FBI: Man stuffed ATMs with fake cash

A man accused of stuffing two ATMs in Manhattan with counterfeit cash was arrested Monday afternoon, authorities said.

Gene Carlo Pena, 26, was taken into custody at Kennedy Airport around 4 p.m. after voluntarily returning to New York from the Dominican Republic, the FBI said. He worked for a company that serviced the ATMs.

He faces several charges, including embezzlement and other charges related to counterfeit currency. It's not clear if he has an attorney.

The amateurish fake bills were put in ATMs at two Chase bank branches to replace cash that had been stolen. The bank was short a total of $11,000.

The counterfeit bills were blank on one side and authorities believe they were meant to trick the ATM into believing it was carrying a full complement of cash.     

However, the machines were able to distinguish most of the fake bills from real ones, a bank official said. The NYPD and Secret Service assisted in the investigation.

well if the fed a non government agency can print money, then everyone should be able to. the US constitution states only the direct govt can print money. why do we allow the fed to be in existence if such is the case?

      Just in case, the Federal Reserve does not print money. Money is printed by the Treasury Dept, which is in the executive branch of the government. It concerns me that you might not know the difference, so instead I'll assume you were kidding! Haha, good one.

                Sounds like something my kid would try. He never thinks through a plan as to what will happen once his deed is found out, so he just lies and says he didn't do it. A bank customer using the ATM is going to go to the bank once they see they were given fake money. The bank is going to see the that the ATM is loaded with the fake cash, and will know who last touched the machine. Screwing up your life for such a small sum of money is ridiculous, and is hardly worth the small amount of enjoyment he got spending the money.

                  B) The bank didn't think there would be issues and ATM fees will go up

                  C) The taxpayers will have to bail out the bank and ATM fees will go up

                  D) The CEO of the bank will get a huge severance package and stock options as a result and ATM fees will go up

                  E) The security company will get new camera equipment and ATM fees will go up

Especially when one considers this Dominican fella only substituted $11,000.00; actually a "drop in a bucket" considering the cost of doing business. Wade-370300 has the right idea, the less we do business with these banks, as a form of protest, the more impact can be made in the area they respond to, "profits", ATM Fess are too high so do not use them, Credit Card rates are ridiculously high don't use one, get an "Pre-Paid Debit Card" and live within your means. If you really need the services of a financial institution then join a Credit Union. Credit Unions didn't ask for Bail Out Money from the Federal Government which took it out of our pockets which came from the money that feeds our families.                   myself i dont use the atm. i get cash out every week when i cash my check at the credit union. i also have only one credit card for cabelas, i just use it to order from that site, so i can get the bonus bucks and pay it right off so no interest.

                    I use a Chase Liquid pre-paid debit card, which my paycheck is automatically deposited into every week. It's very easy to use, and much cheaper than any bank account. I pay a flat $5 fee every month, and have complete access to Chase ATMs with no fees, can use it anywhere Visa is accepted and I cannot overdraft it, so if the money isn't there, the charge is declined. Simple, easy way to manage my money and work on improving my credit since I was young, stupid and irresponsible up until a few years ago.

                      yeah credit cards are the way to go as long as you're smart about them. I just use mine to buy what I would normally buy, gas, food, etc. I don't pay ATM fees, the businesses pick up the fees. Works for me.

                        I never paid fees on my cards, but the cards can give them -- the card has no annual membership fee. You would need to overdraft (I opt out), use a competitor's atm (first few per month are refunded), blah blah blah. It's really easy to avoid fees.

                        On the other hand, Bank of America attempts to charge fees even when you don't provoke those fees, so I needed to go to a branch too many times to have them remove those fees. BofA is sneaky and tries to make you pay for things that you do not need to pay for, knowing that most people don't check their statements. I no longer do business with them.

                            Why would a bank let a single individual put money in an ATM? Every ATM I've see serviced or loaded with money, there are two people doing it. One is the person working on the machine, and the other is an armed guard.

                                Just an FYI for everyone, I received twobogus $20 from an ATM outside my bank, they didn't look right and didn't have the security strip. So being honest I took them inside to report this to the bank. I showed the receipt with the transaction time, turned over the bills which were given to a Secret Service Officer, I was checked out to make sure I wasn't a counterfeiter. After all that, did the bank reimburse me for the bogus $40? Nope, they said sorry for your loss, but we cannot exchange real cash for fake. So my advice is if you come across phony money by accident, pass it off as fast as possible to prevent being burned, unless you can afford to lose the money that is.

                                I'd rather lose the $40 than be charged with passing fake bills...

                                Better yet, I would have appealed to the Secret Service officer and said if the bank didn't reimburse me for my loss, I'd request that charges be brought against them for using fake money to satisfy a transaction. It is their responsibility to make sure that the money coming into the bank is good.

                                  That's why merchants try to spot counterfeit bills at their cash registers. If they could trade them for real money at the banks, they would have no incentive to do that.

                                  Unless you can prove that the bank knew they were counterfeit and intentionally passed them off, then the bank isn't at fault and has no obligation to reimburse you, but for only forty bucks, the bank should have just taken the hit and traded for real bills both as a gesture of good will and a reward for notifying them.

                                    Here's how ATM's work: They have hoppers that have stacks of bills in them. Once you put in your card to get money, the machine checks to see if you have funds in your account equal or higher then the amount you want to withdraw. If you ask for $100, the machine will count out five $20 bills and put them into a second hopper. That hopper has a bill verifier that looks at each bill to verify the denomination, which also checks that the bills are real. The bills are then spit out of the machine, into your money grubbing hands.

                                    So unless the bills are really high quality counterfeits, it's very doubtful that the ATM had fake bills in them. I don't look at my money really close when I get it out of an ATM, so I would had just spent them and not worried about it. The small pet store I go to each week, checks each $20 bill with one of those pens. Every other business just takes them with just a glance. I'd be more concerned when getting change back from a business. The person ahead of you in line pays for their purchase with six $20 bills, and you see the cashier put the bills in her cash drawer. Say your purchase comes to $40, and you pay with a $100 bill or you use your debit card and want $60 cash back. When the cashier opens her cash register, you are going to get three $20 bills which they just got from the person ahead of you. If he passed counterfeit bills, you now have them. So unless you check them while still at the counter, you are SOL. Once you walk away from the counter, the store isn't going to believe that you got those particular bills from them. The same goes for the ATM. I'm pretty sure you aren't going to eat the loss if you gave someone five $20 bills you thought were good, who came back to you an hour later saying you gave them fake money.

                                      Away to really get away from banks it to count on each other. If more people sold there homes like a renting agreement then the usual bank contract with interest. You could actually sell your house for what its worth because the person buying it would pay know interest. For instance you buy a house from the owner and pay him monthly installments and if the buyer cant make the payments the he is removed from the house. For a 300,000with monthly payments at 1500=16years to pay off a mortgage. Its a good tool to use so the banks are not used, Its also a good way for investors to make money on the properties they own. It would not be a rent to own either it would be your home until paid of or you defaulted... That was the quick version there is a little more to it but imagine buying a home with no interest fees and no bank..

                                      There is a way to do that which protects both sides, esp in one of the states where foreclosures have to go through the courts. A friend did this.

                                      Set up a corp that owns the property. Every time the buyer makes a payment, the buyer gets more shares. If the buyer doesn't pay, the corp can evict him. Otherwise, the seller would be stuck with having to bring a fioreclosure action, and the foreclosure courts are backed up.
