Summer holidays may be a little quieter this year in some cash-strapped American cities, but others are taking steps to make sure fallen soldiers are remembered on Memorial Day and the nation's birth is celebrated with a bang on the Fourth of July.
New Rochelle, N.Y., last week announced it was canceling Independence Day fireworks costing it $75,000 and axing budgets for Memorial Day and Thanksgiving parades, which cost $30,000 each to put on, NBCNewYork.com reported. Private donors stepped up to keep the parades afloat, officials said. They are not so sure they can raise enough money in time to light up the skies July Fourth.
The city was one of several that announced fireworks cancellations recently.
Public donations and corporate sponsorships pay for the fireworks in about 75 percent of the nation’s approximately 14,000 municipal displays during the week of Independence Day, Philip Butler, spokesman for Fireworks by Grucci, told msnbc.com. City and town governments -- taxpayers -- mainly pay for the events’ police and fire protection, he said. That's a change from the 1980s and '90s, he said, when more than 70 percent of the pyrotechnics were paid with government funds.
Grucci, which will put on 84 shows ranging from $50,000 to $100,000 each the week of July 4, was scheduled to put on the New Rochelle show, Butler said. Grucci will hold the town's reservation until June 1.
“It’s prevalent all across the country,” Butler said. “It’s a sin politicians pull budgets for entertainment -- and not just fireworks but events like summer concerts, too."
New Rochelle's financial problems mirror other cities' woes. Pension and health insurance costs rose while revenue from sales and property taxes dropped, officials said.
Gregory Minchak, National League of Cities spokesman, told msnbc.com that city budgets across the country are still being cut, although the pace has slowed.
City finances, largely driven by property taxes, lag even if the economy starts to improve, Minchak said. Property tax revenues fell when housing values dropped, he said, but it takes a while for higher assessments to kick in when values start to rise again.
“Any time you have high unemployment – the national rate was 8.1 percent in April – that also affects city finances,” Minchak said. Local governments lay off workers and people spend less in their communities, driving down sales-tax revenues.
But city finances won't keep bombs from bursting in the air everywhere.
"Communities will rally around their fireworks displays," said Stephen Vitale, president of New Castle, Penn.-based Pyrotecnico, which is putting on more than 650 Fourth of July fireworks displays. Vitale said the pyrotechnic industry is largely recession-proof.
Some communities save money by setting off fireworks on July 3 or on the weekends before or after the Fourth, lessening police and firefighter overtime pay, Vitale said. Overtime often is double regular pay on a holiday but only time-and-a-half other days.
Todd Reichenbach, of Billings, Mont.-based Pyro F/X, told msnbc.com his company will put on seven municipal shows ranging from $15,000 to $40,000.
“We had to say no to four towns,” Reichenbach said.
“Montana is a bit more isolated,” he said of the state’s economy. “When the rest of the country is doing good, we’re not as good; when the rest of the country is hurting, we’re not as bad,” he said.
Here's a sampling of communities' approaches to celebrations for Memorial Day, considered the summer kickoff, and Independence Day:
- Batavia, Ill., has put on a fireworks show annually for 60 years and never spent taxpayer dollars on buying the fireworks, Mayor Jeff Schielke told msnbc.com. The Chicago suburb of 26,000 gets behind two annual fund-raisers, he said. One pits a team of police and firefighters against a team of teachers in a basketball game; the other is a citywide garage sale, which last week included 200 homes with owners paying $25 each to host shoppers from throughout the region. This year's fireworks display will cost $35,000 to $40,000, Schielke said.
- Hanford, Calif., will be one of three San Joaquin Valley cities each getting a $10,000 grant in to feature a laser light show that is less polluting than fireworks, Mike Bertaina, president of the Hanford of Chamber of Commerce, told msnbc.com. The other cities in a pilot program that covers about half a laser show's cost will be decided soon, said Jaime Holt, spokeswoman for the valley's Air Pollution Control District. District governors decided to try the substitution to ease ozone pollution, usually a winter problem, seen with a spike in particulate matter after July Fourth fireworks, Holt told msnbc.com. "Fireworks have metals and other toxic materials contributing to ozone through combustion that puts toxic material into the environment," Holt said.
- San Ramon, Calif., wants to get the word out that out-of-town fireworks fans should go elsewhere July 4 since the city cut its annual show, a tradition since 1985, the San Ramon Express News reported. The San Francisco suburb plans to end its Fourth of July festivities by 6 p.m. so its own resident revelers have time to go to other Bay Area communities where fireworks shows survive. The Express News said the city would have spent $318,000 if it put on a fireworks event this year, up from $175,000 in 2011. This year's scaled-back July 4 celebratiion, aimed only at city residents and featuring a symphony concert, a funk-and-soul band and an armed forces salute, will cost only $41,580, the Express News said.
- Chicago in 2010 ended a three-decade tradition of July 3 fireworks linked to the 10-day Taste of Chicago festival at Grant Park, city officials said. The only official July 4 fireworks continue at Navy Pier, run by a civic organization. To save money, the Taste of Chicago this year will be scaled back to five days and not start until July 11, officials said.
- North Providence, R.I., will bring back Independence Day fireworks for the first time in four years and enhance its Memorial Day parade after an April fund-raising dance raised more money, over $10,000, than expected, the weekly Valley Breeze reported. Severe budget cuts had killed July Fourth fireworks, the newspaper said.
- Sea Bright, N.J., last week canceled oceanfront July Fourth fireworks because the 11-person Police Department could not find 10 to 15 officers from other communities to work that day despite offering $72 per hour to patrol an expected crowd of 35,000 visitors, The Hub newspaper reported. Neighboring Red Bank, citing increasing security costs, canceled its 50-year-old KaBoom festival, planned July 3. Town officials said the event was a victim of its own success, bringing 100,000 visitors to town in 2011.
- Woodstown, N.J., will bring back Fourth of July fireworks, thanks to the sponsorship of the Woodstown-Pilesgove Business Association, the Newark Star-Ledger reported.
- Marion, Mass., selectmen canceled their fireworks show because of a lack of fund-raising since last year’s event but hope to bring back pyrotechnics next year, the SippicanVillageSoup weekly newspaper reported.

