SAN DIEGO - The U.S. Border Patrol on Tuesday unveiled its first national strategy in eight years, a period in which the number of agents more than doubled and apprehensions of people entering illegally from Mexico dropped to a 40-year low.
The new approach — outlined in a 32-page document that took more than two years to develop — uses buzzwords like "risk-based" and "intelligence-driven" to describe a more nuanced, targeted response to constantly evolving threats.
The Border Patrol previously relied on a strategy that blanketed heavily trafficked corridors for illegal immigrants with agents, pushing migrants to more remote areas where they would presumably be easier to capture and discouraged from trying again.
"The jury, for me at least, is out on whether that's a solid strategy," Chief Mike Fisher told The Associated Press.
The new strategy draws on intelligence to identify repeat crossers and to try to determine why they keep coming, said Fisher, who was expected to address a House subcommittee on the plan Tuesday.
"This whole risk-based approach is trying to figure out, who are these people? What risk do they pose from a national security standpoint? The more we know, the better informed we are about identifying the threat and potential risk," he said in a recent interview.
Conditions on the border have changed dramatically since the last national strategy, putting pressure on the agency to adapt to a new landscape. An unprecedented hiring boom more than doubled the number of agents to 21,000 since 2004, accompanied by heavy spending on fencing, cameras, sensors and other gizmos.
At the same time, migration from Mexico has slowed significantly. Last year, the Border Patrol made 327,577 apprehensions on the Mexican border, down 80 percent from more than 1.6 million in 2000. It was the slowest year since 1971.
The Pew Hispanic Center reported last month that the largest wave of migrants from a single country in U.S. history had stopped increasing and may have reversed.
The new strategy moves to halt a revolving-door policy of sending migrants back to Mexico without any punishment.
The Border Patrol now feels it has enough of a handle to begin imposing more serious consequences on almost everyone it catches from Texas' Rio Grande Valley to San Diego. In January, it expanded its "Consequence Delivery System" to the entire border, dividing border crossers into seven categories, ranging from first-time offenders to people with criminal records.
Punishments vary by region but there is a common thread: Simply turning people around after taking their fingerprints is the choice of last resort. Some, including children and the medically ill, will still get a free pass by being turned around at the nearest border crossing, but they will be few and far between.
Departure from Bush strategy
The new strategy makes no mention of expanding fences and other physical barriers, a departure from the administration of President George W. Bush. Fisher said he would rule out more fences but, "It's not going to be part of our mantra."
The strategy makes only brief mention of technology in the wake of a failed $1 billion program that was supposed to put a network of cameras, ground sensors and radars along the entire border. Fisher said the agency is moving more toward mobile surveillance like unmanned aerial vehicles and helicopters.
"We're still trying to understand what the capabilities are with all the technologies and the platforms," Fisher said. "I'm just trying to figure out what is the best suite on all this stuff."
The strategy makes it a top priority to ferret out corrupt agents, which has emerged as a growing threat as the agency has expanded.
It is the Border Patrol's third national strategy since 1994, when the agency poured resources into the San Diego and El Paso, Texas, areas. That effort pushed migrants to remote mountains and deserts and made Arizona the nation's busiest crossing for illegal crossings.

Second, "securing the border" is a term politicians use to pander and fear monger. I've got news, build all the walls and fences you want, do you really think some drug runner is gonna look at that and say, "Oh shucks, there goes my billion dollar empire. Those clever gringos!" No, they won't. And the rest of the people coming here, the ones coming for work and opportunity are NOT a threat. Streamlining the work VISA renewals and guest passes, those would do more to secure our borders. Then we COULD focus on the actual bad guys.

Multiply that by 11 million, and you've got the approximate equivalent of two years of HLS's budget. And, since we're all so concerned with the law and immigration, we know that 1996 Welfare Reform disqualified illegal immigrants from means tested assistance, right? And that immigrated here legally takes about eight years and is limited to those who have the means to navigate the beaurocracy and are already established professionals, right?
And knowing what a huge deal money is, I'm sure we've all studied up on this and know that the SSN numbers used by illegal immigrants have been ruled by SCOTUS to not constitute identity theft per se, and that the IRS assigns ITIN numbers to collect pay roll taxes from everyone regardless of immigration status, right? And that, the money collected from those ITIN numbers doesn't get claimed, ergo it is used on citizens, right? Oh yes, and that 8 out of 11 million undocumented workers file personal income taxes, right?

