Young undocumented immigrants line up for chance to legally stay, work in US under new deferral program

President Obama's new program covers more than one million people brought to the country as illegal immigrants. Applicants around the country say they no longer have to live in the shadows. NBC's Mark Potter reports.

Foreign consulates, lawyers’ offices and advocacy organizations were abuzz with activity as the federal government on Wednesday began allowing certain young undocumented immigrants who came to America as children to apply for the right to legally stay and work in the country.

U.S. Citizenship and Immigration Services began accepting applications for consideration of “deferred action”— a two-year reprieve from any threat of deportation, with the possibility of renewal. The new Obama administration program, a radical and controversial change in immigration policy, was announced by Homeland Secretary Janet Napolitano in mid-June.


The government posted the application forms online on Tuesday. 

In Chicago, thousands of people lined up Wednesday morning at Navy Pier, a 3,300-foot-long pier on the shoreline of Lake Michigan, for one of many “DREAM Relief Day” activities scheduled across the nation.  The informational event was sponsored by the Illinois Coalition for Immigrant and Refugee Rights to help immigrants apply for the reprieve and get work permits.

"It's an opportunity that we've been waiting for basically for a really long time, and finally it's here," one potential applicant, Edalid Miranda, told NBC Chicago

A new program allows young illegal immigrants the chance to avoid deportation. WTVJ's Julia Bagg reports.

“The people who say undocumented immigrants don't really want to be part of this country will have to rethink that when they see hundreds of thousands or maybe a million young people come forward to sign up in the coming weeks and months,” Gutierrez, a strong backer of the new Obama policy, said in a news release.

A day earlier, an essay by Gutierrez titled “Ten Reasons Young People Should Come Forward For Deferred Action” was published in the Huffington Post.

In California, lines formed outside the Coalition for Humane Immigrant Rights of Los Angeles for a workshop to help people through the paperwork.

"It means a lot to me," Brenda Robles, of Torrance, told NBC Los Angeles. "Now I can be legal. Now I can do what everybody does -- work legally and have something that shows I can work. I won't have fear anymore.

"After I got out of high school, I saw all my friends looking for jobs. I had to get a baby-sitting job to pay for my school."

Young undocumented immigrants across the country have been busy assembling the records and documents they might need to satisfy the application requirements.

“People are very, very anxious to file, so we’ve been telling them to over-prepare,” Emid Gonzalez, manager of legal services at Casa de Maryland, told The Washington Post. The group scheduled an afternoon workshop Wednesday that promised to be well-attended. “The phone has been ringing off the hook,” Gonzalez told the newspaper.

In New York City, more than 1,000 young people and their families showed up Wednesday for a workshop and legal clinic at St. Mary's Church on the Lower East Side of Manhattan, the New York Immigration Coalition said. "Today we embark on a road to deferred action, work authorization, and the ability of eligible young people to pursue their dreams in the country they call home," Chung-Wha Hong, coalition executive director, was quoted as saying in a press release. "Let’s hope this is the first step to the kinds of reform our country, and our communities, so desperately need.”

At the Honduran Consulate in Washington on Tuesday, a line of people wrapped around the building before it was open for business, and the office was crowded for much of the day, The Associated Press reported. Honduran Consulate officials said the number of people applying for passports has more than doubled in the past week, and almost all of them have said they were getting passports to apply to stay in the U.S.

Mayra Rivera, 47, brought her children, ages 18 and 20, to the consulate from Philadelphia to help them apply for passports.

"They came here when they were children. So, for them, even though they are from Honduras ... this is their adoptive country and they love it a lot," Rivera said in Spanish, according to AP. "For them to succeed ... is like winning the Lotto."

Chris Bentley, a spokesman for Citizenship and Immigration Services in Washington, said Wednesday it’ll be about two weeks before the government has preliminary numbers on how many people filed for the deportation reprieve on the first day. The first approval could come within a month, he said.

Once an individual's application is received, the data is logged and the person gets a receipt number. The applicant must also go to an application support center to be fingerprinted and photographed. A background check is also done.

Applicants should find out within a few weeks whether they’ve been approved.

“USCIS has developed a rigorous review process for deferred action requests under guidelines issued by Secretary Napolitano,” said Citizenship and Immigration Services Director Alejandro Mayorkas. “Childhood arrivals who meet the guidelines and whose cases are deferred will now be able to live without fear of removal, and be able to more fully contribute their talents to our great nation.”

The Migration Policy Institute and the Pew Hispanic Center estimate that as many as 1.7 million undocumented immigrants could be eligible to apply under the program, formally called Deferred Action for Childhood Arrivals.

