Kansas City cop accused of sex with women in exchange for no arrest

KANSAS CITY, Mo. -- A 13-year veteran of the Kansas City Police Department is behind bars after allegedly having sex with two women in exchange for not arresting them, NBC station kshb.com reported.

Officer Jeffrey Holmes turned himself in on Monday. He is facing two felony counts of acceding to corruption by a public servant.


When the investigation began in April, he was taken off patrol and moved into an administrative assignment.

When the second victim came forward in May, he was suspended with pay. Now that he’s been charged, he is suspended without pay.

According to court documents, the first victim who came forward said that Holmes raped her at the Extended Stay on 105th Street in Kansas City, Mo.

The woman told police that he threatened to bust her for prostitution if she didn't have sex with him. She said he was dressed in a uniform with a gun.

At first, the victim thought Holmes was a security guard -- until she recognized him when she went to South Patrol to file a police report that her car had been stolen.

The victim and a hotel clerk identified Holmes during a line-up.

The second victim who came forward told police that Holmes asked her if she was a prostitute, and then forced her to take him back to her room at the A-1 Motel on 87th Street.

'Very good day'
She told officers he threatened to arrest her for marijuana she had in the room if she didn't have sex with him. She said he was wearing a KCPD uniform at the time.

Jean Peters Baker, Jackson County prosecutor, said Holmes was off-duty when both incidents allegedly occurred.

"It's extremely disappointing and it's actually infuriating, but it's also [a] very good day when someone like that who wears the blue uniform and carried the badge no longer will,” Baker said. “We don't want an individual like that in the department, and I know (Kansas City Police) Chief Forté shares that opinion as well."

Baker said the women will not face any prostitution or drug charges.

"The conduct we are most concerned with here is a police officer who, in exchange for a benefit, got women to do things that he wouldn't have otherwise," she said.

Holmes is being held on a $25,000 bond.

Alex the Blade, ever see "The Wistle blower."? Private companies, if anything, are worse than the regular police. There are a lot of policemen out there that started that career because they dreamed of themselves as crime fighters, protectors of the public and so on. The ones that work for private companies are in for the money.

What I see in this article is a problem that haunts many cities in the US. Private companies adopt uniforms and vehicles that are very similar to the official police. As a result people have a hard time seeing the difference in a time of need.

I'm sure there are some that would run away even with the badge and the gun but you can't judge every police officer on the grounds that some of them are worthless. They are people after all. What they need is your support.

Take this guy as an example. He is charged with corruption, not with rape, when he should be charged with those things and perhaps others, like kidnapping. Public outcry would force the authorities to do the proper thing and this guy might end up in jail but most people don't care. They rather sit in their chairs read the comments, say some hate full things, insult anyone that does not agree and, if they can, collapse any opposing comment or block people they don't like from the site.

              Gee, like he is the only one out there that has been sworn to "Protect and Serve". My experience tells me they are only out there to serve and protect themselves. Not only is his bail set at a rediculessly low amount,he his is on PAID leave while sitting in jail. PAID LEAVE for what amounts to charges of RAPE! This sort of behavior is not uncommon among or finest. Hell where I live police are not even tested for drug use,as they are held to a higher standard. Double standards are the norm, there the 1% that can buy there way out, then there is the legal community that has the "good ole boy" way out, and then there is the rest of us!                         Smokie, that is some silly logic. In this case those girls did not have the right to pull a gun on this cop or shoot him. They had a choice, sleep with him or go to jail. In all cases they all had committed crimes.

                          Cop was busted for having lots, I mean lots of pain meds from different doctors. Cop claimed he never sold the meds, just used them for his own pain issues. Cop in rehab then when he finish that, he has 10 months to stay clean and his slate is clean.

                                Of course don't expect to much to happen to this cop,he was just doing what many cops do,they are "lady killers",and often provide breaks to the ladies for special services. Along with free coffee and doughnuts this is one of their perks for being a cop.

                                Of course he continues to be paid, and the Union will find some way of blaming the ladies for attacking him. Look for him to be back on the beat in about a month. He will need the extra time (with pay) to get over this terrible ordeal.

                                You all need to quit. Just because people do bad things and they happen to be in a certain profession doesn't make every person a crook or criminal. 9 times out of 10 someone you meet in law enforcement is in it for the good, to help, serve and protect the public. It's only in the news that you hear the bad. You don't hear all the good these people do.. the 16-20 hour work days they put in, with no break, no lunch, call after call they are out there putting themselves on the line for you, and who are you to them, a NOBODY! but they go out there day after day and do it anyway because it's what they chose to do and what they love. There are plenty of doctors, school teachers, priests/pastors/preachers, and other people in many other professions that do the same thing this guy did. But you still take your children and yourself to the doctor, you still let your kids go to school and church. So stop judging people/professions because of what one person did and you hear about it on the news.

