NBC: Prostitute's $50 fee for two agents triggered Secret Service scandal

U.S. Secret Service director Mark Sullivan has been briefing members of Congress about the allegations that the Secret Service and military personnel brought prostitutes back to their hotel in Colombia last week. NBC's Kristen Welker reports.

The Colombian prostitute who triggered the scandal that has rocked the Secret Service got angry with two agents who refused to pay her full price for servicing the two of them, leading to a financial dispute over between $40 and $60, according to a government source who has been briefed on the investigation.

Two agents from the service's elite Counter Assault Team, in Cartagena, Colombia, in advance of President Barack Obama's arrival for the Summit of the Americas over the weekend, had procured the women's services at a local strip club called the Pley Club on the evening of April 11. All the Secret Service agents and officers implicated in the scandal are believed to have gone to the club that evening and brought back women, a U.S. official told NBC News.


The controversy arose after one of the women went back to a hotel room with two agents. The woman wanted to be paid for serving both agents, the source who has been briefed on the probe told NBC News. Instead, the agents would only agree to split her price, prompting the woman to complain to local police who were stationed in the lobby of the Hotel Caribe, the source said.

The police then went up to the agents' room and began banging on the door, which the agents at first refused to open, the source said. There are conflicting reports over how the payment dispute was resolved. But two government sources told NBC News the police contacted the U.S. Embassy over the dispute and Embassy officials then arrived at the scene.

All those with booked rooms at the hotel had to pay a fee of $25 for bringing any guests to their  rooms -- and the guests were required to leave some form of identification at the front desk. A quick scan of the hotel register by a U.S. Embassy official established that 11 Secret Service agents had brought back women to their rooms that evening. When Embassy officials notified Secret Service Director Mark Sullivan, he immediately ordered all the agents to fly home, the sources said.

MSNBC's Thomas Roberts speaks with NBC National Investigative Correspondent Michael Isikoff and former Secret Service agent and current Senate candidate Dan Bongino about the fallout from the Secret Service prostitution scandal.

The Secret Service members -- including agents and uniformed officers -- were stripped of their security clearances on Monday.

Included in that group were two high-level Secret Service supervisors, three counter assault officers whose job is to repel attacks and three sniper-team members, who take to rooftops to secure areas where the president might visit, NBC News reported.

U.S. officials have described the agents' conduct as a potential security breach especially because all the agents involved had access to the president's day-by-day, minute-by-minute schedule. But one official familiar with the security arrangements said that there were no specific security threats during the president's trip. Although agents upon arrival were briefed about current activities by leftist FARC guerrillas and local drug cartels, they were told neither had made any specific threats to the president.

The only specific security concern mentioned was that agents and officers were told to bar a left-wing journalist from events at the summit and were given a flier with the journalist's photograph to keep him out, the law enforcement source said.

The Secret Service sent agents to Colombia to interview the prostitutes who hooked up with the Americans to figure out if the women are under age, involved with terrorism or trafficking in illegal drugs, a lawmaker told NBC News' Luke Russert on Tuesday.

 “They have all their IDs and are conducting an extensive background check to make sure they aren't affiliated with any narcotrafficking or terrorist group or that they could be minors,” Homeland Security chairman Rep. Peter King told Russert. “So far there is no security breach."

Former Secret Service agent Dan Bongino, who worked in the presidential protection division, shares his view of the scandal involving at least 11 Secret Service personnel and more than 5 military personnel.

King, who was briefed on the Colombia investigation by Sullivan, confirmed that there were 11 agents and 11 women.

"The investigation could take a while simply because of the amount of women involved,” King said. “Some are saying they were prostitutes and others say they weren't."

U.S. military officials told NBC News on Tuesday that 10 American servicemen also were under investigation. According to the officials that includes five Army soldiers, two Navy sailors, two Marines and one Air Force airman.

One military official says it appears that at least two of the service members were found with prostitutes in their hotel rooms, the same Hotel Caribe where the Secret Service detail stayed.

It's not clear whether any of the military members were in any way connected to the allegations involving members of the Secret Service at a Cartagena strip club.

It's also not yet clear whether any of the 10 will face criminal charges.

House and Senate lawmakers are also looking into the allegations. King told The Associated Press that his committee is devoting four investigators to the probe.

Meanwhile, one former Secret Service agent, Dan Bongino who is a Republican candidate for Congress in Maryland, told NBC News that in his 12 years at the agency he never saw anything like what is alleged to have taken place in Colombia.

“I’m not saying it’s never happened, but I never saw it.” Bongino said. He denied there was a culture of partying inside the agency.

