Scottsdale police Officer James Peters has been involved in seven shootings in the past 10 years. Lissette Martinez of NBC station KPNX reports.
The Arizona police officer who shot and killed an unarmed man while he held his baby grandson has been involved in at least five previous fatal shootings, police said.
The officer, James Peters of the Scottsdale police, was on administrative leave Thursday after he killed John Loxas, 50, with a single rifle shot to the head Tuesday. Loxas' 9-month-old grandson, who was in his arms, was unhurt.
"There were at least three officers in position to engage the suspect," Sgt. Mark Clark, a spokesman for the Scottsdale police, told NBC station KPNX of Phoenix. "At least one of the officers thought he saw something in the suspect's hands."
KPNX reported that Peters has now been involved in seven shootings in the past 10 years, six of them fatal. The Arizona Republic reported Thursday that the city of Scottsdale agreed to a $75,000 settlement in 2009 with the family of one of the people Peters had killed; the city denied liability.
New Times, a Phoenix alternative weekly, profiled Peters in 2010 under the headline "'Dirty Harry' in Scottsdale? Badass Cop Bags Four Bad Guys in 10-Year Career."
Police said that as a former member of the SWAT team, Peters had been involved in the department's most dangerous assignments and that all of the previous shootings had been found to be justified.
In the incident Tuesday, police were called to Loxas' home after a call to 911 reported that he had kicked over a trash can and threatened the owner when he complained. The caller said Loxas was walking around the neighborhood with his grandson and a weapon.
"We have a neighbor out here that pulled a gun on us," the caller said. "He's got a baby in his arms. He's got a gun, and he cocked it."
Loxas had returned home by the time police arrived, and he answered the door with the baby in his arms. Peters and another officer told investigators they saw something in Loxas' hand, and when he turned, Peters fired a single shot, killing Loxas instantaneously.
Afterward, detectives determined that Loxas wasn't armed. But they did find several weapons in the home, KPNX reported.

Three officer in position, guess which one shoots, and then they all slap each other on the back in joy as one on scene whitness explains, they are always tuff when this really bad guys who kicks garbage cans have a cell phone or a stick, but when they have a gun, these tuff police are under the bed. This guy is lucky he lives in the good ole US, in Mexico two would have been his bag limit.
This trigger Happy Cowboy (this so Peace Officer) should be dismissed from a I'm sure good Police Department, before the Dept. is down graded to F grade.
The people should demand to remove this happy trigger shooter from the force without aPay/retirement funds. The state should investigate any trigger happy shooter, and penalize the Department for not recognizing a very disturb individual.

He will be ruled as Justifiable shooting as always. My favorite is shooting an unarmed man 73 times because he was sitting in his car drunk. Notice the city paid out $75,000 for his last murder, without admitting liability. They wouldn't pay out money if his murder was justifiable. This one doesn't look justifiable either. When cops commit murder, they get a two week paid vacation as a reward, then they are always exonerated after their paid vacation. Does everyone have the right to shoot someone in the head if they are acting a little crazy and have a cell phone? If so you better not get upset at someone when your on your cell phone. Oh, I forgot only the police can commit murder and get treated like they did something right.
I read there were only 100 or 200 some cops nationwide killed last year, with the hundreds of thousands of cops on the streets, it doesn't sound like a very dangerous occupation to me. I'm sure cops beat and kill a larger proportion of the general population than the proportion of cops are killed to the number of cops there are nationwide, I think it is braver to be a citizen than a cowardly cop. Last year there were 120 cops killed on duty. Most of them were run over doing traffic stops. Conversely the cops killed with guns and tazers 1200 citizens. About ten to one, every year for the last ten or so.
Cops are the scum of the earth, protect and serve was lost years ago. Nothing left these day except ego manics and trigger happy psychopaths.
We can send our military personnel to prison for shooting suspected enemy in a war zone that are unarmed, but when a cop shoots an unarmed man in the back of the head because a neighbor said he had a gun and another cop said he had "something" in his hand, that's justifiable? I think not.
Next time you need help, call a reporter. He can write your obituary.
When I lived in Brooklyn I fended off a guy who came into my apartment through my sons room, fought him for nearly three minutes in a violent physical confrontation before he was able to run out my door. I called the cops and TWO HOURS later they showed up basically like "WTF do you want us to do about it". Thanks guys, go back to your donuts I'll handle it from here.

