Military recruiters with the Arizona Army National Guard engaged in a pattern of systemic misbehavior over the past decade that included instances of sexual abuse, forgery, embezzlement and assaults, including riding in a Humvee and shooting paintball guns at homeless people, according to a five-month investigation by The Arizona Republic newspaper.
The newspaper cites interviews with military officers, police reports and military documents obtained through public records requests.
The alleged wrongdoing was primarily carried out by a small group of military recruiters assigned to visit high schools as part of efforts to enlist them in the armed forces, according to the newspaper.
National Guard investigators said commanders failed to hold subordinates accountable for wrongdoing, partly because they also allegedly engaged in unethical behavior.
In response to the investigation, Arizona Gov. Jan Brewer announced an inquiry into Arizona’s military operations by a National Guard officer of another state.

"Gov. Brewer has called for a full, fair and independent review of the Arizona National Guard, its personnel and policies, and the discipline that has been handed down for the recent instances of misconduct that have been documented," Matthew Benson, a spokesman for Brewer, told NBC News.
Benson said Brewer was in the process of identifying the appropriate outside party to carry out the review.
"She would like the inquiry to begin as quickly as possible so that she is provided credible information with which to judge the conduct of the Arizona National Guard and its leaders," Benson said in a statement.
The highest-ranking officer at Arizona National Guard, Maj. Gen. Hugo Salazar, acknowledged discipline problems and failures by commanders.
"I acknowledge there was a problem," Salazar, told the Republic, "We should have had more command emphasis. We should have paid more attention.” Salazar said he did not think there is an ongoing problem.
Military documents detail that non-commissioned officers caught driving drunk in military vehicles were dealt with lightly, and recruiters who forged records or took fraudulent bonus paychecks only received transfers, the Republic reports.
In addition, sergeants who had affairs with teenage recruits were given counseling. One staff sergeant, the paper reported, allegedly had sex with a female enlistee but was still allowed to deploy overseas. While overseas, he was disciplined for similar offenses, and was transferred to the California National Guard as a recruiter, according to the report.
On Monday, the newspaper reported that Staff Sgt. Chad Wille, a recruiter who blew the whistle about the alleged misconduct, had been harassed afterward.
A bicyclist had reported incidents of a camouflage-painted Humvee driving down Seventh Street in north Phoenix shooting paintballs at pedestrians. When Wille questioned a colleague, Sgt. 1st Class Michael Amerson, about it, Amerson reportedly replied, “You’re not aware of the bum hunts?”
Further investigations would unearth more allegations of sexual misconduct, including offering homeless women food, money or drinks for exposing their breasts.

Arizona is a strange place apparently filled with strange people. Every issue from Daylight Savings Time and federal holidays seem to find Arizona standing alone in opposition. They seem to deserve their problems.
Sadly,some of those homeless were no doubt veterans.The paintball shooting of homeless to me is the most inexcusable and disgusting behavior of any person no matter what they do for a living.This goes to prove that once a bully always a bully.

Hey...Arizona Army National Guard recruiters..there are thousands of homeless people who served our nation in the military and were in wars and received purple hearts and other medals. Those who did this should be kicked out of the Army National Guards!! Yup Arizona is a real pride state!

I spent 20 years in Tucson. I attended the university there. These disgusting acts notwithstanding, it's a great place and the people are (in the vast majority of cases) friendly, outgoing and ready to help.
Regardless how terrible the acts of a few, I don't think you can fairly criticize the state when a few poor excuses for humanity make headlines for the tens of millions living there peaceably and lawfully.
I do agree this is absolutely horrendous. In any state--and regardless who is behind it--it's a black eye to the National Guard and those who serve honorably there.

One day total of all rape and murder in Los Angeles, Phili, NYC, Chicago, and Detroit exceeds one year total of all rape and murder in Japan, Taiwan, Hong Kong, Singapore, and Korea.
And it is highly doubtful that soldiers from these Asian nations are shooting paintballs at the local homeless in their neighborhoods. The homeless are left wondering, who are the terrorist?
This is truly sad for the individuals of the AANG who are doing the right thing. This is the kind of behavior that puts the "Nasty Garbage (NG) " back into the National Guard, a stigma that others have worked and struggled so hard to remove.

