Accused California child molester nabbed in Guatemala after 18 years on the run

Jeffrey Reed Parish, center, "appeared to know why he was being arrested" after 18 years on the run, according to the FBI.

LOS ANGELES - A California man who spent 18 years on the run from charges that he molested a four-year-old girl has been arrested in Guatemala and returned to the United States for prosecution, authorities said Tuesday. 

Jeffrey Reed Parish, 65, was taken into custody by Guatemalan police without incident on Thursday at his home in Panajachel, about 90 miles from Guatemala City, said FBI spokeswoman Laura Eimiller. 


Eimiller said the fugitive, who was living under the assumed name "Blake," did not resist and "appeared to know why he was being arrested." 

 

He was deported back to the United States on Saturday, accompanied by an FBI agent and a Santa Barbara County Sheriff's sergeant, she said. 

Parish had been scheduled for trial in Santa Barbara Municipal Court in March 1994 when he vanished. Officials believe that Parish may have molested other victims before his initial arrest, according to NBC station KSBY.

U.S. detectives looked at Parish's file in 2011 as part of a routine effort to solve cold cases, according to the LA Times. They sent out an "age-enhanced" picture based on a mug shot taken in 1994, the newspaper reported. 

Investigators were assisted by the FBI's legal attache in San Salvador and the Transnational Anti-Gang unit of the Guatemalan National Police.

FBI Special Agent Ingerd Sotelo, who with a Santa Barbara County Sheriff's detective was credited with finding Parish, said the wanted man told her he had initially fled to Mexico but spent most of the past 18 years in Panajachel. 

'He was just Blake'
Sotelo told Reuters that Parish traveled there after hearing that the small, picturesque town on the shores of Lake Atitlan was home to a large contingent of Westerners and had eked out a living by doing gardening work. 

"Nobody there knew whether it was first name or last," Det. Ted Toedte of the Santa Barbara County Sheriff's Department told the LA Times. "He was just Blake."

Others may be charged on suspicion of helping Parish to remain at large, Toedte added.

Parish, who was accused of molesting a four-year-old girl in the beachside community of Carpenteria, near Santa Barbara, was expected to be prosecuted on the original charges of lewd acts on a child and oral copulation. 

It was not immediately clear if Parish had retained a lawyer in California.

TalkdeTalk, I doubt that will ever happen. Given the way almost everyone says things like "he should be hanged" or "he should be castrated" when hearing about child molesters I just don't see it ever gaining any kind of acceptance. Also, if you're trying to liken it to accepting gay people then consider that the gays do what they do with each other and don't force themselves on children. It's a little easier to "live and let live" when no ones getting hurt.

I understand completely what you're saying, and again i was using it only as an example.
I am not even considering consent. Because a seemingly deviant behaviour is a deviant behaviour nonetheless.
However, let's take a look at how the age of consent has been historically moved and adjusted based on societal acceptances at the time.
In the 1880s, in most places it was between the ages of 10-12, and in some places as low as age 7.
Then by 1920 in most places it was raised to between 16-18.
Even today it is still not uniform across the states.

In your state it may be 18, but what happens when your 16 year-old daughter crosses into a state where the age of consent is 16 and has a consenting sexual experience with a man?
How would you feel? In that case your acceptances wouldn't line up with those from a different state.

In Canada they recently changed the AOC from 14 to 16.

My point is things change all the time based on who screams the loudest and has the most/most powerful backers.
So we shouldn't be surprised by what happens.

          To Mr Talk. I understand where you getting at with your idea about aceptability but there is one thing that you fail to realize in terms of pedophiles. This will be one thing that will never be acepted in society for legal reasons. Homosexual unions are acepted because they fall under the facts that both parties are of age to consent. As long as both partners are able to verbaly, or in writing consent to the sexual act and are of legal age of consent; then it does not matter if they are both male or both female or otherwise. This is not the case with children. Children cannot nor will ever be considered to give consent because they always look at adults as having authority over them. As a minor the question always arises as to whether or not the minor actually consented because they wanted to, or because they felt they had to because the other party was an authority figure. Kind of like how when the government tells us to follow a law. Do we follow because we think it is right or do we only follow because they have the authority to enforce it? You can never be sure so to play it safe we simply have a law that says Minors cannot consent to sex. Some states vary in terms of legal consent. Most all States have a median age such as 16. Under that no matter what you cannot consent to sex; period end of story. Over that you may be able to if the older person's age does not exceed 4 to 5 years and so forth. Other states have consent set at 18 with no leway. It just depends upon where you live. This is why children, animals, corpses and the like will never become legalized even if society changes. As a child, animal, or corpse; you cannot give legal consent. This is fact and this fact will not change. The law will not change it's stance on it. That's the bottom line. Live Adults however; can consent as they will. The laws are not writen form moral perspective they are writen from logical conclusions. Moral perspectives cause the laws to be writen but they are not writen in terms of morality.

          Again, the only thing defining those words are LAW. And the laws pertaining to them have moved, are moving, and with enough pressure from the folks with an agenda... will continue to move.
          Once you can accept that, you will understand exactly, the message i am trying to convey.
          A pedophile is only a pedophile as long as the LAW defines a particular age as being out of bounds.
          And the ages we are seeing now as AOC, were only defined recently.
          Just like a lot of other laws determining deviant behaviour.

              He failed to appear for his trial. A bench warrant was issued for his arrest. He thereby legally became a fugitive from justice which, by definition, means he was on the run.