Top US military officer: 'We let the boss down' over prostitute scandal

A decade ago, however, U.S. News and World Report published an investigative report detailing criminal activity and extreme partying as well as oversight problems. In one reported incident, members of Vice President Dick Cheney’s security detail got into a brawl outside a bar on a trip to the San Diego area.

New details about the Secret Service personnel alleged to have brought prostitutes to their hotel rooms have emerged, including reports that two of the 11 were supervisors. NBC's Kristen Welker reports.

As the agency sought to rebuild its image, other high-profile incidents with presidential protection brought more scrutiny.

In 2008, an Iraqi journalist threw shoes at President George W. Bush during a Baghdad visit.

And in November 2009 three people crashed a White House state dinner for Indian Prime Minister Manmohan Singh. Michaele and Tareq Salahi and Carlos Allen were able to get past Secret Security agents at the door and enter the party.

The Salahis even met Obama and had their picture taken with Vice President Joe Biden. In a January 2010 congressional hearing on the matter, the Salahis, who have since divorced, refused to testify, invoking their Fifth Amendment right against self-incrimination.

The prostitution scandal, however, has brought far more intense focus on the Secret Service and behavior by its agents and officers.

"This really is the biggest scandal in the history of the Secret Service," Ron Kessler, author of "In the President's Secret Service," told NBC News earlier this week. He said the agency's problems are deeply rooted.

"There's a culture in the Secret Service that's fostered by the management of just nodding, winking, favoritism," he said. "What the agency needs is an outside director who can come in, clean house, change the standards."

No pony expect this to be Obama's Watergate. Sure, it's a major problem, but I don't think we'll see a huge drop in voter turnout in November over this. I see it more as a problem of picking your security forces than blaming the president.

Also, any pony else expecting one of the servicemen to contract an STD?

@yosolo- I do believe missile defenses in Russia are a matter of Russia's security. That isn't a problem, as Obama doesn't want to lose (which is understandable), and Medledev just lost. Therefore, both men were uneasy at the Summit.

@Care4my... I don't feel the need to express just what this man has meant for our country, the triumphs and the failures. He's been a damn good president, and I have a feeling he'll be coming back for another 4 years. And yes, the GM bailout DID work.

These two agents are complete idiots. They managed to trash their careers along with the careers of 9 of their buddies as well as several military personnel over $50. I am sure that the other nine agents who were not involved in the dispute with the prostitute are furious with these to idiots since they have cost them their jobs as well. I am not saying that the other nine agents did not do anything wrong, they deserve to get canned for their behavior, but at least they were smart enough not to make a scene. I am sure that these two would be safer in custody right now than they are on the street as I am sure the other people that got caught up in this scandal because of them would like to kill these two idiots. The minute the prostitute started making a scene they should have just paid her to shut her up and get her out of there. But then their superior attitude got the better of their common sense, thinking that who would dare challenge them, after all they were secret service agents. They are supposed to be elite law enforcement personnel, instead they turned out to be nothing more than two idiots on a power trip thinking they could get away with anything. Now they have trashed their careers, the careers of nine other agents, and a number of military personnel because of their total arrogance.

I, frankly, am not alarmed, for I think we all know what is agenda is right now, and that is to get re-elected, keep getting the economy back in shape, try to stop Israel from bombing Iran (which I think is his top priority) and, as every president has tried to do, look over the Union and keep it intact. Mike Sullivan is in charge of the Secret Service, he is a weak and ineffective boss. What this actually exposes is just how much in danger a President really is. These dimwitted, cheapskate whoredogs are SUPPOSED to scope out the area prior to the President's arrival. They are to monitor the routes he will take, screen for threats, secure the areas he will be in, all BEFORE the President arrives. They aren't there to party and get laid. What this reveals is the soft underbelly of the 'protectors' of the President.

Now, I'm no fan of Obama, however, I think every effort must be made to insure his safety and the safety of all our presidents. Besides, if something (God Forbid) should happen to Obama then please remember that it is Biden who will be the acting president. That is a truly frightening prospect.

Another example of the changing culture of the federal government employees. It had to be the arrogance of thinking that "oooh, they are the US Secret Service" who are the police going to believe?

Well...I say, "Ooooh, they took away their clearances!" Big deal! If this occurred at any major corporation where employees brought on such a high level of embarassment, they would have been promptly fired. Neely...fired...yet, he still is receiving his $179,000 salary. Oh, and he received a $9000 bonus while he was under investigation by the IG.

