Tulsa, Okla., police say William Lewallen was arrested for child abuse/neglect.
A Tulsa, Okla., man was arrested after his 16-month-old daughter was found locked in a metal dog cage and covered with feces and his naked 3-year old son was found crying outside on a cold afternoon, police said.
William Todd Lewallen, 47, was arrested for felony child abuse or neglect. He was found in a stupor in bed with a third child, a 3-year-old boy who was also naked, Tulsa police said.
The three children were turned over to the custody of the state Department of Human Services.
Police made the disturbing find on Sunday afternoon when they responded to a neighbor’s call about a child crying outside, with the temperature in the low 40s.
“He was screaming, ‘Daddy, let me in! I’m cold!’” one neighbor, Matthew Testerman, told the Tulsa World.
Other neighbors took the boy in and warmed him up.
Arriving officers heard screaming and crying coming from inside the house. They looked through a small back window and saw a child inside a metal dog crate, Officer Leland Ashley with the Tulsa Police Department told local media.
Officers kicked open the back door. "Upon entry officers were immediately hit with the overwhelming stench of feces," Ashley was quoted as saying.
Police removed the 16-month-old girl from the kennel. She was wearing only a diaper and was covered in feces, police said.
Officers found the father passed out in a bed in the master bedroom, with another naked toddler asleep in the bed.
The father reportedly told police he took narcotic pain medicine, a muscle relaxant and an anti-seizure medication with a beer and then "laid down to take a rest."
"The defendant was unaware that a naked child had been locked out of his house and was outside in the 40 degree weather for over 20 minutes," the arrest report states, according to NewsOn6.com. "The screaming child in the dog kennel did not wake the defendant nor did the officers kicking the door down to rescue the toddler in the dog cage."

The children showed no sign of physical injury, according to police.
Leland said the children’s mother was at work at the time and arrived home just as officers were preparing to leave.
Lewallen was being held in the Tulsa jail in lieu of $50,000 bail.
Records show he has been charged in eight felony cases in four counties since 1989, according to the Tulsa World. He has been convicted in the past of joyriding and possession of a precursor to manufacture a controlled drug – methamphetamine, according to NewsOn6.com.
The investigation is continuing, Ashley told NBC News on Tuesday.

Yes, drugs again seems to be the greatest part in this problematic story. And there are millions of people out on the roads and highways, and operating all kind of powerful equipment, and making decisions about out commerce who are using drugs, drugs, narcotics, medicine, medicine - yes medicine!!
Think of that. You and I are out there driving on the road with old people and young people and middle aged people who are using what - drugs! You and I are going to work every day with people who are doing the same. And, we are working for people who are doing the same.

Nearly everyday you read or hear or see on TV a news story about child neglect and abuse.. It goes on day after day and who knows what would have become of these particular kids if their neighbors hadn't gotten involved.. I find it difficult to believe, though, that they never heard these kids screaming and crying before now.. One can only assume they simply didn't want to get involved..
Still, one has to wonder what goes on in the homes of children like these.. What kind of parents are so disgusting, so sick that they would allow their kids to suffer, not just this kind of neglect and abuse but actually beat, torture and sexually abuse them?
One can only hope that for every tiny bit of pain they have deliberately caused those that they are suppose to nurture, protect and love will be given back ten thousand fold in the hereafter!

That's because every single day, child abuse is occurring. You only hear about the tip of the iceberg in the media. It happens in every state. It happens in poor homes. It happens in wealthy homes. It happens in religious homes. It happens in secular homes. And, it is NOT a new phenomenon. It has been with us from the beginning.
Generally, it is part of a generational cycle, but not always. Often, some type of substance abuse is involved (alcohol, illicit substance, etc.,) but not always. The youngest of children and disabled children suffer from abuse at higher rates then older and healthy children, but older and healthy children are not immune either. Sometimes, there are extraordinary stressors in the family dynamics, but not always.
Abusers pick the vulnerable as their victims. It makes them feel powerful and gives them a sense of control. It is an epidemic that has pervaded civilization from day one and, yet, we are still living with it. It was not until the late 19th century that it was recognized. In fact, the first reported case of child abuse in the US had to be reported to the SPCA. The syndrome of the abused child was not recognized until the 1950's, thanks to X-Rays. We've have made some progress since then, but not nearly enough. There are children living in horrific circumstances right now.
One thing everyone can do is keep your eyes open. If you see something that doesn't look normal, report it. You don't have to accuse anyone of anything, just report that something needs to be looked into. And realize, the system is overwhelmed, under-staffed, and lacks resources, so only the worst of the worst cases get intensive intervention.
If you want to do something to help, contact CASA about becoming a volunteer. The court appointed advocates do great work, but again, need more help. There is a National CASA and each state has CASA, which was the brain child of a judge in WA. CASA advocates make a difference. They also offer free training so you don't need experience.
We are a nation based on freedom. Some people interpret that freedom as allowing them to treat their children as chattel. We all must stand up together and loudly say No. We will not allow that. Every child has the right to be safe.
We can be angry and disgusted or we can do something to stop it. My theory is if I save just one child, I've done something to make the world better. Well, over the years, I've helped save more than one but it is just not enough. Not even close to enough.

I hope they arrested that so-called "mother" too. This didn't happen in the few hours she was "at work", which probably translates to out hooking for the day. They have two three year olds. Does that mean they are twins? And if they didn't want to care for those children they surely could have surrendered them with little muss or fuss. Then they could go on using to their hearts content until they overdose and they would not be a problem to anyone anymore. I would want both be sterilized however. Continuing to bring more victims into this world is not an option.