I don't celebrate them any more. Too noisy, finding a parking space and things like that, I'm no longer interested in them.
As for the two holidays, Memorial and 4th of July, some friends of mine and I use to go to a park, the beach in CA and have a bbq, listen to some music, play volleyball and watch the sunset.
I don't need fireworks for entertainment, or some lame parade that the taxpayers have to pay to throw and then clean up afterwards.
I think the money should be saved and people should spend more valuable time with their family, friends and loved ones on holidays.
I a city is going to spend 30 to 75k to throw some event on a holiday, I'd rather see the money going to help the homeless, the hungry, the poor, or to the kids in need of school books and clothing.

The public shows and the simulcast music makes it more fun. Add a picnic/bbq and it can be an all day thing. You can go fishing,swimming, bike riding or hiking with fire works as the grand finale. Now we can stay home and bbq ride bikes, go swimming ( if you have a rool) and as a grand finale throw firecrackers at cars and set something on fire just like when our team wins the big game.
No kidding about this though. Expect more injuries and fires do to the use of illegal fire works. Public programs reduced this.

You're in California, and worried about tax dollars? Get rid of your states "sanctuary status", enforce E Verify vigorously, and the immigration laws of this nation. You'll have plenty of tax money then! Read an article about how much California spends on just educating illegal aliens, and children of them. Look it up, and you'll get an idea why California doesn't have any more tax dollars to spend on "helping the homeless, the hungry, the poor, or to the kids in need of school books and clothing"!

The use of fireworks has usually implied, among other things, prosperity. If a nation, region or municipality cannot afford them, it means that society should forego it -- not only in a monetary tax sense, but in terms of morale and patriotism as well.

