Agenda 21: Arizona close to passing anti-UN-sustainability bill

Arizona lawmakers appear close to sending to Gov. Jan Brewer a tea party-backed bill that proponents say would stop a United Nations takeover conspiracy but that critics claim could end state and cities’ pollution-fighting efforts and even dismantle the state unemployment office.

A final legislative vote is expected Monday on a bill that would outlaw government support of any of the 27 principles contained in the 1992 United Nations Rio Declaration on Environment and Development, also sometimes referred to as Agenda 21.


Senate Bill 1507 was passed by the state Senate last month and received an initial House affirmation Wednesday. It is sponsored by state Sen. Judy Burges, R-Sun City West, who also sponsored a state birther bill that Brewer vetoed last year.

"The bill is designed to protect the rights of Arizona citizens and prevent encroachment on those rights by international institutions," Burges told msnbc.com in an email. "We have three branches of government and when one branch preempts the process through executive orders, the balance of power is lost in the process. It is that simple -- no more, no less."

At a March 15 hearing on the bill, Burges said an executive order signed by then-President Bill Clinton in 1993 started the implementation of Agenda 21 after the Senate refused to pass a treaty ratifying it.

"Any way you want to describe it, Agenda 21 is a direct attack on the middle class and working poor" through "social engineering of our citizens" in "every aspect" of their lives," she told the hearing. 

But House Minority Leader Chad Campbell, D-Phoenix, has a different view.

“It’s the most poorly crafted bill in this state,” Campbell told msnbc.com. “It’s so broad and overreaching, we’re not sure what it could impact.”

Among the U.N. declaration’s non-binding principles are calls for sustainable development, environmental protection, eradicating poverty, eliminating unsustainable production and consumption patterns, economic growth and the participation of women in government decisions.

“We wouldn’t be able to use CFL light bulbs in state buildings because that would be considered energy efficiency,” Campbell said.

Campbell also said that the state’s Economic Security Department, which handles unemployment and welfare benefits, could be outlawed because it has to do with eradicating poverty.

Also, Arizona universities have sustainability programs that could be banned if the bill becomes law, Campbell warned.

Arizona State University has a School of Sustainability, Northern Arizona University offers a master's in sustainable communities, and the University of Arizona has an environment and sustainability portal.

Brewer, who last spring vetoed Burges' bill to require presidential candidates to prove their U.S. citizenship, typically does not comment on legislation until it reaches her desk, her spokesperson told msnbc.com Thursday.

About the Rio declaration, SB1507 says “the United Nations has enlisted the support of numerous independent, shadow organizations to surreptitiously implement this agenda around the world.”

Rep. Terri Proud, R-Tucson, told supporters in an email that the U.N. declaration “will take away our rights as Americans by allowing the United Nations to mandate laws on our soil,” the AzCapitolTimes.com reported. “It’s very real and it is happening.”

The Times also reported that during House debate Wednesday, Rep. Jack Harper, R-Surprise, said the declaration is connected to the “occult” of sustainability.

"The tea party and conspiracy theorists run the state now, Campbell told msnbc.com.

Would it be possible to kick states like this crap hole run by treasonists out of OUR United States? Perhaps the United States government should start defending the rights of citizens regardless of "states rights".

The concept of States Rights was manufactured to allow the ruling class in certain states to deny the civil rights of some of their citizens. There is no such thing. Even a cursory reading of the Constitution will prove that all the Rights belong to the people. Certain powers and authority are assigned to either the national or state governments, subject to the consent of the governed.

I understand the intent of the AZ legislature, but they are certainly going about it the wrong way. There is nothing inherently wrong with what the UN document aims to achieve, but some of the language could definitely be seen as encroaching on our nation's sovereignty. That is the reason that the Congress refused to ratify a treaty adopting this document. Any document that would give the UN any authority over the US should never be accepted. That does not mean that the goals of the UN document are bad, just that some of their way of trying to achieve those goals is unacceptable. And yes, I have actually read the document, unlike many who comment here. The only thing that the AZ legislature really wants to do is keep the UN from dictating policy to the US and the states. This I have no problem with. It just sounds like they did not do a very good job of getting that into this bill and instead created a completely ridiculous piece of legislation.