Crack down hard on the people employing people who are not eligible to work in this country. Deny people living here illegally government services. I have a one-step plan to fix illegal immigration
Step One: Make it more expensive for employers to hire illegals than citizens (by fines/jail time/taxes/whatever).
Once it is cheaper for companies to hire citizens and legal workers they will STOP hiring illegals.
One they stop hiring illegals, the illegals will stop coming (since there will be no jobs/money).
Then border control can work on the real problem - drug smuggling.

They are saying that they doubled the staffing, yet apprehended the lowest number of border crossers in 40 years. How could that be? Here's how:
1. Border Partol agents are testifying in Congress that they were ordered by the Dept. of Homeland Security to stop arresting illegals and expand their "Turn Back South" program (not arresting, redirecting illegals towards the border) has expanded away from the border and upwards of 50+ miles inland. That might change the numbers.
2. Reports are out that the drug cartels are controlling the "mule" (drug) trade and the "coyote" (people) trade. Some are noted as slowing down coyote traffic in areas so that mules can get through undetected, some are noted as sending in coyotes to distract BP agents so that mules can go in undetected. Either way it's a very lucrative business, so why wouldn't the cartels get involved.
So I contend that the statement is true, but the reasons are far worse than being presented by the government. Why would they put out irrelevent numbers? Firstly, it sounds like success if you don't think too hard about it. Secondly, it leads you to believe that illegal immigration may not be so bad. That would be good for some near term immigration reform ideas, wouldn't it? Lastly, they can use the numbers against states whom are trying to enforce immigration laws and protect themselves by writing more. The federal government can say "you don't need to enforce them, we've got it covered".

Interesting..,.the US/Mexico boarder is 1,969 miles long. Last year the article said they captured 327,577 illegal aliens. That is roughly 897 a day and approximately one illegal for every 2.2 miles. They have 21,000 agents. Take that and divide by three shifts, that is 7,000 agents per shift. Lets say if even half of those per shift are off for the day or in office jobs, that leaves 3,500 that are supposed to be working to cover 1,969 miles. I think we definitely need resource management.

The 1986 amnesty was Ted Kennedy's idea, and strictly enforcing existing immigration laws from then forward, promised by the Simpson-Mazzoli Act, was supposed to be part of the deal. So Reagan (who later said it was the biggest mistake he made) and Congress (Dems and Repubs alike) went along and gave amnesty to almost 3 million (not 8 million) illegal aliens, sending the message, that if you can steal in and stay long enough, the Americans will reward your illegal acts by giving you amnesty. How strong was that message? We now have 4 times as many, or more, wanting amnesty.
So, let's give these 12 million illegals amnesty and in another 20-25 years it will be 48 million wanting amnesty. Does that sound like a good idea?

Conclusion: Illegals are probably a slight benefit to the economy.
Consequently, if they all leave, there will be no significant long-term negative affect on the economy. Personally, the money isn't the primary issue. Has something to do with being the member of a sovereign nation repeatedly being violated while the government sits around and plays politics with the issue.

I think it's the money in politics or in our government that's the problem. As long as the huge multi-national corporations can buy our politicians, they will be influencing them, which means, convincing them not to interfere with they're slave labor via enforcement OR reform.
Here's a recent tidbit from an Arizona paper:

Logic question: If apprehensions are down to 40 year lows and last year one sector in Arizona picked up 125,000 illegal immigrants-
1. How many got through without being caught?
2. How many illegals are getting through the other sectors in a year? In these best of years as compared to what they were 8 years ago??
There are 35 sectors on the Mexican border- how many people get through all of the other ones in a year?

Obama has recalled most of the National guard troops. They weren't allowed to do anything anyways. Now the Border Patrol is doing surveys and we are all so much better off. In McAllen Texas recently a very small house used to harbor illegals was raided. There were over a hundred in there with no food or water and they had been imprisoned for days. Seven were taken to the hospital in critical condition.
Now, when our welfare programs offer benefits to illegals, free medical, free food stamps, anchor babies and IRS refunds for illegals claiming 20 children dependents (up to $30,000. per claim) you have a problem. It is rather like trying to get rid of mice by feeding them and taking them to the vet.

