15 inches of rain floods Louisiana homes, roads

A state emergency has been declared for parts of Louisiana after flash floods soaked parts of the state. WVLA-TV reports.

States of emergency were in force Tuesday in four Louisiana parishes after torrential rain left homes and roads under several feet of water. Hundreds fled their homes and dozens of motorists had to be rescued.

Flooding closed the major highway through St. Landry Parish, and many roads across the four parishes remained closed on Tuesday.

"In my 28 years in law enforcement I have never seen the interstate closed," St. Landry Sheriff's Capt. Jimmy Darbonne told weather.com.

Dozens of homes in Carencro, a town in Lafayette Parish, were evacuated on Monday when some 15 inches of rain fell within five hours.

"We had up to 7 feet of water on some streets," said Capt. Kip Judice, the local sheriff's spokesman. "We had no deaths or injuries but a lot of near calls."

Anais Guilbeau, 93, was rescued from her flooded home by boat. "I lost everything," the Lafayette Daily Advertiser quoted her as saying. "Everything is underwater. It was bad one time," she said of her six decades of living there, "but not this bad."

About 100 Carencro residents took refuge Monday evening at a Red Cross shelter, and several area schools were closed Tuesday.

Louisiana State Police Sgt. E.J. Chesne had to rescue his own dog. "My dog was in his cage, just floating around,” Chesne told the Advertiser of his return home Monday. "All the floors are buckled in the house."

Flooding also hit Acadia and St. Martin parishes.

John Bruce / St. Martin Parish Sheriff's Department

This highway intersection in St. Martin Parish, La., was among the areas cut off Monday by flooding.

"Essentially, you saw about one quarter of a year’s worth of rainfall fall within about five hours," The Baton Rouge Advocate quoted Mike Marcotte, a National Weather Service forecaster, as saying. "I’m sure the people that were involved in this will remember and they should remember because it’s going to be something that won’t be repeated for a long time to come."

And while 15 inches in five hours is a lot by any standard, it's still far short of any record. A foot of rain fell in 43 minutes in Holt, Mo., in 1947, according to the World Meteorological Association.

get used to it-global warming has the effect of shifting weather patterns and some of the storms become super storms or mega storms-able to spawn groups of severe tornadoes over long distances and flood capable rain events in a very short period of time-I've seen events in Death Valley where it rained about 5" in 30 minutes-that was educational..frightening.

Plenty of time the bible says Noah was 500 when god gave Noah the heads up about the flood. Then the 502 year old Noah had his first son. He then had two more sons. The four of them then proceded to build the ark, a ship the size of a WW2 aircraft carrier out of wood in a desert region. It only took 4 men somewhere between 55 and 75 years to do that. When they were building the ship they also took time to provision it not only for themselves but 2 of every kind of animal that walks the face of the earth. The bible further states that it only took seven days to round up all the animals and get them on board. You can see that Noah and his family was really busy but the bible says that it was 120 years between Noah getting the heads up to the day the rain started. I only hope I am so spry in my five hundreds!

My prayers go out to all the people effected by this flooding. I don't however agree National Weather Service forecaster who says it's something they should remember because it won't happen again for a long time. Isn't that what everyone thought when Katrina hit New Orleans? Pretty obvious these "rare events" are going to keep happening and more frequently. As "Schoolyard" said, someone should definately get building the ark.

I would assume that you are referring to Katrina. Katrina was not Bush's fault. The terrible response after Katrina rests on the shoulders of the former Mayor, Governor, and President. They were a political mix of Republicans and Democrats, both parties suck.

Soapbox, as much as Governor Blanco and Mayor Nagin were to blame for their terrible inaction in forcing evacuation, if anyone were to lay blame, look no further than the Army Corps of Engineers. They've already been held accountable in 2 courts for design and maintenance errors relating to the MRGO which ultimately is what caused the flooding: http://www.insurancejournal.com/news/southcentral/2012/03/05/238262.htm

New Orleans was established in 1718 by the French, and back then the geography of the Mississippi river delta was much different. The Mississippi river was free flowing back then and river silt protected the entire area. There hasn't been any natural building of the delta in well over 150 years due to the daming of the river systems feeding the delta. This is the reason why New Orleans flooded, not the Corp of Engineers. This is also the reason for the entire coast line of Louisiana deteriorating, and why it is so prone to storm surge now.

