As residents add up the damage from Isaac's nonstop rain, a half a million are still living without power. NBC's Gabe Gutierrez reports.
Updated at 8:30 p.m. ET: Hundreds of thousands of people in Louisiana on Friday suffered in humid heat due to power outages caused by Isaac, while tornado alerts were issued for five other states as the system moved slowly into the central U.S.
By Friday evening, four tornadoes were reported in southwest Illinois and one in Missouri, all with minimal damage. Watches were also issued for parts of Arkansas, Kentucky, Missouri and Tennessee.
In Louisiana, Republican presidential nominee Mitt Romney toured the New Orleans area, saying he wanted to understand the extent of devastation and "obviously to draw some attention ... so that people around the country know that people down here need help."
The White House earlier announced that President Barack Obama will tour damaged Louisiana areas on Monday. Jindal said he invited the president and that the head of the Federal Emergency Management Agency had already visited.
A man, forced to abandon his sailboat during Tropical Storm Isaac, is now trying to find the vessel. WPMI's Darwin Singleton reports.
"We're not talking politics," Jindal, a Republican, said at an Isaac briefing Friday. "We're thrilled to have both these leaders here."

Isaac crawled into the nation's midsection Friday, leaving a soggy mess along the Louisiana and Mississippi coasts.
It will be a few days before the soupy brown water recedes and people forced out of flooded neighborhoods can return home.
And the damage may not be done. Up to 50,000 people in Tangipahoa Parish were given an evacuation order Thursday when water from Isaac -- which by late afternoon had weakened to a tropical depression -- threatened to overwhelm a dam across the state line in Mississippi.
By late Thursday, the Percy Quin State Park dam, located about 100 miles north of New Orleans, was no longer an imminent threat, dam safety engineer Dusty Myers said.
Connie Uddo was devastated when her home was devoured by Katrina, but she faced the damage head-on by establishing a volunteer organization to help people rebuild. Now that same nonprofit is helping Isaac's victims. NBC's Kate Snow reports.
Crews worked into the night to repair the dam and earlier created a slow release of water to ease pressure on the earthen structure.
The storm caused anywhere from $700 million to $2 billion in insured onshore losses, disaster modeler AIR Worldwide said late Thursday. That would still leave Isaac well outside the 10 most costly U.S. hurricanes.
New Orleans' Audubon Park recorded 18.7 inches of rain in a 24-hour period -- exceeding all records dating back to 1871, said Jeff Masters of Weather Underground. Many other locations in Louisiana and Mississippi logged more than 10 inches of rain.
In Arkansas, power lines were downed and trees knocked over as Isaac moved north into the state.
Slidell, a town of about 27,000 people northeast of New Orleans, took the brunt of a storm surge from Lake Pontchartrain, which left some neighborhoods under about a foot of water.
NBC's Thanh Truong reports from Louisiana where Hurricane Isaac knocked out power to many portions of the state's Gulf Coast.
"You'd have never made me believe a Category 1 would dump this much water," said Sam Caruso, 71, a former mayor of Slidell who toured the town in his pickup truck on Thursday.
As the flood waters rose, some residents, including Caruso, wondered whether the new federal levee system had shored up New Orleans at the expense of low-lying neighboring parishes outside the system's protection - a debate that is likely to continue.
New Orleans, spared any major damage, lifted its night curfew and returned to its usual liveliness, although it was dampened by heavy humidity.
"I have a battery-operated fan. This is the only thing keeping me going," said Rhyn Pate, a food services worker who sat under the eaves of a porch with other renters on Thursday, making the best of the circumstances. "And a fly swatter to keep the bugs off me — and the most important thing, insect repellent."
Following scores of rescues, widespread flooding and forced evacuations, officials recovered at least two bodies in the wake of Hurricane Isaac. Meanwhile, large parts of Louisiana remain underwater. NBC's Gabe Gutierrez reports.
The heat was getting to Marguerite Boudreaux, 85, in Gretna, a suburb of New Orleans.
"I have a daughter who is an invalid and then my husband is 90 years old, so he's slowing down a lot," she said, red in the face as she stood in the doorway of her house, damp and musky from the lack of air conditioning.
National Guardsmen rescued or escorted more than 3,000 residents, Gov. Jindal said Friday, and more than 1,000 people had to be rescued by boat or high-water vehicles. Some 5,000 people were still in Louisiana shelters Friday.
At least six deaths were attributed to Isaac. A man in Slidell, La., drowned after driving into a ditch where the water was 9 feet deep Thursday night. Two bodies were found inside a flooded home overnight in hard-hit Plaquemines Parish south of New Orleans, officials said overnight. And a Mississippi tow-truck driver was killed when a tree fell on his vehicle, a tree fell on a woman in Waveland, Miss., and a Louisiana man died after falling from a tree as he tried to help a friend.