After all, laws were far different back then when it came to parenting.. There were none.. But I think parents had far more love for their children simply because so many died before their first birthday.. Those that survived knew they would very likely be responsible for taking care of their parents when they could no longer work and the family 'unit' was often very strong and loving..
I think a lot of the human race's problems today come from a genetic predisposition towards violence that didn't use to be there, at least not so much towards family.. In part, I seriously believe we have been poisoning ourselves for over 200 years now, not only with fossil fuels spewed into the air in the form of Carbon Dioxide, but in the millions of tons of chemicals we have, each year, spread onto our food crops which, in turn, goes into our rivers, aquifers and hence to the ocean, there to poison the food we eat from the sea..
I don't feel this has been given any importance by even the most modern of governments or scientists today.. I believe that the horrific rise in Autism is but one cause directly linked to the overuse of chemicals in the food chain.. I think it has permanently damaged our genes in a significant way and will continue to do so.. Sometime in the future, if we survive, the answers as to why and how we have become an even more violent species in a time when, with the help of technology, we should be less violent, will be laid right at the door step of our foolishness and failure to do something to fix this problem.. I do know that, for myself, I now eat almost exclusively organic products, most of which I grow in my own garden..

God only knows what mental and emotional issues their mistreatment has created. And speaking of God, where was he? Answering prayers about which sorts team wins? Where is God when crying children are starved, tortured, even murdered?
It's one of the reasons I do believe in God - I have to believe that these people will stand accountable for what they have done and receive the proper punishment for it. I hope these children are taken away and given to someone who will love and care for them! There is still hope for these children if they are rescued immediately and placed in a good environment.

Phil, if you were to have known that those children were living in those horrible conditions and you had the power to stop it, would you? Of course you would. But you would have me believe that an all seeing, all powerful God loves us and could have stopped it, just chose not to. If you accept that, than you also have to accept that you are more loving and just than God is. After all, you would have felt a sense of moral responsibility and would have stepped in to protect those children and you pray to a God that stands by and watches innocent children be abused. I am not familiar with CPS in Oklahoma, but as a former Foster parent the laws apparently vary state-to-state. If this loser had RX's for the drugs he took & jumps through a few hoops ie; parenting class, a few trips to an AA mtg, etc. those kids will be right back in the home under his care. The system is SO strained & nationwide there's a huge shortage of suitable foster homes, the authorities hands are often tied. Unfortunate, but true.
P.S. we adopted our foster child & left the program to focus on her upbringing.

Even in the state (Oklahoma) where it is illegal to go whale hunting, where cats are required to wear headlights at night, and dogs must have a permit signed by the mayor of the city they live in, in order to congregate in groups of 3 or more on private property. (Look it up: this is for real!)

The article didn't say that the little girl in the cage had more than her current diaper full of crap on her (lord knows given the opportunity they will get into their diaper and smear it all around). There isn't nearly enough information in this article as to what really happened. My money is on the father passed out, then the older boy locked his sister in the crate and went out side, accidentally locking himself out in the process (it doesn't actually say what relation the boy in the bed is to the family, if any (or why clothing appears to be optional for these kids)). From the information given, I wouldn't assume the children were 'living in filth', just that one of them managed to get sh1t all over herself.
Enough...you should actually READ the article before commenting, and defend the actions of such a sleazy pos as this guy. Or are you defending him as you treat kids the same way and don't see anything wrong with naked kids locked out in the cold, or stuffed in a dog cage, running aroung in the overwheming stench of feces that the police found in that house. Enough, everything in the article points to neglect and poor parenting. That being said, I agree with much of what you say, for you see there are reasons a child might be in a cage (and kids have been known to do you know what with their feces), children can and do run around nude and it is possible that this little guy got outside and maybe maybe the "dad" (not that i would call him that) actually was ill. Let's hope and pray that the legal system will do the job they need to do and protect these innocent children.

DKJ, while I would love to share your optimism, my 5 year old grandson tells us all the time about things that happened when he was 2 and 3 - and he gets it right. And it's not something major that he has heard us talking about. It's off the wall everyday stuff that we had forgotten. The 3-year old children will, unfortunately, probably remember.
I'm hoping that these children are too young to remember what has happened to them and grow up to be well adjusted people. I'm not very optimistic about it though.
Unfortunately you don't have to remember trauma for it to affect you. I have worked with several people whose lives were shaped by abuse from when they were infants or young children. It is a horrible thing and I hope the kids get help. That guy looks wild. Ugh for those poor kids. And yes, who would sleep with him? Eeek.
The thing that bothers me about these cases (as if the obvious weren't enough) is that we know babies are forever scarred when they aren't cared for and cuddled properly. If the 2 "adults" in this case are the "parents" of these children, what gene pool did the poor kids inherit? This is why we need a social safety net. Someone has to care for the offspring of these idiots. Sorry to be harsh, I don't mean to be.
It's not like the kids are coming into the world with the best of genes. I'll be surprised if they finish high school.
Hope the system gives them the chance, however, attorneys & courts seem to always want to try to reform or educate the parents & return the children back to hell, until the next time. ram...I agree, they are not too young to be scarred permanently. My granddaughter was taken away from a foster home that was not nearly as bad as what is described in the few sentences here. She is almost 18 now and still has issues and terrible nightmares.
