Officials say that thousands of emails between General John Allen and Florida socialite Jill Kelley are flirtatious, but the general denies a relationship. NBC's Andrea Mitchell reports.
Updated 4 p.m. ET: Allegedly “inappropriate” emails between U.S. Gen. John Allen and the woman who sparked the investigation into CIA Director David Petraeus do not signify the two had an affair, a defense official told NBC News on Tuesday.
“There was no affair,” said the official, who spoke on condition of anonymity. The emails in question could be misconstrued, the official said, predicting that the investigation will prove Allen’s innocence.
Allen, the commander of the International Security Assistance Force in Afghanistan, is under investigation over allegations that he exchanged “inappropriate” emails with Jill Kelley, a senior defense official told reporters earlier Tuesday.
A difference of opinion appeared to be brewing at the Pentagon about how to characterize the emails, with another official calling them flirtatious.
Kelley, a Tampa, Fla., woman who has acted as a volunteer “social liaison” with military officials at MacDill Air Force Base, inadvertently launched the investigation that led to Petraeus’ resignation by complaining to the FBI about anonymous emails she received. FBI agents traced the allegedly threatening emails to Paula Broadwell, Petraeus' biographer.

During the investigation, agents discovered emails between Petraeus and Broadwell that were indicative of an extramarital affair between them, according to government and law enforcement officials.
Petraeus, who was appointed 14 months ago to head the Central Intelligence Agency, announced his resignation on Friday, citing an extramarital affair.
Word of the investigation into Gen. Allen’s involvement came early Tuesday, when U.S. Secretary of Defense Leon Panetta issued a statement during a flight to Australia for a meeting with defense officials there, saying that the FBI had referred “a matter involving" Allen to the Department of Defense's Inspector General.
Those who know the two women at the center of General David Petraeus' affair scandal are speaking out. Jill Kelley's brother says she is "dedicated" to her husband, while Paula Broadwell's friend calls her "a pretty great person." NBC's Kristen Welker reports.
“Today, the secretary directed that the matter be referred to the Inspector General of the Department of Defense for investigation, and it is now in the hands of the Inspector General,” Panetta said.
Panetta’s statement did not include specifics, but a senior defense official traveling with him told reporters that Allen “was under investigation for “inappropriate communications” with Kelley.
The official also said the investigation involved some 20,000 to 30,000 pages of material, mostly emails, which were sent from 2010 to 2012, adding that Allen “disputes that he has engaged in any wrongdoing in this matter.”
Later in the day, however, a defense official at the Pentagon told NBC News that the number of emails between Allen and Kelley was inflated.
The FBI eventually discovered that the emails received by Jill Kelley, a close friend of the Petraeus family, were sent by Paula Broadwell. And as they dug deeper, the affair between Broadwell and Petraeus came to light. NBC's Andrea Mitchell reports.
"That is a mischaracterization," said the official, speaking on condition of anonymity. "The communications with General Allen were lumped in with a lot of other email traffic."
The official said that the Allens and Kelleys were "family friends," and the emails were written in that manner. Many of the emails were not personal communications between the general and Jill Kelley, the official added, but included Allen's wife. And many were between Allen's wife and Jill Kelley, with General Allen just copied, the official said.
"What we're dealing with is the possible perception of inappropriateness," the official said, but it will become clear that there was no wrongdoing. "This is not at the level of the director of the CIA."
According to a senior U.S. military official, Pentagon General Counsel Jeh Johnson read "a number" of the emails between Allen and Kelley before he advised Panetta to refer the matter to the Inspector General.
"Leon Panetta didn't make this decision lightly," the official said late Tuesday. The emails were more than just calling one another "sweetheart," characterizing them as flirtatious, the official said.
While the emails may not prove an affair or even be inappropriate, they were unprofessional, the official said.
Allen will meet with investigators over the next few days, but then he is expected to head back to Afghanistan to continue in his role as Commander of ISAF, according to the official.
Panetta’s statement said that Allen would remain commander of ISAF during the investigation and that he was “entitled to due process in this matter.”
But Allen’s nomination to take over as head of U.S. forces in Europe and NATO's Supreme Allied Commander in Europe, was put on hold “until the relevant facts are determined,” Panetta said.
Allen was in Washington, D.C., preparing for his Senate confirmation hearings which were originally scheduled for Thursday, NBC News reported.
Allen had no advance warning about the investigation, a close aide of Allen’s told NBC News. He was alerted to the probe by the chairman of the Joint Chiefs of Staff, Gen. Martin Dempsey Monday night ET. Allen had a number of meetings scheduled for Tuesday on Capitol Hill, although the aide was unsure if they would take place.
Allen’s connection to the Petraeus investigation also seems to have caught the Defense Department off guard.
“This came as very surprising news, to say the least. No one in the Pentagon is leaping to conclusions just yet,” a senior defense official traveling with Panetta told NBC News. “It's important to review the materials to determine the facts, and it's too early speculate about where this will lead. In the meantime, Gen. Allen needs to focus on the war effort, which he's successfully led since last year.”
The ISAF was also unaware of the investigation until late Monday or early Tuesday, and it declined to comment, in a written statement, referring all questions to the Defense Department.
Allen, a highly decorated officer, took over as ISAF commander in July 2011, and was nominated on Oct. 10 to take over as NATO commander, the same time that his successor at the ISAF was named as Gen. Joseph Dunford.
The confirmation of Dunford, currently assistant commandant of the Marine Corps, is now expected to be fast tracked.
“The secretary has respectfully requested that the Senate act promptly on that nomination," Panetta’s statement said.

