Subscribe to RSSCINCINNATI -- Ohio officials are investigating a private adoption agency that helped place children with a man now accused of raping three boys in his care.
The Ohio Department of Job and Family Services tell the Associated Press on Friday that it's opened an investigation into ACTION Inc.
The investigation follows the arrest last week of a 39-year-old Troy man charged with three counts of rape and one count of compelling prostitution in Miami County. He also faces child rape charges in Montgomery County. Police accuse him of hiring out a 10-year-old boy for sex with other men.
The man's name is being withheld by the AP to protect the children's identities.
If the state finds wrongdoing, it could revoke the agency's license. Messages for comment were left at ACTION's office in Dayton.
Two other men - 29-year-old Jason Zwick, of Beavercreek, and 31-year-old Patrick Rieder, of Dayton - have been jailed on related rape charges, based on the allegations that the adoptive father hired out the 10-year-old boy for sex.
Meanwhile, Ohio and Texas family services officials have been sharing details of the children's adoption from Texas. Texas authorities say the Troy man adopted three children - one of them a 9-year-old girl - in 2011 and was in the process of adopting the fourth.
Troy police said the man regularly had sex with the three boys at his home in a quiet residential neighborhood of ranch homes in this western Ohio city of some 25,000 people. They arrested him last week and seized items including a video camera and two wooden paddles in the master bedroom, along with four laptops and an iPod.
Texas authorities didn't release any other details on the children but said the adoption was handled through ACTION Inc. adoptions agency of Dayton. A Texas spokesman said Thursday that it appeared that proper procedures had been followed, including background checks on the adoptive father. Troy police say they don't know of any past criminal activity by him.

WTF is wrong with these people.
Its only getting worse....this is why I do not like to whole "gay" rights thing, its sending the wrong message, its not normal, its disgusting. But yes, of course I have friends who are but none with this type of behavoir. If I seen something like this happening it would not come out well for the person...nor myself going to prison. Get mad all you want, its as immoral to me no matter what ages they are. That goes for men raping girls also. I am sure this behavoir was disliked in man's evolution and those with the traits were probably destroyed. I guess man is his own worse enemy when it comes to natural selection.
Hey douchebag -- check the number of heterosexual men who rape little girls vs. the number of gay men who rape little boys. Guess what? Gay men are guilty of this crime at about 5% the rate that heterosexual men are, which means that exactly the same percent of gay men are deviant as heterosexual men.

Robert this has nothing to do with gay rights, so please do not link the horrible acts this man has committed to gay rights. We see religious men doing this same thing and it is just as terrible. Are you saying no straight man has never raped his adopted daughter, step daughter or foster child? Ever hear about Woody Allen? Are you saying no straight man has ever raped his biological daughter? This has NOTHING to due with homosexuality except the crime was committed by a pedophile who is homosexual. Some pedophiles are attracted to children of the same sex they are. Just like some are NOT. Sex between consenting adults is not the same as having sex with someone that cannot give consent.

This has nothing to do with gay rights. Gay men are not attracted to little boys, pedophiles are. One has NOTHING to do with the other.
You can be against gay marriage for other reasons (ie religious reasons) like many people are. However, to correlate gay rights with acts of pedophilia is just wrong and sick.

First of all, nothing is getting "worse". This stuff has been going on since the beginning of time, and will continue as long as there are humans.
Secondly, as Cathy, Liz, and MO'S pointed out, being gay has absolutely nothing to do with being a pedophile (and vice versa). We don't even know for sure that this scumbag was gay, although he certainly has to qualify as at least bi-sexual. As stated in the article, he also adopted a girl. I would bet there's a very could possibility he raped her also. Pedophiles are adults who like to have sex with CHILDREN. They will usually assault any child, boy or girl, that they can. That doesn't mean they're gay, it means they're sick and vile.
Lastly, I'm sure that alot of things that you consider "normal", would be considered disgusting by many other people, including myself. And BTW...I'm a straight, white, middle-aged man, just like (I'm assuming) you are.