Deportation camps hold the stateless, the undocumented, those seeking asylum from political and physical and religious persecution, trafficking victims, and child victims of crooked adoption agencies. They are not all 'illegal',and most of those held didn't come here illegally nor did they break any laws while here.
I was held as an illegal when USCIS lost my adoption paper 18 years after I was adopted came to me asking for a copy, and since I wasn't told I was adopted before Dad and Mom passed away in a car accident, I had no idea what they were talking about so they placed me in deportation as an illegal. I had no criminal record, never done anything wrong, had a legal BC, DL, and SS card, school records from pre-K to high school plus a collage scholarship award letter, had all of Dad's military records showing me as his legal dependent, and since I was an abandoned infant (no paperwork showing who, where, or when I was born) there was no 'home country' to which I could be deported. I was 'stuck'.
One of my coworker's parents was adopted from Germany as an infant in 1945. Immigration at the time never told her parents that citizenship wasn't automatic with adoption. 60+ years later, in Dec of last year, USCIS realizes the government mistake; rather than allowing either her or her now-90-year-old-parents to file paperwork to correct the mistake, she was deported to Germany and will have to remain there for ten years before she can apply to come back. But they didn't arrest her; they simply confiscated her car, house and bank account as civil asset forfeiture and deported her two weeks later.
Third: 'The one that comes over the border today and competes with him for the job I used to have'.--well, that depends on whether the one who came over the border came without a visa or passport. If s/he has those there is no reason s/he can't get a job, and there's no reason why s/he can't have yours if the employer decides they want that person.

And what they don't tell you is that they are spending 6 million dollars for each mile of this new wall and about operation streamline where in Tucson they try to get 70 people in the court room everyday! And then we are paying private jails to hold these people(oh yea they are people) and the more people they have in these jails the more money they make. The people that are crossing are trying to get money to help their families in Mexico or other central American countries because NAFTA has basically ruined the lives in border towns and Mexico by causing way too much debt for Mexico to pay so in order to kinda pay the huge debt that the USA yet again put on a country that we wanted to take advangetage of, Mexico had to cut wages to help bring in more money to help pay for the debt. Now that is a super brief outline of what I have learned from hands on experience but I just wanted to get my 2 cents in. Research it before you come to any conclusions, go to a border town and talk to people that have actually been through the process of getting deported.
The comment about corrupt agents should be disturbing but not surprising given the huge amount of money involved in the narcotics and firearms exchanges.
How's this for a new strategy: Instead of catch and release, or holding them in jail, try actually deporting them. Pick them up and hold them for 24 hours, during which they have to show they are here legally. If they can't, bus them back to the border and send them across. Repeat as necessary.

Corruption in U.S. border agents seems so alien to the American ear. But, if you are hiring border agents, and those agents hired get a leg up for bilingualism, well, they are probably the spawn of illegals themselves. And the acorn doesn't fall far from the tree.
It doesn't surprise me a bit. I read the writing on the wall more than 30-years ago. Carter's administration started the amnesty program of the 70's and then, Reagan followed through with it. It's not easy for a new President to halt a program already running. So, no blame to Reagan.
Obama will likely get the boot in November, but it'll be very difficult to destroy or gut his health care program; and that's the key reason that Obama is being replaced. His damned-rammed down our throats health program. We have only the Supreme Court to do its job, and throw out the individual mandate.

The solution is to destroy the incentive to cross illegally and that's simple. Start prosecuting those who hire illegals to the point no one will hire them. There will be no incentive for them to come here or stay. No jobs, no money equals self-deport.
Mexico is one of the richest 3rd world countries in the world. It has enormous revenues from PeMex, the national oil company. The Mexican government could easily take care of it's own poor, but why should they when they can simply dump their unwanted, uneducated peasant population on the U.S.? And they get paid for doing it when the illegals send money, to the tune of 10's of billions each year, back to Mexico. The Border Patrol can't be everywhere at once. Currently they spend a lot of time and/or resources patrolling areas that may or may not contain illegals in hopes of crossing paths with them. It seems much more logical to me to find them via drone and then go to where they know they're at.
We have satellites that can almost read the name of a newspaper, if the letters are large enough, from space. If the government really wants to spy on it's citizens, it doesn't have to have drones.

