Authorities say Juan de los Rios made a 15-year-old girl take her clothes off when he saw her talking with a boy inside the back seat of a car.
A Florida police captain was arrested Friday after authorities said he made a 15-year-old girl remove her clothes to prove she wasn't having sex in the back seat of a car, NBCMiami.com reported.
Juan de los Rios, 46, is charged with two counts of lewd and lascivious conduct on a child under the age of 16 by someone over the of age 18. The charge is a second-degree felony punishable by up to 15 years in prison and up to a $10,000 fine, the station reported.
The Sun Sentinel reports that de los Rios is an 18-year veteran of the Miramar Police Department. The paper reported that he's been suspended without pay.
According to the arrest affidavit, de los Rios found the girl talking with a 19-year-old boy in the back seat of the car on Jan. 18.
The station reported he asked her if they had been having sex. She told investigators she and the boy were just talking.

Authorities told NBCMiami.com that de los Rios then told the girl to remove her pants and underwear so he could see if she was telling the truth. The girl told investigators de los Rios "inspected" her with a flashlight and told her to pull down her blouse so he could check for bruising.
The girl's older sister persuaded her to tell their parents, who then reported the incident to Miramar police, the station reported.
It's not clear if de los Rios knew the girl prior to the incident.
He was being held in lieu of $30,000 bail, the Sentinel reported.

If you could get accurate statistics on the number of males in Great Brittian who have been sodomized by older students, teachers, coaches, etc. in their public schools, their "boys" schools and their academies you might understand why this judge or judges would not want someone who victimizes children too harshly penalized...it might come back to haunt them some day for their own "indescretions". It is pretty obvious that American society has some real problems; it is not just the world highest incarceration rate. Our incarceration rate is driven by our high crime rate. The high crime rate is driven by having too many people that were never properly socialized (raised), the policeman noted above being an example of this. Perhaps government licenses should be required for making a child (having sex).
There is a respected historical solution ready to hand, secure chastity belts as invented and used in Italy during the Rennaissance. A nubile female would wear a metal device that would prevent sex secured by a key normally held by her father. When she married, the key would be given to the new husband. Nowadays, of course, with so many broken families, this would not work. So the keys would be retained by the government to be released to the woman (women) in question once they were licensed to reproduce. A proven historical solution to a modern problem; indeed, a solution to many modern problems. :-)

There is no rule that says that the chastity belts need to be worn by the women. If the men are the ones who have trouble controlling themselves, maybe they should be the ones wearing them.
Also, there is actually no proof that chastity belts were ever used. In fact, historians consider them to be a myth. I suppose this is what happens when people take their history lessons from Robin Hood: Men in Tights.

Renaissance chastity belts are largely a myth generated by 19th century forgeries and the Victorian obsession with sex. They WERE used in the 19th centuries by women entering the workforce to prevent rape. Earlier examples are largely unproven stories.

However, am I the only one that wonders why the girl went along with it or why the 19 year old guy just sat back and watched. I'm sorry, but I know for sure that I wouldn't let a cop abuse me or anyone like that. Why are we so scared of cops in this country? If they are breaking the law then you have every right to take action against them.

Why are we so scared of cops in this country? If they are breaking the law then you have every right to take action against them. - Sort of right on that one. Remember, in a court of law the judge will ALWAYS take the officers side if it comes down to your word against the officers (otherwise everybody would get away with crime simply by saying "I didn't do it!"). The only way around that is if there is a witness, or if it is caught on camera. Besides that, there isn't anybody that actually polices the police. You can make complaints, but they usually go nowhere and if you do make a complaint against an officer, you have just succeeded at making the whole police force mad at you.