Isaac hit on the seventh anniversary of Katrina, a hurricane that devastated New Orleans and left more than 1,800 dead.
The two storms had little in common. Katrina came ashore as a Category 3 storm, while Isaac was a Category 1 at its peak. Katrina barreled into the state and quickly moved through. Isaac lingered across the landscape at less than 10 mph and wobbled constantly. Because of its sluggishness, Isaac dumped copious amounts of rain. Many people said more water inundated their homes during this storm than during Katrina.
Both storms, however, caused the Mississippi River to flow backward. And both prompted criticism of government officials.
In the case of Isaac, officials' calls for evacuations so long after the storm made landfall caused some consternation.
Jefferson Parish Council President Chris Roberts said forecasters at the National Hurricane Center in Miami need a new way of measuring the danger that goes beyond wind speed.
"The risk that a public official has is, people say, 'Aw, it's a Category 1 storm, and you guys are out there calling for mandatory evacuations,'" Roberts said.
Eric Blake, a specialist at the hurricane center, said that although Isaac's cone shifted west as it zigzagged toward the Gulf Coast, forecasters accurately predicted its path, intensity and rainfall. He did say the storm came ashore somewhat slower than anticipated.
Blake cautioned against using Katrina as a benchmark for flooding during other storms.
"Every hurricane is different," Blake said. "If you're trying to use the last hurricane to gauge your storm surge risk, it's very dangerous."
Some residents in Slidell, Louisiana are contending with several feet of water from Tropical Storm Isaac.
Also Thursday, in southeast Louisiana's Plaquemines Parish, which is outside the federal levee system protecting New Orleans,crews intentionally breached a levee that was strained by Isaac's floodwaters.
In Louisiana alone, the storm cut power to 901,000 homes and businesses, or about 47 percent of the state. That was down to about 30 percent Friday.
Entergy Corp., Louisiana's largest power company, said Isaac knocked out power to nearly 770,000 of its customers in Louisiana, Mississippi and Arkansas. Only three storms have left more customers without power: Hurricanes Katrina (1.1 million), Gustav (964,000) and Rita (800,000), the company said in a news release.
More than 15,000 utility workers began restoring power to customers in Louisiana and Mississippi, but officials said it would be at least two days before power was fully restored.
In Mississippi, several coastal communities struggled with all the extra water, including Pascagoula, where a large portion of the city flooded and water blocked downtown intersections.
High water also prevented more than 800 people from returning to their homes in Bay St. Louis, a coastal Mississippi town that lost most of its business district to Katrina's storm surge.
Isaac killed at least 23 people in Haiti and the Dominican Republic before taking aim at the United States.

When ever problems hit his state, Jindal ends up making some sort of political stage out of it. So, what would Romney do if he were president? He does sue states that want to protect the borders from invasion though, gotta give him credit, the latino vote, whether legal or illegal is a top priority on his eternal election campaign. As to Jindal, seems Obama denied him federal relief funds initially. Guess he wanted to wait and see if there were going to be any disasters before making a commitment. Wise move, don't offer money in a hurricane moment, maybe there won't be any problems?

Romney will up the ante for anyone in flood zones - whether NOLA or NJ (remember the flooding there last year?) or FL or TX.... and that will be to kill the Federal Flood insurance program. It has been over taxed the last couple of years, as it is not run as a proper insurance company (lacking in reserves) - it costs too little for the national flood exposure.
Taxpayers essentially subsidize the flood insurance program, not just for the middle class folks in flood zones, but the multi-million beach front homes built and then re-built, again and again.
Oh, maybe the GOP won't mess with it after all, even if the fund is broke, if it helps them not take responsibility for building on the coasts - and shifts the costs off them, they'l leave it alone.

