Detroit police chief suspended over alleged affair with officer

Detroit's Police Chief Ralph Godbee was suspended after a jilted mistress lashed out on Twitter in a sex scandal that has rocked the city. WDIV's Karen Drew reports.

Detroit Mayor Dave Bing on Tuesday suspended the city's police chief and ordered a full investigation into claims that the senior cop dated a female internal affairs officer in the department.

Police Chief Ralph Godbee Junior, who is married, is the latest Detroit city leader to face accusations of a sexual relationship with a subordinate, including Godbee's immediate predecessor, Warren Evans, and former Mayor Kwame Kilpatrick.

"After learning of the allegations regarding Chief Ralph Godbee, I have placed him on a 30-day suspension pending a full and thorough investigation of this matter," Bing said in a statement.

Assistant Chief Chester Logan assumed the duties and responsibilities of police chief in the interim, Bing said.

A police spokesman declined to comment on the suspension. Godbee could not be reached immediately for comment.

Court records show that Godbee filed for divorce in August and that a settlement conference has been scheduled for Nov. 26.

NBC station WDIV reported the internal affairs officer involved was Angelica Robinson, a 17-year veteran of the Detroit Police Department.

Lawyer: Officer contemplated suicide
Robinson, who is also married, told the station that she was in a sexual relationship with Godbee for more than a year.

"If he is a man of God, he will tell the truth," she added. "I truly apologize to his wife and my husband."

Robinson's attorney, David Robinson, also told WDIV that she had tried to break off the affair and Godbee was “disenchanted with rejection and so he continues to make overtures to promising that everything is going to be OK.”

“It got to the point of the crescendo of contemplated suicide,” the lawyer said. “So, absolutely the pressure got to her.”

Godbee succeeded Evans in mid-2010 after Evans resigned in part due to fallout from an alleged affair with a subordinate, and one day after a local television station aired an excerpt from a video pitch he made for a possible reality TV show.

Kilpatrick, who is on trial now on public corruption charges, pleaded guilty in 2008 to obstruction of justice and resigned from office after prosecutors alleged he lied in a civil lawsuit to conceal an affair with his chief of staff.

The city of Detroit is in financial crisis and has made deep cuts in city services.

The incredulity expressed herein indicates many are unfamiliar with the observation, "Before you tear a fence down, you might want to find out why it was there in the first place." The laws regulating in-house relationships probably are in place to minimize experiences of corruption encountered in the past. Ironic how a top law enforcement officer can have law violation sneak up and "Got'cha!" through the back door. "Hey, I thought I was the good guy!"

Adultery, for starters, is no new concept...not only for "a man of God," but even for the man said to be "a man after God's own heart," Israel's second king, David. That's not to in any way condone violation of prescribed prohibitions. In fact, "Our sinful activity misrepresents the character of God and casts reproach upon His name. It lowers the standard of godliness, to lessen in many minds the abhorrence of sin."

As Bob Martinez pointed out, it isn't that he had sex outside of his marriage. It is that he had sex with someone that reports to him. This could potentially open the city up to a lawsuit or damage his credibility if he were to testify at a trial.

I’m not here to judge, but the comments here sadden me that the moral fibers of this country have gone out the window. Who cares? Besides the other husband and wife involved, their children and their families!

You SHOULD care…what happens when he goes off the deep end after rejection? What about the risk of corruption and cover up within the department? This affects more people than you know.

Internal Affairs is to keep track of the activities within the other departments to prevent corruption. Do you think this affair might alter that relationship?

I hope the spouses sue the department, the other parties involved and then write a book or two, maybe get a movie offer and then come out with their own breakfast cereal.

I see the problem if you look at Detroit's employment contract it has a typo...........It should say "they should have a fair interaction with subordinates" but it came out as "they should have affair interaction with subordinates".................simple misunderstanding.

"Ripe for corruption" is Detroit's middle name, unfortunately. Furthermore, this isn't just about sex outside of marriage, but sex with those you have authority over. What would those of you defending this guys action, say if he later got sued for sexual harassment? I'm guessing, then she would be a "slut" and a "liar", right?

We have these policies in place to prevent those types of lawsuits, so pick... Either this is no big deal, and should be okay, and you stop with demonizing women for suing, when coercion does happen, or we're vociferous in upholding these policies, regardless of whether coercion happened or not.

      The alleged affair was exposed when Robinson, 37, reportedly discovered that Godbee was in San Diego for a police officers' conference with another woman, according to ABC News' Detroit affiliate WXYZ-TV. Robinson then reportedly posted a series of tweets about her relationship with Godbee, including a photo of her with a gun in her mouth.

