An unarmed man was shot and killed by a New York police detective early Thursday after the man had been pulled over by two police cars in Queens, N.Y., authorities said.
Noel Polanco, 22, was on his way home to Corona, N.Y., from his job at the Ice Lounge in Astoria Thursday morning when he was shot at about 5:15 a.m. He had offered a ride to a colleague, bartender Diana Deferrari, and another woman, who was an off-duty police officer, according to law enforcement sources. All three lived in the same part of Queens.

Noel Polanco, 22, was shot and killed by an NYPD officer after he was pulled over early Thursday morning.
As they headed home on the Grand Central Parkway near LaGuardia Airport, Polanco was pulled over after cutting off what turned out to be an unmarked police van.
When Polanco stopped the car, a detective approached the vehicle and asked him to show his hands, according to police.
Police said Polanco reached under his seat and appeared to grab for a yellow electric power drill with a black handle.
That's when the detective, Hassan Hamdy, 39, a 14-year veteran assigned to the Emergency Service Unit, fired a single shot through the passenger-side window and hit Polanco in the stomach. He was taken to New York Hospital Queens, where he was pronounced dead less than an hour later.
Passenger claims incident was police 'road rage'
Sources said the detective may have thought Polanco was reaching for a gun. But Deferrari, who was sitting in the front passenger seat, said his hands were on the steering wheel "at all times" and that the officers were angry when they pulled him over.

"This was an act of road rage by the police because my friend cut him off, cut off the police," she told reporters Thursday. "The police proceeded to chase us, sticking their middle finger at us and screaming obscenities at the car."
No gun was recovered from the car.
The off-duty police officer in the car, who was in the backseat, told investigators she was asleep when the shooting happened.
Polanco's mother, Cecelia Reyes, said she demands justice for her son.

"They're just gonna take my son like that ... like he's some kind of criminal ... 22 years old, never got in trouble. I want justice for my son," sobbed Reyes. "I'm not gonna let his memory stay like this. He was not a bad kid."
Polanco served in the U.S. Army for four years, enlisting in April 2008. He was assigned to the 1156th Engineer Company headquartered in Kingston, N.Y.

"He actually joined the Army because he wanted to be a cop," said Noel De La Rosa, a friend of Polanco. "He said, 'Why don't I do this for a couple of years, and then I'll join the force.'"
Another friend, Tito Cordero, said Polanco returned from a tour awhile back and in addition to bartending, had been working at a Honda dealership detailing cars.
"He worked hard, two, three jobs," said Cordero. "He was a quiet, good kid. There's no aggressiveness in this kid."
Reyes said her son wanted to become a police officer after serving in the National Guard. She says she plans to hire an investigator to review the case.

Series of fatal NYPD shootings
The shooting Thursday is the latest in a series of fatal shootings by police officers in New York.
In August, New York police officers shot and killed a 51-year-old man wielding a kitchen knife in touristy Times Square. Following the incident, police said the man lunged at them.
Also in August, two officers shot and killed an armed man who had just killed a former co-worker outside the Empire State Building. During the incident, nine bystanders were injured by ricocheting bullets from officers' gunfire.

Apparently, you need to fear the cops in New York more than you need to fear the criminals. My sympathies to this young man's mother.
Especially since all a cop has to do is say it looked like he was reaching for a gun and he gets off any charges. Hopefully the cop goes away for second degree murder.

Cops watching too many cop shows on TV. Shoot first, then tell some story to cover it up. Why are guns drawn on a routine traffic pullover? The off-duty officer in the back seat slept through a shooting? Wow! Sounds like a plot for a TV cop show. My condolences to the victim's family. I hope they get justice and a hefty compensation for their loss.

