An armed, off-duty police officer who fired shots at officers and a SWAT team after barricading himself inside his estranged wife's home in Pennsylvania surrendered to police late Sunday, according to NBCPhiladelphia.com.
Richard Klementovich, 42, a Clifton Township, N.J., officer, gave himself up shortly before midnight at the house in Bittersweet Drive, Doylestown Township.
Police said the suspect was holed up in the house for nearly ten hours. Klementovich was the only person inside the home during the standoff, authorities said.
Klementovich was arraigned early Monday morning on 13 counts of attempted homicide.

Police were called to the residence around 1:44 p.m. Sunday to break up an alleged dispute between neighbors.
It escalated into a standoff and a SWAT team moved armored tanks into the backyard.
Investigators said the off-duty cop began shooting from the windows at police officers.
“It was just like pow, pow, pow…it was like a rifle. I must have heard 50 shots,” said Dawn Keely, who is a neighbor.
One officer was injured by metal shrapnel. The shots struck two patrol cars and an armored car.
Officers warned other residents to lock themselves in the basement or leave immediately. About a dozen residents were displaced.
Klementovich and his estranged wife are involved in a bitter divorce, according to friends.

Does anybody carrying a gun?
Anyone who wishes to own a weapon...including police officers...should always face scrutiny and mental testing. But I am not sure if there are laws to stop anything like that. For example, Zimmerman, no matter what you think about the case, was on medicines that can affect one's mood and decision making abilities. He had every right to carry a weapon with a permit, but should he have that same right on those medicines? When he might be unable to think rationally? I would say no.

I hate break it to you but the divorces and problem police calls are mostly due to Alcohol abuse. This is legal on this country and the problem will continue until the end of time without much fanfare. Just put check marks besides all the recent celebrity deaths where the main cause of death was alcohol. It's not the guns rather the alcohol abuse which is a symptom of a bigger everyday thinking problem..........

Yea, alcohol and other drugs don't mix well with guns. Yet in some states you can legally carry a gun into a bar. Recently near here a COP went into a bar with a gun and forced his estranged wife out a gunpoint, then proceeded to shoot at her in the parking lot. He's currently OUT on bail.
@myspellcheckerisbroken I'm pretty sure this is another case of the writer simply not knowing the police equipment. Most likely it was an unarmed, but heavily armored personnel carrier meant to get the SWAT team across an open area to where they can breach with more safety. It was a bad choice of words in 'tank' since most people think of an M1 Abrams or something of the like. If they were using military tactics, there would have been no negotiation and they would have simply raided it with no warning as to avoid friendly casualties due to losing the element of suprise.

I didn't see anything in the article about drugs, medication, or alchol. It did say it was a long and bitter break up. This unto itself can cause the man or the woman to snap whether it's been long going or just that point in time. Some people are happy it's over and some people refuse to believe that it's over. Cops DO have periodic mental evaluations. But you never know when someone will just snap. Good example: the ER surgeon in Buffalo(?). Cops take a lot of abuse from the people they are trying to protect, or take off the streets who are a threat to others, so it's imperative that they are periodically evaluated to be sure they aren't pressure cookers. Know any other job where you are spit on, puked on, called filthy names, shot at, stabbed with dirty hypodermic needles, physically contain psychos or someone on PCP going violently berserk...

Police use armored personnel carriers, not "tanks". The reporters don't know anything about tactics or equipment. Nothing dramatic or unusual about this. BTW, when someone is shooting at you it's much better to be behind armor plate than your car. This isn't the movies or tv, this is for real.

What this does prove is (though they don't like to admit it) that cops are human too and make many mistakes. Many drink and drive, violate or bend the laws they are supposed to enforce and so on.
The problem I have is most of the time they get away with it. Most likely, if this was a regular Joe - not a cop, he would have been shot and killed by a cop. Or, - oops - he shot himself while we were trying to "apprehend" him.

Yes, I am. But paranoia, has nothing to do with trust worthiness. And I have reason to be both paranoid and trustworthy. Long story short, I was a victim of endangerment by local police, county deputies and a state trooper.
They are no better than anyone, yet they feel they are above the law, generally speaking.
Some people on this thread seem to think that humans are easily read robots and psychiatric science has advanced to the point where we can be in universal agreement about a particular humans suitability to carry a gun based on a psychiatric evaluation.
I have some bad news for you-we're a long way off from developing psychiatry to the point of it being reliable preventative care.