      Authorities became afraid she might harm herself and confiscated her weapon before sending her for a mental evaluation, according to WXYZ.

        REALLY? Its called insignia... A general earns his/her star(s) due to time in uniform and consistently doing above exxcellent upon evaluation. Police chiefs are selected but not from rank and file...but from decorated, proven record of excellence and innovation in ideas. The position, the title and the igsignia are earned by men in all uniform. Do you complain about a Police Lieutenant's bars, A fire Captains bars? A Air Force colonel's eagle?         TWICE my house has been broken into, and though the police knew who it was both times, they said there was nothing they could do about it both times. I had to take care of it myself.         The article is titled and executed very poorly. While dating someone from Internal Affairs that reports to you is a problem, it is not nearly as serious as the sexual harassment that followed.

This city is totally useless land of entitlements and has been in this state since the implemantion of the great society of Lyndon Johnson and the democratic party that controlled both houses of congress.         How about the loss of hundreds opf thousands of manufacturing jobs cost people the ability to make a living. Closing of facotries have a domino effect of all suppliers from metallurgy, rubber processings, parts suppliers, machinists, engineers, quality control, etc... such a loss during the recession as corporations flooded American jobs to overseaes cheap labor... Poor reduced regulation and tax loopholes as the CEO's and wallstreet got rich as the drove Americans...police, firefighters, teachers, nurses, soldiers out of work and jobs... You apparently have no qualms of a upper management making 100's of million dollars as they lay off 30-50 thousand dollar earning taxpayers then blame the taxpayers for not having jobs... When YOUR house on fire you expect the Fire dept to respond. When you are a victim you expect police to respond, when YOUR street crumbles with potholes you expect DOT to respond. When YOU get sick you expect nurses and doctors to respond... Blame Democrats... Its a two party worthless system that has preyed upon the middle class and uses division to keep the majority at odds. The lure of cheap labor is but a minor factor in the loss of American jobs to other countries.         Why do you think all those factories closed? Can you honestly say they closed because some rich guy took all the money and wanted to shut down a profitable business?

        Most of the factories in Detroit closed because of liberal policies regulating their every move. The EPA, IRS, and even the DOT threw so many taxes, fines, regulations, and restrictions at them that they had to move out to keep the companies profitable. Would you keep your lemonade stand on a corner for $5 profit a week when you could go down the street and make $25 profit a week?

        Now, as for all the taxpayer funded services that were cut by the "mean" CEO's. Who pays for those when the businesses leave? All the taxpayer money starts getting sucked up by the people on entitlements. The people are on entitlements because the liberal policies have run the factories out of town. People then look to the liberal government to save them. It just doesn't work. It is absolutely the Dems problem because they have run Detroit for so many years.

        You can't blame CEO's for taking their company somewhere else or laying people off to save their own salaries. They made the business. They would be fools to let all their money go away to the government if they can avoid it. That's the American way. No smart business person ever gives up money when they don't have too. No smart American would give up half their income if they could avoid it. That mentality that you have that because someone is wealthy they are horrible for wanting to save money is moronic. They made the wealth and put themselves in the position to control a company. If you aren't capable of doing that, then shut up and pout to yourself.

        After two Detroit riots, WhiteFlight began in earnest in the late '60s followed by Any-one-who-can Flight. The subsequent loss of human and financial capital crippled the city in many ways, especially in city governance.

        After Detroit sustained over a decade of population decline, the Black demographic became the city's majority as did the entire city council. At last, the Black governance had power to shape and channel resources to enhance the quality of life for its majority constitutents. But that was not to be. Cronyism, corruption, and criminals became synonymous with Detroit's city governance, from the Mayor's office to the city council to the police department to the road maintenance crew. As evidence the caliber of councilmen also declined to a new low when two councilmen engaged in a protracted verbal insult and child-like behavior before the entire world. It is recorded for posterity on a YouTube video.

        The Whites of the suburbs of Detroit, who abandoned Detroit decades ago, are shaking their head as well as laughing at the circus and soap opera played by an all Black cast of actors in the Motor City. Meanwhile, the Black leadership of Detroit has failed to appreciate all the microscope and telescope focused upon their ineptitude in order to project the notion that Blacks are incapable of superior leadership and governance.

        No matter what you guys say, Detroit is a great city. I was never afraid to walk downtown. When I blew in on a Greyhound one night waiting for my son to pick me up, several black men kept tabs on me -- and not to relinquish me of my money or life. They were entertaining and we had great conversations. Yeah, there are black and white bad guys there, as there are in any major city. But, Detroit has wonderful architecture, activities, etc. Get downtown once in a while, you might just like it.

