Subscribe to RSSDefense Secretary Leon Panetta on Thursday ordered the Pentagon to dig into and determine why an alarming number of generals and admirals have been snared by a variety of ethical lapses and misconduct allegations, headlined by the admitted marital infidelity of former four-star general and ex-CIA Director David Petraeus.
According to a statement released by the Department of Defense, Panetta believes that while the "vast majority" of U.S. general officers continue to abide by traditional ethical standards, he has nonetheless become concerned about the spike in alleged misbehavior among a rising number of flag officers spanning the Army, Navy and Marines.
"Over the past several months, the Secretary has spoken with the service secretaries, service chiefs, and combatant commanders about those instances when senior officers have not lived up to the standards expected of them. This has been an ongoing discussion reflecting shared concerns," the DOD release said. "This week, the Secretary directed General Dempsey to work with the other members of the Joint Chiefs of Staff to review how to better foster a culture of stewardship among our most senior military officers. This process is intended to reinforce and strengthen the standards that keep us a well led and disciplined military."

Meet the people who have been pulled into the scandal that caused Gen. David Petraeus to resign.
Panetta was in Thailand Thursday as part of a visit to Asia. Neither Panetta's order nor the DOD statement mentioned Petraeus, who has been under FBI investigation, or Marine Gen. John R. Allen, the commander of U.S. and NATO forces in Afghanistan, who is involved in the Petreaus case. Allen has denied any wrongdoing.
In addition, three other top-rung commanders have recently been punished by the military or remain under investigation for alleged misconduct:
- Army Gen. William Ward, the four-star general who once led the U.S. Africa Command was demoted Tuesday amid accusations that he spent thousands of dollars on lavish travel. He was stripped of one star and will retire. In August, a Defense Department Inspector General’s Report said Ward took an 11-day trip to Washington and Atlanta, costing $129,000 but spending just three days on official business.
- Brig. Gen. Jeffrey A. Sinclair is accused of 26 violations of military law including forcible sodomy, wrongful sexual conduct, possessing pornography while deployed and conduct unbecoming of an officer. According to prosecutors, the alleged sexual assaults happened in Afghanistan, Iraq and Germany, as well as at military bases in the United States. In May, Sinclair was removed from Afghanistan, where he’d served as a deputy commander for support. An initial military hearing has ended, but there has been no decision on whether to proceed to a court martial, The Associated Press reported.
- Navy Cmdr. Joseph E. Darlak and top officers of the San Diego-based Navy frigate USS Vandegrift were relieved of duty on Nov. 2 after a boisterous, drunken port visit to Vladivostok, Russia. Darlak was removed, the Navy said, after an investigation found he had exhibited "poor leadership and failure to ensure the proper conduct of his wardroom officers" during the three-day September stop, the Associated Press reported.
Ward, Sinclair and Darlak have not commented publicly about the charges against them.
Some military observers see the recent spate of high-profile cases of alleged misconduct as a much larger issue affecting the armed forces.
Directing combat operations on the far side of the world has separated many general officers from their families for the better part of a decade while they live in “an alternate-reality universe” – culturally insulated along with other brass – while being increasingly viewed as “untouchable,” said Frank Wuco, a retired U.S. Naval intelligence chief.
That distance and divide can put military commanders at risk of losing their moral compass, said Wuco, who hosts a weekly radio program in Tampa, Fla. In the late stages of Wuco’s intelligence career, he attended multiple meetings with then-Gen. David Petraeus who, at the time, was leading U.S. forces in the Middle East.
Wuco describes the former four-star general as “down to earth,” but he said the social status of many U.S. generals has ballooned to new heights during the two wars (Iraq and Afghanistan), allowing American military leaders to “begin to live in this kind of artificial bubble.”
“With the senior guys and the flag officers, this is like the new royalty. We treat them like kings and princes. These general officers in the military, at a certain point, become untouchable,” Wuco said. “In many cases, they get their own airplanes, their own helicopters. When they walk into a room, everybody comes to attention. In the case of some of them, people are very afraid to speak up or to disagree. Being separated from real life all the time in that way probably leaves them vulnerable (to lapses in moral judgement)."
But Thomas Ricks, a senior fellow at the Center for a New American Security, disagrees with the notion that military leadership is more insulated and that they have had their heads clouded by adulation. To Ricks, the problem is squarely centered on a wholesale loss of accountability across the landscape of the American armed forces.
"It is because the U.S. military has lost hold of the idea of accountability - that is, rewarding success and removing failures. And so people get promoted kind of mindlessly, and aren't punished when they fail repeatedly over the years," said Ricks, who also writes a blog for ForeignPolicy.com called “The Best Defense."
"Ultimately, when their failure becomes public, they may get punished. Bottom line: Today being a general is like being a tenured professor. You can do a lousy job and keep it, but if you embarrass the institution with moral lapses, you will get bounced," Ricks said.

