “NO-TAGS.”

People, he says, “See my tag. ‘Oh! You from D.C.! I like your tag!’”

Well, almost everyone.

“D.C. don’t get the joke,” he says, shaking his head. “They don’t get it.”

Because now, the joke is on him. 

“I’ve got enough tickets here to plaster my whole car.”

Three hundred dollars, $500, $700 for overdue tickets.

Because if the city finds an abandoned vehicle or a car missing its plates, guess who gets it?

Danny White.

“It had to be $20,000 in tickets. Over $20,000.”

Tickets for Fords, Hondas, Dodges. Even a Vespa.

Every few months he has to take time off from work to go to the courthouse to get the tickets dismissed. 

But since Danny drives a Chevy Avalanche, anything marked a “Chevy” is still his problem.

"How do I prove it’s not mine?” Danny asks.  “They say, 'I don't know.'  You don't know?  It’s your system, figure it out. ‘I don't know’ isn't an answer. I got to get this done." 

Danny’s record at the DMV is now so long, he says he can’t renew his license or his registration.

“I said, ‘Let me call Channel 4,’” Danny explains. “Get them to help me get this squared away.”

For two months, the NEWS4 I-Team swam through an alphabet soup of government bureaucracy.  DC’s DMV sent us to DPW who sent us to DDOT who sent us back to the DMV.

Who told us the computers are not set up to red flag problematic tags like Danny’s.

"When customers do submit a ticket for adjudication, we don't track what their reason is, so there simply, unfortunately no way for me to know that information," says DMV Director Lucinda Babers.

But Babers says after we called, she sent out a notice to all of the different D.C. agencies who write tickets about a new protocol to help Danny.

She says she’s instructed ticket writers, "If there truly is a car that is currently not displaying a license plate, you cannot write ‘NO TAGS.’ You cannot write ‘NONE.’”

Instead, ticket writers must now use the last six digits of the vehicle’s identification number, or VIN, and mark the state as “XX.”

"It was funny at the time, but now it’s gone to the point, hey, I'm losing too much time off of this," Danny says.

But before we let him drive away, we had to ask Danny, why don’t you just change your tags?

“Everybody asks that magic question!” he says. “’Why don't you get rid of them?’” He says he always responds, "’Are you going to buy me new tags?’  They say, ‘No.’   I say, ‘There's no need for me to buy tags I already have.’ If you pay for it, I'll change them. If not, fix the computer."

Danny may end up getting new tags whether he likes it or not. 

Babers says she’s thinking about recalling Danny’s tags along with other confusing vanity plates to avoid the problem altogether.

If you bothered to read the whole article before commenting you would know the answer. He sees no reason to pay for new plates because of a DMV problem. Plates are not free in DC, or anywhere else for that matter.

It is absurd that DMV and the police did not fix this issue when it first came up. The new system of recording the last 6 digits of the VIN in place of the plate number is something I would have thought they would do to start with in order to be able to identify the car as having outstanding tickets should the owner ever come in to register it. I am also a little surprised that they ever issued vanity plates reading "NO TAGS" to start with. Most states do not allow nonsense vanity tags like that to start with. But in the end I guess I have to remember we are talking about DC, so common sense should not be expected.

I sympathize, for I'm stubborn too. But there comes a time when you have to throw in the towel and go with the flow. It's distasteful but so is being on the wrong end of a bureaucratic night-mare.

Similar (but opposite) to the trucking company "Best Way". Most shipping departments, when they don't CARE how something should be shipped, will simply write "Best way" on the shipping documents, meaning to "ship it whatever the best way seems to be." I bet that Best Way trucking gets TONS of business because those who arrange the shipping mistakenly think that the person who filled it out was specifying they want to use "Best Way" trucking.... That's a lot more positive outcome than getting thousands of tickets that say "No tags"

@ Darrel - The funny part is he complains about paying for new tags, but he has to take time off work to get all those tickets taken care of. Doesn't that cost him more than a new set of plates? Sure they should fix their system, but in the long run, wouldn't it be cheaper and better for him to change his plates too?

A regular set of tags probably would have garnered the same reaction, since that tidbit of info is included on every set of state-issued plates (or, in this case, a sorta-state).

I am also a little surprised that they ever issued vanity plates reading "NO TAGS" to start with.