The police do not have "tanks" as stated before they most likely have older APCs that have no offensive capabilities, they just have armor to protect the officers inside! Half the time the media reports the police used a tank when the pictures or video clearly shows a wheeled vehicle...............even the little podunk town of 1300, I live in has a uparmored humvee just for these situations!
The police union will defend this crazy turd and he will get a slap on the wrist or just a short stay in a psych ward.

As mentioned, clearly just poor journalism in that the writer didn't know what he was talking about. They weren't using a tank. There is no military tactic here. Just common place with pretty much any SWAT team. But that makes too much sense for the anti police/military state people. Clearly we should have no police, and should just left this guy holed up in the house shooting at people.
And sure, the insanity plea could come into play, however if it doesn't I doubt this guy will get a slap on the wrist. Why would the police union want to get a guy off for trying to kill other cops? I mean, 13 counts of attempted murder isn't that easy to get away with. While I agree that everyone including cops should be mentally/emotionally evaluated before being issued a gun permit, so much can change in a persons lifetime. Divorce, drugs, alchohol are a just few of them. Unless you are talking about re-testing everyone once a year, which would never happen.

The problem with psych evaluations is that they are really no more effective than those who develop them. Even a very disturbed person usually still has the mental capacity to know what answers they should choose in order to pass the eval. Then, of course, it is crucially important to ensure that such evaluations be developedby completely neutral and objective parties.

Most police departments are filled with alot of lazy, fat donut eaters. Looked the local paper at police blotter, 90% of the calls ended as no suspect found. Sure no suspect will be found if you don't show up for 2 hours after the call or the dispatcher calls the prep and tells them they are coming (drug bust).

Granted, there are a few improvements to be made, but it is a pretty good system all things considered. Nobody comes in to your house in the dead of night and hauls you out for random interrogations because you looked at somebody wrong. You are able to freely make your opinion known without fear for your life. You don't get locked up for disagreeing with the government.
I am quite interested to know what you advocate, since there seems to be an awful lot of you that are advocating something, yet don't offer any solutions.
I have a suggestion for you though. Instead of sitting around and complaining, get up and do something constructive. If you are against something, go out and get a petition to make a change. Run for a public office and make changes that way. If you have something worthwhile to say, surely the support will follow. You see, in this country anybody can run for any office. You may not even win, but your talking points may become part of the debate.
Our system is flexible and dynamic. It can be "changed" into anything. The only danger is if we get stupid and destroy it.
Michael... Well stated. I agree with you in general, and I thank God I am fortunate enough to live in this great country. What I fear, and have been a victim of, is that our law enforcement, to an extent, do not live under the same law we live under. Many, though secretive and within their brotherhood clique, still drink and drive, bend the law, yet go out and enforce what they refuse to do themselves.
Society still need law enforcement, and you would hope that society would respect them and pay them accordingly, but because of occasional, un-prosecuted abuse by them, they are losing societies respect. If you want to improve the system, they must be held accountable. They must remember, they are to "protect and serve" even the people they are trying to apprehend, and many times do just that, but not always. In general, the younger ones, seem to abuse their power.
I know, easy for me to say, I don't have to deal with the lawlessness and disrespect they witness and endure, but they must remember: Liberty and Justice for all.

Gun laws may need review, and cops may go bad, but this is about domestic abuse. The guy went to his estranged wife's home and raised hell because he wasn't getting his way. In reality we are supposed to pretend that all police officers are mentally fit, safe people, and that we do not have any voice inspite of the Constitution, Civil Rights, or the law. That whatever they say goes and that we need to follow their Ideology and Propaganda while they cater to those into crime, false 911 calls, insurance fraud, etc. As those involved including the officer falsify police reports, Assault and Battery, illegal hostage taking, and all kinds of criminal activity. As we speak the truth the corrupt and controlling spew their hatred and venom. Some sell out their badges for cheap thrills. I agree with the "police state tyranny" comment.

