Nor'easter snow layers Sandy destruction; more evacuations, more power outages

Towns in New Jersey scrambled to prepare for their first major winter storm not long after Hurricane Sandy destroyed huge swaths of coastline. NBC's Katy Tur reports.

Updated at 1 a.m. ET: Snow fell on damaged homes and debris piles in parts of the New York City area as a nor'easter moved in Wednesday, causing new power outages and calls for evacuations. 

By Wednesday night, the winds had caused more than 100,000 new power outages in the Mid-Atlantic and Northeast, the U.S. Energy Department stated. That brought the total number to 715,000, most of those remaining from Superstorm Sandy, which made landfall in New Jersey on Oct. 29.

Throughout the Tri-state area, people wore coats indoors as they endured yet another night without heat. Some of those who had weathered Sandy told NBC New York on Wednesday they were petrified.


"It's like a sequel to a horror movie," said James Alexander, a resident of the hard-hit Rockaway Peninsula. "Here we are, nine days later — freezing, no electricity, no nothing, waiting for another storm."

Alexander's home was spared when Sandy hit, but homes around him burned to the ground, and the boardwalk near his home was washed out to sea.

"They said it would be a rough winter," he noted to NBC New York.

One local resident refuses to be driven out by the latest storm, a combo of snow and rain that is threatening areas already ravaged by Hurricane Sandy. NBC's Stephanie Gosk reports.

About 1,200 flights were canceled across the Northeast, while residents of a few areas hit hardest by Superstorm Sandy last week were urged to evacuate in case of new flooding. Long Island Rail Road service was also suspended before 7 p.m. because of weather-related signal problems, NBC New York reported.

A punishing nor'easter is expected to dump snow on storm-battered New York and New Jersey. NBC's Jay Gray reports.

New York Mayor Michael Bloomberg directed police to use their patrol car loudspeakers to warn the 20,000 to 30,000 residents in vulnerable areas to evacuate. In Belle Harbor, in Queens, police patrolled the streets, advertising a warming shelter. Officers found that most had left their homes to stay with family, NBC New York reported.

In Toms River, N.J., residents of nearby barrier island communities lashed out at the city council because they had not been allowed to return to their homes since before Sandy hit.

Said one resident at a city council meeting: "These people need to understand it's our island, it's our home, and we need to defend it like it's a castle."

The snow from the latest Nor'easter is expected to continue through midnight before finally winding down in the early hours of Thursday morning. NBC's Janice Huff reports.

The nor'easter, dubbed "Athena" by The Weather Channel, could produce strong gusts that could also turn up piled debris from Sandy into projectiles. (Last month, The Weather Channel announced it will name noteworthy winter storms in an effort to “better communicate the threat and the timing of the significant impacts that accompany these events.")

"One of the bigger concerns ... would be the debris that's been piled up from all the residences and the businesses," Kevin O'Hara, police chief in Point Pleasant, N.J., told The Weather Channel.

"With winds picking up to 30-, 40-, 50-mile-per-hour gusts," he added, "our fear is that if people are out and about they could be hit by flying debris. We would urge people to stay in their houses, stay home, and let the storm pass."

The Long Island Power Authority dedicated more than 12,000 workers to restoring power to its customers -- 8,000 of those workers were linemen and tree trimming crews from around the country, including some who had been airlifted in by the National Guard.

Sea Bright, N.J., is among the areas fearing new flooding on Wednesday. Katy Tur reports.

Snow storms are unusual at this time of year in the New York area. Snowfall had never previously been recorded at Islip, N.Y., Kennedy and LaGuardia airports.

Central Park recorded 2.8 inches of snowfall, beating the 1878 record of 0.1 inches. Bridgeport, Conn., saw 3.5 inches, breaking the former record of 2.0 inches set in 1953. In Newark, N.J., 2.0 inches fell; trace amounts had been recorded in 1981.