To be considered, applicants must meet these criteria: 

  1. Were under the age of 31 as of June 15, 2012;
  2. Came to the United States before reaching their 16th birthday;
  3. Have continuously resided in the United States since June 15, 2007, up to the present time;  
  4. Were physically present in the United States on June 15, 2012, and at the time of making their request for consideration of deferred action;
  5. Entered without inspection before June 15, 2012, or their lawful immigration status expired as of June 15, 2012;
  6. Are currently in school, have graduated or obtained a certificate of completion from high school, have obtained a general education development (GED) certificate, or are an honorably discharged veteran of the Coast Guard or Armed Forces of the United States; and
  7. Have not been convicted of a felony, significant misdemeanor, three or more other misdemeanors, and do not otherwise pose a threat to national security or public safety.

As a life-long Democrat, I am appalled that this or any other Administration would grant rewards and special treatment for immigration lawbreaking. What a slap in the face to those who have applied for LEGAL entry, waited the wait, paid the fees, went through a background check. This is positively disgusting! We have THE MOST GENEROUS IMMIGRATION LAWS IN THE WORLD--- permitting appx. 1 MILLION people to come here LEGALLY EVERY YEAR! NO ONE should receive rewards for breaking our laws!

It is shameful that anyone would seek to be rewarded via lawbreaking! Do the children of bankrobbers get to keep the parent's stolen loot??? What a ludicrous notion! I think NOT!

I will not be voting for Obama or any other politician who pledges rewards and special treatment for ILLEGAL FOREIGN NATIONALS. This, (like Reagan's 1986 Amnesty), will only ensure that exponentially millions more will break our laws in the hopes of one day receiving rewards for their LAWBREAKING!

Obama should lose in November 2012! A GOVERNMENT WHICH REFUSES TO ENFORCE ITS OWN LAWS IS INTOLERABLE!

I'm for more than just making it miserable for them! Round 'em up and ship them home. They are all criminals and should be treated as such.

I expect the federal government to do their jobs and enforce our borders and treat criminals as criminals. Unfortunately, the Socialist-in-Chief does not care about the law - he only cares about being a dictator and ruling over people.

I do not support rewarding people who came here illegally-but the people who are benefiting from this program were brought here as kids. They had no choice in the matter. We have paid to educate them all this time-we may as well allow them to use that education to better the community and get jobs that they will pay taxes on.

I don't see how the alternative is better-considering the alternative is to keep going as we have been, not let them get jobs and not have them pay taxes. Do we really think they will "self deport" to a country where they haven't lived since they were a child?

The GOP needs to get a senate majority to go with a house majority and begin impeachment proceedings against Obama, and this illegal amnesty is but one of a long list of offenses he could be prosecuted for.

This new policy is absurd and Obama deserves to be impeached for signing this executive order. In addition to blatantly failing to uphold the laws of this nation he has clearly violated the separation of powers clause in the constitution. Law making is the realm of the legislative branch, not the executive branch. Obama could not get his DREAM Act passed because the people of this country did not want it so he unilaterally passed it be executive order. I hope that Obama loses in November and that all the information being collected on these illegals is used to round them up and deport them under the next administration. With so many Legal Americans out of work, how in the hell can Obama justify giving work permits to close to 2 million illegals. This is going to make the unemployment situation in this country far worse than it already is. Also, since all of these illegals entered the country illegally, how is anyone going to be able to verify that they are telling the truth about the circumstances and timing of them entering the country, are they just going to take their word for it!!! There was an article yesterday about a girl who was applying under this program. She came here on her own when she was 13, knowing full well that what she was doing was illegal. This was not some innocent kid brought here as a baby as the Democrats would like you to think those affected by this program are. Many of those who are going to be granted this two year exemption from deportation and work permits are in this same category, they came here on their own as minors knowing full well what they were doing and that it was illegal. These people should be sent back where they came from, not allowed to bypass the system and jump to the head of the line over all of those who have patiently waited their turn and done things the right way. Please write your representative and demand that they immediately start impeachment proceedings against Obama for the travesty.

To the person who said do it like our ancestors. Our ancestor stopped at Ellis Island to check for disease then went on to America. We didnt have to wait for a green card. Also I bet at least 95% of these kids didnt break any laws. They were brought here at a young age. Im not saying what you guys are saying is crazy or wrong. But stop acting as if we are talking about some cocaine dealer sneaking across the border to trade for guns. We are talking about kids who came here as young children or even infants. Anyone who has come to this country legally in the last 10 years should attempt to sue the Federal Government for damages for this garbage. Yeah, I know the lawsuit would go nowhere, but perhaps it would raise some eyebrows on both sides of the aisle in Washington, and let them know that people who respected the laws of this country enought to actually follow them to come here legally are disgusted by this "end-around" by BamBam and his barack-olytes.

This is a great day in the US! These kids see themselves as Americans first and foremost. Speak mostly English and contribute immensely to our economy. They buy up all the crap that American kids buy like Xbox, Justine Beaver posters, Iphones, make up, cloths at the Gap or where ever, and by doing so, pay taxes. Those complaining about these kids being in this country or the president taking a stand on a just cause need to look around and see that at some point, your own families went through what these kids are going through.