If State's have their own rights, how can the Federal Government make laws that conflict with State Laws, and then enforce them regardless of the State's position? People should understand by now, State's have rights...when it suits the Federal Government, otherwise they're more than happy (and capable) of forcing their view.

Though, I wonder why we wouldn't already have non-binding principles regarding sustainability, eradication of poverty and energy efficiency. I mean, are these things that alien a concept?

I think people should go read Agenda 21. It's out there for free on the web. What you will find is a plan for development that balances capitalism and farming to be used in developing countries. It has almost nothing to do with us. People need to read it for themselves.

Yep, Clinton circumnavigated Congressional procedures by issuing an EXECUTIVE ORDER for this crap:

Simplest solution (if it can be done) is for Mr. Obama's successor to negate these type E.O.s since Mr. Obama is going to be looking out for Mr. Clinton.

Please do not confuse "politics" with people. I have many friends in Airzona, New Mexico, Texas, Wyoming, Idaho, Kansas, and other very "conservative" states. These kinds of stories by no means reflect the opinions of all of that state's citizens. I live in Northern California in one of the most conservative counties. Politics in this county would make some conservatives in Texas blush with pride.

I suspect most of us just want to live our lives and be left the hell alone!

Arizona's biggest city has skies of brown poison and ungodly heat most of the year. Arizona only survives because it steals water from everywhere else. Like Vegas, it is an environmental manmade catastrophe. There are some good people in Arizona, and they will suffer along with the right-wing crazies. I live in Phoenix, and it's a Democratic city, along with Tucson. It's the Mormon-heavy towns outside of Phoenix that send the bat@!$%# crazy RepubliTeaCorp people into state office. Arizona - Sun Stroked Hate State

It was the United States of America that founded the United Nations, Arizona was a State then and has had long history of being American, yet the state has turned again and again against the United States of America. In the American crafted UN Declaration of Human Rights reads a close to the U.S. Constitution as possible. The United States also excluded from the UN Charter any possible military action against the United States. Since Arizona wants to remain in total ignorance, and has nothing to contribute to the United States of America. Arizona should vote succession, and join the Disunited State of America.
There is absolutely nothing in the State that makes it valuable; being ridiculous has canceled any respect.

If they succeed in seceding from the Union then we should close all their borders except the Mexican border, seal off the Interstate Highways, railroads, and stop all air traffic into and out of the state. Then we should pull any and all US military out and all federal employees.

Govt siezures of private land under sustainability.

I am appalled to think they have courses degrees taught by people who support the mass murder or the drugging and re-education ar burnning down the homes of anybody who disagrees with them. Look up the professor in Oregon State or any of these "respected" sources. Teaching people how to learn not what to learn is what schools used to be. now since their lies about global warming are out now the are trying to "educate" the young impressionable minds to their Truths and never mind the facts. Arizona obviously has the ball's that most other states and individuals dont have to decide it's own agenda even when it goes completely against political correctiveness and media propaganda.

It's called the Supremacy Clause, right-wingers. Since the states have historically proven their inability to act in a sane, legal, rational matter, they don't get 'rights', and in fact never had them.

Oh, and the 'require ID' argument? Violation of the 1st, 4th, and 14th Amendments. Free speech and assembly, unlawful search and seizure, and right to travel without challenge. Most anything else is supposed to be decided by each individual state NOT THE FEDERAL GOVERNMENT. Why do some of you not understand history let alone the basis of our government?

Lincoln violated both states rights AND the constitution as well as suspending parts thereof. He also held those who opposed him in prison without trial just because they disagreed with him. Lincoln did the same thing that many leaders of government we have been "fighting" have done, He brought war on his fellow countrymen to force his control over them, He caused the deaths and killing of hundreds of thousands of citizens. He was no better then a dictator and it could be argued that he committed war crimes and atrocities against his own people.

Arizona has a balanced budget, even a surplus, low taxes, plentiful water supply from the Salt River watershed, NOT the Colorado River, 330 days of sun, mild winters...unlike those liberal strongholds like Illinois, California, and NY that are on the brink of insolvency.     bluthunder the word sovereign, as far as states go, is NOT mentioned in the Constitution. It was taken out from the text of the Articles of Confederation because states are not sovereign entities. They are subservient to the Federal Government, hence the Supremacy clause.

