Agenda 21: Arizona close to passing anti-UN-sustainability bill

Arizona lawmakers appear close to sending to Gov. Jan Brewer a tea party-backed bill that proponents say would stop a United Nations takeover conspiracy but that critics claim could end state and cities’ pollution-fighting efforts and even dismantle the state unemployment office.

A final legislative vote is expected Monday on a bill that would outlaw government support of any of the 27 principles contained in the 1992 United Nations Rio Declaration on Environment and Development, also sometimes referred to as Agenda 21.


Senate Bill 1507 was passed by the state Senate last month and received an initial House affirmation Wednesday. It is sponsored by state Sen. Judy Burges, R-Sun City West, who also sponsored a state birther bill that Brewer vetoed last year.

"The bill is designed to protect the rights of Arizona citizens and prevent encroachment on those rights by international institutions," Burges told msnbc.com in an email. "We have three branches of government and when one branch preempts the process through executive orders, the balance of power is lost in the process. It is that simple -- no more, no less."

At a March 15 hearing on the bill, Burges said an executive order signed by then-President Bill Clinton in 1993 started the implementation of Agenda 21 after the Senate refused to pass a treaty ratifying it.

"Any way you want to describe it, Agenda 21 is a direct attack on the middle class and working poor" through "social engineering of our citizens" in "every aspect" of their lives," she told the hearing. 

But House Minority Leader Chad Campbell, D-Phoenix, has a different view.

“It’s the most poorly crafted bill in this state,” Campbell told msnbc.com. “It’s so broad and overreaching, we’re not sure what it could impact.”

Among the U.N. declaration’s non-binding principles are calls for sustainable development, environmental protection, eradicating poverty, eliminating unsustainable production and consumption patterns, economic growth and the participation of women in government decisions.

“We wouldn’t be able to use CFL light bulbs in state buildings because that would be considered energy efficiency,” Campbell said.

Campbell also said that the state’s Economic Security Department, which handles unemployment and welfare benefits, could be outlawed because it has to do with eradicating poverty.

Also, Arizona universities have sustainability programs that could be banned if the bill becomes law, Campbell warned.

Arizona State University has a School of Sustainability, Northern Arizona University offers a master's in sustainable communities, and the University of Arizona has an environment and sustainability portal.

Brewer, who last spring vetoed Burges' bill to require presidential candidates to prove their U.S. citizenship, typically does not comment on legislation until it reaches her desk, her spokesperson told msnbc.com Thursday.

About the Rio declaration, SB1507 says “the United Nations has enlisted the support of numerous independent, shadow organizations to surreptitiously implement this agenda around the world.”

Rep. Terri Proud, R-Tucson, told supporters in an email that the U.N. declaration “will take away our rights as Americans by allowing the United Nations to mandate laws on our soil,” the AzCapitolTimes.com reported. “It’s very real and it is happening.”

The Times also reported that during House debate Wednesday, Rep. Jack Harper, R-Surprise, said the declaration is connected to the “occult” of sustainability.

"The tea party and conspiracy theorists run the state now, Campbell told msnbc.com.

              It is very obvious that most of the commentors on this subject at ignorant of various treaties and agreements coming out of the United Nations.

              For example, Agenda 21 allows international intervention in your local community - from farms to your local wells to your own home. In essence, an overseeing international body will determine whether you are living in a manner they determine is sustainable for your locale.

              The USA and everywhere else in the world has thrived when government and over-seeing do-gooders get out of the way and let the people have liberty for themselves. So you can be free and have liberty or you can have tyranny - and wonder when the government and UN forces are going to wield their power against you.

              The UN is also negotiating a small arms treaty which will in many ways usurp your Second Amendment rights.

              Of course, a free society is all based on having a moral and religious people. Because if an individual cannot or is unwilling to control themselves, someone else will soon control them (for the sanity and good and peacefullness of society).