The Police is only here to come 'AFTER THE FACTS' ( after your wife , daughter has been raped or robbed and your house has being broken into or any other CRIME , BUT ONLY AFTER THE FACTS..( and if they happend to show while a crime is in progress it's a MIRACLE!!)

I wasn't at the scene but any officer who has shot and killed six people in 10 years needs to be really investigated. Sounds like an over active officer who isn't using lethal force as a last resort. I think that city will get sued if all 6 people's families get together and bring a class action case. Where is the FBI for violation of civil rights without due process.? This guy needs to be taken off the street and never allowed to carry a firearm sounds like a serial killer with a badge to me.

You could argue Grandpa was using the Grandson as a shield. Let's wait for the investigation to end before we pass judgement.

Officer Peters is on the SWAT team and he received authorization (to take action) in many of these shootings. The article intentionally failed to include that piece of information as it makes the story more inflammatory. Note that only armed criminals with prior history were shot by the officer . . . no innocent civilians.
The single nuisance settlement of $75k proves how valuable that particular individual was to society. The family chose to file a civil suit & that the insurance carrier chose to settle. That is neither a reflection on the officer nor does it reflect on the life led by the dead suspect.
Scottsdale, Arizona is a much safer place to live because of the actions of Officer Peters.
Actually he accounts for such a large percentage of gun related deaths you could argue he made it much much more dangerous on paper.

Gun or not in his hand doesn't matter to me, he could easily have been carrying one where the cops can't easily see. These cops are on the street dealing with idiots every day. You don't wanna get shot, don't get your neighbors to call the police reporting you carrying a cocked gun and be aware that if someone does call the cops you let the cops see very easily that you don't have a gun. Otherwise you are fair game. Kudos to the cop for plinking him in the head and not hurting the baby. The guy was an idiot for provoking the situation and for endangering his child. For not being there, and I'm assuming you weren't, you're drawing a lot of conclusions about this case. As far as using the 911 complainers story as justification that the man did indeed have a gun and threatened someone with it, I've lived long enough to know that in simple neighbor conflicts there's always TWO sides to every story, and especially one involving a trash can....and I ain't even a cop!

I lived in AZ for ten years, These cops love to shoot people. What an @!$%# to shoot a man with a small child. $ cops and one shoots to kill. This jerk has probably shoot more people in 10 years than most cops shoot in a career. Some one with a rock on his shoulder. This is what the military gives us when done with them, hey @!$%# you are not in the service anymore.
Here are a few questions I would like to know the answers to:
1. Where were the parents of the nine-month-old?
2. When the *(&^% will Arizona come up with strict gun laws? Gabrielle Giffords shooting wasn't enough? Lunatics like this guy get to walk around with "several weapons" in the home? Oh, an remember Arizona has the right to carry concealed weapons for EVERYONE.
3. Were all the shootings this cop had from the SWAT team? Or just the majority? If from the SWAT team, that would change this reporting significantly. If not, there would seem to be a large problem brewing. Remember, this man is an officer of the law and charged with carrying a firearm to "protect and serve". On SWAT, that could easily entail killing whereas by being a police officer he may not have to pull his weapon nearly as often.
Once again, the headline is misleading. Only by reading further into the article does the reader gain further knowledge and even then, not all the information is satisfactorily answered.
1. he was the grandfather, he could've just been babysitting while the parents were at work. it's none of our business why the parents have grandpa watching the kid.
2. strict gun laws???? a man is allowed to have guns in his own home, even in the peoples republic of NY I have four.
3. who cares it's scottsdale arizona, there's two gun deaths a year, apparently this cop makes up about 50% of them.
