State trooper and husband accused of running prostitution ring

A Connecticut state trooper and her husband stand accused of running a prostitution ring while on duty. WVIT's Ilana Gold reports.

A former Connecticut state trooper and her husband were arrested Thursday on charges of running a prostitution ring.

NBC Connecticut obtained court documents that showed Pearl Kelly-Paris was running the illegal business with her husband, Jaykuan Paris, while still on the force.

The State Police Statewide Organized Crime Investigative Task Force began an investigation 11 months ago after receiving information from federal authorities regarding possible prostitution activities in Connecticut.

Kelly-Paris, 43, of New Britain, retired from the State Police in 2010, before the prostitution investigation began, according to Lt. Paul Vance. She had also worked as a state correction officer, Vance said.

NBC Connecticut went to her New Britain home, Conn., but no one answered the door. Her neighbors were shocked by the allegations.

“I'm surprised especially living in this part of town,” said Jeanette Thomas.

Kelly-Paris’ arrest warrant was sealed, but her husband’s wasn’t and it detailed some disturbing allegations. The paperwork showed that in 2010, when she was still working as a state trooper, her husband was renting rooms for prostitutes in the Super 8 and Motel 6 in Rocky Hill and often used her name.  

One of the alleged prostitutes reportedly said she saw Kelly-Paris drive up in a police cruiser wearing her uniform and met up with her husband, then gave him a digital camera. That woman alleged he then took pictures of the girls working for him to post prostitution ads on Craigslist. 

“A state trooper is supposed to protect the place...not bring that kind of trash in,” Thomas said.

In the arrest warrant, the alleged prostitute told investigators Kelly-Paris would take the “dates” if customers were interested in someone older, and the workers were instructed to call her if someone made the request. 

State Police said they started investigating her after she left the force, and on Thursday they still had many unanswered questions. 

Both Kelly-Paris and her husband Jaykuan Paris are facing criminal charges in connection with the crime.

Kelly-Paris was released on a $50,000 bond. She is scheduled to appear in court on June 11.

I am SOOOOOOOOOOO tired of reading about CORRUPT cops and then OTHER cops standing up for the "BROTHERS and SISTERS" regardless of how badly they break the law that the rest of us would go to jail for, in a heartbeat.

Throw these two UNDER the JAIL and TAKE away her 100 grand yearly pension for only working 20 years.

Yeah cops get 100000 pension lol. Maybe if they weren't forced to hire minorities and females even when they aren't qualified to do the job this wouldn't happen. Female and minority she could have been a prostitute and they still would have gotten sued for not giving her the job. PC crap needs to stop.

and i agree with the comments cops should be punished and not above the law but for this reason? i rather have the cops who abuse citizens get punished, not someone running a prosititution ring. i want violence and real crimes to go after. this news of them arrested does not make me happy. i want the cops who beat kelly thomas in fullerton, a white homeless man to death, i want them punished. or the ones who raided the wrong home and shot and killed a 7 year old black girl who was sleeping, i want them punished, not some prosititution ring who was prbaly giving services to citizens.

    Wrong! I'm not a COP but I know over 100 (Motorcycle Club). Are there a few bad apples? Yes. But the majority of them are not bad. BTW, most of them would rather help you then lock you up or write tickets, I have seen it first hand many of times. To do either takes up both your time and theirs.

    I can't say that I know any civilian cops (just military) but I can't imagine them all being bad. The fact that she had a nice job, yet prostituted herself tells you that she was totally crazy. If you read the story, you'll see that she not only prostituted others, but herself if they wanted someone older! I kinda wonder if the guys that bought her knew that she was a real cop or if they were thinking, damn that costume looks real!

    Thats because the majority of them are not that. First they are taught to lie on the stand and from there it can go downhill fast. Friend of mine told us that after he quit the force. Most caary a dropper in case they shoot some unarmed creep. I salute the honest ones for their service but in most places they are the severe minority.

        Interesting that her bail is $50,000 for running a prostitution ring- while in NYC, Anna Gristina still sits in jail on a $2 million dollar bail- because, according to the prosecutor's office which instigated the investigation- there were dirty cops involved in Anna's business. When dirty cops are actually involved and running a prostitution ring, their bail is so far below that of someone like Anna's that it is a joke. Yes, we should decriminalize all consenting adult commercial sex and get the government out of our bedrooms- and then there will be no need for cops to 'protect' prostitution rings, no need for corrupting law enforcement agents, and anyone who is the victim of abuse can go to the police like any other worker in any other job. Gee, what a concept! Allowing grownups to make their own choices and file reports when they are victims...

            Eliminate prostitution? That would severely handicap about 75% of Congress (maybe more). The cops are way late on the bandwagon; pay-to-play is the way almost every industry works, and has for millennia. There are bad apples in every vocation, and in some quarters, it is looked on as entrepreneurial and acceptable.

            My town has great LE, but I'n not naive enough to believe there aren't some "moonlighters". Punish the guilty, not the ones who do their jobs properly.