Even Civilians, Legislature members, Police, etc. who may have knowledge or participated should be arrested. MAKE Arizona a role model in what not to do. And make these a Federal Case.

BTW, it is interesting that no one has commented on the fact that these same recruiters were "working in our high school recruitment programs." What examples to set for these students they were trying to recruit. Maybe they were spending their time trying to recruit gang members?
The fact that the governor had to go to investigators outside of the AZ National Guard says that this is a problem which permeates every aspect of the Guard.
If Gov. Brewer does not take control of the situation quickly, the President will have to nationalize the AZ National Guard and the Sec. of Defense will clean up the mess. At that point, you'd better believe that the entire command structure will be replaced. This is very very very bad.
Recruiters have been getting a bad rep for decades. Unfortunately, many of the stories and allegations are true. When General Jack O Bradshaw was in charge of the Army Recruiting Command things improved somewhat, yet the stories over the past 20 years keep coming about.
Another event that makes me feel ashamed to live in AZ. My faith in humanity is fading rapidly.
The problem is that she doesn't know what she'd doing, starts flailing around all over the place and claims she is bringing other Guard Officers in to investigate. That sounds to me like an NGB OIG 15-6 Investigation which is what should happen...she just didn't need to talk about outside Guard Officers, which outside an NGB 15-6 would be pretty unusual, and I'm not sure it would even be authorized.
They like to dress up, ride around, and play soldier. Ship their @sses to Afghanistan and let them do it for real. There are a lot of hot spots that could use their kind of "bravery"!!!

Maybe it is my ignorance as a civilian, but I always thought that recruiters were supposed to be the "shining examples" that would encourage others to join the service. Not really. Quite a few are simply on a promotion fast-track. If you exceed mission, E-5 to E-7 in under 4 years is not unusual (with time in in grade waiver). Much more likely to retire a Sergeant Major as an AGR then other commands. As a matter of fact, while I've worked with some good people in Recruiting, there's also the opportunity for considerable waste, fraud and abuse.

Chris, I normally have high regard for your comments but in this case I feel you are dead wrong! I am from Arizona am just as disgusted with this as most other people reading. I gave 20 years of my life to the service of my country of which I am very proud of. Those involved in these shameful acts need to be rooted out and punished accordingly under the UCMJ. I agree that this is a failure of the chain of command structure from the top down. What I find especially disgusting is those individuals posting above who think they have the moral high ground to try paint all troops from Arizona with the same brush! There are excellent ANG units in different parts of Arizona. This appears to be confined only to the Phoenix area, although that does not make it any less repugnant. This is a failure of the military chain of command, not a political one. Deal with it as such!

Being in the Guard, I think this is despicable behavior. Recruiters aren't really held in the highest regard in the Army, warranted or not. This is just sad for the tens of thousands of good Soldiers who do a great job in the Guard. And for those who want them shipped out for deployment, I'm sure you have been there, right? Or AT LEAST served in the military. If not, save it. If so, then you know we don't need that kind of soldier there.
However, being a professional firefighter in the civilian world, I deal with the homeless ALOT. Was wondering why I never see any of the people on this board who are so concerned about the homeless? Like many of the issues in this country, got alot of people who are quick to voice opinions about things they are not willing to do a damn thing about. Weird.
As far as Arizona is concerned, I don't live there but I like the state. Regardless of what these recruiters did, the place is awesome. As an AZ resident, I am sure that the rest of the story is still to come. All that were involved in four investigations of the corruption in the AZ National Guard were drummed out or had false stories made up to discredit them. The only ones who are surviving (and getting promoted) are those who help to 'white-wash' the stories. And it applies to the Air National Guard also. Even worse is that Arpaio was told about the paintballing incident and chose not to investigate.
And the AZ Attorney General is being sued by the Maricopa County Attorney for violating election laws (but not being prosecuted - explain that!!!). Corruption goes to the highest levels. But as long as the corrupt are Republicans - that is ok with those in power, the voters, and the populace.
And the city of Quartzsite - it is illegal to oppose the city council. The local journalists have been arrested for writing negative stories. And the police even arrested their own police who refused to arrest these 'criminals'. One of the county sheriff's just died in a car wreck - with a blood alcohol of .3 (3 times the limit). The corruption is all over the state. Laws are not enforced. In fact - the law only seems to apply if you are hispanic, black, or a democrat. The police even seem to know who you voted for in prior elections - explain that one!!!
The federal government needs to step in and remove all elected officials in the state. Appoint a military governor.