Stonepipe and Cinnamon you sound like the ones that need help with reality. Carolyn did not state all officers are that way but that some do what she had stated. Cinnamon are you a cop or just brainwashed? Many cops are out of hand and when one breaks the law by abusing a citizen the officers that stand by or go along with it are just as responsible/guilty. To many cops have a authoritarian personality and when someone does not completely obey them or does it with a smirk they go off. The only way to deal with theses cops are to become submissive which it utter BS, to many of them forget that their duty is to serve and protect. In there mind they serve the town/state bottom $ and they protect their ego and there cronies.
I like most/many cops but there are also to many of them that are out of control and break the laws worse than many criminals. There are also to many cops that go by the Blue Code of Silence which makes them just as guilty

No, not brainwashed, and yes I was in law enforcement for 25 years. I find some of the comments on here overstated.
You seem to have a lot of firsthand knowledge about the police. Or are you just generalizing and repeating things you read or heard about?
I have firsthand knowledge but not on the wrong side of the law except once and I was found not guilty. We had some bad cops in a couple towns I lived in. One of these cops was a Sgt. that beat his wife and also was a hibitual statutory rapist. I had pictures of him in his patrol car with minors committing sexual acts. We also had another cop that trade tickets for sexual acts. Both of them finally where thrown off the force and one went to prison. The Sgt was the worst and all that happened was he lost his job and not till many years later. Other cops on the force knew what he was doing but said nothing. I also a little later in life(different town and state) had a friend that got a mail order bride, well went to Russia and brought her back. He had not married her so she then started screwing half the PD in town. She then had these cops go after him and some even lied in reports about witnessing abuse. Two of the cops even roughed him up pretty good one night. Problem was one night that they swore to witness the abuse he was at my stag party with two of my friends who are also LEOs. A few other cops in this town were also arrested and found guilty for accepting bribes, theft, drugs and a few othe acts. I could go on with some more first hand stuff because if you really keep your eyes and ears open you see and hear things. There are also plenty of vidoes out there of the abuse and murder that goes on. Problem is that nothing usually happens as the police police themselves.
Cinnamon I should also add that one of the cops that was screwing my friend over is now dead. We had sent pictures to his wife of him having sex with my friends girlfriend. We had also sent them to the PD but they did not care. Well his wife finally ended up divorcing him and taking the kids and house. He did the same thing this guy did in the article but the cops ended up killing him after many hours barricaded in the house and shooting at them. Almost all of his neighbors had reported this cops attitude to the force concerning threats and such. None of his neighbors were surprised nor was I that he ended up doing what he did
So again yes I have had firsthand experience with rouge/bad cops. As I also said not all cops are bad and Carolyns quote is spot on.

It probably wasn't even a tank. More than likely an armored vehicle, without a gun turret mounted on the top.
One of the most dangerous things police have to contend with is family disputes. This is usually the highest emotion people feel because of the emotional attachment to each other. Anytime they respond to family issues it can go bad.
We never give our law enforcement agencies enough praise and credit. Some of their calls are like entering a war zone. I would rarely criticize law enforcement and the work they do.

cops ARE suppose to set an example for the rest of us . each officer with a badge should be tested for drugs and alcohol every month no more so-called random testing, and should be availibale to the public, all suspended officers needs to have their gun permits revoked during their suspention

50 shots? not a chance. See what they don't tell you is that where this took place is next less than a quarter miles from a out door shooting range. In fact, the SWAT asked the range to shut down early so they could tell what shots were what, as they could no differentiate between the crazy cop and the shots coming from the range.

If so, reminds me of the incident in my home town of the police "raid" gone bad when the police going up the steps to the 2nd floor heard shots and thought he was being fired at, shot and killed the unarmed mom that was on her knees surrendering holding her infant. The infant survived. The shots (after the investigation) were found to have come from the back of the house where the rest of the police were entering and came upon a "vicious" dog. They shot the dog. Very very horrible situation. The officer, that shot the woman, was found innocent under the circumstances. But IMO the police force should have been held accountable (I think the family did win the civil suit of medical reimbursement and some kind of trust set up for her children) under the LAW. Lack of communication and "planning" on this raid caused a fatality. This raid had been planned for months and the person they were "looking" for wasn't even at that location. It was even reported that they almost cancelled the "raid" due to the "appearance" that children were in the home at the time. "Almost cancelled" was the key factor. Should have been cancelled until they were positive the "person of interest" was present.
A women is not worth going to jail for or killing anyone else! Many men are in prison for shooting their wife's lover or killing their wife & children if thay have kids. Divorce is ugly, but can be civil & should be. A lot of circumstances come into play here. Most times children are in the mix of it & it becomes even harder. Let them go & get a new life like the 50% of the " Baby Generation " had to do.