The real problem is that they are using a non-null value to represent a null value. That is, they are putting something in the license plate field to indicate no plate. That approach is just a bad idea from a data point of view and usually leads to problems like this. As there is nothing offensive about his plate there is no reason for it to be a problem, other than piss-poor data entry.

That's the government fix for a problem invalidate the user. The government's system is screwed up so they remove the "confusion" rather than address the problem. Oksy, so then he doesn't get somebody else's tickets but how does the government collect on those unpaid fines? Maybe a simple fix to the computer program would enable them to collect the $20K so far and any future fines.

It's too bad they couldnt find a sympathetic judge to court order the DMV to rectify his situation and their system to prevent frivolous crap like this from happening again. $billions spent on govt every year, yet they never seem to update their computer systems or hire employees that can think beyond what the policies tell them to do. Bureaucracy at its finest.

"They" (the state's DMV) is under no obligation to fix their system because nothing is broken. Individuals are offered vanity plates as an option - not a requirement. There is fine print in every state around illegal characters and letter combinations that create problems for public safety, conflicts with already issued plate designations, or violate decency standards. If this is determined after the fact, you are normally obligated by law to take a new plate. This is what should happen with this individual after these names are added to the list of unallowed character combinations in his state. He should not have to pay for a new plate to be issued, but if he does not select an acceptable alternative within a reasonable time limit set by the DMV, he should be issued standard plates with no refund for the vanity option. And if he continues using his current plates after the state law on expired plates, he should get a ticket. Just my $0.02.

A number of years ago I bought a brand new kawasaki motorcycle from a locla dealer. The assembled it out of the crate, and when I got the title, the title showed zero miles on the bike in the Mileage field.

Wneh I went to get plates for it I was told that I couldn't get plates because the title showed no mileage, and that was impossible. I got a certified letter from the dealer showing that not only was it not impossible, it was fact, and they documented the reason why.

Motor Vehicle Dept still refused to issue me tags. I finally had to go to court to get them to do it, and the argument they used in court was that their computer system wasn't set up to allow zero mileage. I offered to fix the system for them (could have done it in about 10 minutes) and the judge finally ordered them to get their system fixed.

yes it'd be easier to get differnet plates. On the other hand, if the gubmint issued a perfectly good plate to him, what's the problem ? The problem is deadhead gubmint employees. So he goes once a month to the same darned crew of deadheads for years and they still don't know when he walks in the door what he's there for. So they put him through the mill each time like it was the first time.

Since the article left the question of the meaning behind his choice of vanity plate unanswered, I did a little digging and found out for the last forty years in DC if you got caught with expired tags you were handcuffed and went to jail. Pretty harsh. So I guess he was protesting the law with his witty NO-TAGS vanity. Serves him right. Joke did backfire. By the way the law was repealed back in November so now punishment is just a fine like every other state i believe.

I'm just curious as to how he created this intentionally? I find it hard to believe he chose those plates thinking the ticket writers were going to write "no tags" on cars they found. I mean, how many cars really have no tags? I live in Toronto and we have a pay highway here, kind of like a turnpike that my husband takes to work. You enter through on-ramps that take a picture of your plate. The car he drives is registered under my plate and I kept getting tickets, outrageous tickets for not having the equipment needed to enter this highway. Not only that, but I got tickets from the city of Toronto at $75 a pop. Turns out, some ahole had the exact same plate as mine, only difference was he had an "E" on his plate and mine was an "F". This idiot took white paint and painted over the bottom stick so it looked like an "F" so he wouldn't have to pay, essentially changing it to my plate. Well, come to find out the crackhead forgot that not only was the plate photographed, but the entire car, INCLUDING THE COLOR OF THE CAR, his was black, mine was white. Well, I refused to pay the tickets and I had to go through HELL to fix this. There were warrants out for my arrest and I had no vanity plates. Thankfully, they were able to change it in the system for them to check out the make and color of the car before sending me the tickets in the mail. Point of the story is, this can happen to anyone.

@node4. You are a NODE. The right to drive is considered a privilege, a privilege which is paid for. No kidding the vanity plates are not required, and like you write they are an option.. THE DMV promotes! They cost more, and the the service should be no different than regular plates if ANY issue should arise. The DMV offered them, they are obligated to fix the damn issue, and he is well within his right to sue the DMV and state for the time and BS he has had to endure.

They should change the system. The Police writing "NO TAGS" is idiotic. No one gets a fine then.