New Orleans stayed buttoned up and no flooding; the new levee and giant gates all worked as designed; the outlying areas, that is a different story, it is small community's surrounded by mash and water, a slow moving storm will flood them every-time, that is why to get a loan to buy a house, you must also purchase flood insurance, very costly; now for the real problem, Federal, state and local governments have no supplies on hand for any emergency, FEMA, has ordered millions of MRE meals to be delivered sometimes in late 2012, it is known as the Memphis quake readiness protection procurement (do they know something?)
It seems appropriate to recycle an oldie now that Isaac has flooded NO.
I remember during Katrina they asked Bush what his feelings were about Roe vs. Wade.....his response was "I don't care how they get out of there just as long as they leave"

I am thrilled Romney took a day out of his campaign schedule to visit Louisiana. Some one has to be Presidential. It's telling that Obama is continuing to campaign and fund raise with out a visit to these poor folks!.

I like aspects of the Obama Care, but no one should be forced to purchase. Also, small businesses with less than 10 employees should not be forced to purchase. Small businesses and large businesses alike are not hiring becuase the regulation was put on the worng entities. The burden should be placed on the Doctors, Hospitals and Insurance companies.
Really, its ironic, we only have ourselves to blame. We voted in a guy, who based on his past life's experiences (college tuition and lack of medical care), turned and pushed and pushed, threatened people in congress, senate and judicial branches to get his agenda approved.
I know companies that will not hire new employees in hope that we get a new presedent to repal Obama Care. They cannot afford it. It is better to take a small hit now, than a large one in 2014 when the mandate goes into effect.

A high-profile private citizen who is not able to do one single thing to help the situation or the people in need, but who requires significant public resources for his security and causes disruptions to ongoing assistance efforts simply because of his presence.
Additionally he is occupying the attentions of the Mayor of New Orleans and the Governor of Louisiana, distractions of their attentions as well from their responsibilities of responding to the needs of the people.
And I reiterate, this is all because of the self-centered imposition of a private citizen who cannot do one thing to assist. He cannot pick up the phone and mobilize anyone. All he is ... is in the way in the aftermath of a hurricane, for no better reason than photo-ops in pursuit of his personal ambitions.
Shouldn't we expect the nominees of the major political parties in our country to possess better common sense than this?

Katrina was different than Isaac but I will let you try to figure out how.
The thing I remember most about Katrina was Bush II appointing an inexperienced lawyer to be in charge of natural disasters and China had a bigger city expecting to be hit with a hurricane just before Katrina hit NO and the Chinese government evacuated every single person. Bush II couldn't be bothered with things beyond his understanding - which was a lot.

Don't you think the President of the United States has anything better to do with his time than to be running from one natural disaster to another? He has a country to run. I can sympathize with anyone who is experiencing a natural disaster, but everyone should not expect the President to show up in person. He is a busy man. If Romney wants to capitalize on this to further his political ambitions, that is fine; he can afford to spare the time a lot more easily than the President can since he is not president yet if ever. President Obama has been present at many of the natural disasters we have had since he was elected, but he can't be present at them all. If he were, you would be complaining that all he does is run around the country instead of doing his job in Washington.
If Obama were to suddenly show up in NO, they would have a zillion Secret Service guys down there watching out for him. Right now they need people focused on helping flood victims. Not the security of the President. Let them get some work done without having to deal with an army of security for the Pres. He knows what's going on without his entourage getting in the way.

I get most of my news from the PBS News Hour which has won numerous awards for fair and unbiased news reporting. Maybe a Nazi would consider PBS left wing, but it is certainly a lot better than FOX News which is admittedly biased to the right.

Romney went early to make sure that they are not getting any free aid for which they did not work. The last disaster Cantor said any aid must be offset by cuts elsewhere. He only backed down when the big bully, Christie, whose state was affected, gave him and the rest of the congressional republicans a tongue-lashing.