"It's not a massive nor'easter by winter standards," said Weather Channel expert Tom Niziol, "but at this time of year immediately after Sandy's wrath and destruction, this isn't what we want."

"Mother Nature is not cutting us a break along the East Coast," he said.

As the day cooled into night, The Weather Channel forecast three inches of snow in Philadelphia with wind gusts over 30 mph, a combination of wet snow and wind in New Jersey, and snowfall totals of six to 12 inches in southeastern New York and New England.

In New York, Bloomberg expected up to three inches of snow. He said no new flooding occurred along the city's coastal areas "through the first and most dangerous cycle of high tide" on Wednesday afternoon.

Bloomberg had ordered three nursing homes and an adult care facility evacuated Tuesday from Queens' vulnerable Rockaway Peninsula. About 620 residents were moved. 

Fearing winds could down more trees, the city also closed all parks, playgrounds and beaches at noon Wednesday, and ordered all construction sites to be secured.

Airlines cancel flights ahead of nor'easter

Sandy killed more than 100 people, mainly in New York City and New Jersey, and left more than 8 million homes and businesses without power.

Fearing looters, Alex Ocasio told The Associated Press that he planned to ride out the latest storm in his first-floor Rockaway apartment — even after seeing cars float by his front door during Sandy. 

As the water receded during Sandy, men dressed in dark clothes broke down the door and were surprised to find him and other residents inside, he said.

"They tried to say they were rescue workers, then took off," he said. 

He put up a handmade sign — "Have gun. Will shoot U" — outside his apartment and started using a bed frame to barricade the door. He has gas, so he keeps the oven on and boils water to stay warm at night. 

"It gets a little humid, but it's not bad," he said. "I'm staying. Nothing can be worse than what happened last week."

Save the snide comments for the crooks on Wall St. Remember-they will brush right by hard-working people to get into their limos and head for their expensive apts and houses in Greenwich, CT. And we know they are NOT sitting in dark, freezing flooded homes and I have yet to hear about any major trend for those investment banks and such to do something meaningful for theiw employees down in the trenches. I used to be one and felt sick at what I saw and was lucky enough to get into a totally different field helping underdogs.

    The election is over and 51% of the electorate voted to give Obama another 4 yrs. The results are amazing.

    51% voted to have the gov't continue their gravy train, RATHER then work hard and make their own living.

    Congrats to the power company crews who have been working around the clock across a massive damage area to restore power to the region. The numbers in this article without power seem large but in comparison to where they began this time last week they are amazing.

    Congrats to all the other disaster response teams. From the stories (not this blog site) on various websites it seems that the States have been doing a great job and FEMA has as well in getting them the support they ask for. (Which is what FEMA does....they get the support the States as for to the States). Companies have stepped up to provide supplies. Neighbors have stepped up to help. In many, not all, but many cases it has been awe inspiring.

    Woke up this morning still in a place we call America, though there seems to be two separate ones, but still the one with the have's and the have not's. Still one where half of the country has either turned away from the Lord, or never beleived in hm to begin with and the other half that does beleive, but is beginining to turn cold and indifferent toward the others. My countrymen, no policitian can save you and no government can restore you. It's the American people that must pull together and demonstrate love of country and countrymen, or else all will slowly disolve. As I have pondered those saying like "diversity makes us strong", I'm reminded that it does, but not at the expense of our National Identity. I'm prayerful for those stricken by storms, poverty, racism, anger, strife, division, hatred and apathy. Mostly prayerful that we might remember that the Lord Himself said, "if my people will humble themselves and pray, I will hear their prayers and heal their lands".

    Peace to you all, may the Lord forgive each one of us and may He protect those needing Him and seeking Him.

    Folks who began complaining from day two of the disaster response that FEMA wasn`t doing this or that or the other have no clue as to what they are supposed to do. Or how any response to a disaster is supposed to go down. This despite having watched disaster after disaster after disaster occur since FEMA was created after Hurricane Andrew in 1992.