Basically it's a way of saying that you have so much money you can afford to buy stuff just to blow it up.
For the past couple years the city of Seattle hasn't been able to afford the annual 4th of July fireworks show, so the citizens raised the $500,000 each year to make sure they got the show they love. Personally, I think that is a great way to do it. Local businesses that were prospering would match donations, and then people would give what they could. I think it made the whole thing far more special for everyone involved.
That's the same with my town. They have a fireworks funding drive and the people and businesses donate money. i also live by a lot of rich people so for sure we will have them every year ;0)

I got my own fireworks anyway. Every year I head up to Wyoming and buy a ton of crazy stuff for the party.
Every night Chicagoans put on their own kind of fireworks show.
I am 100% in favor of letting private groups spend their money and donations to put on fireworks or parades instead of the city spending even more money they do not have.
Forth of July is the only day of the year there should be fireworks. I am sick of them personally. I live in Reno and we have them at least 40 times a year. Up in Smoke an blowing your money fit here.

Our founding fathers said we should have fireworks once a year. They haven't been wrong yet. But do we need them for soccer games, concerts, Chile cook offs, graduations, NCAA events New years, ,,,,,,,,,

Lots of cities struggle or no longer due it for the sole reason that they can't afford the liability insurance required because of the lack of tort reform on top of city governments paying for other items and benefits they shouldn't be involved with.
Reno Fires them off for any reason. It could be Secretaries day or ride your bike to work day. It don't matter. Light up the skies. Then visit the animal shelter in the morning to pick up the remains of your pet that got scared off and hit by a car.
But think of all the pyrotechnicians kept employed ;)
I know these events cost the cities in the beginning, but they also bring people out who BUY things at the celebration. There are food vendors, "crap" vendors (LOL you know the stuff no one needs but buys for the kiddos), and games, etc. that all bring money BACK into the city, state, and even federal coffers. It's a tough balance, for sure, but it isn't a total output for the city with no return. There should be a creative way to fund it up front by the cities and private donations to keep them going.
Flip side of that is dad drinks beer all day at a BBQ, then drives his kids into a clusterfock of traffic to see the shows.
Ever day there is a game at the stadium too. Tail gate parties before the game and more drinking during the game.

New years, Rib cook off (3 nights), Chile cook off, Reno Air Races, Italian festival, Street vibrations( 5 nights). Hot August Nights (8 nights), Every friday night baseball game, soccer games, all outside concerts, Reno Rodeo (5 nights),Nevada state fair (4 nights) Fourth of july gets three shows on the same night, different parts of town. The novelty of fireworks wears off after the first 20-30 shows of the year. It is pure hell on pets. Many don't survive. Have shows once a year. The FOURTH. Then everyone can know when they are coming and lock up their pets.
States should have one taxpayer funded show per year. They pick the city and how much to spend. Anything extra should be privately funded.

Oh, I think that towns and cities can ask their state and federal workers to cough up the money and provide fireworks.
In lieu of the rich set of benefits that they receive that taxpayers are not required by law to pay out.

They tried to cancel them in my home town too. Until everyone raised hell over the fact that the city had just paid for a Cinco de Mayo celebration. No money for an american holday, but plenty for that. They quickly changed their mind.

This is definately not a year in which wasteful spending should be allowed. For once, why can't the American public just have a BBQ in their backyard, eat a hot dog, twirl a sparkler, and call it a day without having our governments throw us a huge party.
Thats the point. It used to be the merchants association ( or some such thing) that used to pay for these things. If we can't do fourth of july then we shouldn't be putting up all those lights on mainstreet for christmas either.

I do not know of a single US City "spending trillions in the Middle East". However, many cities are paying Billions to Union Thuggery causing less available funds elsewhere.

Government is here to provide basic services like police, fire, water and sewage. If the extra money isn't there for fireworks it may be disappointing but that's life. I'd rather governments, (local, State and federal) be fiscally responsible than spend money it doesn't have.
I'm seeing my city spend money on stupid things that only benefit developers and a few businesses while the real issues regarding jobs is ignored.

whether or not activities are paid for by tax payer $ or 'private' donations / activities, these waste of $ events need to stop to show us and the world we know that America is not the land of gltteny / waste..
if there are folks out there that feel so strongly about these events and are willing to sponsor them privately then they should also pay an equal amount to the irs to help pay down the deficit... and or communities need to pay taxes on the gifts, just like we would if someone gave us $100,000
we live and act like we have too much $$$ A creditor who was considering giving us a loan would say we dont need the money if we continued a lifestyle of excess...
and I for one, will be pissed off if they raise my taxes before stooping to pick up pennies they spend on wasteful events...