              Bottom line: Let Freedom Ring by letting the people of Arizona do what they decide to do. Otherwise, you are hypocrites for not celebrating their diversity.

                      The US Constitution states that all treaties are to be ratified through the US Senate. An Executive Order should not be allowed to override that. It bypasses one of the safeguards implemented by the founding fathers to prevent a sitting president from assuming to much power!

                                      While the United States may be a member of the United Nations, the UN resolutions are not legally binding unless a treaty is ratified by the US Congress. UN initiatives should never be forced down the throats the people of any state by executive order of a US president.

                                      The UN has absolutely zero authority in the State of Arizona, and even the United States of America's federal government has limited authority in Arizona - limited to authority laid out in the US Constitution.

                                      The federal government needs to stop trying to creatively surpass their constitutionally given authority and instead focus on their job of protecting the borders. The states are allowed to handle their own affairs internally.

The governor hasn't said if she supports this or will veto it like she did with the birther bill. Right now, all you can really blame are the legislators. IF she supports it, THEN you can blame her as well. Too many people wanting to lay blame without thinking about whether or not they are blaming the right people.

                                                                    As far as the bill, I do think it's too broad. The bill can basically say that anything the UN votes for becomes something the state cannot support, even if the state wants to support it or already does. There isn't anything wrong with trying to eradicate poverty or protect the environment, for example. Just because the UN wants its members to do those things doesn't make them wrong. Sure, we don't really need the UN controlling us, but if they want us to do something that we already want to do, where is the harm? Now, if the UN really was trying take control of the US (it isn't, regardless of conspiracy theorists), then we would want a bill that prevents that, but does not prevent us from supporting things that the UN wants if we choose to do so.

                                                                    This bill should be rejected for being too broad and if they really want something to "protect" us from the UN, then they should propose a bill that only does that and doesn't take away the state's rights to support what it wants to support.

                                                                        Being dictated by the UN is not beneficial to anyone but the UN who will rake in billions. We can decide what's beneficial for us all by ourselves.

                                                                        Protecting the rights of AZ people should be the priority of any Governor (or President)

                                                                            Where,ect-The UN has no teeth or power without the US. Your fears and paranoia should be saved for more real issues like the influx of Northern Liberal public worker retirees streaming into Arizona. They plan to ruin your regressive paradise. I'm afraid many of them were teachers (probably commies) and bring that inconvenient knowledge and that boring reason with them. Don't let it happen.

                                                                                  Everyone - PLEASE read about the UN resolution. Look at youtube videos. Then see what Az is talking about. This resolution if followed would prevent any individual ownership of land. You would not be allowed to own a vehicle. You would be forced to live in high density population zones. A large percentage of land would be declared off limits and you would be forbidden to travel through there. Again, please research what the Agenda 21 Resolution actually states. You will then undestand why AZ is against it. Each of our presidents has agreed to the terms of it. Our government is continuing the process of taking our rights away from us. It goes against everything we have fought for since becoming the US of America.

                                                                                  It doesn't matter what the resolution says. If anything in it is not in line with our laws, the treaty cannot be ratified by Congress nor enforced in this country. This law is a waste of time and is the brainchild of paranoid lawmakers who don't know how our legal system works as it relates to treaties.

                                                                                    Becky It scares me to see what is happening to our individual rights in this country. I am not some sort of crazy extremist. But the abuse of imminent domain rules that take private land for shaky reasons scares me. Used to be it had to be for th good of the entire public such as for a highway that was going through private land. Now our government is taking land so private companies can build malls or casinos. The big bucks they pay to our elected officials gets them the correct vote and the little people get trampled.

                                                                                    You can go to the UN website and read the entire plan. Don't take my word for it. See it on their own site. Many cities are signing onto this and promoting it as saving the environment. It is taking land away from us and putting into government hands at the direction of the UN. That is scary to me.

                                                                                    See the maps of this country where the land will be 'returned to nature'.