              It´s plain and simple! He is caught and the victim is grown so the question remains is he guilty. He had the chance to resolve this in court 18 years ago but apparently was guilty or he wouldn´t have ran. Now his victim is grown up and is more able to testify as an adult regarding what happened to her as a child and if it´s true she will have no problem remembering what happened since children don´t easily forget things like that. Since he fled the country then the feds have to attach their charges felony flight to avoid prosecution so he gets to go to two big houses before getting released. More than likely there will be victims in the countries he visited but more than likely a more grave image of him may never be exposed. Sicko´s like him never stop. They just hide their next victims for good. Maybe he thought he was being arrested for those victims and everyone presumes that he knew that he was being arrested for the victim here. Also about the gays not pushing themselves on children is a incorrect statement because a large number of homosexuals are victims of sexual abuse as children. Should this guy be hung? Not according to the Supreme Court-death penalty cannot be imposed for cases without a homicide. Read the Talmud and you will see why Jews rape children. Look at Islam where they marry children. Look at Matthew 18 and see where Jesus supports the death penalty for exploiters of children and he is recognized in Islam as a prophet. You don´t get any lower than this type of scum and the world shall perish due to our failure to get rid of them. Instead they are protected above any offender of the law. Don´t believe me beat one up.

                You may have a point here--- about the behavior being in the DNA. I believe that if a certain type of behavior is carried through enough generations, the DNA is altered to make this a trait which one is born with. It also helps with the behavior of these offender's actions if the environment when they were toddlers was one of sexual abuse. I am NOT defending them, mind you, but in order to understand this more, cause and correction is a good way to start eliminating this kind of behavior from our present-day society. Just eliminating them does not help with prevention. Sex offenders come in all races and genders. There is no discrimination there. California has some of the strictest laws regarding sex offending. In fact, the one who initiated the laws--- Governor (at the time) Arnold Schwarzenegger--- had over 100 complaints lodged against him for groping and unwanted advances with women. Over half of the offences he committed would have been a registerable crime to the average citizen. But, being who he was, he offered a public apology to all that he may have offended, and that was the end of that. It depends on who you are. It is hardly fair that if a youngster who is 19 years old has a partner who is 17, and the 17 year old's parents insist on prosecuting the 19 year old on a statutory rape charge--- which results in lifetime registration as a sex offender. This person gets catagorized the same as a baby-raper, and will never gain good employment for the rest of their life. The laws are simply too black-and-white. All the eggs are put into one basket. It would be interesting to see just how many people who have not been arrested and convicted for sex crimes actually have committed a crime which by today's laws would make them register as a sex offender. The numbers may be shocking in their size.

                          I wanted to do as much research as I could find on the subject of pedophile. There is not that much out there. Is the scientific community not interested in doing something about this epidemic?

                          This appears to be an epidemic, yet all the big money was poured into AIDS and other just as important and in my opinion MORE important research has never been done.

                          I believe this is a medical mental condition. I also believe it has always been as prevalent as it is today.

                          The only thing is with today's new methods of taking this condition serious, and news coverage, it is not more of this, but that we had never heard of the problem because it has never been faced head on until this past 10-15 years.

                          It was the family secret hiding in the closet because it was diagnosis and given a lot of other names just to hide the real problem.

                          Well it's the 21st. century and it's time to looking at this like the mental illness it really is. We have had no success dealing with it in all other ways. It's time to find a new avenue to go down.

                          It's time the government starts pouring money into this problem to protect our children. We already know how AIDS can be prevented. It's long past time to take care of this problem.

                          I agree, there isn't much research done on pedophilia. The focus has generally been on the victims, occasionally on recidivism. I suppose one of the problems is getting the funding, another would be getting subjects for the study.

                            this is the newest money pit that Americans are willing to dump money into, yes the Police receive and allegation then the machine starts, and once started it turns into a frenzy, there are experts hired that answer to the court, are they independent ? remember they answer to the Court, meaning if they do not give the answer the Court wants their report and services are never heard of again, the American family consist of Mom who gabs on a cellphone from morning until evening about sex, and sexual partners while the child plays with toys and listens to the sexual exploits of Mom, Dad if there is a Dad, fears that Mom will be experimenting with the postman, so Dad talks about his sexual exploits hoping to appear like a good caught, while the child grows up in this insecure environment, the child starts looking for security and validation, when they can not get it from the parents so this introduces strangers to the modern family and all remains well until the kid says I want attention. we are doomed.

                                          Well, the best we can hope for is justice. I use the word justice loosely because we all know that justice is seldom dealt in the most appropriate fashion. The accused will get his day or two or 365 in court, and if found guilty he will most certainly spend the rest of his life in prison using our tax dollars to eat, drink, watch TV, have access to exercise equipment and letters from those that support him and maybe even a woman who thinks he is cute.

                                          Our laws are too lenient, punishments are not fitting the crime. The Death penalty needs to be reinstated in every State and those that are found guilty of hurting another human need to be given this final punishment for the crimes they commit. A minimum of 30 days till execution up to 6 months and that's it. No more allowing the scum to sit on our dime.

                                                  I believe that applies to crimes that have not been charged. If he had a court date he was indicted for the crime and, therefore, the statute of limitations does not apply. Any California lawyers want to comment?

                                                  You are correct. That's what happened to Polanski. He was supposed to come to court to be charged, after many talks and delays. That's when he left the country. He was about to be indicted, but he left. That made him a fugitive from justice, and they could chase him for the rest of his life to bring him to justice.
