A search warrant for a child pornography case.
Federal agents targeting child pornography offenses say they arrested 190 people in May and rescued 18 children who were being victimized by the accused perpetrators, in a stepped-up focus on these crimes.
The Immigration and Customs Enforcement, or ICE, which investigates a wide range of crimes that cross state or national borders, is one of the main federal agencies — along with the FBI — to handle child porn and exploitation investigations. That includes tracking perpetrators who use the Internet to lure or meet child victims, to persuade them to send nude pictures to produce porn or to receive or distribute child pornography.
The targeted operation coincides with the end of the school year, said ICE spokesman Dani Bennett.
"From our perspective the summer months are times when kids are not in school and many have unsupervised access to the Internet," said Bennett. "It’s a good time to remind parents that the person they are chatting with may not be the person they are chatting with. ... Every social network, every wonderful tool the Internet provides can be exploited."
Among the arrests reported by ICE:
- Joshua Stewart, 23, arrested in Rochester, N.Y., on May 4 on charges of coercing and enticing a minor via the Internet, which allegedly began as "sexting" with the 13-year-old.
- Thomas Wright, 54, arrested May 16 at his residence in Bangor, Mich., on an outstanding federal arrest warrant accusing him of manufacturing and possessing child pornography. Wright allegedly persuaded an underage boy to participate with him in illegal sexual conduct while he photographed the encounters. Wright also secretly videotaped the boy involved in other sexual activity, according to ICE. Wright allegedly transported the images from his home in Michigan to Florida.
- Cedric Conner, 35, of Lafayette, La., arrested May 4 in Lafayette for allegedly producing child pornography based on his sexual assault of a 7-year-old victim whom he babysat.
Nine of the suspected child predators were arrested in the San Diego area, including a 28-year-old Marine Corps helicopter pilot who is accused of possessing 4,000 images and 43 video files of child pornography, some depicting child bestiality and child bondage, according to a report by NBC San Diego. NBC identified him as Capt. Joshua Taylor, who was stationed at Marine Corps Air Station Miramar.
The arrests made during the month-long Operation Orion were mainly in the United States, but also included arrests in Spain, the Philippines, Argentina and the United Kingdom.

The 190 arrests in May represented a “significant number” for one month, Bennett said. ICE arrested 1,455 suspected child predators in the 2011 fiscal year, which ended on Sept. 30, 2011, she said, up from 922 a year earlier.
Typically, she said, ICE is responsible for more than half of the federal cases involving child sexual exploitation.
In 2011, Bennett said, agency investigations resulted in 915 convictions on child porn-related charges with sentences ranging from a few years to life in prison, depending on the severity of the offense and the age of the victim — who are sometimes as young as infants.
As part of the operation, ICE worked with local authorities and child protection agencies to move child victims to safety, including removing them from exploitative parents.
"We are getting better at it," said Bennett. "This is one of the most important things we do."

I totally agree. Our law enforcement agencies are crossing lines. What ever happened to the CIA is overseas and the FBI is domestic. You keep reading stories about FBI overseas now all the time. Seems to me we need defined roles in law enforcement or we may end up with lots of cops and no little people to arrest. Can you imagine the numbers in Homeland security, federal levels, state levels, county levels, city levels, and the military???
@kate the brat, I may be wrong here but I beleive the it is a matter of jurishdiction. As long as it in one state it is that states to do. Once the criminal goes to the next state the first state can't get them. Than it becomes an issue for a higher athority. Help you?

6dogs...You are wrong. It is the state's jurisdicition until the perp crosses state lines...then it becomes an FBI case. However, even states can cross state lines in hot pursuit or working together with the other state. I don't give a rat's ass who gets these perverts. If the FBI has to go to Timbucktu to arrest them, then good for them. The CIA is more of a national defense agency. The FBI has every right and duty to work with Interpol and other countries to bring these predators to justice.

