NYPD cop, wife charged in murder-for-hire plot

A New York City police officer at the center of a ticket-fixing scandal has been charged, along with his wife, with plotting to murder a key witness. WNBC's Andrew Siff reports.

A Bronx police officer at the center of the NYPD ticket-fixing scandal has been charged, along with his wife, with conspiring to hire a hit man to murder a key witness against him.

Prosecutors say veteran police officer Jose Ramos and his wife, Wanda Abreu, intended for the witness to be killed during a planned trip to Texas so they'd have an alibi.

"He sold his badge," said Bronx Assistant District Attorney Omer Wiczyk. "He has sold his soul."

Ramos' and Abreu's charges include three counts of second-degree conspiracy, punishable with 25 years imprisonment.

"We are blindsided by this," said defense attorney Dawn Florio. "My client is not guilty."

The DA alleges the couple spoke in person and on the phone in code, using five different aliases for their intended victim. Some of the conversations were recorded at Rikers Island, where Ramos is awaiting trial, court papers say.

"They were willing to pay a fee, but it was crucial to them they not be involved in the murder," Wiczyk said.

The Bronx DA's office said the couple agreed on a price and withdrew the funds from Ramos' NYPD pension. But before handing over the money, prosecutors said, Abreu suspected she was being recorded, and called it off.

Acccording to prosecutors, Ramos told his wife to deliver the money:

"Go ahead, do it. But do it right away."

Ramos is being held without bail. The judge set a $500,000 bail for Abreu, or $100,000 cash.

Ramos pleaded not guilty last year to a range of corruption charges, including accusations that he attempted to transport heroin from the Bronx to Brooklyn, steal money from drug dealers, and commit a robbery while on duty. He was among 16 police officers arrested then in connection with a ticket-fixing probe.

The pair is due back in court Aug. 3.

    For the current or would-be criminal that happens across this. A little information.....ALL PHONE CONVERSATIONS IN ANY JAIL OR PRISON IS RECORDED. There are certain "flags" that prompt for a call to be reviewed (I have a brother that does this). The technology behind this is pretty impressive. Key words, length of phone call and phone call destination can be contributing factors to a call being "flagged" for review.

    Lol....one dumbass in jail was cussing his wife because she wouldn't smuggle him in some pot. He didn't even try to hide his intensions. He then told her he would beat her ass if she didn't. He was promptly hit with more charges.

      Ticket fixing has been going on in NY for as long as I have been alive, so I have never understood why they would come down on this now.. But that is another matter..

      So this idiot was about to get suspended and lose rank for his ticket fixing, but instead turned it into murder for hire. What an idiot!!

      Bribes, graft, theft, trafficking drugs and exploiting hookers are standard operations in all major city police or even precints. NYC is not alone. Same kind of police extra curricular activities are found in Detroit, Chicago, Los Angeles, Phili, DC, etc. Internal Investigation Division keeps the dirty laundry indoors.

      Setting aside the fancy PR propaganda from police labor unions, cops are recruited from the lower ranks of society. Essentially, they are neither the genius of society nor possess a higher moral standard than the average middleclass Joe or Jane.

        I do believe that says you need an associate's degree. I doubted what you said from the moment I read it, but I wasn't sure, so I decided to find out for myself. Do you know how long it took?         Police and State Troopers in New Jersey need at least an associates degree. And I think that is only if you have military service. If not a bachelors? I don't remember, and I am tired to look it up. But yes, college is required.

        On another note...all you morons that say this is indicative of cops everywhere...NYPD has approximately 35,000 uniformed members, and 16 were charged in this ticket fixing scandal. Out of 35,000. That is a very small percentage. Every part of our society, no matter how you group it, can stand as a microcosm of the country as a whole. There are always going to be bad people in every walk of life, no matter what. When those people are in areas we don't expect them to be, it seems much worse than it actually is. Most likely, bad people would be bad people no matter what profession they were in. Most people that turn out to be bad are not cops, or teachers, or coaches, or ministers. The percentage of "normal people" that turn out to be scumbags is much higher than that of any other group in a position of authority.

          As for being a cop requires AA degree:

          Having an AA degree is basically two more years of high school education beyond 12th grade at your local community college. Basically, it is a remedial education for the products of the inferior public school system. Those who do not quality to top and out-of-state and local Universities are automatically admitted to community colleges.

          And even a four year college education majoring in Liberal Arts at your local college is a piece-of-cake. Local state colleges crank them out like donut shops pop-out donuts. Most are barely functional literate and with little analytical skills. For the Established Men of Power, it is better to have ignorant cops who obey orders and ask fewer questions than smart ones who may rebel against unlawful orders or policy.

