CHEYENNE – Fearing an economic and political collapse nationwide, Wyoming lawmakers are moving ahead with legislation to deal with a doomsday scenario -- complete with plans to create a state currency.
“Things happen quickly sometimes — look at Libya, look at Egypt, look at those situations,” the bill’s GOP sponsor State Rep. David Miller told the Star-Tribune in Casper. “We wouldn’t have time to meet as a Legislature or even in special session to do anything to respond.”
According to the Star-Tribune, House Bill 85 would create a state-run “government continuity task force,” to prepare Wyoming for potential disruptions in food and energy to a complete breakdown of the federal government.
Miller is also asking for the task force to look into creating its own state currency in the event the dollar loses value entirely.
The Wyoming House of Representatives advanced the legislation on Monday, but eliminated language calling for plans to implement its own military draft, army and acquire an aircraft carrier.
The bill now must pass two more House votes before it would head to the Senate for consideration.
“I don’t represent people in Illinois or New Jersey. I represent people in Wyoming,” Miller said. “And I want them to be protected from any catastrophic events that may beset the rest of the country.”

I really wish every one of those red states WOULD secede from the United States. Every one of them would be crashing into 3rd world status within months of secession as they found out they REQUIRED federal money to keep their infrastructures up and running. The US would end up prospering out of it.
Sandy, problem is, all the people in the red states are the ones paying to keep the blue states alive in the current situation. Better re-think your position. If we stop sending our money to DC, we'll have plenty to run our own infrastructures. The story is not about anyone seceding anyway. If we reach the point this story is talking about (and we may and we may not in our lifetimes), seceding will be way down on the list of everyone's priorities.
Actually most red states pull in far more federal dollars than they pay out compared to any blue state. Also, once you stop sending money to the feds you will find that you will have to raise state taxes above what the average person paid the feds. It would be a net sum loss. I will guarantee the people in those states will either start immigrating to the US from those seceded states are pressing to become states again. It would be fun telling them to pound sand. :D
If the purpose is to guard in case of a catastrophic attack, like DC being hit by terrorists, why not have a state contingency plan?
Can we really say we have any idea what it would be like if tomorrow something created a situation where states had to live and think on their own? Though that was the purpose of state governments for a long time, the federal government has been allowed to take on such a large role in a state's day to day operations that I wonder what would happen if all of a sudden states were on their own again for daily operations?
I'm all for emergency planning. Unlike Sandy that thinks this is a red/blue state issue. However she illustrates MY point perfectly- Depending on taxpayers in other states (federal funds) to maintain your state is BAD.
Note- The blue states would crash and burn first, as they spend a majority of the federal funds. I have a feeling as I browse output by state that the states you would so quickly throw away actually create most of the food and food products you'll have to import, if they weren't US states. Include the oil and natural gas they generate... You're in trouble! They would also have an easy time making do with what they have versus say, Los Angeles, or San Francisco, once federal (loans from China) dry up.

With the exception of Texas and few other states there is a strong correlation between states that receive more federal dollars than they were taxed and which ones voted republican in the presidential election of 2008.

Really? REALLY!? And where do you think the federal government gets its money from? "Michael" was right again, about states having their own resources. Do any of you know the amount of energy that Wyoming supplies for the nation? Whether it's coal, oil, or natural gas? While Wyoming would theoretically have to raise its own taxes to redirect the money that used to go to the federal government directly into our own state, the natural resources we provide could easily provide for many of the state's funds. So rather than saying Michael doesn't know what he's talking about, or using extreme language such as "all the red states," realize that we're talking about Wyoming here. As far as money goes, Wyoming is doing fine now and it would do fine on its own. (And yes, I googled "states that pay more than they receive," and Wyoming was not on the top or bottom 10 list.)
I know I shouldn't have gone into all that, as this bill is not about recession at all. It's about typical conservative philosophy of "if I can help myself out, then that's what I'm gonna do." I still fail to understand why people would demonize such a way of thinking and way of life, especially when there is no mention of doing this at the cost of helping others, but rather to enact such a plan only when we CAN'T rely on nor help any others.
Wyoming is land locked. The largest lake in Wyoming is Yellowstone Lake which is 20 miles by 15 miles. In 2000, it cost $4.5 billion dollars to build an aircraft carrier. As of 2005 the state of Wyoming paid approximately $4.2 billion in Federal Taxes and received approximately $4.8 billion in Federal Spending.
Prepare Wyoming for potential disruptions in food and energy? So is the state going to stockpile food and oil/gas/coal? Where is the money going to come from to build up a storage? Taxpayers? Printing their own currency? So is the state going to buy a printing press and all the supplies to make their own currency for a what if scenario?
I'm glad I'm not a resident on Wyoming. Sounds like the legislatures is wasting time and therefore taxpayer money.