                                Good point however, 9 out of 10 makes 10 crooked cops per 100. 100 crooked cops per 1,000.

                                Plus, you're only implying about the cops that were "caught!"

                                Then that also makes 10 per 100 and 100 per 1,000 doctors, teachers, church goers and leaders, etc.. just about any person in any profession in the US or world that have or haven't been "caught". many people in many professions commit crimes, and for everyone else who commented.. i completely agree this guy is a piece of scum and he deserves to sit in prison for the rest of his life, but everything has been attacking him from his professional stand point. I know what he does for a living is definitely something you don't want to see someone doing when they are in that profession but NO ONE should be doing it. you can't attack the article about the profession of the person who committed the crime, its about him as a single person and what he did wrong. And he deserves to spend every second of the highest sentence you can for this.

                                pg.....what you fail to recognize is that the position of a police officer is that of a public servant. They are held to a higher standard. They are to set an example on and off duty. They know this when they choose to do the job. They agree to this under oath and they accept it as a part of their job description.

                                I can understand your disdain for the reaction to law enforcement now of days. A lot of people hold this walk of life in low regard. But hardly a day goes by that you don't read about the mid-deeds of our trusted public servants. Most using their position to satisfy their personal agenda vs. that of the common good. It's not the publics fault they have a black eye, it's the bad ones amoung their ranks that give them the black eye. Peace.

                                pgc.22 Its obvious you are a cop or married to one. You are way off on your numbers.The real number of crooked cops is more like 7 or 8 out of 10 are on the take or over zelous in their duties. they get the attitude that ( I have a badge and the power so I'm the boss) I should point out I think the numbers are lower for state police. They have more oversite and education than small town cops. No one is perfect but if you are to uphold the law than you should be a model person. No second chances for dirty cops.

                                CD.. you do make a valid point. its not the greatest odds but most things aren't, for the most part our world sucks in many aspects and this would be one of them.

All I'm saying is it takes just one to give anyone a bad name and then that's all anyone thinks, talks or believes. But that's in anything and everything. I just believe in looking at things from who did what and them as a person, not the job they hold or how high of a standard people believe they should be held at for whoever they are.

Granted I despise those that would abuse their power and disregard the sanctity of the public trust. Those aren't heroes: they're theives. They aren't romantics: they're charlatans. They aren't honourable: because they're mercenaries. They shouldn't have ever worn the badge.

                                  The real crime is the "Thin Blue Line". Protect each other and Serve their own interest, and if they happen to catch a bad guy then they get to gloat. Most cops are ego maniacs. Its rare to find a nice decent cop.

                                  I guess if I was a cop and all day long, everywhere I went, "everyone" would be ignoring me in natural fear which would make me feel uncomfortable.

                                  Not to mention, arresting people for this that and the other thing. Drunks screaming and spitting on me while resisting etc... Having to split up couples who are fighting, possibly getting shot at here and there all would make me a very bitter person.

                                  Also having to see murder scenes, dead body's that are rotten stinky gross looking and disgusting.

                                  I'd be fed up with the general public and of course, have a chip on my shoulder.

                                  All that, then go home to my wonderful wife and two kids to sit down and have dinner together. Every time I'd shut my eyes, I'd see all of the above then try to be a father. MAN! I could never be a cop.

                                  Even though there are crooked ones (in many professions) You've got to hand it to them for basically ruining (sacrificing) there lives by wanting to be in this profession.

                                  @Creekdog. BS....they signed up for it knowing what the job involved. If they can't take it then quit. There is no excuse for acting like a jerk, which is what MOST cops do. Trying to make excuses for them only makes you look dumb. They aren't sacrificing anything, they signed up to get paid to do a job. There are plenty of other people that could do the job, but it takes an especially large ego to want to hassle people all day long as a profession. No sympathy from me for the 9 out of 10 simpletons that found their way into a job with a badge.

                                  I understand that but like any job, "NOBODY" can say how a job "feels" before getting it.

                                  We "all" want the big bucks, big dream but it always seems to be another story when you learn how it feels after the fact that you get any job.

                                  "Then," all your training and or college (yrs) to do what you thought you wanted to do makes you feel that you have no choice but to stick it out and you cannot afford or have the time to try something different.

                                  Right wingers hate cops? I thought right wingers want a fascist, police state? I thought it was liberal hippie types that hated 'pigs.' The times are a-changin indeed.

                                  I have friends that are cops and family that are cops. I don't know of any that are bad cop. Not to say that there aren't. I'm sure that like most professions, and other on this vine have commented, there is a percentage that don't perform up to par. Can't judge them all by the actions of one.