He does, Irish. He just demonstrated better common sense. The President did not impose his presence and his omnipresent front teams and security details -- and all of the disruptions which come with a presidential visit -- upon New Orleans right as the critical assistance efforts were getting underway; less than 24-hours after the winds and rains finally stopped and the much needed rescue and aid efforts, and police and National Guard mobilizations were able to begin. If you actually think New Orleans needs all that extra burden today, you are not thinking clearly.
The President exercised the "common sense" of a leader, who knows what disruption is caused in an area of our country whenever a President travels there. And he didn't impose that additional burden on top of all that they are already contending with immediately after a hurricane.
Mr. Romney, who can't actually do anything to help anything or anyone in any way, imposed himself at a very inopportune anddisruptive time. This was the action of an opportunist, not the action of a leader.
But you are intelligent enough to already know that. And your question was rhetorical; you didn't really want a response from me.

Please, since when is it an imposition for a president to show his face at the scene of a disaster? Isn't that in the job description? Generally all the president does is ride around in a helicopter to survey the damage, give a press conference and promise that the government is behind the victims 100%, shake a few hands and fly off. No biggie, it isn't like they ACTUALLY walk around or lift a shovel or lend a hand or anything.

Many people criticizing the president should realize the areas affected by hurricane Isaac were already declared disaster areas and aid was granted a week before the storm struck. Like Jay Carney and others from the Obama administration said - given security details and other challenges, a decision was made by his team and those people on the ground as to when the president would visit and assess the Isaac damage. This was to eliminate disruption of any kind for the political officials and other officials in the areas.

You know, for all of you who would like to think that the criticism of Bush during Katrina was just a partisan hack job, which you would now like to turnabout on Obama, you should understand that the issue had nothing to do with whether the president flew over the area in an airplane, or even showed his face on the ground. The issue was that Bush's callous cronyism in the highest level of government and disinterest in the Fed's role in helping citizens in need became front and center issues, with the public watching live tv of people living on top of their houses for days waiting for rescue.
For comparison, here are the heads of FEMA, first under Obama and then under Bush, with short bio:

The first responders to hurricane Katrina from outside came from Vancouver Canada 4000 miles away. It was the Vancouver Urba Search and Rescue Team , and they rushed to Saint Bernard Parish on August 29th 2005. In this Parish there were 68,000 Americans and they worked alongside of State troopers.They rescued 119 Americans. While the Federal Administration ( Republican) and Louisiana fought for the politically correct way to respond , Canadian Aid was already at work.

Mitt went with the Paul Ryan budget in his pocket. If he gets the job as president, he will increase their taxes and reduce his from the current 13% to below 1% as per the Ryan plan. The levee in question was not designed for a hurricane storm surge. I understand it was built without federal help. Most people would not no the difference. Being Katrina had not compromised it, people were lulled into a false sense of security apparently.
I would not build there myself, but things can be made better so this is not such a problem again. New Orleans was different. It was a known hazzard, and the federal funds were sent to Louisiana to mitigate the known issues since 1960. Louisiana and New Orleans diverted the funds to other projects leaving themselves as a catastrophe waiting to happen. The Ostrich approach by the Governor of Luisaiana at the time combined with Mayor who's crisis management stunk made New Orleans much worse than it should have been.
When the President said that government is needed to build the infrastructure so that private enterprise can thrive the Republicans took umbrage to the statement. The spent a good portion of their convention screaming: "We built it!!' The government rebuilt levees withstood this storm and the privately built one were overwhelmed and the citizens behind them nearly drowned. Maybe we do need some government after all.
I'm beginning to suffer from New Orleans hurricane fatique. When you keep rebuilding in an area that's five feet below sea level and in a major hurricane zone, aren't you just asking for it?

New Orleans, did not flood. It does not need to be rebuilt. A parish, is what most of the US, calls a county. So, it was another county, that flooded.

Mitt Romney announced he was going to NO. Barack Obamy heard this and decided he would try to do something presidental for a change and decided to go to NO. Obamy and his airheaded colleagues blamed Katrina on Bush. So Issac is obamy's fault? He does put out more hot/foul air than anyone in the universe ever has. GW flew over NO during Katrina and viewed the destruction, but did not get on the ground because it would have interupted rescue efforts. He also declared an emergency much sooner than obamy did. Jendle declared a disaster sooner than obamy. Obamy declaring a disaster proves he isn't a total idiot, some of his staff told him what to do and he listened for a change.
And this accomplishes exactly what? Is Romney going to write a check? or is this simply a partisan attempt to inject politics into people's hardships? Jindal should apologize to the people of Louisiana and the President. Maybe Obama should pull all the federal aid out and let "Mr. Fixit" fix it.