At least writing down the VIN number you can track down the owner and then hit them with a fine.

If the police are writing a ticket that no one is going to pay, our tax dollars are being wasted.

Moheeheeko, $10? In what decade are you living? Vanity plates are like $50-$60 or more. Hell, even regular plates are going to run you at least $20. And everybody here calling this guy an idiot are idiots themselves. His "NO TAGS" plate is a registered plate, as opposed to all of these tickets being issued on vehicles with no plates. For all the bitching and moaning I hear on here about government screwing up it's amazing that when you see an example of it, you expect the individual being screwed to take responsibility. Where's all that talk of fixing a broken system now? Blame all the problems on the politicians, because your solutions apparently are so different. Right? Driving is a privilege, however the driver is within his rights as a citizen to sue the DMV and D.C. for the time spent and hardship endured because D.C. would not fix the problem regarding the license plates that THEY issued.

and speaking of DMV -in home state of wisconsin you sign your title over to buyer -get your money and sale is complete as far as you are concerned--right? wrong-if buyer fails to register the vehicle and gets parking violation tickets you are still on the hook. you are as far as dmv is concerned responsible for the tickets as you remain the official registered owner. my sister in law was arrested and put in jail over the new buyers tickets. took ages to get problem resolved. also consider that if the buyer is involved in an accident you are still the owner of the car. never sign over title----take to DMV for change of ownership and new title then give car to new owner. only way to get off the hook.

Then for the next 6 years, every time he gets a ticket that says 'no tags' he will go to the DMV and say, "Yeah, it's me again. Y'all made another mistake. Thanks for fixing it again. He'll save like, eighty dollars. Pure genius.

Typically American. Work your butt off for hundreds of hours plus years of planning, to totally get over on the system, to eventually save $80.00.

I've got to get a license plate that says: "NO TICKET".

Then I would only be able to get tickets that say "NO TICKET".

As others have mentioned - when there are no tags, they should have been getting the VIN from the start.

But what really confuses me is tags are different than plates. So they would have to put "NO PLATES" as well as no tags. Or if they had plates but NO TAGS, then wouldn't they put the plate number in there?

People have no idea how inefficient Gov't is. Yes, it's a necessary evil, but wouldn't you want the least amount of evil necessary?

The Federal Gov't doubled in size in just the last 10 years. Is it twice as good?

It's not his fault that the database system is messed up. I seriously doubt he saw this problem years in the future.

Bottom Line: The DMV issued the plates. So either the DMV can issue him a new one for free. Or they can fix their database system. Simple. It may be easier just to give the man a damn free and then pay him back for making his current plate useless.

There used to be a legit plate in Florida similar to that. Owner supposedly didn't even know anything was wrong. The plate number was actually a standard non-vanity plate with the semi-randomly assigned characters "A55 RGY", but the big orange in the middle of the plate made it look like it said "ASS ORGY"

Other great ones:

"NOT OJ" - on a white Ford Bronco

"EAT THE", "BEATS", and "CTHLHU" - on Virginia "kids first" license plates. This plate features what are supposed to be red finger-paint handprints, but just looks like bloody hands. Eat the kids first, Virginia beats kids first, etc.

"RUBIX" - on a Nissan Cube

"0 TURDS" - on a plumber's truck

"NOT COP" - on a white Ford Crown Vic

"HI OFCER" - on a 'vette

"TIMMAY" - Virginia handicap license plate

"2GRL 1CP" - I'm not going to explain this one

"RAINMKR" - on a convertible

"WAS HIS" - on a Porsche Boxster

"V8 ROFL" - on a Subaru WRX

If it's such a big deal, DMV should recall the tags as they stated they might do at the end of the article.

I can't believe anyone is ragging on this guy. Simple solution is to not write NO TAGS, how about having a check box for it since it seems to be pretty common. The way I am understanding this is they enter NO-TAGS in the spot on the ticket reserved for the plates and then enter it in the system as a plate. The BMV and all the idiots that decided that was a good way to handle that are the ones who should be getting ragged on here. If DC didn't have a problem making these plates for him he should be compensated for all his time fighting these false documents.

Granny22 - In the state of Wisconsin you own your vehicle license plate, you are required to remove them from the vehicle when you sell it. If you do not do this you are responsible for any violations that occur after the date you failed to remove your plates. So I guess your relative got exactly what the law prescribed.