        As for this story, I don't find her any less guilty than him. It was an alleged affair until her lawyer and herself let the cookies out of the bag. I'm married and I still find men sexy and attractive, but I honor my vows. These two forgot the meaning of honor, both within their marriages and within their jobs.

        Kilpatrick was a laugh from the beginning, and was quite predictable in his "future" plans for himself.

        Affairs go on in any corporation, company or government institute. Why? Does a young lady or young man truly think having an affair with the upper echelon will move them up the ladder? Business 101 should first teach how people in "power" will manipulate you into affairs to get from you what they want -- sex. And when the ball drops, they won't be there to back you -- in fact, they will be the first to say it was your fault.. how do you think they got where they are? During my working years, I had many a proposal to have an affair, even when single. But ya know, if ya play with fire, you're going to get fire. Was I flattered, yes. Was I tempted, yes. But then, I had too much respect for ME, than to let some guy who thinks his "power" could override me. People, if you were raised right and respect YOURSELVES, you won't let these men and women in "power" thwart your image of YOU. Their wives will forgive them cause they don't want to lose their way of life, but no one will care what happens to you. Wake up and smell the coffee!

          I know nothing changes overnight and it's been, what, 80 years since the right wing, super moral party, The Prohibitionist got a constituional amendment banning alcohol, whcih as we all know, if you make something illegal (alcohol, gambling, drugs, prostitution), it goes away, there are no more problems, and everything is peachy fine, except it isn't. Making alcohol illegal set up what we have with drugs, the mob, the gangs, the warfare, people who look the other way, everyday people who want and buy, corruption, billions of dollars wasted, nothing gets better, it just gets works. Anyway, after 80 or so years since Al Capone ruled the mob in Chicago off of booze and gambling, the city is slowly coming around and cleaning itself up. The corrupt democratic party machine, Mayor Daly, and all of them, partly a result of prohibition, are gone, The new wave appears to be doing things with a little more moral and ethical values. The police department still has a bad rep and deservedly so, but at least, it appears Chicago, of the leading politicians there, are trying.

          WE have no qualms with allowing lying & cheating politicians to run the country. Adulterous, womanizing morons whom show their lack of character and failuyre at leadership but we keep electing , supporting, voting party line agenda. (Bill Clinton, Newt Gingrich, etc... the list is endless) but WE are in uproar over police having affairs, actors and athletes having affairs, watch reality trash shows in record numbers as our so called leaders exemplify moral decreptitude.

          One more bit of opinion. I do NOT care who sleeps with who, It'a a personal choice. If a man or woman cheats on their sposues, they have to live with it and deal with it. This is NOT some higher moral judgement. However, when someone takes a position of power or public responsibilty or is on a higher statute, (a politician, a professional athelete) or is in position of authority (boss) or oversight (teacher), they ARE held to a higher level. A teacher who sleeps with a student is wrong. A doctor who sleeps with a patient is wrong. A boss who sleeps with a subordinate is wrong. If you want to sleep with your student, or patient, or subordinate, stop seeing them as your student or patient, or stop working with them. As far as their wife, husband, or children go, they have to deal with that BUT the higher standard applies. The mayor is right to suspend him and whatever else may happen. He should know better.

          I agree. This is where I get confused though. Shouldn't the woman from internal affairs, who investigates officer conduct, be held more at fault for the alleged affair than the officer? Or is that why she came forward first? so she could sign a plea deal and clear herself of wrongdoing even though her office is supposed to oversee his. Nice how she threw in that she was seeing him cause he was suicidal. If anything, that probably takes away from her credibility. But I guess, when u are married and fooling around and u get caught, you just have to start grasping at straws and hope some of them will support you.

          While both were wrong the internal affairs officer is the subordinate to the chief , He is her commanding officer and therefore is the more guilty of the two.

            How have we as a county ended up with so many in police postions that are thieves, liars, douchebags, and just morally corrupt. Just had one arrested in Florida that had been trolling the restrooms of a mall picking up little boys for sex. Another one in court charged with having hundreds of pics of kiddy porn his computer. One he was so fond of was framed and hanging on his wall when a search warrant was served!

            It's important because some of the deepest cuts were to the police department. This is just going to cost the city, and the tax payers more money for all the lawyers that will have to hired for the eventual law suit. Then there is the cost of finding another police chief. Meanwhile, the police, who are now working 12 hour shifts in a city that continues to crumble will get blamed for every bump up in crime because Godbee decided to bump ugly with someone in internal affairs. Score one for the gangs and drug dealers who will benefit from this latest bit of chaos.

            The vast majority of people in Detroit are wonderful, but stuff like this pulls everyone down and provides even more obstacles to any hope of recovery the city might have.