          But why believe me? At the next opportunity with a cop-on-beat, strike up an intelligent conversation about the criminal justice system or the US Constitution with him and see for yourself. But be careful. Don't show yourself to be smarter than him because cops believe having earned a badge make them better than the average Joe or Jane.

            and these are the same NYPD cops that you want us to believe when they say they found DNA from a 2004 murder on a chain used by OWS! As I posted yesterday, there is a better chance that either it is a total setup or the DNA belonged to the cops themselves, they are nothing but thugs with badges.

            Body, the legal system so no more than a brotherhood that only a select few can belong. The law is the most corrupt form of government and the courts are no more than a lucrative business. If you have the money for the attorneys that befriend the judges and prosecutors you can get out of anything. Lady Justice is blind folded so she cannot see the corruption going on.

              I wonder if all those low cost cops hired a few years back are now coming back to bite them in the ass. Those days when NYPD didn't care about their applicants background has caused issues more than once.

              If true, this guy should face everything they can throw at him. I have zero sympathy for him if guilty.

              Uh, no we don't salute them. Click that link in the beginning of the article entitled "NYPD ticket-fixing scandal" and you'll read about how so-called "honest" cops feel about ticket-fixing:

              On Friday, hundreds of members of the Patrolmen's Benevolent Association came to support the officers, some in suits, others in dressed in jeans and sweatshirts, clogging the street near the Bronx courthouse, filling the hallways near the arraignment room and applauding in court after the officers left.

              Patrick Lynch, president of the union, which has nearly 23,000 members, said ticket fixing was sanctioned at the highest levels of the department, and he vowed that when the dust settled, they'd prove it.

              "Taking care of your family, taking care of your friends is not a crime," he said. "To take a courtesy and turn it into a crime is wrong."

              Yes, that's the president of a union representing 23,000 "honest" cops basically saying that cops, their families, and their friends are above the law. Until "honest" cops get rid of their ridiculous sense of entitlement, I will not salute them.

              jlaii25, but everything he said was true. I was born in the Bronx and grew up in Jersey right across the river. The fact that cops fixed tickets for friends was common place in New York AND New Jersey. I'm not arguing whether that is right or wrong, but that he spoke the truth. And since this has been going on for so long, I would imagine those in charge knew about it.

              Again, the couple in this story are a couple of idiots, because all together they have a case showing this corruption goes way up. He needed to wait this out.

              But the community doesn't see it as wrong either. It was common place to ask the friend cop to fix a ticket. All I'm saying is that these cops that just happened to be charged are no more criminals that almost all others for at least as many years I have been alive. And since it was either sanctioned or encouraged, was it still criminal by the average cop?

              Gosh, I must be stupid. I thought that ocassionally fixing a ticket for someone was more of good public relations with the average person. I have never been that fortunate, but I know a couple of people that have had that opportunity. As long as it is just a parking ticket or something similar, I could see that as a boon to the police department. In my opinion. I have a lot of faith, respect and pride in the police department and sheriffs department where I live.

              That's the way I see it as well Numb3rTech. I don't exactly see this as crime of the century (the ticket fixing I mean), and wonder why they decided now to bring the hammer down on these select few.

              I would think that a memo telling them that ticket fixing is no longer allowed would have done enough.

              "A" bad apple as in one or a few? Get real, if there were only a few bad apples we wouldn't be reading these stories of corruption and police brutality every other day. Sorry to say I have very little respect for or trust in the police of this country anymore.               This happens regularly almost everywhere there are that many 'public servants' who let their power go to their heads. If you start an illegal scam like fixing traffic tickets for cash, you will get caught and be convicted. This guy just couldn't see past the end of his bank account, apparently, and was stupid enough to think he could get away with killing a witness.

              Put the race card away..simply put..one dirty cop and a very dumb wife..it's always the public servants that do the most cheating..stealing..and whatever else they can get away with..we have public servants here in Canada that got caught using taxpayers dollars to purchase Christmas gifts for their family members..ie: electronics..furniture and far too many other things for me to name...they get a slap on the wrist..do a small amount of jail time and that's it..and btw they will still receive their tax free pensions..as I said it's always the public servants...

              The answer to most of these cases is better screening before hiring. Criminal minded people always try to gain employment were they can do their dirty deeds. Anyone being hired for any job with any kind of power over others need to be psycologically screened for deviancy before hiring. In fact, they need to be screened before they can take a class in school to make them able to apply for such a job.

                I love murder for hire stories when they get caught. The best was the wife who was taped talking to the undercover cop arranging for her husband to get offed. They had her in the interogation room when the husband walks in and she nearly craps her pants.