We need a leader who is going to change the culture of our federal government. Someone who will make it known that the federal employees work for the tax payer. The audacity of having a government funded conference paid for by the taxpayers. For God's sake, Walmart has two meetings a year and make everyone share a room and they are profitable. We should all be livid over the wanton behavior of these US Secret Service members (of which includes 2 supervisors).

@Princess...not that this is on topic...but to comment on your post...Obama's comment to the Russian president is not about a missile defense system for Russia. It is about a missile defense system for neighboring NATO countries.

Of course, had you allowed the agents to have taxpayers pay for "services rendered", they could have found some better quality stuff out there. In a sense, it does seem reasonable since the agents had to pay out of their own pockets.

Here we are, our country looking into the abyss and some of your guys (I hope they were all guys) areacting like sailors on leave at a port of call after three months at sea, scrounging the local bars seeking cheap hookers. Meanwhile, Leon Panetta is building up frequent flier miles, and reimbursing the taxpayers to the tune of 2% of the actual cost of flying back and forth between coasts. He could have just stayed in Washington D.C., rented a floor at the Watergate, invited your agents over for a great evening being entertained by some of the finer tenderloin in the area and the cost would have saved EVERYONE money, INCLUDING the taxpayers. At least Pelosi brought along booze ! Classy.

      Considering how Rush got blasted when he outed a woman spending 1000's on "birth control", should be be casting stones at these guys? The presidents life wasn't in danger. Besides, it is not like the left values "on the job competence". All they need to do is show up on time (or fairly close to on time). What they do in the privacy of their own room is suppose to be tier business. At least that's the crap we keep hearing.

      This is not Obama's fault. The the left-wing culture is suppose to promote this sort of activity, as one of the most important thing in life is "who you are sleeping with". I bet if a female agent took home a hooker we'd be hearing nothing from the media.

      Princess Celestia I don't feel the need to express just what this man has meant for our country, the triumphs and the failures. He's been a damn good president, and I have a feeling he'll be coming back for another 4 years. And yes, the GM bailout DID work.

      It's far to early to tell if the GM bailout worked. With $23.6 billion in taxpayer dollars that will never be recouped and a failed electric vehicle, I wouldn't say that it has actually worked. And the sales numbers GM is given include subsidiaries that they own a part of in China. Read any fact check site and you will find out its really hasn't worked quite that well and again, far to early to tell if its a success story

      It's also telling that Ford, which wasn't part of the bailout, also has thriving sales and probably is your best success story. Capitalism at its best.

      As for Pres Obama getting another 4 years, again too early to tell, but if history repeats itself, and this county has in November high gas prices and still high unemployment, he will be going back to Chicago. And it will be the 40% of Independent voters that will make that decision, just as they did in 2010 when the cleaned out Congress. The hardcore Democrat or Republican who refuse to vote for the individual over party will not be making that decision.

      uh, just cause you get a per diem doesn't mean you can spend it on hookers. All expenses must be accounted for (e.g., with receipts, statements, etc.) and can only be used on things like food, lodging, transportation, etc., And no, hookers don't count as a valid expense....

      Ironically when I was stationed in the Philippines, hookers were far cheaper. But I left such stupidity far behind (it was the early 80's, and I was young). been married 25+ years and would never consider doing such a thing. Surely a number of these bozos were married, which will add some drama to their already sad stories (can yo say "Lifetime Movie"?)

      And there is a human trafficking angle to be sure. Though they could be "freelancing".

      But again, looking at our present and recent past leaders, it is sort of disingenuous to hold the troops to a higher standard than our bosses. But then again, who when to jail when prison photos got released in Iraq?

              Mario: I suspect our opinion on the matter is close that you might suspect. Given these guys ages and level of responsibility, one would expect better judgement. From 20-year-olds, not so much.

              Moreover, I can expect a degree of moral indignation from those "right side of center".                 The woman stated that she is not a prostitute. Perhaps these guys thought that they had gotten lucky and was having a one night stand.

                In an article re the young woman's side of the story didn't the young woman say something about accepting gifts like a watch etc? Didn't she state something about being of the level where she knows how to conduct herself in public and including how to dress for the various various social settings etc?.

                Perhaps these guys did not realize she was a very high priced call girl or a very expensive paid escort or paid date. Her fees were in the hundreds and not at the 50 dollars or so level that she was being paid.

                Perhaps they did not know they were being scouted as opposed to them doing the pick up...

                Let this be a lesson to guys who think that a 1 night stand is free or cost very little. It can really cost you ....big time.

As you point out, they deserve to be fired for stupidity (and dereliction of duty), but my guess is that the other guys are not very happy with Mr. Cheapskate and his buddy. I suspect that drinking was involved, as a sober guy would be quick to payoff the girl and get her out of the lobby.