They've been trying to come up with a way to fortify the coast line and have used plants whose root systems would be able to bind the sediment to the coast. The interesting and complicated part is that nutria rats (non native animals what were brought in to control another species that was over populated) really love the taste of these swamp grasses and gobble them up faster than they can plant the darn things. This is why human interferance with nature can really mess stuff up.

Michael Anderson, you do realize that in your statement you provide the exact same reasoning that supports the legal decision concluding the ACoE is at fault? The messing with mother nature is precisely what's caused erosion of wetlands here. Then creating the MRGO with its unabated flow exacerbated that erosion while at the same time providing an easy reverse flow into Lake Pontchartrain. Unless you didn't realize it the flooding came on from the levees on the lakeside not from the Mississippi River side. FWIW they have also been found at fault for flooding in Missourri.

Anyways, it matters not what armchair engineers think. Two courts have already concluded after reviewing evidence that the ACoE is indeed to blame.

        #7.5 - Tue Mar 13, 2012 2:44 PM EDT

Agreed, but it couldn't have anything to do with 15 inches of rain this time.

Geography lesson: Carencro is 140 miles West of New Orleans... and nowhere near the Mississippi River.

Obvious we all know it was rain, but somehow this topic got politically derailed with everyone trying to drag New Orleans/Katrina into it. One of these days people from the 49 other States will comprehend that there is life outside of the Big Easy.

I don't think anywhere in the USA handles 15" rain too well. Seem to recall the Northeast had an issue just last year with the remnants of a tropical storm (not a hurricane like some seemed to think it was) dumping similar quantities on them over a few days not in a matter of hours.

Voter-in-LA you are correct that the ACoE is to blame for the damage caused by Katrina in New Orleans. It was a man made catastrophe of epic proportions. The response afterwards was a failure of our Government at every level. The United States was handing bottled water in Sumatra after the Tsunami quicker then they helped our own citizens in New Orleans after Katrina.

I can win ANY argument against Global Warming. ALL I have to do is sniff that it would take centuries to discern any climate change so we might as well all just shut up and wait, And of course anomalies never EVER count even if they increase year by year

Some idiots do not know the difference between climate and weather. It is our WEATHER that is being amplified, climate hasn't got a DAMNED thing to do with it. Seattle's climate is NOT going to change to that of Los Angeles. Ditto for NY and Miami. Instead all the USUAL weather events for THAT climate get amplified because of a warmer Pacific ocean. Now is that simple or what!

Actually by you're very own description you couldn't possibly know if this is weather or climate change. Climate is the measure of the pattern of weather over a period of time in a specific geographic location, weather is whats happening in the atmosphere recently. So with that out of the way we can say that a hot spring this year was a sign of warm weather, but the fact is it could also be simply the 1st, 2nd, or maybe even 3rd year of a new climate pattern. A new climate pattern has to start somewhere, and remaining in constant ignorance of the changing weather is to remain ignorant of the fact that climate is an ever changing beast.

Also you're claim you can win any argument by stating that any climate change would take centuries to discern is also patently false. For my example I put forth the little ice age. In this example of a temporary climate shift it was easy for those living through it to tell that something was changing in as little as 50 years. Hardly the centuries you claim. Its been over 100 years since the industrial revolution got kick started, and we have a whole lot of data to show how climate and weather all over the world has change.

In short David-1023706. Get off your high horse go obtain some real knowledge.

Given the way you act like an overly officious jerk, we're probably the only acquaintances you have. Now, heed your mother and go upstairs and get your lunch.