If you are then you are discriminating and I thought that discrimination was over, well at least in our constitution its says something about segregation. Go actually talk to someone that has to cross into the USA in order to just stay alive. Do the research before you talk!
Nobody except people crossing the Mexican border or Canadian border can come to the US illegaly. They don't have to be Mexican mind you to do it, it is just physically impossible for somebody from Brasil, Germany or Japan to simply walk over to the USA.
You have people smuggled by the organized crime to the USA from Far East in the containers and some overstaying their tourist visas from Europe (mostly a matter of not knowing how to navigate the system, because once you are in the USA legally there is a plenty of ways to ensure you can stay legally for years, if not forever), but that is a drop in the bucket by comparison.
So basically you are splitting hairs here - for every 100,000 illegal immigrants crossing the Mexican border you will have 1000 Russians or Polish, or 100 Brits who did not file for the visa extension...
You still didn't answer my question. There is nothing really being done on our border with Canada so are we being racists and discriminating? I think the USA is? Let me know when you do research about the whole issue and not just saying things. I went personally and saw how inhumanly our government is treating illegal immigrants and I also talked with actual people just like you and I in Mexico and heard their stories. Have you? Until you do that you will never know the true harm that the USA is doing to these immigrants. And most illegal immigrants came here legally and now their visas are expired because even though they did everything right to apply for an extension or apply for residency or citizenship it takes anywhere from 10-20 YEARS to even have your application looked at and reviewed. The last time I looked at (which was only a couple of weeks ago) the website that shows what years they are reviewing applications for green cards is 1994! Wait isn't it 2012! That is just crazy! Why don't these folks wanting to get out of Mexico so badly because life is just so horrible there stop, organize, fight and take their country back! They are already organizing and protesting in American streets for "dream acts" so that anchor babies can go to college on Americans dime. Our North border is packed full of motion dectors and listening devices. Our problem with Canada is the people bringing down pot. The company I work for sent a few guys up to Canada a few weeks ago and when they got back they told us of massive hiring in the oil industry that pays WAY more then the 23 per hr we get!. The problem is you got to be able to man-up in the freezing temps, work 12hr a day, and live on site for extended periods on the companys dime. Being I went through winter warfare training in the Yucon at Ft.Wainwright Alaska the thought of going up there to work in the harsh enviorment is very tempting. So, with that said I doubt that Canadians are coming here to take our jobs.

Uhm... No. It takes between 1 and 5 years to get a Green Card usually - a really unlucky shmuck like me had to wait about 8 years, however a good portion of that was the post-9/11 mess and my employer screwing up the paperwork.
The citizenship - again - you have to wait 5 years to apply and and about 1 year to make it happen. Very few people experience any kind of hardship due ot Geen Card limitations on travel and family member visits, but yeah, the worst case scenario is you need to wait 5 years to have your family come over.
Of course if you need to travel for work or can afford to travel for pleasure extensively, well you cannot do it... :-)

As I understand you have had to do it but it seems like you have a pretty good job that is going to wait for you and pay your legal fees so of course it wouldn't take that long for you to get a green card and citizenship, but what about the people that are trying to cross legally but can't because it takes 10-20 years (I have done research) for the application to be looked at. Go do some more research and then get back to me.
jkarnets - Yes, it's discrimination, but only in that the limited resources we have are being focused on the place where a real, notable problem has been identified. (Discrimination is not inherently bad.) Say you have a wall with two doorways: one has people passing through it frequently, the the other rarely has anyone. You have enough materials to block both doors if you leave large gaps that people can still squeeze through and possibly break down, or to cover just one door enough that it's extremely difficult for anyone to get through.
skrewdworld - Many of those who could do best with a revolution don't have much ability to organize anything, and many of those who have the resources to organize either don't care or even profit from those coming illegally. Once here, it's much easier to fight for rights they believe they should have (possibly in part due to misinformation/ignorance, along with those who want to be considered equal humans, and those who, yes, are just looking for handouts) than to try to organize themselves, go back, and try to win their country, knowing full well that many of them would die before anything could be achieved (even if a more "peaceful" revolution was attempted).