    @Granny--Don't know about Wisconsin but in Washington you can sign the title and register the sale with the state. If you don't register the sale with the state though, yeah you're screwed if the buyer does something. Never trust the buyer to file the proper paperwork.

      You can be right and you can be stupid, this guy is both. What is the cost of new tags vs the time and expense and lost wages and aggravation vs the cost of new plates? Any reasonable person after the first unjustified fine would have bought new plates and been done with it. I'm guessing that he got the vanity plate that he did because he figured that he would get away with parking violations because tickets with "No Tags" on them would be assumed to be an unlicensed vehicle. His plan backfired and I have no sympathy for his current problems. Let's face it, why would anybody pay for plates that said "No Tags?'

      Ha ha, isn't this funny... my "NO TAGS" plate causes tickets to be assigned to my car when the ticketed car has no tags... ha ha... I got my day of fame in the news and confused the system and now have $20,000 in tickets... ha ha...

        I think he had a problem with the DMV before he got the "no tags" plate and is now just trying to get a little revenge. Sometimes a smart@ss is just a @ss. The DMV should just revoke the plate. Then give him a new set or plate just like they do when someone sneaks a vulgar or obscene one past them. The DMV does that regualarly they get complaints about a plate.

          I don't understand not only the owner of the tags and other people on here saying that he already "paid" for his tags. Every where I have ever lived, I have had to "pay" every year to renew my tags, EVERY YEAR. And, as some have already stated, vanity plates usually cost at least $30 dollars more than a regular tag, and that $30 dollars more, plus the original cost is due every single year.

          As for vanity plates causing problems, in the news a couple of years, not certain of the state, Nevada maybe. But this ladies name is Stacy, and she got a vanity plate that read X Stacy X and other morons where she lived kept calling the DMV complaining that she was promoting extacy pills. It just goes to show how stupid people can really truly be. They made her turn her plates in and threatened to arrest her(or maybe just fine her) if she didn't. DMV should fix their end of the problem(and yes,they should have been using the VIN # the whole damn time anyways), and he should just put his plate up on the wall and get something new, problem solved.

          This writer, this woman, Tisha Thompson is confused and confusing too. For instance, she wrote 32 meaningless lines of type before she even gave us readers one clue as to what the real problem is with the D.C. DMV. (And, it's even questionable as to whether some of those lines of type are proper sentences.)

          However, many of you have put it well; Danny White chose the wrong joke this time, and a stupid one at that, and now he should just get over it and get rid of the plates.

          Let's see.....Abandoned car in DC with no licence plate on it....And ALL THEY DO IS PUT A TICKET ON IT ????

          Nice that they just let the Tarrorists know they just leave them on the street.....It should be immediately towed to a big empty field and give the kids over at the Pentagon some target practice....blow it to smithereens....

          I forget what State I lived in at the time....Maybe NY....but the registration was a sticker that went on the inside of the car windshield.....next to the inspection sticker.....Ticket cops would come down the block and just scanned the sticker...it had all the info, including plate number on it......It's also how they would find ticket scofflaws......hand held computer.....tow trucks would follow ticket cops up and down the blocks and tow cars morning noon and night......

          @Urmoma - hardly the occasion for a personal attack; I stated the facts as I've discovered from purchasing plates in 3 different states. But to your pointless comment: do you know anything about technology .. as in databases and pattern searching? Sometimes, the lists of problematic character combinations are only found through an unfortunate situation like this that no one anticipated when the lists were published. So orgs like the DMV have to react to protect public safety ... which trumps some idiotic vanity plate "right". It's too bad that are so many entitled idiots who scream their rights are being infringed upon, but aren't intelligent to see their responsibility to others. Have a nice day ... and learn something.

                  This is not the first time this has happened. A few years back some guy had the tag NoPlate and also had the same problem. I think the real issue here is by they gave him the plate in the first place. Do they not run checks on vanity plates to see what problems there might be or do they just issue them because it means more money? Either way the guy brought on his own problems.

                  The Wash DC DMV had a system in place which made it impossible for the actual owner of a ticketed car which had no registration, to EVER pay their fine. Gov'ments are hard-up for revenue and yet they have created a procedure which gives *criminals* an easy-out to avoid paying a fine.

                  Danny is a hero for *taking on city hall* and forcing the stinking gov'ment to get their act together.