I don't agree with everything Michael from Sonoma says in his post, but I, as a liberal, agree that there is nothing wrong with having a contingency plan. By the time an economic collapse or some other major disaster happens, it is too late to think about what to do to protect your state and your people. Wildchild is right, "Emergency preparedness used to be called wisdom". Wisdom no longer appears to be something that is valued in our culture, but we would all be better off if it still was. I wish my state would come up with such a plan. In fact I think it is even more important for my state because I live in Hawaii, and we import almost everything.

The aircraft carrier and Wyoming money is over kill but being prepared for something to happen seems like smarts to me. I live in FL and when a storm is coming the shelves are literally stripped bare from people buying every little piece of food and drink they can and dont even try to find batteries because its not going to happen. Gas stations dry up because the line for the pump is around the block. Now if the local stores cant even keep up w a storm we see coming days in advance how the hell are people going to react when it just happens? Mayhem, looting, carjackings, and murder for what people want but dont have. Dose your car have a spare tire? Why? Is it because your paranoid or is it because @!$%# happens? The people of Japan didnt see the quake coming and neither did Indonesia or New Orleans well maybe we did see nawlins coming but you get the idea. I also have a generator not because im paranoid but because its hot as hell here and i want my ac when the power goes out. You call me paranoid but guess where everyone goes when the power is out? While everyone makes "crazy" comments about preparedness, has anyone remembered what Homeland Security was invented for? Is it not a Federal Agency paid for by state taxes?
I do believe people can go overboard with the preparedness. However, contingiency plans make sense.
States gave power to the Feds to create a safety net in the event of mass emergencies. This started way before HS. The key question is how well the Feds are prepared and funded for these events. Why does Wyoming feel the need to do what they were doing before Federal involvement?
Individual states must have their own plans first. Feds only help after all state resources are depleted. The Governor declares the need for help and the Feds step in. Not until then.
It's not a left, right, blue red or purple issue. Not so sure about Wyomings currency idea as I still feel we are the UNITED states and should act as such. Even Puerto Rico...

Say all you will about the state of Wyoming and one over-zealous lawmaker - but at least even he realized the extreme of the aircraft carrier and it was REMOVED from the bill. For all who think the state is a joke - ya might want to rethink ... Wyoming posted a State SURPLUS at the end of 2011 of 427 Million dollars and over 1 BILLION dollars in Liquid Savings after a TWO-TERM DEMOCRATIC Governor, Dave Freudenthal. Wyoming has ZERO State Income Tax and a cap of 5% Sales Tax in any of it's 23 counties.
Having corrected the record, please keep thinking all your ignorant thoughts of our state and that way you'll stay the hell OUT and we can continue to live in peace in one of the BEST kept secrects in this country!

The state of Wyoming used to have an enormous sign on one end of the Lincoln tunnel in NYC. It showed a beautiful 'big sky' scene to the traffic jammed drivers and, under it, the statement: "If you lived in Wyoming you'd be home by now."
Wyoming government does sponsor some of the most creative advertising I've ever seen... Thus, I suspect, the "aircraft carrier," along with "Wyoming currency."

I will never defend a politician but I will defend the state of WYOMING. I am one of those implants from another state I did not come here to rape the resources or jobs. I have been coming here for 20 plus years prior to moving here 7 years ago. I came here because it is the land of the free a true replica of what the USA should be. I own my land and can do as I wish with it, I own my life and control it, I can carry a loaded weapon under my coat and in my car and use it responsabily as the other residents do. Hunting and fishing is almost year around to feed my family do to the great management of our natural resources. I am not red, blue nor indipendent nor a liberal I am an American I help every one I can and move on. To read most of the coments above cracks me up. It didn't sound all that bad until they mentioned the aircraft carrier. Being prepared for a Katrina type event or worse, seems to me to be a good idea. There are a lot of potential disasters we know about and probably quite a few that we don't. Going beyond providing emergency preparedness and a plan to keep the populous alive doesn't seem necessary. They probably have a National Guard and that should be enough of a military unless and until something actually does happen. Maybe they could get Washington to plan the allocation of the current military to the states in the event of a failure of the central government. If Iran or somebody else nuked DC, a contingency plan might be a good idea. Better than letting the military run itself!