Have you ever been to those beautiful temples that the Church of the Latter Day Saints build? Do you wonder how those get paid for? Otherwise, he would be thrown out of the temple!!! 99% of the people in the U.S. give 1% or less to charities. And there are some that give more....it depends on how much they make.

Um...Mr./Ms. Shellback, President Obama was addressing the troops at Ft. Bliss today, not campaigning or fundraising. I believe addressing our troops is one of his presidential duties, although he did seem to be enjoying himself.
He will be in Louisiana on Monday, when it is better able to deal with the proper security required of the President of the United States.
It would seem Mr. Romney is there for nothing but a photo op, and as he is also afforded tight security, taking the police and other officials from far more important duties, it would appear he is doing nothing but adding to the chaos.
Suzi - the liberal left wingnuts vilified Mr Bush for not visiting the Louisiana until five days after Katrina hit. I am only hearing crickets from the moonbats that Mr Obama is waiting six days before visiting Louisiana after Issac hit.

What, is this a race to see who can get there first and do what? Have a picture taken? I don't think it would be a good idea for Obama to take part in such a thing. The real test is whether FEMA, the Red Cross, improvements to New Orleans and other Levee systems have worked and how quickly they can recover.

Louisiana is not the only state with problems from hurricanes and Herondel you are ignorant. You do not seem to hate Louisiana when gas production is good and being delivered to your gas station. MS, Fl, GA, NC, SC, VA, MD, all the way up to NY get hurricanes. Excuse us for having some of the largest hurricanes on record on the Gulf Coast. You don't mind coming to our Gulf Coast Beaches and enjoying our sporting events. You do not mind sampling our food and enjoying our seafood. We are one of the 50 states, we pay our taxes and fund projects throughout the US that may seem as frivolous to us as hurricane disaster does to you. I am not from here, but it has been my home over 30 years and I resent your attitude.

POTUS has been monitoring the situation, making sure all the teams are in place to help out when they needed the help. Then he'll go down, when he isn't a distraction. Duhh, arctic, I don't think the Red Cross is a federal agency. Last I knew the RC, Salvation Army, Baptist Relief Agencies, etc, manage to alert themselves without the government's help and 99 times out of 100 manage to get to disaster sites before the government agencies. The National Guard is called out by the governor of the specific state, not by the prez, so you can take that one off the table, too.
Kind of leaves Oblameo with just FEMA, doesn't it? Oops, I forgot, state FEMA directors are also utilized by state governors, too. Hmmmm, what's left for Oblameo? Wait! Wait! I know! To keep campaigning!

Why exactly is Mitt Romney visiting there? His plan is to reduce government spending. His plan is to give more power to the states. His party would get rid of FEMA. His parties plan would involve the president never needing to visit sites like this since the government would be so small, it couldn't help, so under-funded it could never help. It would be the states job. What is Romney going to do as president, help them fundraise from donors, help them by reducing workforce and maximize revenue, after reducing taxes, help people get two jobs to replace the one job they lost?
In response to you first sentence (question)....last I heard, it is a free country and Romney can go to NOLA if he so desires......the problem is that Obama should be in NOLA assessing damage instead of campaigning. That is the problem.
Recyclecongress: President Obama doesn't need to be there to get thinga accomplished....he's the president. He can accomplish just as much, if not more, from the Oval Office in Washington! Romney has nothing to offer....all he is pnly looking for a photo op. He'll just get in everyone's way with his security guys, etc., and keep Jindal from doing his job!! President Obama has done all that needs to be done for now, and he'll be there on Monday to make sure everything he ordered was taken care of and any need that's left will be covered. I applaud him for keeping out of Jindal's way so he can get things cleared up....whenever a president comes into town, it takes away from things that need to be done, especially during a disaster!!

You correctly point out some contradictions in Republican philosophy, but here is another one: Romney tells us he will create 12,000,000 jobs. What is he talking about? According to Republican philosophy the government does not create jobs, jobs are created by the private sector. So if people are unemployed that's just too bad. They'll get jobs if and when the private sector creates them. It is not the government's job to concern itself with unemployment. That's just socialism. So why is Romney talking about creating any jobs at all if he is elected?