Where was your outrage when southern states increased their congressional representatives due to they being counted in the 2010 census? Right, there was no outrage as long as you keep those representatives.

These kids also represent the millions or so kids Americans did not have but are greatly needed in this country to take over the jobs the baby boomers will leave behind in the next ten yrs. I mean the median age of a white American is 41 yrs of age. You are only getting older and not having as many kids. In the future if an employer cant fill those positions with Americas, those jobs would be outsourced and American taxes would be evaded. This is great for America! 4 more yrs for this great president of ours!!!

This is absolute BS! I have a Son In Law who is a Mexican Immigrant who came here illegally back when he first entered this country. He was a non criminal type, came from a great family in Mexico. Then he gets married and decided he wanted to enter this Country legally. Well guess what. He spent over $5000 dollars in attorney fee's, Federal filing paperwork fees, monies needed to apply through the Mexican Consulate. Yet we have a President who with the swoop of a pen is undoing our very own Immigration policy for one reason and one reason only. VOTES! This is criminal and what we should do is send ICE To all these places where these illegals are applying and round them all up and send them home. They did not put anything into this system. Oh yeah you bleeding hearts will say they paid taxes and never filed returns. Well guess what? They are here illegally and they don't deserve any of the same benefits that a Taxpaying American citizen gets for being LEGAL!. They are taking our resources, our jobs and now our food stamps. I would like to know the amount of the application fee for applying to this program? If it is anything short of $1000.00 per applicant it will be just one more Obamanation assault to our financial stability. Also if these trafficked people become citizens will their parents be denied any access to the United States. Fellow ranters... How is it that an illegal alien can be brought into this country as a child, then enlist into military service and after he is honorably discharged be deported? How does that work? Do I take it that anybody from around the world can join the US Military? If anything is screwed up around here it is our congress for creating and letting stand our irrational immigration policies. Man, a lot of haters here.

I say the criteria for applying (at the bottom of the article) are fair. If they qualify, and show enough initiative to be productive citizens under those criteria, then why all the indignation? There are CITIZENS (born AND naturalized) who are a huge drag on our society who DO NOT meet these same criteria. No, I'm not saying that's an acceptable situation, but it's true nonetheless. Would the haters have them deported too? Wait, scratch that, I know the answer already.

On the other hand, these kids, through no real fault of their own, wound up being on the wrong side of the law. Yet, they want to remedy that fact by going through proper channels to acquire citizenship legally. Honestly, what's wrong with that?

It simply amazes me how people forget that this country was founded on immigration. My family came to this country in 1821 and I am sure they were considered "illegal".

    This policy is, for lack of a better term...wrong. It smacks in the face of everyone past and present that has gone through the system legally. Whether that "legal" process was going through Ellis Island or going through the current red tape needed to become a legal citizen. Both processes were and are the legal means. For those of you that believe that we are a nation of immigrants you would be 100% correct. No one is disputing that fact. No one I know of is denying anyones right to become a citizen of the United States. Just do it the right "legal" way.

    My father is the most hardcore liberal I have ever known and even he thinks this is wrong. It will become too much of a burden upon the taxpayers of this country. We already have indications of that by many things in Spanish as well as English. Who do you think pays for this...the taxpayers. This will continue to get out of hand.

    Since most of these young people need to have paperwork filled out they should have their parents come on down to the offices to help them fill it all out correctly. Then the Parents and the the youngsters should be loaded up in buses and hauled to the nearest deportation processing facility. Anything acquired while they were illegally in the US should be confiscated, and auctioned off to help offset the cost of sending them back where they illegally immigrated from. It would make a great sting operation. It might even provide enough distraction from the DOJs other botched operations to let Hobama win re-election.

    This is wrong on some levels but not so wrong on other levels. They pay $465 dollars to sign up. People who apply for citizenship have to wait years and pay thousands of dollars. What is there to prevent masses of people from entering illegally and 'claiming' all the requirements that they are required to supply? If I were wanting into this country, I'd go the illegal route, its cheaper.

    Now, if I were one of those kids filling out all that paperwork, I'd think twice. Never trust that Obama will fulfill his promises, he's proven that he won't. This is eerily reminiscent of the Jews who were required to gather en masse and fill out the paperwork, all the easier to be rounded up later. I work as a developer and construction manager and have for 15 years, I have seen the influx and the decrease in migrant workers first hand.

        The problem isn't these kids, we do need to fix some issues in our border protection and our immigration laws. However, this policy does allow for them to continue to stay here illegally and they have no incentive to become legal citizens of our great country. As long as this goes on and we have a president and house and senate who thinks they are helping the world, we are going to continue to have the issues we have been facing for the last 3-1/2 years.

          These people are illegal, and undocumented, so they have no paperwork, how can you prove any of this, the answer is: you can't! This whole thing is a rouse by the Federal government in order to let everyone who is here illegally have amnesty.

          In case you didn't know, when you're arrested/charged with a serious crime, you are usually processed. This involves fingerprinting and taking a photo usually. They should be able to match those up.