    Is it just me or am I missing something. The politicians are saying they would have to shut down their welfare and social programs because of this?? But this is what the law states:

    Arizona's legislature is apparently so stupid that they're passing a law to outlaw something that has no power over them in the first place. Just like any UN "resolution." The US has veto power in the UN, so there is really nothing the UN can do to the US except talk.

    Meanwhile, let's pass a bill that says screw the environment and the poor, and gender equality for all people because the UN says sustainability, anti-poverty, and gender equality are a good idea! HOW DARE THEY?!??!?.

    If we are going to give Arizona back to Mexico, which is not a bad idea, I suggest we stop shipping water from the Colorado River first. You know, the inhabitants of that conservative cozen, Phoenix, allows seem to forget the fact that they could not have such green lawns and golf courses, or probably even exist without a huge federal government project called the Hoover Dam. When you look back at history, you will find that Arizona didn't contribute much to the water projects that allow them to exist.

    How to deal with the Rebellious Church controlled state of Arizona?

    1. Revoke ALL federal aid to the Government of Arizona. Now be careful here. We are not revoking money for Medicare medicaid Social Security, Disability, Food Stamps. More explanation found in section 1B.

    1B. Transfer any and all block grant type monies that go to programs like Education, Welfare, Food Stamps, and Medicaid etc to the Federal Government (The Federal Government would take over the state programs) In other words strip Arizona of this power and money.

    2. Revoke statehood for Arizona. That is, make Arizona a Territory.

    3. Name a Territorial Governor.

    3B. Arrest Jan and her gang

    4. After establishing a new Territorial Governor, re-admit Arizona as a State, minus the Fundamentalist, Republican't laws.

    Obama panders to his donors and campaign contributors. Notice the Obamacare bill? Big pharma has done rather well, ditto the insurance companies, GE; maker of medical records tabulation equipment and the unions who got all kinds of money to help fund their pensions and healthcare. When BP was blowing oil all over the Gulf, Obama waited quite awhile before taking action and his action was to force a lawsuit on BP. Wow, no help with cleaning or stopping the leak and, lest we forget, it was his administration that denied a shallow water well and instead, told BP to go ahead with the deepwater drilling.

    This AZ bill is a mite odd, however, Agenda 21 is well worth the read, go to the UN website, it's there in all its glory. One of the provisos in the agenda is doing away with private property.

    Has anybody read those 27 principles in the United Nations Rio Declarations in 1992? Some of those principles are outrageous. Bravo to the Republican party who wants to out law it. For instance:

    better meet the needs of the majority of the people of the world.

    special priority. International actions in the field of environment and
    development should also address the interests and needs of all countries.

    You can say goodbye to the wealth of the US. No longer will our own people come first, but those of developing countries. Oh yeah, and they will be using YOUR FUNDS. ( Probably will start with the Middle East and Africa).

    Oh and according to the rest of these principles, Israel will no longer be a threat to the Middle East. No doubt they will have to back down, because now the UN will have the vote of the US.

    After reading through all 27 principals (not laws or regulations), I can see they the Teapublicans would be upset. Starting with number 1 - Human beings are at the centre of concerns for sustainable development.
    They are entitled to a healthy and productive life in harmony with nature.

    And number 2 would be opposed by any Republican - States have, in accordance with the Charter of the United Nations and the principles of international law, the sovereign right to exploit their own resources pursuant to their own environmental and developmental policies...

    The Teampulicans are against U.S. citizens exploiting their own resources. and having healthy and productive lives. That's incredible.

    You'd think the Teapublicans would like priciple 8 - To achieve sustainable development and a higher quality of life for all people, States should reduce and eliminate unsustainable patterns of production and consumption and promote appropriate demographic policies. It would go together well with their "kick the Mexicans out" laws.

    Nothing in these principles dictates how the citizens of the U.S. (or Arizona) must live. It's a set of goals, but because it came from someone else, the nut jobs are opposed to it. They might agree to the prinicples, in principle, but they sure won't tolerate anyone else telling them that these are good ideas.

    The 10th Amendment hasn't really been applicable since we passed the 14th Amendment. The 10th was written and refers to a point in history prior to the Bill of Rights being applicable to the states. The 14th incorporated the first nine amendments to state law, defeating basically any purpose of the 10th. A case dealing with the 10th hasn't even come before SCOTUS since the 1960's when they used it to try and justify segregation.