Everyone needs to think "emergency preparedness" (start of each season) and you don't need to go over board on it.... but realize that if there is an ice storm, nothing is going to move for days. even the "super stores" only carry 2-3 days worth of items and that's for normal shelf rotation.

I thought all the states already had plans in place for any eventuality- called STATE GOVERNMENT. They are all supposed to have emergency preparedness plans, much of the development of said plans paid for by the federal government by the way of grants for just such a purpose. Following 9-11, Homeland Security required plans and it was again visited when Katrina happened. While Katrina can't happen in Wyoming, the fact that tornado's can take place there was brought home not long ago when tornadoes damaged the Metra Park in Billings, MT, just north of Wyoming and has seen a few others spring up including one that took the lives of a couple when it went through their home. They have had to issue tornado watches/warnings in Wyoming in conjunction with storms moving through. As another poster mentioned, part of Wyoming and part of Montana is sitting on top of a Super Volcano, that if it ever erupted would wipe out everything and everyone within a huge radius of the actual volcano and the resulting dust clouds would wipe out everything all the way to mid-Missouri, down to Texas and all the way to into the Pacific Ocean and north through parts of Canada. They would not have need of any plan other than the one to bent over and put head between your knees and kiss your behind goodbye. If they do not have a plan for the need of Wyomingites in case of some other kind of disaster that cuts them off from the rest of the country, they took US Government money and didn't spend it as they should have. Because Wyoming is a sparsely populated red state, they do take in more federal dollars then they pay in.the way of federal taxes, so a bunch of people would become the responsibility of the state government, so I hope they have a plan for that. They have a lot of people who don't have the wherewithal to feed themselves adequately and who are in need of medical support. Maybe they are going to have to raise state taxes to plan for such a eventuality and raise the taxes on the gas and oil that is taken out of their ground. Wonder how that's gonna fly?

Other than the aircraft carrier, this is pretty smart of WY lawmakers; especially since "smart" and "lawmaker" can seldom be used in the same sentence. Contrast the forward thinking WY legislature with that of VA, whose sole purpose seems to be to regulate women's reproductive organs. A word of caution for those lawmakers in WY who favor "doomsday" preparedness measures and providing for their own currency; under NDAA, Patriot Act, etc., that have made the Constitution irrelevant, the federal government may declare these lawmakers as terrorists at their whim and ship them off to Guantanamo Bay.......or even worse.

I did some work with the Wyoming Governor and the Wyoming State Legislature on their Workers' Compensation Act, some years ago. They were wonderful, highly intelligent people who were a delight to work with. That this kind of legislation can pass a preliminary House vote really concerns me (even if they did take out the aircraft carrier). I really hope that the reasonable folks that I'm sure still comprise the majority in Wide Wonderful Wyoming can put this thing to bed quickly!

It's one thing when individuals start all this catastrophe stuff bringing more fear into the public eye than is necessary, but I think it is inexcusable for government to do it. Unless, the government knows more than they are telling anybody??? Do we NEED to start stockpiling food and water. Is this what you are telling the American public. Do you want us to run to the stores and clear everything off the shelves. This kind of talk can create this kind of scenario in today's America.
I am with you with this analysis. No one starts this kind of thinking unless there is more to it than they are actually telling. I pray this craziness is not going to engage the US in another Civil strife like the Nigerian experience with secetionist biafra in the early to late 1960s.

I think not... I believe in our Constitution and if it is not backed by the Constitution then it's NOT backed by Ron Paul. He is a very intelligent and stands by what he says! I really disagree with parts of his monetary policy, but other than that, unlike all the others, I have nothing against anything he stands for.
In my opinion though, with some of his current stances, he has a better chance being elected if he would change to Democrat.