          As a life-long Democrat, I am appalled that this or any other Administration would grant rewards and special treatment for immigration lawbreaking. What a slap in the face to those who have applied for LEGAL entry, waited the wait, paid the fees, went through a background check. This is positively disgusting!           Laura, you cannot prove all of it because aliases can be used, some people even use deceased peoples' names as a way to get citizenship. "ALL" of the criteria cannot be proven. The only way to have proven documentation is by going through the process the legal way like my parents did. That is the correct and legal way. If these people circumvent the rule of law, then they do not respect it. That is something that I do not want in my country, and by the way, Mexico does not want people who circumvent their rule of law either. Look it up!

          The defferel program is for those brought to the United States at age 16 or under. Do you really think a 16 year old is going to have no instruction in his or her native language?

          And besides that, a teenager and even a preteen has a choice. Just because their parents brought them doesn't mean they didn't have a choice. All they had to do was say "No, I'm not going". They could have then contacted the Mexican authorities. And if their parents somehow forced them to come with them, even though they should have been able to get away, all they would have to do is walk into the nearest police station and say "My parents brought me here against my will. Here's where we live. Can you please send us back?"

          Arsenio, the answer is simple. The Obama administration has no intention of proving any of their criteria. The intention was sidestep the law through executive caveat, to create an emergency voting block that will only show loyalty to Liberal Democrats and who hold America in contempt. There is no doubt that these "criteria" will be suspended on a case by case basis and those individual cases will represent the majority of those applying. In other words this is a blanket amnesty not only for the children but also, and more importantly for their parents. Have you not noticed that liberals who are most supportive of this measure also refuse to break up families? So what happens when you have a criminal parent, back door amnesty and a president who refuses to break up a family? Blanket amnesty for all illegal aliens. This was the purpose from day one.

Waited for our turn to be interviwed and get papers to bring here to submit on entry. Today we don't know who is living next door to us and what dieseases the person has brought to contry; also, what is the criminal background that person has. There are miilions of oursiders waiting patiently to come to the land of opportunity by front door legally. They are deprived since labor department has to fulfil required quota which is already taken over by illegal iimigrants. Enough is enough and this illegal activity by the illegal immigrants; parents and their kids, also by our politicians has to stop.           Candlewycke: Umm, this is only deferred action. It does not give them citizenship, so they cannot vote and it is not creating a new voting block. Take a deep breath and think about it a bit.

          I'm not necessarily in favor of this action.  I would rather make it easier for people to emigrate legally from their homeland. This country was built on immigration, and now for some reason people want to stop it. Not the first time, though. People always used to complain bitterly about how the Germans and the Irish were destroying our country.  Seems we survived those, and I guess we'll survive these.

          But regardless of the reasons why, neither party has seen fit to fix the immigration laws and solve the problem. Obama has deported more illegal aliens than any of our previous Presidents of either party, and I guess this is one way around the mess until Congress gets its act together and passes a reform law.

          You can prove all of that stuff really easily. Medical records, dental records, school records, bank accounts, sworn testimony before a notary, military service records and even criminal records.

          I think Arsenio is confused, people sometime use aliases to work because you (theoretically) must have a valid SSN in order to work. But that's not true for going to school, so a person could easily use school records to prove continued residence in a state or country, unless they were using aliases since they were in kindergarten for literally no reason. Anyway, a lot of times, immigrant enter the country legally on tourism visas or temporary stay visas and then just overstay past their date to leave, so old visas, expired passports and Mexican birth certificates would all prove someone's age and, in the case of passports/visas, would prove when a person entered the country.

          My parents both are naturalized US citizens originally from a third-world country and they waited a long time and paid a lot of money and dealt with a lot of bureaucratic red tape in order to become legal citizens. From a certain point of view, these kids are getting off "easy" and not having to pay or wait as much as my folks did. My folks are of the opinion though that the tedium that they went through to get in legally is no cause to begrudge that these students can finally go to school and work without fear.

First and foremost, if any illegal immigrant managed to get in our Armed Forces and fought for this country, then YES they should be allowed to become citizens. However; as much as I agree that those that were children were brought here to this country by their parents had no choice, I do believe they should not be allowed to be citizens. Some are in their 20's & 30's now. They have known they were here illegally. Yes, I feel bad, but they had PLENTY of time to rectify that.               Since when is a 31 year old a child, I could understand 18, and under. If you are 31, and came here as a child you've had plenty of time to apply for citizenship. We should not be rewarding people who knowingly break the law. They talk about not wanting to break up families, well than they should have gone through the proper channels. There is know way that these people can prove that they haven't been sneaking back, and forth across the border.               If the mother has been here that long why can't she speak english, the parents don't even try they just let their kids translate for them. Imagine how much money would be saved if we didn't have to print everything in English, and Spanish.                 Reading the comments to this article I am reminded of the primary reason why this country is losing in almost every measure of greatness and quality of life except the strength of our military. This country is infested with fat dumb ignorant inconsiderate and totally self-centered self righteous bigots. I am appalled at the sheer selfishness and lack of compassion on the part of so many self-satisfied, overfed, mindless fat ass Americans who think that giving a break to unfortunate young people who were brought here involuntarily and have spent their entire lives in this country being exemplary citizens is bad policy. Why?