Nothing could be further from the truth NOR should it be. The US has enough people. Particularly, we have enough poor, and poorly educated/poorly trained people, already, and do not NEED any more. We have EVERY right to be very choosy about any NEW 'enterers', and absolutely no obligation to take any of them.

We are NOT the welfare state of the world, nor should we want to be. That we wouldn't gain just as much culturally from immigrants from those OTHER societies?

If a person wants a work visa in the U.S., and eventually to become a citizen, it's easier if they have a relative in the country who has legal status and can file a petition on their behalf. Or you go all the way down to the farthest relative away who can invite a person in, who is a brother or sister who is a citizen, and that line for Mexican citizens is long. There are different lines based on what country you are from. There are some countries that have extra long lines because the United States has determined that there are too many people from that country already," Wilson explains.
On the bulletin posted for September 2010 is an explanation of the different visa categories -- employment-based visas and family-based visas are all based on specific numbers of visas allotted each year for each category and five countries that have a specific visa quota. Mexico is included in that list, as well as China (mainland born), India, the Dominican Republic and the Philippines.
Mexico happens to be the most backlogged of all the countries on the bulletin. For example, next month the State Department will look at petitions of brothers and sisters of adult citizens that were filed in January 1994, but if you are from China, they are going to be getting to petitions filed in October 2001. “It's really complicated. When they are talking about the preferences they are talking about the degree to the relationship you have and what preference you are in the visa system. So then let's say you're Mexican and you have a brother or sister in the United States who petitions for you. Here we are in 2010, and they are processing petitions that were filed in 1994. So that's a wait of 16 years," Wilson says.
If anything does work in the system it is deportation. Wilson says people who argue that the government isn't doing its job and deporting people are wrong. "It's a flat-out lie. ... The government is deporting people left and right, and immigration courts are backed up two or three years in deportation hearings. The detention centers are full of people, and Immigration has to rent out space in other facilities. For example, everyone is scattered now between the detention center in Eloy and the detention center in Florence, and the Pinal County Jail and the Central Detention Center, and women are sometimes sent out to (the Goodyear prison) Perryville."

The data show that 18,690 immigrants had no criminal conviction, not even for illegal entry or low-level crimes like trespassing. More than 400 of those with no criminal record had been incarcerated for at least a year. A dozen had been held for three years or more; one man from China had been locked up for more than five years.
Nearly 10,000 had been in custody longer than 31 days -- the average detention stay that ICE cites as evidence of its effective detention management.
Immigration lawyers note that substantial numbers of detainees, from 177 countries in the data provided, are not illegal immigrants at all. Many of the longest-term non-criminal detainees are asylum seekers fighting to stay here because they fear being killed in their home country. Others are longtime residents who may be eligible to stay under other criteria, or whose applications for permanent residency were lost or mishandled, the lawyers say.
Since 2003, Congress has doubled to $1.7 billion the amount dedicated to imprisoning immigrants. Based on the amount budgeted for this fiscal year, U.S. taxpayers will pay about $141 a night -- the equivalent of a decent hotel room -- for each immigrant detained, even though paroling them on ankle monitors -- at a budgeted average daily cost of $13 -- has an almost perfect compliance rate, according to ICE's own stats.
A system that housed 6,785 immigrants in 1994 now holds nearly five times that amount in 260 facilities across the country, most under contract with local governments or private companies. For this fiscal year, ICE has enough money budgeted for 33,400 people on any given night.

The strategy should be plain and simple close down the border tighter than a snare drum and if illegals choose to cross they should be dealt with quickly and severely. Well lets see I spent 4 months in Kenya and I was able to get residency so lets see that was pretty smiple. Even though Kenya is an undeveloped country they still have a pretty strong government and their laws for residency are enforced. I agree. A lot of the illegals receive a lot of money for crossing the border carrying marijuana. Legalize it here and that issue will seize. We can grow our own. We will also see less bodies in the desert and trash. Next is to get Mexico to educate their people and set up a welfare system there.
