West Virginia man accused of enslaving wife in chains for 10 years

Police say a West Virginia man kept his badly abused wife in chains.

A West Virginia man was arrested Thursday for allegedly making his wife his slave, abusing her and holding her hostage for almost a decade.  

Authorities in Jackson County, W.Va., charged Peter Lizon of Leroy, W.Va., with malicious wounding after a woman staying at a domestic-violence shelter filed a criminal complaint, alleging a woman she met was brutally beaten by her husband.

In an interview with investigators, the woman said she met Lizon’s wife, Stephanie, 43, while staying at the Family Crisis Intervention Center in Parkersburg, W.Va., and described her as “gaunt and filthy.”

According to the criminal complaint, Stephanie told the woman that she recently escaped from her husband, who had kept her chained up with metal padlocks for about 10 years, which tore into the skin on her hands and ankles, leaving noticeable scar tissue. Her feet were also “mutilated and swollen” after her husband allegedly smashed her foot with a scoop attachment from a farm tractor.


West Virginia Regional Jail

A West Virginia man, Peter Lizon, was arrested and charged with malicious wounding for allegedly enslaving his wife for 10 years.

“This is a case that is tenfold of what our average domestic is and maybe more than that,” Jackson County Sheriff’s Chief Deputy Tony Boggs told NBC affiliate WSAZ. “It comes down to what appears to be slavery and torture.”

Lizon reportedly called his wife his "slave," and whenever he entered the room, he made her kneel down before him.

The woman also alleged that Stephanie said her husband caused her to have a miscarriage after her husband hit her in the stomach. She said she buried the corpse of a fully developed infant on their farm. She also said she gave birth to another baby while bound by chains, but neither she nor her now-one-year-old child had received any medical attention.  

During the investigation, police obtained 45 photos of Stephanie from the shelter, showing injuries ranging from severe burns to her breasts and back to broken fingers and bruises all over her body.

“It’s amazing what one human being can do to another,” Boggs said, “and that should not ever happen or be allowed to happen. And hopefully this will stop and curtail that, at least in this instance.”

Lizon’s attorney, Shawn Bayliss, told WSAZ the allegations against Lizon are false, saying the woman who told police everything has a “feeble mind.”

Lizon is being held in the South Central Regional Jail in lieu of $300,000 bail.  

Chief Boggs told msnbc.com malicious wounding is likely to net Lizon between two to 10 years in prison. 

According to the criminal complaint, Stephanie escaped from Lizon on June 18 while he was returning farm equipment to a rental store in Parkersburg. He left her and their child in the family's vehicle. While Lizon was inside, she walked away, leaving her child in the car, and hid in a Zumba dance facility. People there gave her money for a taxi ride to the shelter where checked in under the name "Serena Sokol." Staff at the shelter later determined her true identity. She was treated for her injuries in an emergency room on June 20. 

Chief Boggs told msnbc.com he would not discuss the current whereabouts of Lizon’s one-year-old child, but said child protective services have been made aware of the situation.

A spokesperson for the West Virginia Department of Health and Human Services told msnbc.com that state law forbids child protective services from disclosing the details of specific cases.

Exactly what I was wondering. I assume the baby is in protective custody. His 10 years in prison will be better than he afforded his wife. He should be hung by his scrotum until death.

She had to get away. She took the chance and after 10 years of slavery who knows what anyone would do? She got away and he is caught, and now the child has a chance. I think expecting this poor woman to think totally rationally at that point in her life is asking a bit too much. She is the victim here along with her children, and now the mother and child at least have a chance. It took real bravery for her to chance a run like that, and if she took the child he might have been royally pissed and doubled his efforts to come after her. I wasn't there so I can't judge her, but I applaud her for taking a chance to get away and therefore getting a chance to get him off the streets.

But only charging him with malicious wounding? How about kidnapping, torture, killing the baby, and various other offenses to make sure he never sees freedom again?

After being tortured and enslaved for 10 years.. its clear this woman has endured severe mental and emotional abuse. Let's not judge her for leaving her child behind and hope that it is now in safe care.

As for the husband.. if convicted of this crime...The death penatly wouldn't be severe enough.

meanwhile, someone who broke into a house and stole a tv is facing 10 to life, for armed robbery of course.

I doubt he is paying for a lawyer, I assume he is assigned a public defender. people are two quick to jump on defense lawyers. its their job, and having a "just" judicial system is part of what makes this country. Defense laywers need to exsist even if they believe their client is guilty.

I assume there will be more charges on the way, hopefully starting with the death of her full term fetus.

I hope this woman is able to find peace about what happened, and to move on to better years in her life which she deserves.

I highly doubt he will be charged with only 1 crime. The prosecutors will likely add more charges if they have the evidence. 10 years in prison will be a minimum for him.

The worst part is this man will eventually be free to track his wife down and kill her or take her captive again. While I would agree with innocent until proved guilty, but having scars from wearing chains for 10 years is next to impossible to logically explain away...his argument that his wife "was feeble-minded" didn't cut it. I hope the poor woman is taken care of and given self-defense and shooting lessons! I'm sure we can find someone to donate a gun and ammo for her!