                Because these fat ass pea brain useless bellies with arms and legs think that because they were born here they should be privileged, and anybody not born here should be thrown out. It makes me ashamed of my country to see these ignorant self-centered people enjoying the benefits of living here, and bellowing like bloated cows about anybody they decide should not.                 I am Mexican American...more American than Mexican I find it so hard to believe that this administration in particular has made this process an excutive order for illegals to just come in as if thery are entitled, more so for political reasons.                 They come in as if they're entitled? If you're entitled to something, someone usually brings it to you.

                These people are taking the advantage of becoming a Legal residence, which you have taken for granted.

I am a first gen American not Mexican so lets get that out of the way! My mom and dad worked hard to come here pay the fees and do what was need to come to his great country and for what so that others can just hop the river with no water and get a green card for free that sucks and i don't care who thinks that it is wrong to speak out against his so called law its wrong period! That means if the % of unemployment is at 8.3 you are going to add to that 1 million illegals, what about us the (Americans) that are still looking for work where are the jobs that the president promised to us. Pass my stimulus plan and the % will be under 8% my ass we did and nothing now you want to add to the unemployed rate and on top of that they will get welfare and medical care. Who do you think is going to pay for that stupid, we are the working class rich, poor and the middle class! Wake up and see it for what it truly is. Its amnesty and I will not vote for Obama again I and done with the democrat party all together.

                I think close the boarders with our reverse men and woman and the start to make one ID card for all states, unite the IRS so that people using the same SS# across the states get flagged and deport non Americans. After that you want to have everybody that want to come into the US pay bigger fee with the notion that they will not be allowed to revise and social services for the first 7 years and after they complete the 7 years they will be allowed only 5 years of social help and not anymore. But if they do get social services they will forfeit their income tax to pay the tax payers back until they get off welfare.

                My mother in law came to this country from Denmark. Gave up her citizenship in Denmark and did things the right way. She questions all the time why she had to go through the long process, in a room taking a test and memorizing our constitution while these illegals come here and are handed citizenship for doing nothing.                 These illegal immigrants that are 18 and older know that they are in this country illegally and have chosen to remain here. If they wanted to live here then when they turned 18 they should have left and gone through the correct process to return.

                It is not right to allow illegal immigrants to stay in this country when legal immigrants have gone through the proper procedures to live here!                   Every Hispanic or someone of other nationality that entered the United States "legally" that I know of are intensely mad at Mr. President Obama and the others that approved this crap. They worked hard to get their citizenship, homes and establish themselves as true United States Citizens. I do not blame them one bit. The government did not give them everything or anything. These are proud people that did not want charity and proved it.

                  Now, President Obama is sucking up any vote he can get. I honestly do not understand the "compassionate" people in these posts. Bing, Bang, Boom; President Obama waved his magic pen and now, it gets easy and cheaper with more approved. Of course, if they hurry, they might even get to vote for Mr. President Obama.                   I live right at the poverty level with some college and have worked a long and hard life. To be honest, if these people were honest and hard working, they would be a success in their own country. I can not support any more. Neither can the hard workers that became citizens that I know a lot of.

                  Illegal is illegal. If we crossed the border to Mexico like that, we would be in prison. Send the illegals back to whatever country they are from along with any illegal relatives. That goes for Mr. President Obama's Aunt as well if she is still here illegally.

                  I have enough drug dealing neighbors in the area and I am about to turn them in along with everyone that has stopped at their house for the last month thanks to DVR and night-vision. We do not need that in my neighborhood.

                  Here's what this act accomplishes:

                  a) It puts millions of undocumented (illegal) immgrants *on record*. Earlier the government did not know who they were and where they were. Now, in exchange for *two years deferral* (NOT amnesty), they have them on record and can track them.

                  b) This is NOT AMNESTY. All it says is that if those who have not committed crimes, have educated themselves, and are motivated will be given two years of breathing space. In exchange we have them on record, and it gives the govt. the ability to go after the remaining who are not. If anything, this is a brilliant plan to get the illegals to *REPORT THEMSELVES!*.

                  c) Guess what, if there were no dream act, what would all these folks be doing? Trekking back to Mexico or wherever? Fat chance. They'd be doing other jobs -- illegally. They wouldn't leave. "So what", you say, "the government should round them up and deport them". Do you have the faintest clue how much it would cost to round up millions of unwilling-to-be-rounded-up illegals? WIth this one little stroke, now, instead of the government having to hunt them down, they *REPORT THEMSELVES*.