    Obama's predecessor's achieved weakening the E.P.A.

    From 2000-2008 and with respect to the E.P.A., these actions occurred:

    - The gutting of key sections of the Clean Water and Clean Air acts

    - The dismantling of the protections of the Endangered Species Act

    - The opening of millions of acres of wilderness to mining, oil and gas drilling,
    and logging

    - The defunding of programs charged with the clean-up of toxic industrial wastes
    such as arsenic, lead and mercury

    - The reduction of enforcement efforts in the Environmental Protection Agency

    - The removal of grizzly bears and wolves from the endangered species list

    - The endorsing of commercial whaling

    - The approving of mountain-top removal for coal mining

    Skorr, worse, is that Romney states that the E.P.A. is "out of control."

    The past has proved that the Democrats are better for our environment.

    If left unchecked, the right will "snuff out" the earth.

        Dealing with extremes becomes tiresome. I happen to be very concerned about environmental abuses and agree that the republicans, by and large, are not real eco-friendly. I also think that giving billions to green energy companies who promptly go belly-up isn't really intelligent either. Now those windfarms kill thousand of birds and not a peep from the environmentalists about that. There's even a quota on golden eagles, so many per year allowed to be killed via windmills.

        Then there is the issue of cap and tax, which really doesn't do much to curb pollution, instead it 'trades' it, which isn't exactly helpful. Nor are the EPA's tactics of 'crucifying' and making examples out of oil and energy companies so the other's will fall in line something to be proud of. Then there is the BLM and it's history of fraud, bribery and looking the other way. Their idea of taking care of something is killing it, witness mustangs and burros and wolves.

        So, making the long story short, neither party is actually doing much for the environment, republicans are worse than the democrats but neither group is something to be admired.

        As to Obama being better than Bush, that ain't saying much. The only thing ol' W did to benefit the environment was to set aside some seawater outside of Hawaii and make it into a national park. Other than that, bupkis.

Are you conversant with the Gulag Archipelago in Russia and what happened when Stalin determined that private land ownership was to be abolished and all farming was to be done by collectives? The exact same rational that Stalin used for creating the collectives is in place in Agenda 21. No private ownership of land, the state determines proper land usage, the state abolishes private homes and the individuals are to live in designated areas and buildings created by the state. There are to be zones for land usage. No private farms.

              C'mon, you think the wing nuts are the people that moved to AZ? I came from the once proudly-progressive state of Wisconsin in October of 1996, and the first thing that happened was I was disenfranchised: not allowed to vote for President because I hadn't lived in AZ for 30 days!

              AZ was once a Democratic state, likely when the first of those 3 generations you speak of was young. But the Pulliams took over the newspapers and turned the state red. Now, the Republicans have allowed the truly whackiest among them to take over their party. The ignorance of the Tea Party Reps is breathtaking, as they govern not as intelligent, thoughtful, public servants, but as newly-minted, poorly-educated nuts with no sense of how to create change appropriately. Their ignorance of basic facts, especially economics, is sad when it isn't scary.

              As long as Arizonans value form over substance, they will continue to elect the likes of Joe Arpaio, Andrew Thomas, Russell Pearce and Jan Brewer. And they will continue to be a laughing stock.

                Here is how many National Parks, and land the corrupt UN has control of in the U.S.

                What do the Statue of Liberty, Independence Hall, Jefferson's Monticello and Yellowstone National Park have in common? Each of these national treasures is regulated according to the dictates of foreign bureaucrats rather than according to the will of the American people.

                That's because each of these sites has been designated as a United Nations (U.N.) World Heritage Site. A U.N. World Heritage Site is an internationally protected landmark of cultural, historical or natural significance that the national government promises the U.N. it will protect.1 With the signing of the 1972 World Heritage Treaty, which established the U.N. World Heritage Sites, the United States legally obligated itself to manage our historic national landmarks in compliance with U.N., not U.S., standards.2 The U.S. has also allowed vast amounts of land to become U.N.-designated Biosphere Reserves. A Biosphere Reserve is an area that is set aside specifically for conservation and scientific study which, like a World Heritage Site, the United States promises to manage in accordance with U.N. standards.