Are the cops ex-military, as well? That's all they hire where I live. Scares the bejesus out of lawabiding citizens, since you never know when one of them will go off on an innocent person, like these NY cops. Doesn't seem to have much effect on all the drug dealers, illegals, pimps and hardened criminals, though.
This is certainly not just happening in New York, cops are like this all over the country. They know they can do whatever they want and get away with it. A cop shot and killed a man in a wheel chair in Houston a week or two ago that only had one leg and one arm and was supposedly threatening the cop with a ball point pen, the FBI are "looking in to it". Last week a cop shot an unarmed man in Dallas 41 times in a traffic stop and his buddies covered it up, they are "looking" in to that too. This is not likely to stop because of the culture we as a nation tolerate in our police force. None of the other western democracies tolerate this from their police forces. At some point I hope that we get a better quality cop and address the issues with this code of silence the cops are allowed to get away with, it is pretty scary when a cop pulls you over and you have to fear for your life. At the very least they are rude and arrogant. We just need need better cops and weed out these murderers.

I'm usually the person that jumps in to defend police officers. My cousin was a police officer killed in the line of duty. He pulled someone over that was speeding, and it turned out to be a parolee that shot him. So I know that police officers need to be extremely cautious whenever they're pulling someone over.
However, even I'm scratching my head at this story. The woman in the back was asleep the whole time? And one person is saying his hands were on the wheel the whole time, and the other is saying that he was reaching under the seat. It's not like those are even similar stories that could be taken differently from different points of view. They better investigate this (preferably by an independent agency, and not the NYPD that has a stake in this), and if the cops are lying, they need to be arrested. This is tragic.

I have to wonder the same as some of the other posters, was that off-duty cop REALLY asleep? Doesn't seem to me like she would be, seems more like she's coping out. Normally I defend police officers actions but I was also the target of a police mans agenda when I bypassed his car and he pulled me over for doing one mile over the speed limit. To this day I think he was just upset because I passed him and wasn't 'in awe' over his authority so I would completely understand and believe that those cops would act with aggression if they thought a civilian slighted them. If that's the case and they killed this kid in cold blood I can only hope they will be punished to the fullest extent of the law. I'm tired of hearing about police officers getting a slap on the wrist for their inappropriate actions.

Quite a lot of information missing. Sorry for the young man and what seems to be an over-reaction by the police. I find it difficult to believe, however, the off-duty officer in the back could have slept through the incident. Seems like there was some sort of confrontation while still driving (cops giving the middle-finger and screaming obscenities). I'll bet there's more to it than they're letting out...
I don't really agree with some of your commits, don't think the should receive the needle, think they should at least get life without parole(if they make it) and be released into the prison general population, instead of protective custody, they'll last longer than the kid they shot by a few minutes. And for the broad in the back seat, I'm not sure, but I think she just committed conspiracy to a felony, guess she should be gone too, instead of trying to cover her tracks, she should have told the truth, unless she is a really heavy sleeper and hadn't slept for 24 to 36 hours. More agressiveness by NYPD, recall a few years ago the unarmed groom to be that was shot dead in new york by 3 police officers firing an obscene number of rounds at him (one officer fired 3 magazines worth of ammuntion at this man). this case is yet another tragedy! No weapon recovered, although the article is silent on if even the drill was found. And a drill is hardly a deadly weapon in the hands of someone in a vehicle against someone outside the vehicle. OC spray would have been a better weapon of choice to subdue this sort of scenario. if the "facts" according to the officers are indeed correct.
The drill was probably a made up story by the cops when they found him to be unarmed, remember the passenger said he kept his hands on the steering wheel at all times, then the cop comes up with the story that he was reaching for a drill under the drivers seat, yep that's what I always go for when I'm pulled over by the cops.

The kid was going to be an officer of the law and was in the service. I think he was discipline enough to follow orders and not reach for anything that looks like a gun. BS all the way around. The bar for being a cop must be really low these days.