                  I came here legally--my parents paid over $10,000 to adopt me internationally as an infant. When Immigration lost my adoption paper 18 years after I was adopted and asked me for a copy, I couldn't give them one because I had never been told I was adopted before they both passed away in a car accident. As a result, I was declared 'illegal' and sent to a deportation camp, where I was told I would remain until I gave them a copy of the adoption papers. Because I was undocumented/stateless prior to my adoption--abandoned at an international orphanage as an infant with no birth certificate--there was nowhere to deport me, no 'home country' to send me back to.

There is, to my mind, no reason for ANYONE to go through what I went through in the deportation camp unless they are drug dealers, etc.

                  This isn't amnesty. This isn't automatic citizenship. This isn't about pandering to voters of an ethnic group. USCIS is hopelessly backlogged on applications at the moment--there are stories from legal immigrants about it taking as long as 20 years for their papers to be approved. This is a chance for USCIS to be able to get a handle on that backlog, to prioritize the cases in front of them and focus on the felons first; to get a count of the number of kids who are here illegally, weed out the drug-dealing and gangbanging ones, and track the ones who make good grades, contribute to the economy, and in case you didn't notice SOME OF THESE KIDS ARE OUR MILITARY, and I believe if they are willing to take up arms and serve our country (which many natural-born Americans don't want to do) they should be granted a deferment.

                  You're also missing something else. This is a two year deferment by executive order. If President Obama is not reelected this year, Mr. Romney has the power to rescind that executive order and everyone who applied for this will be on file--names, addresses, schools, etc and can be rounded up and sent to deportation camps. The Republican members of the Homeland Security oversight committe have authorized the expenditure of funds to develop portable DNA analyzers and are collecting DNA samples from people detained in the deportation camps. If your DNA comes up as a match for someone who is detained as an illegal, you may find yourself rounded up too, and it's important to note that Homeland Security/ICE has (wrongly) deported people who have US birth certificates, driver's licenses, even diplomatic passports.

                  Firstly, my sympathies to all US citizens and legal immigrants. You follow all of the rules, pay your dues, and work every day to get a job, have a job, support your families legally, and retain your legal status- all while politicians side step the laws to pander for cheap votes.

                  I say this a lot- clearly we need to reform immigration in the US. This is how it needs to be done:

                  1. You start with closing off the borders and stepping up border control operations

                  2. Establish a 6 month "registration" policy whereby all illegal immigrants are required to register and get temporary visas while they are vetted. If you fail to register then after the 6 months expires you are automatically deported and not allowed temporary visas. This also allows those here working to get appropriately taxed with tax ids.

                  3. Vet the registrated immigrants and deport the criminals, period. Don't want them.

                  4. Start a new immigration program where the current LEGAL immigrants get first representation towards legal status and citizenship programs. They did what was asked of them, so they deserve to go first in line. After them come the illegals.

                  5. Require education and english lessons of immigrants.(I understand that this is contraversial). It's perfectly fine for you to practice (legally) your cultural traditions, however as every other immigrant from the past learned you should assimilate into the country/society you are choosing to live in- abide by the laws, learn the language, work freely, etc. As we've seen, the government is spending way too much money, some of which goes to having to print documents in a plethora of languages, translating policy, etc. so by asking immigrants to participate in our society isn't asking too much.

                  6. Get rid of the anchor baby policy and rewrite immigration laws. The US has a great history of immigration- which we continue to cherish- but we can't just let everyone freely cross into the country and claim rights, that won't work. When my mother immigrated in the 60's she had to prove she was healthy and capable of adding value to the US population. I don't see any reason why we can't continue in this direction.

                  Shame on politicians for manipulating US laws to get cheap votes! Shame of President Obama and Chicago for creating moments where illegal immigrants get to side step the laws. Shame on the President for creating yet another divide in the US- Hey the illegals are getting the jobs that legal immigrants and US citizens need now. Not a good idea.

                  I for one am tired every time I go to the store like Walmart, things are written in both languages and it seems like Spanish is bolder letters than English. I bought an item yesterday that the first language I noticed was Spanish and I had to look carefully to find English. I am also gettin tired of finding products in boxes where Spanish is displayed and you have to turn the box around to read English. I got so mad one day at Walmart that I turned every box of the item I was buying around so only English was showing. I dothis quite often now.

                  I will start to do this: Every time I buy something that is in TWO languages, get the website address and email the company and ask WHY IS THIS PRODUCT IN TWO DIFFERENT LANGUAGES? Think of the people rescued from Katrina, do you think they stopped to grab their papers before being evacuated. if there's a guy in a boat and your home's flooding, paper is the last thing you think of--its your children and your life you think of first.

                    This is how it needs to be done:

                    1. You start with closing off the borders and stepping up border control operations

                    You cannot lose the borders--what about business travelers, global business conventions, companies that want to come here and open a factory, plant, or office? Cutting off international commerce isn't the answer--and closed borders means cessation of diplomatic strategies.