    The taxpayer through FEMA is not going to rebuild your house. We are going to give you grants to get you to a place in time where you can help yourself. Grants for a few months in an apartment. Grants to get some initial clothing and supplies. If you had no insurance then you are just SOL. If you did not have flood insurance then you are SOL. The taxpayer is not going to fix it for you through FEMA. That is not how it works. Through FEMA the SBA can give low interest loans to help you rebuild (note that because it is a disaster the federal gov`t uses the small business administration to do this for individuals as well as businesses). But they are loans. Just as if you went to the bank to get a mortgage to build a house. No one is going to give you a house for free just because a storm destroyed the last one. No one is going to resupply all the stuff you lost....that is called personal property insurance. If you were under insured then we are all sorry for you but again taxpayer dollars are not going to give that all back to you. The many charitable organizations collecting money may be able to help you there. Don`t expect a lot as they always seem to take a huge swath off the top leaving less for the victims.....but hey, that is the American way.

    If you are living in a freezing house without power at this point then that is on you. Have you registered with FEMA yet? That would allow you to get grant money to find an apartment. From what I see on the news the cities and States gov'ts appear to be aggressively working on the housing shortage (I hope they do not ask FEMA to get you trailers though). With or without power and water to your house......they are not habitable. Living in an uninhabitable house while you get it fixed up is your choice. That is not my problem as a taxpayer.

    You have another storm today with another storm surge and more high tide..... I hope you get to safety today.

    If they and anyone listens to warnings prior to any major storm they should have known what to do. Pretty basic.

    1 Make sure you have enough water & non-parisable food for at least a week, two weeks would be better.

    2 Batteries for flashlights & radios

    3 Fill up your car with gas. And any gas cans you might have.

    4 Fill up your bathtub with water.

    4 little simple rules, that no one who is stuck after the storm seems to listen & prepare for before the storm. But they sure do love to blame FEMA and the government for not getting their lights on within 24 hrs and what ever else happens after a major storm. Even though there are individuals risking their lives, who probably lost their homes, to get out there in conditions unbearable to get their lights on, hand out food & water, help clean up the debris.

    I say God bless the first & second responders and any volunteer to any disaster. And to those whining on message boards, how about stop whining, get off of your behinds, get out there and help with clean up.

                          I truly hate to see the east coast take it in the shorts twice in such rapid succession, and I pray for their safety. Fortunately, yesterday's election will not create any disruption in FEMA's ability to respond and continue to assist. It appears that Springsteen and Bon Jovi are going to be busy with benefit concerts for the foreseeable future. Perhaps some infrastructure uprades could be investigated by the new/same regime, such as a sea-wall, or drain systems designed to better handle a deluge like the one we saw.

                              i am glad to see that god is punishing the people in the states that deserve it. with any luck they will fall into the sea. california is next. these are states of immoral people who support gay marriage, drug use and are not christians. this is a payback from god. these states will be extreme blue states soon. under the water blue we all hope. rude nasty people. do not ever visit there.

I'm a fairly staunch conservative, not at all happy with yesterday's vote, and can easily say that your comments are as ridiculous as your verbage. Don't throw the Almighty's name around (and it IS capitalized) in such a haphazard fashion. We are often tested by this world He has given us, and an accounting will be taken.                                         i kicked my dog and i feel better. in all honesty i have worked two full-time jobs to get ahead in life for 15 years but it has not helped me or my family. my children were top 10% students in their classes but do not qualify for financial aid or scholarships. we pay full price while minorities are given full rides for school and they are about in the middle of the road in their classes. then when it comes to tax time i cannot write off any education expenses which are substantial. not only that but i am labeled a bad parent because i do not spend time with my children when they were growing up because i work all the time. you are better off on the obama plan. live off the government and let your kids get free education. i have issues but that have been induced by a bad system that rewards losers.