Some members of Congress are saying that they or, at the least President Obama, should have been told about the investigation into the director of the CIA while it was going on. NBC's Pete Williams reports.

Just a note... No one cares about extra affair's. Why all these guys going down for that is kinda silly.
Because our senior leaders in government and the military take oaths to live by higher standards. When they violate those oaths, we as citizens should be concerned about it.

I agree that we don't need Boy Scouts running the military or our spy agency. But there are plenty of great officers and civil servants who can talk the talk AND walk the walk, and get the job done. No one in the military or government is indispensable. At those levels of positions of power and authority, you are as good as your word. The military, especially, functions as well as it does because it actually operates on its values. When those values are violated, it's time to get somebody else for the job. GEN P would be the first one to tell you this. He knows the same applies to the CIA. That's why he stepped down.
And no, not all Generals have had affairs. That's a myth.

You should check some of the sexual misconduct/affairs the general's during WWII were involved in. They were not relieved becuase they were still very effective military commanders. People were relieved of duty back then for failure to be competent general officers (by relieved I mean fired or moved to a job they were better suited for) unlike some of todays crop of generals. I think that P4 and A4 are two outstanding officers that happen to be taking a lot of heat. P4 screwed up, name one person who doesn't? But he admitted it and is moving on, unlike some of our public servants. that's a large part of what makes him so great a leader-takes responsibility for his actions and those of his subordinates......what an interesting concept. :)
Yes, disaptvet, but our senior military and Govt leaders are much more vulnerable today than our WWII flags. There are cyber hackers out there (some who don't like us much) who are fishing for a small opportunity to breach our security, and P4, one of our biggest fishes while serving as the Director of the CIA, leaves his Gmail account wide open. Not a mistake this country can afford. he knows that. that's why he stepped down. Also, he knows he violated the oaths of personal conduct that he swore to uphold, and he would be the first to tell you that is unacceptable. Neither he nor GEN Allen were relieved as military commanders. But P4 did what is best for the country by stepping down. If P4 and A4 are feeling the heat, it is only because they either have or may have put themselves near or in the fire.
If Obama did try to seize power and make himself a dictator which he seems to be working towards there are millions of veterans who will gladly step up and do whatever it takes to stop him and I am one of them. This man is not qualified to be President of anything let alone our Country but the liberals lap up his drivel and hail to his greatness. Firstly, I am a retired Army Ranger who also served under the provisions of JSOG/C.I.A. I was in the military from 1980 until 2005 when I was discharged due to medical disability's. (I was shot in Afghanistan, my shoulder was damaged so badly I have lost 60% use of my left arm. Cant jump or use a weapon in combat, and I did not want a desk or training job, it was time to retire. 25 years was long enough, my wife said so ..lol) so I do have a very good working knowledge of most conflicts since 1980. Grenada, Panama, Columbia, Honduras, Iraq, Afghanistan etc.
Lets just concentrate on modern times.....
When President Obama said we will not dwell on the past, he did not mean that we will forget what was done. He meant there would be no criminal actions taken, let bygones be bygones and lets move on.
Funny how the people who have the most to fear of him starting investigations are the exact people who oppose him so vigorously. They include a provision that allow the companies to reap large profits at today’s prices of over 140.00 per barrel the ministry and companies have negotiated payment in oil rather than cash.
(So we were getting Oil from Iraq when we were told we were not, that drove gas and Oil higher in 2006-2008. we were told we were NOT getting oil from Iraq, I guess a pseudo Lie we weren't, the U.S. Oil company's were and selling it on the world market instead of to the U.S.)