As for the reports of Petraeus’ infidelity – as well as any unreported sexual dalliances involving other military leaders – ex-intelligence chief Wuco contends such behaviors within the highest levels of the military “are nothing new.”
“This type of cheating, while definitely alarming, is not off limits to the military,” Wuco said. “This is classic ‘men of a certain age.’ You’re looking at a guy who’s up there in age. He’s been working his ass off his entire adult life, separated from all of the good times everybody else has been having. I don’t think it’s anything more than: it made him feel good. It was good for his ego. He was holding the attention of a younger woman. It’s a classic story across every center of society.”
In fact, two of America's most venerated generals - Dwight D. Eisenhower and Matthew Ridgway - were known to have had romantic flings during World War II and the Korean War, but their infidelities didn't make news and certainly didn't cost them their commands.
A third World War II hero, Gen. George S. Patton, also had an extramarital affair, according to the book, "Patton," by the late Martin Blumenson.
"We’re in a different time now," said Robert O. Kirkland, a military historian who teaches at the University of Southern California. He called the Eisenhower and Ridgway liaisons with women other than their wives "documented in the historical record."
"Maybe some things in the past were overlooked," Kirkland said. "They’re now enforced."

While I agree with you on who should be in charge, there is a minor problem with the reasons you cite in the rant. With the exception of the gay guy in disguise, when men cheat, it’s usually with a woman. Unfortunately, there are women who go husband hunting and they aren’t overly particular about whose husband they hunt. The term “slut” really should be gender neutral though.

The military is a reflection of society at large, which has brutally eroded its moral standards over the past forty years to the point where almost anything goes. In this case, where some commentors bring up Clinton's arrogant dalliance, it is laughable that Democrats get outraged.... only because a Republican is involved. Otherwise, with dick-brains like Clinton, Kennedy, Anthony Weiner, Barney Frank, etc., "it's just sex, and has nothing to do with his job performance".
I wonder if what is eventually to be exposed here is a big racket going on in the world of so-called "National Security." 30,000 pages of so-called e-mail and classified documents found in Broadwell's home sounds like the tip of some possible racket. What if it has been common practice to slip out classified documents and offer them for sale in some sort of classified material market? What if this has been going on with regularity for years? I will admit, this is only a theory on my part; but it is one worth considering since these offenses in the military are coming undone like a thread pulled from a sweater. Think of how careless the CIA chief was about his communications with Broadwell. A teenager sneaks more skillfully than this so-called master spy. Perhaps they did not sneak very well because when there is an activity where "everybody does it" and everyone else "looks the other way," no one sneaks very well. Corruption may be rampant in national security land. Maybe people just join the military and CIA to get hold of documents to sell. Just wondering.