                Currently, the United States has 20 World Heritage Sites and 47 Biosphere Reserves encompassing 51 million acres - an area nearly the size of Colorado.3 The U.S. is required to regularly report to the U.N. on the status of its World Heritage Sites, specifically its "preservation and protection techniques and its efforts to encourage public awareness about cultural and national heritage."4

                What is especially disturbing about U.N. World Heritage Site and Biosphere Reserve designations are that they can be made by the executive branch unilaterally without congressional approval. Under the terms of the World Heritage Treaty, the President doesn't need to consult anyone before placing U.S. territory under the thumb of the U.N.

                While World Heritage Sites, Biosphere Reserves and other U.N. designations don't give the U.N. formal authority to regulate American land, Clinton Administration officials take these designations into account when making land-use decisions. The Administration has used such designations as an excuse to impose new regulations that blatantly restrict the rights of companies and private citizens. A good case in point is the 1995 controversy that erupted over Yellowstone National Park, where the Clinton Administration forced a mining company to abandon a legal mine development project near the park, but on mostly private land. At the request of environmental groups, the Clinton Administration persuaded the U.N. to list Yellowstone as a "World Heritage Site in Danger."5 This special designation gave the Administration an excuse to force the mining company to abandon the project because it allegedly posed a threat to the park.

                Further from home, near Kakadu Park in Australia, the same scenario is being played out. The U.N. World Heritage Committee independently commissioned a study of a mine near the park that concluded the mine would threaten the park's environment. The Committee issued a powerful warning that, unless the Australian government could rebut the findings, the U.N. would list the site as "in danger."6 The Australian government objects to the U.N.'s demands that it stop the project but it may succumb to the pressure before the year is out.

                It's ironic that the Clinton Administration is insisting that the U.S. adhere to U.N. standards in protecting our national landmarks, given the U.S. relationship with the primary body responsible for administering World Heritage Site programs. For the past several decades, the United States has refused to contribute to the United Nations Educational, Scientific and Cultural Organization (UNESCO), the institutional sponsor of the World Heritage Committee, because the agency has been financially mismanaged and mired in political controversy.7 Yet the Administration believes this same UNESCO is qualified to judge our ability to protect our most prized national treasures.

                So you Libs think it's right for the UN to control most of our National Parks? These people use our tax dollars and spend billions of dollars for corrupt agencies. They also are given diplomatic immunity for any crimes they commit. (Diplomatic immunity is a form of legal immunity and a policy held between governments that ensures that diplomats are given safe passage and are considered not susceptible to lawsuit or prosecution under the host country's laws.)

                Recent years have brought a cascade of scandals at the United Nations, of which the wholesale corruption of the Oil-for-Food relief program in Iraq has been only the most visible. We still do not know the full extent of these debacles–the more sensational ones include the disappearance of UN funds earmarked for tsunami relief in Indonesia and the exposure of a transnational network of pedophiliac rape by UN peacekeepers in Africa–and we may never know. What we do know is that an assortment of noble-sounding efforts has devolved into enterprises marked chiefly by abuse, self-dealing, and worse.

                Seen by many, including many Americans, as the chief arbiter of legitimacy in global politics, the UN is understood by others to be the only institution standing between us and global anarchy. If that is so, the portents are not promising. The free world is grappling with threats from the spread of radical Islam to North Korea's nuclear blackmail and Iran's pursuit of nuclear bombs. The UN, despite its trophy case of Nobel prizes, has failed so far to curb any of this corruption. Currently it is gridlocked over matters as seemingly straightforward as cleaning up its own management department.

                The UN should be disbanded and thrown out of the U.S.A. they are just another of the many corrupt agencies our tax dollars pay for.

                        Jason, you are a perfect example of what I'm talking about. If you want to talk about people lying you could use Obama as a perfect example. He promised the most transparent Whitehouse ever, every bill would be posted online for 72 hours before being voted on. All bills would be put on CSPAN for all americans to see, he would go through every bill line by line and get rid of the pork. How many bills have been passed that no one has even read?

                        I think both parties have been a big disappointment for wasting so much of our tax dollars on pet projects. Some of the pork bills are just absurd, like researching why does pig manure smell? Who cares, and why spend money on goofy things when we have so many homeless and hungry people.