I live in St. Landry parish and some of you are just plain fools. Craig -- Katrina was a hurricane. You have to expect flooding in a hurricane. The idiots in New Orleans that stayed during Katrina asked for what they got. They were warned to get out. However, what we got yesterday was just a thunderstorm with tons of rain. So this is unusual and may never happen again in that just a regular thunderstorm would cause us so much grieve. What we saw yesterday was horrible. A coworker could not get to the sitter's to get her son, one could not get home, another needed to get sandbags for water getting into their home, buses would not bring children home due to flooding, parents were scrambling to find a way to get their children from school. Let's hope none of you get caught in this type of situation.

That is a terrible statement...Most if not all of the people that stayed for Katrina had no means of transportation. They depended on public transportation (buses, streetcar, ect.) and there was no public transportation that was leaving the city of New Orleans. They has 2 choices, either stay at home or go to the Superdome. People died lady...they happened to be poor people....sorry they did not have the money to take a taxi or rent a car and pay for a hotel to stay in hundreds of miles away.

I am well aware that people died. There was transportation going out of New Orleans. Buses were taking people with no way OUT. People just refused to take that opportunity when it was presented to them. Please get all the facts before you speak. I live here and know the facts. I had a neighbor whose 90 year old mother lived in NO when Katrina hit. She did not drive and had no financial means but got a way out with a member of her church. We all have neighbors, friends, co workers, etc. They had ways to get out. They chose not to use them.

Mary, I am from the area and I lost everything in Katrina. I stand by what I said, there was no public transportation out of the city. If you, your friends or family did not have transportation, you were stuck. There was transportation around the city that would bring people to the Superdome but not out of the city. You need to get your facts straight. Not everyone is as fortunate as you are. To say that the people that did got what they deserved is a very terrible thing to say.

In case nobody has noticed, the whole state of Louisiana is about as flat as a pool table. Water is not only a threat to flooding there, but in many parts of the state it is a way of life. That's why houses in many towns and villages are raised up on posts several feet above the ground. That is not to say any flooding is ever good, but at least a lot of people -- well, those away from New Orleans -- are aware of the danger and have planned for it. Fishing off the front porch is pretty handy, too. By the way, alligator and cottonmouth moccasin makes pretty good eatin' if you're so inclined. Just keep the shotgun handy.

Judgmental much? Not sure why you equate the criminal elements of New Orleans with the Cajun population of the area around Carencro. Probably just a display of your ignorance. BTW I see from one of your other posts on another topic you work for an oil company. You might want to watch spouting off about how you feel about people from down here, many of us who work offshore in the field are from Louisiana.

That's the most distasteful thing I've ever seen posted on one of these vines. You should be ashamed of yourself! If you'd been raised by a cajun you wouldn't be so hateful but what do you know about the cajuns? Obviously nothing, nor do you ever want to know about this courageous and strong group of people who have put up with a great deal in their lifetimes. If you walked around spouting that crap around there I dare say you wouldn't last long. You wish you had a minutia the character most of these people do.

What about all the data that was manufactered in the UK ,where the first, largest study was made. That data was used by most other scientist to verify the warming of the earth. When someone looked at the original data and found it was skewd because of bald face lying and madeup data,is when the your global warming theory hit the fan!Keep trying! How long have you worked for the democraps cdo8?

Have you ever actually BEEN to Louisiana ???? It's a beautiful state and most parts of it are much prettier than many other areas in the US. There's no more crime there than in any other state. Corruption ?? Carencro is north of the pleasant city of Lafayette, NOT New Orleans ... this is in the heart of the wonderful "Cajun country". You won't find nicer, warmer people anywhere ... or better food, music or festivals anywhere. The Cajuns of Louisiana know how to live life and enjoy it !!!

So who do all the fools choose to believe? I just have one question for them. If the 5% of bought off scientists are wrong, where are you going to go when the shiite hits the fan?

You don't think it's a crisis? Wait a couple of decades, when it will be too late to do anything about it.