                  IF every citizen stood up against the idiot gov'ment; when gov'ment created stoopid procedures, maybe America would be less bankrupt and daily life would suck less.

                  The DMV approved his plate. It's their problem, not his. They need to fix their system. Actually a lot of systems need fixed. However, almost all other forms only have space for one middle initial. I put the 1st middle initial at the end of the boxes for my first name & put the 2nd one in the regular middle initial box.

                  This is so typical of the government agencies.. why not make it mandatory for all parking/abondoned vehicle tickets to include the Cars Vin#. How many times do abondoned vehicles have stolen license plates on them to begin with, and then the person who had their plates stolen gets another harrassing ticket that does not even belong to them. The vehicle Vin number can be traced back to the last legal owner. The way it should be. Licensse plates are too easy to steal from one car, switch out to another, and the poor individual whose had their plates stolen, not only has to pay for new ones, but has to deal with the courts regarding tickets that are not even theirs to begin with. Really, is it that hard to figure out?

                              Yeah but I still get a bad feeling when I go to the DMV in CO and see a hundred different plates for every special interest group you can think of. Something about pro-life or pro-choice plates (or any of the other weird choices) just strikes me as wrong. Maybe it is that it's just blatant revenue grabbing. Maybe that they charge so much more for a plate that cost them the same as any plate. I don't know, something about it just seems sleazy. But that's just me.

                              I briefly considered getting vanity tags and knew I'd have to pay to have them made. I was OK with that. What stopped me was when I found out I'd have to pay that extra fee every time I renewed. Thanks anyway, I'm not paying an additional $50/year for something I already had!

                              Virginia also has a gazillion special interest plates. Some cost more, some don't.

                                These are plates DC should put on its do not allow list. Most municipalities don't allow certain terms. We could not go out and get plates that say 'F YOU' or 'SUK ASS'.

This guy payed a premium for his vanity plates and should be compensated for his troubles. It is amazing that the IDIOTS writing these tickets did not use the VIN numbers when no plates are displayed on the offending vehicle. This shows you that government and their employees have a terrible time avoiding stepping on their own peepees. Classic example for less government.

                                  Then I will assume you drink only water. Eat only grains, fresh fruit, and vegetables. Drive a car with no paint, metal seats and no music system (much less a DVD player). You never pay for any type of entertainment of any sort. Vanity plates (and no, I don't have one) are a fun way to express yourself. In some staes (IL and VA for example), it's really cheap to get them. It's fun! Life where you never "wasted" a single penny would be awfully dry and boring.

                                  @ Crying shame: that's the main reason we have personalized plates, it's always easier to remember the license plate number if it means something specific to you. The DMV should never have allowed plates that said 'NO TAGS' in the first place; I say they give the guy a new set of license plates and be done with it!

                                    first time as a teenager I got a speeding ticket and the cop said, "you know, we really do tend to pull over people with vanity plates more often than people with standard plates", I didn't whine about my registration fee or non-refundable plate fee or blah blah blah- I got rid of the vanity plates. that simple, problem solved. but some nights I do lay up thinking about that wasted $30...

This guy needs to take a little personal responsibility and eliminate the problem, and the government needs to tell their inspectors to stop being so stupid and write down whatever identifying information they DO have so they can track the real owner.                                           In order to pull problematic tags, the system does need to be "fixed" a little bit, or at least modifyed a little. The article even says

                                          "Who told us the computers are not set up to red flag problematic tags like Danny’s."When customers do submit a ticket for adjudication, we don't track what their reason is, so there simply, unfortunately no way for me to know that information," says DMV Director Lucinda Babers."

                                          That's a problem. If they can't flag a plate that causes problems, they can't see from their own system the reasons that it's a problem. A simple list of reasons and a flag button for problems would benefit the DC DMV.

                                          I'm sure there is a DMV programmer out there who can add a button or two to the license plate screen.

                                          Oh, and Boatrocker... Since you can apply for, but not be approved for plates with naughty words or meanings, SOMEONE has to be tracking them. People can be pretty creative when they are coming up with those phonetic combinations. So just having a computer search for the actual words or some alternate spellings wouldn't work. I always figured they went through a human at some point. But given the number of insanely stupid plates I've seen that no one but the owner can figure out, I also assumed there were some pretty dumb humans doing that job.