If the door was shut (shot through the glass opening), you can't see that low in a car...,
Or if the door was open, the driver must have been standing up behind the open door (like having one leg on the ground and one in the car) with the cop backing up towards the front of the car and shooting thru the glass opening of the 'open' door... we can't tell from the story... but if he was shot sitting down with hands on the wheel, bullet path will show that.... but this is only speculation... I say it was murder personally. And I can't see the other person (off-duty cop) can sleep through a traffic stop... That one doesn't pass the smell test..

The police, district attorney & the judges all work for the same company. chances are he will get time off with pay or assigned to a desk job & the courts will find the shooting justified because the idiot thought he was reaching for that could hurt him like a wet noodle or something.

Don't forget about the couple of incidents where they beat the hell of people because they "fit the description" aka were brown skinned. I moved to Seattle from Detroit a few years ago and I swear the cops here kill and beat more people by far than back home, and they get paid a huge salary to do it, I'm no hippie type but that's just plain wrong.
This shoot first and ask questions later thing is something the cops need to get control of. If they keep doing this and it's getting to be more and more all the time, is doing nothing for public respect of law enforcement. When and if the economy collapses and it looks more like it's gonna happen, it puts a target on all of your backs. I used to live in NYC under the reign of Emperor Guilani and this was a weekly occurance, the facts are not all in but only an idiot would reach for something while the police were standing right there. I believe he had his hands on the steering and was executed, this is typical NYPD protocol for Blacks and Hispanics..they know that they are going to get away with it.
The NYPD will admit no guilt and pay the family about $1.5 million dollars and the case will be closed, my mother used to work at 1 Police Plaza and told me that money was paid out reguarly for police misconduct in the 1980's and 90's.

Since it appears they were being CHASED, most likely with sirens and those bright, blinding lights, and both other occupants yelling about what was going on before they even pulled over, even a person on Ambien would wake up. I wonder how many years she has been a police officer? Most likely just a few and has already been intimidated.

Unfortunately, we see this everyday in modern society. A young innocent fellow dying yet this time at the hands of an officer. I'm betting this family will get no justice, the officer will voluntarily step down from the force and we will no longer hear about this until the next occurrence. NO Step, the cop wont lose his job. Usually the police will say he was following police procedure and they will review it. It's almost impossible for a cop to see any jail time and if he does it is in a special prison away from the rest of the criminals.

She knows she can't be a witness against another officer unless she wants to be punished by her brothers and sisters in blue. The thin blue line is alive and well. Cops take care of other Cops regardless of whether the Cop is right or wrong. I feel so sorry for the citizens of NYC since they have to live in fear of the thugs both in and out of uniform. The only difference is the thugs in blue are protected by other thugs in blue.
As soon as I heard that the officer was asleep I said yeah right, if she would testify her career would be over because she would be a RAT in their eyes. I know it's not all police but I try to have as little contact as possible with any officers because any situation can spiral out of control quickly and you will be lying on the ground dead.
Agreed, my thoughts exactly. My first question after finding out she was in the car was wondering what her statement would be. I'm not surprised she was "asleep" after apparently getting pulled over. The officers must have been WHISPERING to the young gentleman in concerns to waking her up.
I do feel a little sorry for the off-duty officer "sleeping" in the back seat because she's been put into a total no-win situation. if she does the right thing and testifies against her fellow police officers she's going to have to find a new line of work in a different part of the country. I she doesn't she's going to have to live with her conscience.
Police Officers must be held to a higher standard simply because they have the authority and carry a gun. It should start by more effective screening of potential candidates. That being said, I would hate to think of a world without police officers, human nature being what it is. My sincere condolences to this family.
The thugs in blue are also protected by the law. Out of several stories I've read where cops should have been punished by the law, I have yet to read where one has actually been sent to the slammer...kinda like our politicians and celebrities. Must be nice being above the law...
The police officer who was "asleep" at the time is alrady cutting a deal by offering that preposterous claim. She has been on restricted duty (without a gun and badge) for months because of allegations of misconduct. She is buying back her full duty status with the blood of this victim...