                    Border control operations have been stepped up. Everyone who has work contracts with the gvt are required to pass all their personnel through eVerify, and as I mentioned in post 5.10 above, they are even digging through boxes of old papers to find mistakes and deport people for immigration's own 60 year old errors.

                    2. Establish a 6 month "registration" policy whereby all illegal immigrants are required to register and get temporary visas while they are vetted. If you fail to register then after the 6 months expires you are automatically deported and not allowed temporary visas. This also allows those here working to get appropriately taxed with tax ids.

                    Six months is not enough. You know how long it actually takes? There are people who get approved for permanent residency but have been waiting for as long as 2 decades for their actual documents to be sent to them. There are many examples of people having been approved for residency and then are deported before their paperwork can get to them. This, for me, is one of the things that really needs fixing; if the government knows you're here and you've been approved, how can you deport them as an 'illegal'? It's been happening to many of our war veterans.

                    3. Vet the registrated immigrants and deport the criminals, period. Don't want them.

                    That's already a rule. One of the sticking points also is that someone would be considered a criminal in their country but not by the standards of ours. Like someone who advocates for democracy while living in China--that person is considered a criminal and so wouldn't pass the background check. But we have free speech and we don't consider a peaceful political dissident a criminal, so where do you make the distinction?

                    4. Start a new immigration program where the current LEGAL immigrants get first representation towards legal status and citizenship programs. They did what was asked of them, so they deserve to go first in line. After them come the illegals.

                    That's what this is for. It's giving non-criminal children a deferment--two years--in order to allow the government to get through the backlog and then to get to their applications.

                    5. Require education and english lessons of immigrants.(I understand that this is contraversial). It's perfectly fine for you to practice (legally) your cultural traditions, however as every other immigrant from the past learned you should assimilate into the country/society you are choosing to live in- abide by the laws, learn the language, work freely, etc. As we've seen, the government is spending way too much money, some of which goes to having to print documents in a plethora of languages, translating policy, etc. so by asking immigrants to participate in our society isn't asking too much.

                    That's already a rule. The citizenship test and Oath are in English. There are very very few exceptions to that rule. Translations of possible test questions are available in Spanish, French, Mandarin, Russian, German and other languages but you have to be able to write the answers on the actual test in English. And the oath is administered in English,no exceptions there period. although an interpreter can explain abstract concepts like performing duties under civil authority as directed and allowances can be made if you do not worship God. (I became a pagan during my time in the deportation camp.)

                    6. Get rid of the anchor baby policy and rewrite immigration laws. The US has a great history of immigration- which we continue to cherish- but we can't just let everyone freely cross into the country and claim rights, that won't work. When my mother immigrated in the 60's she had to prove she was healthy and capable of adding value to the US population. I don't see any reason why we can't continue in this direction.

                    That's already a rule. All legal immigrants have to prove that. the exception is international adoptions, sometimes the adopting parents will adopt a child with problems/disabilities, but the adopting parents have to demonstrate that they are financially well off so that the adopted child does not end up on welfare.

                      JoeNY, if you ever run for office, you have my vote- illegal immigrants are criminals- that is the definition.

                      Don't get me wrong, I completely feel for those whose paperwork was lost and were reclassified "illegal", but this is the same as someone who is wrongly convicted of any other crime - I feel for them too, but that doesn't mean I advocate releasing all prisoners and expunging all criminal records, which is, in essence, what is being done for these illegal immigrants.

                      But perhaps this is a little too "black and white"- there should be another status for "incomplete/lost/incorrect paperwork"- not exactly illegal, but not 100% on the up-and-up- THESE folks DO deserve time to get everything in order- THIS is what the 2 year deferment SHOULD be for.

                      But as another commentor mentioned, this will be great to start documenting the illegals so we know who they are.

                        Don't forget this is not "Law" its an Executive Order because only Congress can write "Naturalization "Law".

                        It can be changed by any administration at any time and Congress can write laws changing every aspect of it.

                        It can also be challenged in court as an illegal Act by Obama for circumventing Congress's authority to write 'Naturalization Law".

                            That's one of the reasons our schools are overcrowded, all the illegals bringing their brood here for a free education while our children suffer because the quality of education gets worse every year.                             I voted for Obama last election, I so wish he had followed through on his promises but he did NOT and it really pisses me off to no end so what do I do now that its election time again?

                              As for us legal citizens, not so much. A story yesterday featured a young woman who came here illegally to be with her family and is thrilled about the dream plan. She went to high school and graduated at the top of her class. (Kudos to her) She then went to college (cost paid for by as benefactor) and received a bachelors degree. She is working under the table at a publishing house and makes $350 a week for 45 hours work.

                              How does an illegal get to go to college here?

                              And how is it that she gets a job under the table and is making $7.78 per hour with no taxes taken out, when so many of our children are struggling? Minimum wage is $7.15 per hour and that's before they take taxes out.

                              Obama has lost my vote. I'm sorry I voted for him last time. Looks like the hope and change he promised wasn't for the citizens of this country! Now my children and I can compete against illegals for a job.