                      Well, lets consider that for sec. These agents simply had the same attitude that a some of our military has had, unfortunately, in Iraq and Afghanistan, and in fact the same attitude that we Americans have. We believe the world revolves around us and that, in international terms, we are above the law. It's happened with the war-time atrocities that have been documented and filmed, but rarely prosecuted due to undesired publicity.

                      These guys just figured that they could rip her off because they were Americans who could do whatever they want with impunity to a prostitute from a 3rd world country. It's quite ironic that a $50 debt can trash the careers of a dozen SS agents, but running over an Iraqi woman in a hummer is just another day at the office.

                      This is really interesting. Last month I had to do a Department of Defense course on NOT to get involved in human trafficking. The point of the training was that MOST hookers are SLAVES. Either so poor that they need to do what ever they have to to make money just to survive or they have a Pimp (slave Master) that gives them a quota and beats them or kills them if they don't bring in enough money.

                      This type of behavior only happens if it is condoned from the top. The top is the POTUS. If he wasn't told about similar activity in the past, it was because he made it known that he didn't want to be told. Either way, the President's actions or lack thereof are what allowed this to happen. He sets the tone. Let's see just how high the punishments go. If it makes it all the way to the head of the Secret Service, how can the President morally shield himself from it and accept no blame?

                                  I disagree. The secret service agent had the right to stand his ground and object to the Colombian woman's fees. $50 is a huge sum to pay for evening services. These things are negotiable. I applaud the SS agent for standing his ground on this. It shows he has the moral fortitude not to give in under duress. We shouldn't permit Colombian workers to take our government people to the cleaners while they are visiting there. An evening worker making noise in the corridor of a hotel early in the morning deserves contempt. It's disruptive to those who are still asleep. To haggle in the hallway over what you should be paid at that time in the morning is despicable. I don't think the President should ever go back to Colombia until we can be assured that they have corrected this behavior.

                                                If you are referring to the GSA scandal, check out the numbers that were being spent during the Bush Administration. That's when the free for all spending started. Yes it continued and increased under Obama, but under Bush the GSA bash went from $90K in 2002 to $655K in 2008. Yes it ballooned irresponsibly to the enormous sum in 2010 but the culture of fiscal abuse there was started long before Obama came to office.

                                                      I was just reading the story in one of the Colombian papers, and they are actually saying that they had brought 20 to 21 women into the hotel.

                                                      Some of these guys were getting two-fers, while these two idiots had to share. That makes them even more stupid.

                                                                Not only is the act of the secret service agents an embarrassment to the country, it is blatant disrespect for the president and the office they represent. I wonder if this had ever happened under any other president. It's worth exploring. If any of them is married, I hope their wives give them hell.

                                                                Those actions are a disrespect for the office of the president of the united states. national securty has been broken. everything has to be changed. i think the agents( in question) should be asked to resign or retire. If a young Marine was on duty at an embassey overseas don't look or speak to the most beautiful woman in that land.

                                                                  Oh please people. Only IDIOTS will try to blame Obama for any of this. And I CAN'T wait for the front door of the White House to hit his ass on the way out!!!

                                                                  It was the abject stupidity and arrogance of the USSS agents involved nothing more.

                                                                  However, if their security clearances were in fact stripped and not just suspended, they in fact have been effectively fired. They might be on leave pending formal charges and to see if criminal charges will be brought, but their careers are done.

                                                                  The real victims of this debacle are the families of the agents involved. They will face the family and neighbors and will have NO feasible reason why "Steve" lost his job with the USSS. Unless they go to other US Agencies, those men and women don't quit the service.

                                                                  Fools and idiots all. And now that this has broken, this word of warning to the others:

                                                                  Forget that idiom: Wheels up rings off.

                                                                  Keep your rings on, your pants up and do what you're paid to do. If you can't accept that, quit and let others willing to do the job the way it should be done do it.

                                                                    Thank God for the $50. Had this not happened the safety of the President would have been compromised without anyone knowing in advance. At least now we know who the women are and we have a chance to interview them. It's too bad so many careers have been lost, but then again it could have beenmuch worse.

                                                                      If somebody were looking to kidnap of kill the president, how much would it be worth to their plans to have their agents posing as prostitutes to become closer to their target's bodyguards? Easy, close access to secret service agents could provide any number of possible advantages, from gathering incidental facts about the president's itinerary, to actually killing or incapacitating secret service staff.

                                                                      These foreign visits are not college frat weekends, and the agents protecting the Presidents need to keep their distance from the locals. It just goes with the job.