So much for any military honor code. When someone finally spoke up on the crimes committed, the whistle-blower was harrassed (just a pretty word for punished). Sex scandals in the Navy, at the Air Force Academy, test cheating at West Point, and blatant, active homophobia amongst Marine command despite orders all point to a systemic PR-based sense of military justice, and not the ideals of either the Service or the nation it represents. It appears that an all-volunteer Service clouds the issues of morality, modesty and ethics.
If found guilty, prison then dishonorable discharge. No benefits for scum like that.

In Sierra Vista (Home of the top-secret Signal & Intel Corps) a crew of active-duty army guys were sent to prison for being in the pockets of the Narcos. They were caught after a long history of transporting product right through the sprawling base located a few miles from Narcoland, Mexico. They too used Government vehicles to commit criminal acts Here along the Arizona/Mexighanistan border the Port of entry at Nogales is named after Tucson's greatest University area slumlord, Dennis De Concinni. He only did well going after sacrificial lambs thrown by the Mob and Narco-Nasties. Made an additional fortune magically acquiring scrap land that he then sold to the State when the CAP came to light. Corruption is very big business here in Arizona. In Tucson they're missing 230 million dollars in a failed Rio Nuevo (New River) development that is now known as Rio Nada (River Nothing). The Santa Cruz River is bone-dry 350 days out of a year! Leadership comes from the top down and this speaks volumes about Brewers lack of leadership. How can she expect these "state" troops to act with respect towards others when she fails to do so, even at public events, one example being when she was wagging her finger at Obama as she greeted him at the airport, or signs legislation directly in conflict with constitutional law? I have friends who live in AZ and think she is a blight on their state.

Actually the tea party is already pretty communist. Both groups are against letting some people vote. Neither groups looks well on those who disagree with them. Both confuse loyalty to them with loyalty to the country. Both want a big government, provided they control it and lets them get away with anything while coming down hard on everyone else. As a vet, I find this behavior despicable. On the other hand, we have had leaders at the very top (Presidents on down) who have had total disdain for the American people whom they took an oath to protect. "You go to war with the army you have, not the one you wish you had" was the answer Sec. Rumsfeld gave to a G.I who simply asked for more up-armor on Humvees that were cannon fodder for IEDs in Iraq. Of course, Rumsfeld, like many of those "leaders" never saw one day of battle himself, so its easy to understand (but still not right) why people like him can say such stupid things and be so out of touch. This nation should commit itself to a draft. That will force our politicians to chose which wars are worth fighting. I guarantee it would weed out those decisions in a hurry as no politician wants to send their kid(s) to a war of choice! The Guard rules were changed under Bush because the GOP was too cowardly and chickensheet to ask for a national mandotory draft when they had a majority for their lies calling for and acting upon the 2003 criminal physical destruction of undefended Iraq.
Proud and Oh2, you are both wrong! The national guard does fall under the governor. That's the reason the governor's allowed the call them out in times of a state emergencies. The pengaton only pays when they are on active duty.

proudamericanveteran were you sleep during civics or are you just a low information voter. The National Guard falls under the state's governor. The Reserves falls under Panetta. I guess since you say you are a veteran you didn't spend much time on chain of command.
When National Guard units are not under federal control, the governor is the commander-in-chief of the units of his or her respective state. To be under federal control...they have to be “Activated”...which simply means that a unit or individual of the reserve components has been placed on orders.
One of my renters is a staff sergeant in the Air National Guard in my state for over 20 years..he has been "Activated" over ten times for different conflicts in our world, he does maintenance work on the KC-135 Stratotankers.
Now my wife is a staff sergeant in that same unit..she also has over 20 years in the ANG..but she was never "Activated"..she does the paper work at the home base ( somebody has to do it).
So the point here is..my renter did have the federal gov't. in control when he was on orders..my wife never had the feds in control..only state in control of her until she has orders assigned to her.