Interesting question. It makes a person wonder why ICE is so bad at enforcing our immigration laws. No wonder... they are too busy doing other types of law enforcement. To heck with illegal immigration, I suppose.
This is one reason why I decided not to go into the field of computer forensics. I would be happy to help catch these people... but I would hate to be the computer tech that has to go through these guys hard drives and catalog all the child porn pictures. I look up to those people who do it, but damn that has to be one crappy job.
It's a waste of tax payer money to arrest them, then we gotta feed them, provide them with an education, medical and dental benefits, so they can keep re offending over and over. Just get a rope and hang all of them. Rope is cheaper than bullets. Put if on national Tv for all to witness. Horrible crimes, deserve horrible punishment!

I am very happy that these arrests were made and am in support of increased funding and manpower to fight this very sick subject. I have a message for anyone that commits this type of conduct against children. If I ever come across someone doing this unimaginable crime, I will ensure that you will "accidentally fall down a flight of stairs" before I turn you into the police.
I have absolutely zero tolerance for child molesters and pornographers, rapists and people who commit cruelty to animals. These are the top of my list of people I hate and wish to erase them from society.
I say just shoot the perps once and for all and get rid of them, they do so much harm to their victims and society that they don't deserve to be alive.

Thank you to all the men and women that worked long hours protecting our children!!! There are people serving more time for smoking/selling/handling marijuana than people that molest children. There needs to be a maximum penalty---no parole for these sick disgusting animals. Life in prison is fine and yes, I am happy to use my tax dollars to keep these cretins locked up! I would feel better if the government used my tax dollars protecting our children than the trillions of dollars we send overseas to useless countries that don't protect their own children or women.

Okay, that's not realistic - but mandatory castration is - I don't know whether that's been shown to have any effect or not, but maybe if we just, you know, "neutralize" everything down there and either chemically castrate or literally remove the genitals, they would lose the urge? Apologies for my medical ignorance in this area.

Rape and child molestation are in this category. Yes, there are some women who are child molesters. The VAST majority, however are men. A real man would understand its not sexist to point out the truth. Maybe rape and child molestation would be decreased if men like you stopped trying to point the finger at women, and truly backed severe punishments for these individuals. I am always floored when I hear the inaccurate and really just stupid argument that "women do it too". Learn the facts. The reason there aren't as many reports for female child molesters is because they are the minority. Seriously chuck, do some fact checking before you make stupid statements.

No matter how much sick torture I can think of, I will always be morally superior to child molesters. If you don't think so, and still think they are human, you are delusional or apart of the circle of molesters. One of my niece went through this ordeal, and her life has been hell ever since then. To anyone that even slightly advocates for these monsters, they should as well be shot in the head.

If your talking about pedos in general, well, I would never condone any act against any human/Animal that would be harmful or result in death. My morals will never let me think of ways to harm/kill people on the basis that they hurt or victimized others. Punishment for the crime? Yes.. Inflicting intentional harm on the perp? No.. Today, the home page of MSNBC also carried an article about a man wrongfully imprisoned for a rape that he didn't commit. When people advocate severe and irreversible punishments, they forget our justice system is comprised of fallible (and sometimes corrupt) individuals. Not everyone who is convicted of a crime is necessarily guilty, unfortunately. If you physically castrate a man, then discover that a mistake was made, what's the proper response? "Oops?"

Actually, chemical castration hasn't proven effective for the violent rapist, but has shown some success with the grooming pedophile. There is a catch, of course. They go in one door to get the Depo Provera (drug used for chemical castration) and out the other for a shot of underground testosterone--which leaves them with the ability to rape/abuse again. After some pretty serious research on the subject, I believe that pedophiles need to be given life sentences with no "good" time. So far, in spite of all the programs out there that claim the opposite in order to keep their program solvent, there is no way to change a person's sexual preferences. If it does no harm and consenting adults are the only ones involved, then I say live and let live. They touch children....life behind bars.....

No, because pedophiles are defined by the fact that their targets are children. In almost every case, they don't care what gender the child is, only that it's a child. They go for the individual they have access to, or that they have some supervisory or guardianship relationship over. Kinda like in the Catholic Cult. Many of the vicitims in Church incidents were boys, because there are almost no girls in voluntary church service, mostly just altar boys and choir boys. But when you go to the statistics of child rape in the church's Private Schools, you see that the statistics virtually mirrored the gender percentage of the student populations in the schools -- they go after whomever they have access to, control over, and who they can groom over time. I know how a lot of the people in the right-wing want to make gays into pedophiles, but sorry -- it has nothing to do with sexual orientation. Pedophilia is a disorder that causes attraction to children, regardless of the gender of the victim.