Why defend Defense Lawyers, the bigpicture? I bet 98% of defense lawyers are defending someone guilty, yet they tell their clients and witnesses to lie or curtail the story in their favor. Defense lawyers do NOTHING good for this country except perhaps keeping the prison population at lower levels than what it should be, therefore not bleeding more tax payer $$ into the penal system. Public defenders are no good either and they just do it for a paycheck cuz a private law firm won't hire them.             a real mother would get her child no matter what. i have been through this same situation but got away much sooner than 10 years. I put my child in safety first and then survived a long torture for doing so until I could get away. He kept me locked up until the bruises healed, so when I told everything to police they somewhat believed my kidnapper when he said I was just a crazy woman mad becuase he didn't take out the trash. All the cops chuckled like they knew what he was talking about. But they eventually took him into custody...."just in case I was telling the truth"

              Torimaker, I have been through enough myself - led to having reconstructive surgeries and so forth. I work on a board that serves those in or surviving domestic violence and it never fails to amaze me how many assume what they would do. Sometimes escape is all one can do- if in a car seat, there would be little time and it was her one chance. Returning an item only gives a small fraction of time; her muscles were likely weak from the incarceration and she was unable to carry the child or work quickly with the injuries and situation described. Escape now allows her to rescue later.

              For other commentators, yes, people should be aware of lifestyles if they choose to use those to justify an action- when they no nothing they should refrain from erroneous claims.

                Kjosee, abusive spouses/partners cut off the target of their abuse from all family and friends in a way that is insidious. It makes it appear that the person who is being abused is CHOOSING to cut all ties with family and friends. The abused person is brainwashed into believing that they DESERVE to be mistreated and don't deserve to have a support system to help them emotionally fight off the abuser. NOTE that I am not singling out one gender as the abuser as both men and women abuse partners.

                Kjosee, I am in a better situation now. My current husband is not perfect, but he is supportive and loving. I am still healing emotionally and mentally from the damage that a combined 11 years of spousal abuse did to me. But I am healing, which is the important thing. My current husband and I have been married for 6 1/2 years and have a 5 year old son (along with a growing menagerie of pets). Thank you very much for your well wishes. :-)

The larger point is that "an eye for an eye ..." calls for fair compensation, not for retaliatory mutilation.

                                My guess is that more charges will be brought up against this sh!tbag once they collect more evidence. Digging up the first baby's remains and having photos of her injuries (old and recent) will surely help the DA's case.

                                I don't criticize this poor woman - I am truly curious...She thought to use a false name to sign in at the shelter, so she is smart enough to think to grab the baby when she ran away from the vehicle...? Is she emotionally detached from the baby? Maybe she was just so terrified and saw that small window of opportunity to freedom and didn't think clearly in that moment?

                                I hope that freak didn't hurt or kill the baby after she escaped.

                                    I highly suspect more charges will be added as the case develops. These charges were immediately provable and the authorities could use them for an immediate arrest.

                                    This happens quite frequently, someone will be arrested on a lesser charge, so the authorities can get quick and unrestricted access to homes, cars, etc. It also keeps the suspect from fleeing.

                                    Don't quite count WV out yet ... let's wait and see what happens as things progress.

                                    I am with Beth on this one, other charges need more evidence than this poor woman's words, because any lawyer can twist and manipulate a victims words. Watch court tv and some of the big prosecutions. I hear the lawyer for the defense say, didn't you mean those words this way (basically applying a different context to the wording).

                                    No I am not defending the piece of @!$%# "husband", I would love to see this guy hang over and over for what he did, but I think the more serious charges are to come after they gather evidence and can make the link between it all to make a solid case for the prosecution. If they don't I will be just as outraged as the rest of the bloggers.

                                    If the evidence pans out, he will be going to jail for no less than murder, kidnapping, torture, and a host of other charges that match the Hell he put this woman through.

                                    The jury isn't in on this case yet. I wouldn't be so sure that ten to twenty years is all he will get. Let me remind you people, there are child molestors in this state who have been averaging 300 to 600 years in prison in this state. Why not give it some time before you pass judgement on our state and its laws.

                                              Actually, in reading the original article. The attorney was saying that the "feeble minded" person was the woman who originally contacted the police about this. He also says that the wife...the victim... is "standing by her man". I pray to God that isn't true and I pray to God that she gets the help she needs. We all know that when a person is abused for years they get to a point, where they don't know what's best for them because their abuser takes complete control of their lives. I hope that they have separated her and the baby from this horrible monster so that she can heal and get some much needed self respect.

                                              The level of ignorance and stupidity in some of these comments is unbelievable. WV is the reason the Confederacy lost? WV was not a member of the Confederacy. WV is a Yankee State and we should stay on our side of the Mason-Dixon? WV is south of the Mason Dixon line. Just like many other states, we had Soldiers fighting on each side of the war. John Brown's raid was WV (I'm assuming you know who John Brown was), Confederate General Stonewall Jackson was a West Virginian and Robert E. Lee's hand picked his horse from WV. I am having trouble understanding what the Civil War has to do with this horrible crime. Can anyone enlighten me on that? Now for the anti-Christian crowd, before you base your argument on religion you really should know what you are talking about, the eye for an eye was I the old testament before the arrival of Jesus Christ. Jesus, in case you didn't know not only saved us, but taught a better way to live, hence the turn the other cheek. Perhaps the ignorant among us should educate themselves before commenting on things they know nothing about.