Mike, the authority under which your wife serves is US Code Title 32. She is under the authority of the Governor of the State. The Gentleman you were referring to was also US Code Title 32 until he was federally activated. At that point he is transferred to US Code Title 10 (authority for active duty). Had your wife been activated, she would also have been under US Code Title 10.

One correction. When a National Guard soldier or airman does their 2 weeks of annual training or go to a military school, they are considered on active duty. That's why orders are issued for these.
I have the slightest idea about that JS69..but I'm sure my wife was never on active duty.
That two week annual training is required from what I know....but my wife doesn't do the two weeks in a row with most of her unit. She just adds two days on to her regular one weekend per month ( like Thur,Fri added to the monthly weekend Sat & Sun.) she does this until two weeks worth of Thursdays and Fridays are over...about seven times (seven months). My wife was reading what I typed yesterday and said she has way over 20 years in the ANG..she has 34 years..she is 57 years old and still in the ANG and proud to be one. Not that she can't be Activated, but at that age I'm sure her commanding officer would say something.
Forgot to add to this "but I'm sure my wife was never on active duty" should of had in that sentence... in last 10 years anyway from my knowledge. In past yes she did go with her unit for annual training when she was younger.
Mike277, you have every reason to be proud of your wife. Service is still service whether it be active duty, retired, prior service, reserves, ANG, or NG. I salute her and you as well. Being the spouse of a military person is one of the most important and sometimes toughest and most thankless jobs in the world! My wife put up with my being in the service for 20 years and never once complained. Never could have done it without her!

Take a Civics class, Lev, and not one written by Tolstoy. The military of the US is always commanded by the citizens, and therefore they have every right to complain. Furthermore, you can have 10 Purple Hearts, but if you're out firing paint balls at the homeless and having affairs with recruits, you are no longer a hero - just a scum bag.

Well I did, for over 20 years and this type of behavior is a disgrace to every man and woman who ever wore the uniform. I don't give a damn whether they were deployed or not! You don't wear this country's uniform and treat your fellow Americans like that! I don't care whether they were homeless or not!

In this case, they seem to have lumped every sin committed the NG in one report. An 18 year old participating in a "bum hunt" has a radically different set of issues than a senior NCO cashing fraudulant bonus checks.

In Vietnam the troops were so well behaved they built a huge prison for them called the Long Binh Jail and it was full most of the time.
I was there, and the military was not polite or had any respect for the Vietnamese in general there were only a few that were good ambassadors of the US my observation of course.
If the US is looking for good foreign relations leave the military at home.
It seems that the National Guard has taken a play from the Catholic Church's book. Under-report problems, fail to discipline offenders, and transfer the worst ones to another area.

The DOD should come down hard on this type of crap. It sounds more like an Arizona problem where the Governor has authority over the Guards call up for civilian disasters. Arizona is a disaster with antics like this.

Trance, Did some hard time with some Southern-State Based NG back in my Dark Ages in the Middle-East. They were well-trained, highly educated, experience-hungry professionals. They were also equipped with the best hardware and com needed for the job. They had resources we active duty didn't. They shared everything and taught us well on their ways. Absolute best of both worlds. We were one family where everyone was an equal and had a say. Top-shelf folks. They were to be our QRFs. And to do that we had make sure that they got their experience in the $hit as well as any of us Marines. They excelled so quickly in everything from cave-thumping for caches and bad guys to eradication ops and Tommy hunts (Taliban). They became our life-line out of the Reaper's hands. They became battle-proven professionals because we constantly rotated them among our Marine ranks. Call these NG guys Nasty Girls, No Goods. etc. and you'd be in for a beat-down worthy of a death sentence! And we'd join our brother NGs to the death. Having the NGs allowed some of us Marines to dress and blend in with the locals like Tommy. NGs knew us by heart, never took a shot at us but dropped many a Tommy nearby or next to us. I wouldn't be alive if it weren't for our NG's!! Gotta have nuggets the size of Cheney's bank account to arrive in country, green to the scene and without $hit-time against the bad guys! Wild-eyed Southern Boys Bang! Thanks a million from this old Dirt Doc! Can't jump on all the Arizona Guard because of the actions of a few $hitbirds among it's ranks.