Today Sen. Bob Casey released the following statement after being informed by the Pentagon's Inspector General that 18 individuals have been electrocuted in Iraq -- the number rises every month -- and that the IG is now subpoenaing KBR for additional documents. (This is from 2008, 3 years after it was reported. One family was told their son died after carrying an electric hairdryer into the showers with him too.)
If you all remember there was even more than one occasion where Vice-President Chenney was called to testify as to the leak of a C.I.A. officer as well as intelligence that led to the war.
"Libby had testified to the grand jury that he had been authorized by his superiors to disclose classified information regarding intelligence estimates of Iraq's weapons programs. Wass identified Vice President Cheney as one such superior on the basis of unpublished statements of lawyers with knowledge of the situation and documents that Wass says were filed with the court.[10]"

This one ticks me off I am a retired Army Ranger..And he knew he was full of crap when he told the family the lies they needed to have a War Hero.

President Obama has claimed it one time...For Fast and Furious, tracking of weapons in Mexico that lead to the death of an American agent.
However, The first known ATF "gun-walking" operation to Mexican drug cartels, named Operation Wide Receiver, began in early 2006 and ran into late 2007.
At the time, under the Bush administration Department of Justice (DOJ), no arrests or indictments were made. After President Barack Obama took office in 2009, the DOJ reviewed Wide Receiver and found that guns had been allowed into the hands of suspected gun traffickers. Indictments began in 2010, over three years after Wide Receiver concluded.
So as we see, If we look at this objectively....
There are always incidents that involve scandal and breaking of the law by Presidents and their cabinet.They do so with impunity and will continue..So for anyone to say President Obama should ebe impeached for not telling us the truth about Lybia or Fast and Furious or any other issue, needs to consider former President Bush's use to get us into a War that cost us thousands of lives and hundred thousands of wounded and Trillions in debt. As well as President Clinton's 16 uses of it for cover-ups .
The only president that got it right was President Ronald Regan..HE used it once to avoid Cabinet members from talking. He just used Ollie North as his scape goat.

LOng rant, but if you served that long in the miltary, you know there are very good reasons that the gov't submits no-bid contracts, especially when things need to be done on short notice or there are limited folks that can do the job they are looking for. In fact, if you check out the contracting rules, it's one of the guidelines the gov't pushes.

So, I have no issues with holding them responsible for their actions, on duty or off, 24/7. I have no problem judging them at a higher standard than I do the average citizen. In the interest of the Nation, we need to have a CIA Director that will actually "do the right thing when nobody is looking" (one of Petraeus's favorite sayings), and not just talk the talk. Now do you understand why it is a big deal?
Well...life may be that easy to figure out in Pine Ridge, S.D. but it gets more complex when we're dealing with some of the highest government and military figures in the world. Also add recent political upheaval, four lives lost in Libya, commander of forces in Afghanistan, and we ask more questions. This is not about sex.

Benghazi is a perfect example: ROmney called the POTUS on his claim that the attacks were due to the film, the press attacked Romney as being un-American and political. Once it was proven that Romney was correct, you heard no apologies or corrections or condemnation of Obama by the press. depends on your point of view.

An FBI agent used his powers inappropriately to have someone (he did not know the Petraeus connection at the time) to investigate what should have been a local police matter. His bosses allowed it to continue.

If Allen was giving information to Kelly in Tampa, it was likely while he was the DPTY CDR to P4 at CENTCOM. as such, I would guess his boss directed him to correspond with the local liason. IT happens on every base in America, the liason thing. Now depending on what he divulged, that is where he may be in trouble, not because they think Kelly was Allen's "girlfriend".