For those on this site who believe NYPD officers are brutal thugs that will walk away from this, think again. This will be investigated and if the officer is wrong he'll be indicted and sent to prison. NY isn't like the deep south used to be. It's a city where things happen, but no one simply walks away from their actions.
Sure, they will be investigated. But the only other credible witness was 'asleep'. They will get off.

Jesse, Do you live in NY? If you do, I will remind you the officer who walked on RAPE charges recently. He had no business being in the inebriated woman's home, but he went in at least three times. How about that drunk off-duty officer who ran down and killed that woman at a wedding party? He got NINETY DAYS in jail, because his fellow cops delayed any attempts to draw his blood until he was sober. He refused any other tests that would have proved he was DWI, but he is a cop. What rock have you been living under?

Normally I am a strong proponent of law enforcement, but here it really smells fishy. Witness said his hands on steering wheel and "of course" off duty cop asleep in the back? she is lying plain and simple. First, being chased by a road rage van and then after being identified by as Policae, she still remains asleep, REALLY? Freakn BS. covering up and not wanting to rat on the police.
I thought the same thing about the woman in the back seat. It kind of adds insult to injury for her to lie about sleeping. Cops are animals.

Where I have questions is regarding the off duty officer in the back seat supposedly asleep. Very possible she is lying to stay out of it. Also very possible that she was asleep or just plain passed out since they were coming from a bar and it was after 5A. Hopefully, the truth will be revealed during the investigation. If she witnessed this crime against her friend, she needs to speak up.
If she tells what she saw she will be labeled a RAT plain and simple and her Police career will be over, she is doing what's she gotta do to survive. Shame.

I can understand your doubtful frustration but as you can see, this is receiving national attention, the front seat passenger is a witness and possibly the off-duty officer in the back seat. Mr. Polanco was not a thug. The man worked two jobs. He served this country and it sounds as though his family will not let this rest. I hope that you're surprised and that Hamdy is charged and convicted along with the other officers involved in his murder.

That should have been an obvious one and unless the officer in the back was sick passed out drunk, will have to go along with many of the other posters doubting the "sleeping" alibi. This woman needs to re-evaluate her priorities and ethics and take a stand for her friend.

I remember growing up believing people in uniforms (cops, firemen, military) were heroes, the ones you could always count on to help you. Now, when I see a cop or a cop car I get nervous, even though I know I'm not doing anything I shouldn't be doing. Scary, and almost a little Orwellian, the ways things have changed.
My husband once got pulled over for a brake light being out, he was almost to his work place, less than a block, so he pulled into his work and got out of the car. The officer pulled up behind him, got out and pulled his gun, ordering my husband to get back into his car. My husband said, "go ahead and shoot me, you see those cameras up there?" (The building my husband works in has four cameras covering the parking area) The officer quickly holstered his firearm, and then proceeded to lecture my husband about not getting out of the car when being pulled over, but my husband didn't get any kind of ticket. My husband was an officer before, and he told me a little about how you never know if the next person you pull over is the one that has a gun and will shoot you, but still, good god. I don't mind guns, guns are good protection...but jumpy people with guns I don't think is a good combination, goes right along with idiots that don't learn enough about handling a firearm to not acidentally shoot themselves or someone else.
So your husband got out of his car anyway? Sounds like a cop, do as I say, not as I do.

I am from LI. I was born in and grew up in NY. My experience with the Suffolk County and NYC police has always been that they are animals...plain, flat out corrupt, violent, animals. I am NOT surprised. They have murdered two of my friends and they will murder more people.I feared them more than I ever did anyone on the street. I haven't lived in NY since 1993 and I would never live there again.
I've always wanted to see NY, but from what you said, I've changed my mind.

Cops continue to murder/abuse innocent citizens without fear of retribution will only grow unless the fear-factor is reversed. Courts have to step up to the plate and listen to the people.