Please, four times? I don't think so. This goes far beyond these 3 or 4 children, as those abused often go on to become abusers. At the very least these children are going to have very major mental health problems for life. I don't know how any of them are going to grow up and have any type of good relationships with anyone. How can they ever trust again?
I agree - my God, I remember what all my wife and I went through, in order to be "cleared" for older child adoptions (and foster care). I cannot imagine how, if reasonable precautions were taken, this guy could do this - one or two kids, maybe, but this guy was going for his 4th child. Red flags had to be blinking somewhere. I'm sorry, but someone screwed up.

I know. Why are we blaming the agency? They are not mind readers, and do not see through walls into this guy's house when he's alone with the children, or was, if he's now in jail. From all reports the agency followed protocol correctly for adoption. I think a lot of details are missing. Why was this man finally caught? Were the children sent to CPS or relatives? Tell me the US isn't going down like Rome. You can't read the news today without some story where adults are sexually abusing children and many of them teachers! My point was that these people are being let out of prison even though there is data that shows it is very difficult to "cure" them of these problems. Just recently this week an offender was let out of prison, completed required state training, and 4 days later broke into a house with 6 women and was fortunately caught before he could abuse them.

It isn't just 'the gays' that do this. These kinds of problems were happening even before the push for social acceptance of of LGBT's. Stop encouraging the stereo type that all gay=child molester or gay=rapist.
If found guilty of these crimes against children, (who have been entrusted to you), I'm all for the DEATH PENALTY. No years of waiting, just an assigned date and time to be executed once proved guilty. I think waiting one year on death row while you await another appeal, would be appropriate. Appeals should be EXPEDITED, with priority. At that time you would have been heard a 2nd time, and that's all your sorry ass needs.

Which is exactly why convicted pedophiles should get the death penalty. They cannot be rehabilitated, neutering won't stop them from using other appendages or even "toys" to rape the children. Did they interview his wife? Oh, wait...he didn't have one. Did they interview the other three kids? Conduct unannounced home visits to see how the kids were being treated? Do a background check, search for outstanding warrants? Wonder why a single male would want to adopt several young children? No alarm bells went off at ALL?

The great majority of child molesters are heterosexual men; such behavior is rare in the LGBT community, as is violent sex crime in general. And, no, I'm not gay. Absolutely correct. I've known people in the LGBT community who have adopted, others who have gone the artificial insemination route. Couples that have been together 25, 30 years who raised up healthy and happy children into healthy happy adults. And in each case their children grew up to be who they were, NOT LBGT. They were children with big hearts, loving their parents, accepting of other people for who they were, and refusing to put labels on people. Children any parent would be proud to claim as their own.
I agree with you 100%. Most children are molested by someone they love and trust, i.e. a family member or neighbor. Being homosexual does not make a person a pedophile. I'm heterosexual by the way, so please save the sarcastic remarks. The truth of the matter is this: four helpless children were adopted by a monster who farmed them out to other monsters. The focus should be on prosecuting them and attempting to repair the damage they've done to these precious little ones. This is not about being conservative, liberal, religious, straight or gay. I'm totally in the dark about adoption agencies, but if a single man wants a 4th child, there would be some type of signal going off in my head that he only wanted these kids for his sick pleasure! In this case, this man was 'farming' them out to other men which just sends my head spinning. These people SHOULD never, ever get out of prison. I'm sick of laws that protect their rights instead of the victims. There should be mandatory sentences for this type of crime! Absolutely turns my stomach at what these victims have to endure and it will be with them till they die.
I know a woman who was raped twice by a next door neighbor when she was 8, and this woman who is now 90 still suffers the effects this type of crime. It never leaves them.

First they're parents don't want them then they get adopted by a coward who does this to them. I feel so horrible for these children. I sure hope that they can have a great life after this but I know they'll NEVER heal from this. I HATE these stories. They're becoming all too common.
I am quite sure their biological parents thought this would never happen. It's not their fault. They were just trying to do the right thing, the only decision left but one if they can't care for them. They won't heal from this, you're right. But everyone has some sort of trial they go through in their lives to make them appreciate the good when it comes. I have yet to meet a fully healed person who never has one regret about what happened to him in his life. It only gets better from here for the children hopefully and as for the man (I say the term loosely) that raped them and farmed them out to others, I think we should throw him into general poulation prison and let him rot.