This isn't a republican or democrat thing, but a human thing. Why did Clinton ask a young woman the age of his daughter to service him? Selective amnesia seems to be a common ailment of the Republicans. Also, why is it such a shock that men in powerful positions have affairs and that women are attracted to them? what is most disappointing to me is the amount of sensationalized coverage we get about this one consensual incident, and yet the armed forces have had a long-standing problem of sexual assault against their own female members, and there has never been this much coverage for those victims. it is sad but true (and none of my business) that many married couples experience infidelity. but this is what it takes for Panetta to order an ethics review, and not systemic rape within the ranks? shameful.

@Rober34 and AxelPud: The former General, David Petraeus IS a Republican; one with a stellar career throughout his 37 plus years in the Army, and this past year as head of the CIA. His private life, like your's and mine, and the rest of the world, are our own. But, because he is the man that he is and held the position that he held, he resigned as Head of the CIA. He will begin hearings tomorrow and will uphold the highest integrity throughout the hearings. Period. You want scandal? Then read, "Drift: The Unmooring of American Military Power."
What should be in question is what EXACTLY, Army Reserve Officer Broadwell confiscated from Petraeus, what has been passed along to her husband, Scott Broadwell, and what MAY HAVE been passed along to ALL those entwined in this web of deception.

The Chappaquiddick incident took place on July 18, 1969 and refers to the death of Mary Jo Kopechne, a female passenger of U.S. Senator Edward M. Mic, the reason they are looking into it is because according to Article 134 of the Uniform Code of Military Justice, the act of adultery when certain legal criteria, known as “elements,” have all been met makes it criminal. While outdated, I am sure, the problem is they all signed it and were aware of it. So it has to be looked into. Listening to NPR this morning on the way to work, I don't think they are going to prosecute Petreaus, but again, they've had to look into it.

As an ex military wife and a veteran I can say its not a "hussy" forcing our soldiers to stray. My ex is still in the Army after having his affair with another soldier. Their affair was busted clean open and nothing happened to my ex husband. These are choices they are making. It is unfortunate the system is held up by what the military calls a "buddy" system. You have my back I have yours type of deal. He is still in the military with an E-7 rank. I feel the both of them should've lost their career but since she is sleeping her way to the top and he is kissing the "tops" asses they get to finish out their careers. I only wish the general public really knew what happens behind closed doors with our soldiers.
Same thing happened to me. Mine was staying out all night with a coworker and his buddies were covering up. At the time I looked about as bad as the generals wife because it was a horrible marriage. you can't have a life because at any minute you could be uprooted. Drinking is the norm and buddies come before the marriage.. I hope any military wives that see themselves in this will dump the guy (hey if you can stay married ten years you get part of the pension nwhich you totally earned BTW.) Have the guy pay for your college or turn him in for adultery and then watch how fast the wrinkles and fat fall off after that. These generals will not even get a slap on the wrist but many other lives will be ruined, I hope Holly gets out and has the times of her life.
Why can't Obama just apologize for Petraeus, claim an Executive Privilege & be done with it? That's worked out real well so far.

The GOP can not change, they are doomed to be the laughing stock of America as long as they embrace the 1% and the extreme right wingers. One newscaster got it right when he said that those "bible-thumpers" only use the good book to thump with, they certainly have not opened nor read the pages...illiteracy has its consequence. Maybe if they read about the peace and tolerance instead of the hatred and bigotry, they would have a better understanding of the realities of our society. As long as they are lead by those who can only find hatred and listen to only those who froth from their mouth, they are doomed to fail.
Panetta orders reviews, on himself as he should for being complicit if this massive cover up lying more than a Persian rug. Unfortunately he like Hillary and the rest have sold their souls and cannot backtrack without serious consequences ethically, morally, politically and criminally.
Petraeus on the other hand has not much to lose after being run over by the administrations political steam roller. Both he and Broadwell have become enemies of the political machine. Hopefully when he testifies today, he will blow the lid of this cover up that has been going on for over 2 months too long.
The victim's families and people of our great country have the right to seek the truth.