                        As far as the Marine lying, I don't think anyone should lie, but I doubt there is anyone on this planet that hasn't ever told a lie. People aren't perfect and we all make stupid mistakes, some more than others. I don't understand why you sound so angry, life's not fair, but we need to try and make the best of it. Being so negative and hateful most the time doesn't benefit anyone, no matter what their beliefs.

                          Considering Arizona has one of the worst foreclosure rates in the nation, I think they have bigger and more important fish to fry. They obviously can't handle their banks so why should we think they can handle ANYTHING else. Glad I left this state over 25 years ago.

                          Johncarter, would your experiment in "terraform" exist without the huge federal government projects in the 1930s that give water to Arizona for free? The conservative population of Arizona hates the federal government, but without the federal government they would not have enough water to live, let alone play golf. It may be more cost affective to let Phoenix retrun to desert, depopulate the place, and use the water more efficiently elsewhere.

                          I recently moved out of that state know as hell. I couldn't be happier to leave after living there for 23 yrs. I lived in Tucson and lack of opportunity, excitement and Phoenix took all the money to improve there city and let the rest of the state rot. Lack of jobs, excitement city counsil that blows cannot find millions of dollars pumped into parking meters and parking garages should have been fired long time ago.                                   There is no "one world government", certainly not the UN, which is basically a debating society which cannot override the laws of any nation. It can make recommendations, perhaps resolve disputes, but it cannot take action without the consent of the nations, and the US (and several other nations) has veto power over even that feeble action.

                                  Consider principle 2:

                                  States have, in accordance with the Charter of the United Nations and the principles of international law, the sovereign right to exploit their own resources pursuant to their own environmental and developmental policies, and the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction.

                                  Notice the "States have sovereign rights" part? Nothing particularly "one world government" about that, it's just common sense and reasonable. Same with all the other 27 principles. Only a paranoid who refuses to read the actual text would take it as some sort of devilish plot for world domination.

                                                This particular Bill is very tricky. The point of the Bill is to prevent organizations like the UN from haveing the authority to dictate regulations on Arizona soil. Arizona is very much a strong believer and supporter of the constitution. The Bill was meant to preserve the balance of power rather then to allow the concept of executive orders to come before the needs and will of the citizens of Arizona.

                                                Take for example Obama care. So many people were outraged when Obama and his democrates basically went around the system to get thier agenda past. Where was the balance of power between the legislative, federal, and judical branches during this process. There wasn't any. Obama and his crew basically used executive order to get thier will past. Its only now that they have to face the possibilty of thier plans being ruined because the legislative ( At individual state level) and judical branches are teaming up against the federal executive will. God Bless our constitution.

                                                All the Arizona bill does is prevent the UN from useing thier executive order rights to dictate Arizona law and policy. However, the Bill needs to be refined. It could be used to eliminate certain vital prgrams that Arizona Citizens need.

                                                    Should they not chose to live in our Democracy there are many other countries for them to chose from, with many forms of governance that are more to their liking. In fact we could issue them a Voucher to aid them in their relocation costs.

                                                    The Vast Majority of US Citizens like our Democracy, believe in Negotiation (Collective Bargaining), and Compromise to establish rules and regulations that make life better for We the Majority of the People.

                                                    Beginning with the election of Reagan we have witnessed a Mentally Defective Minority of Republican Autocrats attempt to subvert our Democracy to an Autocracy which will gravitate to a Dictatorship with time. This is exactly what our Founding Fathers feared and why they established our Republic as a Democracy.

                                                    Our present majority in the House of Representatives and the minority in the Senate Have succumbed to a mental defective state of mind that is Treasonous to our Democracy!

                                                    The United States is not a Democracy. It does not ascribe to mob rule. The US is a Constitutional Republic, a form of government based on principle and law, not on the whims of the mob. And thank goodness for that too.

                                                    In the last century, the only known Democratic nations, the Democratic Socialist Republics of Europe, Asia, and Africa, have been ruled by a Communist Party. The whims of that mob have been responsible for the deaths of more than 100 million people.

                                                    John, why do you wingnuts keep posting this nonesense? A republic is a form of democarcy. No country is a direct democracy either. And, I googled those nations and did not come up with any hits. Where are they located?