                                  I am rather confused by Notjustmyself... why the animosity?                                     Great timing to take the heat off the fact the Federal Government just warned the largest "too big to fail" banks to set up a contingency plan for a major banking crash.... Hmmmmm?

                                    The Supreme Court just decided on an appeal that financial corporations can now gamble or loan your bank account, IRA or 401K to other banks. If anything goes wrong "the banks" get paid BEFORE the "people".... assuming there is anything left.

                                    China is hoarding gold to start a competing "gold backed" global currency. The contracts to NOT trade with the US dollar anymore were recently signed with China, India, Brazil, Russia and a host of other major countries. This will crash the US dollar into oblivion and throw us into massive unemployment never seen before.

                                    There are absolutely ZERO laws at the top of the banking industry. Half a dozen major crooks were simply "let go" due to lack of evidence which was all over the place.

                                    Yep, illegals and gays are the primary distractions. If people still keep looking at what is going on in the banking industry they will start a war. This is a diversion. The country is sinking like a rock and this administration thinks this is a major priority. More like "vote harvesting" if you ask me.

                                        I did vote for him, I had high hopes for him getting us out of those stupid wars I never thought were a 'good idea' and we've wasted billions upon billions of our tax dollars supporting/borrowing. Question: and I'm not kidding or being sarcastic, "What are we, as a nation, going to do if China demands repayment on their loans? Especially since their economy is now faltering?"...

                                        However, he's reneged on ever single thing that caused me to vote for him in the first place, I do NOT support Obama Care, especially as a nurse. McCain/Palin was too horrific for me to have held my nose and voted, so Obama was it. I don't like Romney, but I'd rather him, than go through four more years of Bush Part Deux (I don't think Obama is one iota different than Bush, not even on the social issues)...

                                        @equal4all, Even the Native Americans migrated here. No one was in this country originally. The problem with the illegals are that they are commiting crimes, some so bad when the USA seeks to deport them, their own home countries refuse to take them back. So they end up back on the street to break more laws. I have no problem with people going through the legal process. All benefits should be stripped from them because it takes away from people that really need the help. If they really want to stay here, they need to pay back every single cent of government assistance, join the military, learn what it takes to keep our country safe, learn English and use the Citizenship process.

                                        LaBelle--you must've fallen for the fallacy of the Bering Strait theory; no, we Indigenous people of what is now the U.S. have our own ancient creation stories handed down that place our peoples in our original areas. We did not come from some Asian country as some non-Indig believe, including scientists (their's is just a theory, not proven fact). More & more of the evidence (historical, anthropological finds that are older & older, DNA, linguistic, cultural, etc) prove us correct, that the Creator placed us here. Non-Indig peoples and their European ancestors are only trying to justify their colonial destruction of our lands and genocide of our people by insisting that we are also from somewhere else which is not factual. Our facts make your statement, "Even the Native Americans migrated here..." laughable--Where is your evidence besides wishful thinking?

In our oral history you can pick out the landmarks associated with each story. cmach if you would want me to believe in your creation story then you would have to show belief that we have a valid creation story as well. the Creator loves all of his children and placed them where it fit each people.                                               equal4all if you had any sense you would realize many Americans have started in those totem pole jobs and risen through the ranks to become quite successful. The reason you don't know that is because you have probably never worked a day in your life. I know several people, my spouse being one of them, that started at the bottom( jobs that at the time paid barely $6/hr ) and worked their way up to jobs making $85,000 - $100,000 with just a high school education so your ignorance shines brightly here. Its called hard work for a reason.

He had to lay men off that had worked for years for the phone company so minorities could fill their positions. The men that were laid off had experience and the skills to do the jobs but the minorities that were hired had neither and had to be trained. Lots of money and regrets put the company out of business.

                                                    What are they waiting for bring in the busses and load them up. They are all here illegaly. They are standing there to be loaded up. Load them up and haul them home. I dont understand how anyone can say its ok if you are here illegally. Where do we draw the line with other crimes. Is it ok to steel from a store if you only take a certain dollar amount. Or is it ok if you do drugs but only so much. Load them up and head them south

                                                    so...you've never broken the law? or you have but I bet you got away with it right? Maybe the government should be keeping better tabs on what everyone is doing ALL the time and actually punish us for every time we've broken a law, right? You're not so innocent, neither of us are. but these are people who are actually trying to live a better life than what is guaranteed back at home for them. Just be glad that you happen to be born in a country where it aint so bad. Because it really is a luck of the draw. We have no decision in where we are born...and we have little influence on how that country is run. Here in the U.S. it just happens to work out pretty well, and you just happen to be born here and so other people want a part of that freedom as well. If you were born else where, you'd want the same life/rights and Americans have.

                                                    The thing is, Obama is obviously trying to change the law so that they arent participating in a violation of the law anymore so they obviously wouldnt be committing crimes or be illegal.