johnessy, what you say makes perfect sense and divorce would be civil -- if the people were left to work it out with guidance that is designed to help the process and the humans involved. however, the people involved in divorce snap because they are subjected to the torture, humiliation, pain, fundamental unfairness and deprivation of liberty, all of which are weapons the divorce courts hand to the subhuman lawyers who populate those areas. divorce in the very part of the country about which this, yet another tragic story is centered, is not a process by which help is provided to a couple splitting, but rather, is a dark territory populated by the highwaymen who call themselves "lawyers", who are simply engaged in a sanctioned criminal activity of torturing people, fomenting hatred and anger, and protracting the process for years, so that they can, themselves, run off with the former couple's hard-earned, accumulated assets. they cannot just call it quits. the laws threaten the stealing of a majority of earned assets of the person who earned them, and causing such person to be enslaved to the other for many, many years going forward. this is why people snap. this is why we read about tragedy after tragedy, and the discussions then devolves to the profession of the poor bastard who snapped, or gun control. we are all missing the root point.
SWAT obviously knew the guy was a cop, otherwise he would have been swiss cheese after he fired a few rounds. They usually don't take kindly to being shot at.
You are on point with that comment. If it had been anyone else, the stand-off would not have lastedn hours, perhaps one hour maximum and the perp would not have been alive once the smoke cleared.
What that tells me and should tell others is that in most cases similar to this, cops use unnecessary force. Apparently, the only time they don't or won't, is if it's one of their own.

I'm pretty sure this is another case of the writer simply not knowing the police equipment. Most likely it was an unarmed, but heavily armored personnel carrier meant to get the SWAT team across an open area to where they can breach with more safety. It was a bad choice of words in 'tank' since most people think of an M1 Abrams or something of the like.
FBI used tanks at WACO and Ruby Ridge in America and they were armed with weapons.
The FBI didn't use the tanks at WACO, they apparently requested the assistance of the US Army. Look up Gen. Wesley Clark, 1st Cav. That story in itself is a mess, no matter how you look at it.
Bull Crap Michael the FBI did use tanks at Waco. The FBI also shot Branch Dividian residents on the final day (april 19th) which the FBI testified that they fired no shots. Video evidence shows automatic fire from tanks and helicopters and it was also found that the FBI used incendiary devices(pyrotechnic grenades) on the final day. They also dispensed CS gas from the tanks along with shooting people from there sniper position that were giving up(surendering). The leader of Sniper position Sierra 1 was non other than Lon Horiuchi who is the same agent that murdered Vickie Weaver while she was holding her child at Ruby Ridge.
Weird thing though, with all the lying under oath and in reports that they FBI did about Waco none of them went to jail. Nevermind that the Branch Dividian was a crime scene and the FBI did nothing to perserve or collect evidence except for collecting weapons so they could try to prove their case.

Most crimes are not done by legal gun owners they are done with stolen weapons or weapons bought on the streets. The cop could have made Molotov Cocktails if he didnt have a gun and a cop probably would have died. Someone could kill someone with a knife, poison food etc.
You just never know who might flip out next. Your neighbor.....your wife or husband. Hell, it could even be you.

Gee, another fine example in a long chain of "Cops Gone Wild". This happens on an all-too-frequent basis in this country, and I hope they send this moron to a hard-time state pen, and just drop him into gen pop and let him try his attitude out there. I think I know how that would turn out. Letting him plead out on diminished mental capacity or extreme emotional disturbance is probably what will actually happen, because they take care of their own. If it was you or me popping off rounds at a SWAT team, we'd already have the toe tag.
Who knows what, exactly, compelled this man to go off the deep end. It's not even remotely logical that he would fire on other officers and/or SWAT when he is a cop himself & knows the drill. Is it possible that he already had an underlying mental and/or personality disorder? Is it possible that he just didn't care anymore? Is it possible he was so over the edge that he was going to "die trying?" 50 rounds. . .again, doesn't make any sense, cop or no cop. Divorce and all that ensues is horrifically painful and destructive, not to mention the financial stresses. Add in the potential of a psychological break and easy access to a gun. . .I shudder to think of how often domestic issues escalate into scenarios similar to this one. That said, I can't recall any recent cases when armored "tanks" were called in. Then again, the military is now free to roam about the country and police are provided drones and other military equipment these days, so I take the author's statement that it was a "tank" on face value. The whole thing . . .just plain sad.

I'm a veteran (M.P.) and we were expected to set the standards. When a M.P. violated the UCMJ they almost always got the maximum penalty allowed, as it should be.
The guy is lucky he WAS a cop as had he been a normal cittizen they would have fired CS gas into the house, and perferated the home with bullets within 20min. of him having shot at SWAT officers.