I remember a story about a high school girl who was prosecuted for producing child pornography after texting a picture of her boobs to her boyfriend. Using that logic, I guess they have to prosecute some of these kids too. What a stupid prosecutor that was in the other case.
A crime is a crime...but, legislatures should have provided for different consequences for sexually active teens, instead of a catch-all decree. In many states, parents can even be charged for possessing nude pictures on their own children bathing or playing.
ICE is the primary Federal agency responsible for investigating 18 USC 2252a which is what a lot of these pervs end up getting charged with. Just because they don't have it in their name doesn't mean it's not part of their job. Any Federal law enforcement agent can investigate and make arrests for violations of any Federal law.
Protecting or borders would be an added plus, but as we alway hear....they just don't have the manpower.

Child molesters, yes. Rapists are more of a grey area. You standard run-of-the-mill sick rapists should get death... but there are other people who are convicted of rape who had nothing more than a drunken one-night-stand at college that the girl decided she regretted in the morning. A buddy of mine went away for a couple of years because that happened to him, and we all knew the girl was an insane bitch who was harboring a grudge because his brother had dumped her the year before.

I spazzed on some random creeper at the beach a few weeks ago because he was taking pictures of my girlfriend's daughter in her bathing suit. I'm usually an extremely laid-back kind of guy, but that made me see red. I came very close to assaulting the perv. I don't care how innocent his intentions may have been, it's very basic common sense that you DO NOT take pictures of other people's kids at the beach, no matter how legal that action might be.

In between raping and murdering the young girls, the guy photographed them at the beach, looking for his next victim.......Please don't stop being concerned, but consider yourself also. Assaulting the guy would have just landed you in jail. Pointing out his activities to authorities would work just as well.
you are allowed to take picture of whoever in public, just be lucky the guy didnt press charges, then you ended up in jail, trying to be the hero isnt the best way.
photographers alway take pictures of people in public, dont want your picture taken then stay indoors.

You are not allowed to take picture of whoever in public without permission. I used to work with a highly respected photographer. And I also see from the comments, it doesn't seem that anyone so far mentioned that they went through being sexually molested as children. My sister and I did and we are still dealing with the fact that my mother (now deceased) didn't believe us. We ended up running away to live with our father but we never told him because he would have gone on a rampage. I never had children, my pets suit me fine as my friends, plus they don't bitch (except when meals are late)

There is a reason they have trials, and there's a reason that investigations are conducted, before taking people to trial....
Bring back "To Catch A Preditor" - Chris Hanson did some awesome things to bring these creeps down. Bring back the show, let the public (and their friends, bosses, parents, etc.) see who they are.

Most of the people on the show got off with nothing more than a slap on the wrist.
The reason "To Catch a Predator" went away is that Hanson began borderline entrapment of the perpetrators, even law enforcement was beginning to feel that he was going over the line.

Obviously, you seem to think that being a criminal period voids you basic constitutional rights. Even criminals have a right to life until a jury decides otherwise. When you idiots understand that only a jury in a court room can strip anyone of this right we will become a more civilized society.
I in no way condone the acts, but when you make the punishment so harsh, as in death, there is no incentive for the attackers to let the victims live. Why leave a witness?

If you mean religion, there may not be many places on Earth totally WITHOUT it, but thankfully more people are waking up to the fact that belief in a higher being/system of superstitions and fairy tales just isn't necessary anymore.

It's not sicker then "it used to be" "in the good old days". Today we hear stories like this, in days gone by people could get raped, and the woman would get looked down upon for "letting it happen". And then it would get all hushed up, so "she can't destroy the family name". And that's to say nothing of the Eugenics programs or the laws that existed on the law books of various states since 1910, until much latter on, what was going on during WW II, Japanese internment camps, etc....
