CIA Inspector General launches investigation of Petraeus' conduct

As former CIA director David Petraeus heads to Capitol Hill to testify behind closed doors about the Benghazi consulate attack, the CIA announced it is launching an investigation to determine whether he used agency resources to further his relationship with Paula Broadwell. NBC's Andrea Mitchell reports.

The CIA Inspector General has launched an investigation into the conduct of former Director David Petraeus, a source tells NBC News. 

The source, speaking on condition of anonymity, said that acting CIA Director Michael Morrell ordered the investigation to ensure there was no wrongdoing and that no agency resources were expended improperly by Petraeus. 

The CIA informed the House and Senate Intelligence Committees of the investigation on Thursday via letters from the IG.


"At the CIA we are constantly reviewing our performance,” an agency spokesperson said. “If there are lessons to be learned from this case we'll use them to improve. But we're not getting ahead of ourselves; an investigation is exploratory and doesn't presuppose any particular outcome."

The FBI has separately investigated Petraeus in what began as a cyber-harassment case but later revealed an extramarital affair between the former CIA director and his biographer, Paula Broadwell, multiple government and law enforcement officials have told NBC News.

That investigation remains open, focused primarily on whether Broadwell, a West Point graduate and former military intelligence officer, improperly possessed classified material on her personal computers.

Additionally, the CIA is now investigating whether Gen. David Petraeus used agency resources to further his relationship with his biographer, Paula Broadwell. NBC's Andrea Mitchell reports.

The nature of the classified material found on at least one of Broadwell’s computers is not known, nor is it clear if she improperly possessed it, as she had a security clearance until it was suspended on Wednesday.

Law enforcement officials have told NBC News that Petraeus is not suspected of passing classified information to Broadwell and that no criminal charges are expected to result from the investigation.

Defense officials told NBC News on Thursday that earlier this week, the FBI came to Army officials with material discovered in Broadwell’s emails and asked, “Is this real and is it classified?” After Army officials determined it was indeed classified material, the FBI launched a search of Broadwell’s Charlotte, N.C., home, with her consent.

On Wednesday, an Army official told NBC News that Broadwell’s security clearance and access to classified material was suspended because of an address she gave to an alumni symposium on Oct. 26 at the University of Denver, which appeared on the video-sharing site YouTube. Broadwell holds a master's degree in international study from the school.

In the address, Broadwell -- a lieutenant colonel in the U.S. Army Reserves, though not currently on active duty, according to Pentagon records obtained by NBC News --  talked about security at the consulate in Benghazi, Libya.

"Any time that the Army has a reason to believe that an officer has mishandled classified information, there is grounds for such action," the Army official said, referencing the YouTube clip.

A third related investigation, by the Department of Defense Inspector General, is focused on emails exchanged by Marine Gen. John Allen, commander of U.S. and NATO forces in Afghanistan, and Jill Kelley, the Tampa, Fla., socialite who inadvertently triggered the FBI investigation by turning over anonymous harassing emails to an agent with whom she was acquainted. The FBI later determined they were sent by Broadwell, which in turn led to the discovery of her affair with Petraeus, multiple government and law enforcement officials have told NBC News.

The generals and the SOD would be advising Obama. The CIA was told to stand down not the military.

Petreaus should answer this question tomorrow. The advisement of the military was not to go in, this is from two regional generals and our SOD,not Obama.

President Obama is the Captain of the ship and chose the officer, the president is responsible by default. I'm sure there were clues to this character flaw which I suspect were not a detriment but an attribute in him getting the position. His resignation so quickly is a cover up of a larger issue, but in the grand scheme of things, it won't be the only straw on the camels back. That camel has got to break one of these days.

    He'll claim 'Executive Privilege', just like he did with the 'Fast and Furious' gun running scheme where he's trying to protect his buddy - Eric Holder. I guess he was too young to remember the lessons of 'Tricky Dick Nixon'.

    I suspect that Holder will soon be leaving as a scapegoat for both 'Fast and Furious' and for supposedly not telling Obama about the months long investigation into Petraeus until the 'day after the election'. When Holder is charged with 'lying to Congress', Obama can pardon him.

    This supposed 'transparent' Administration is the most secretive and corrupt in a long time (since Nixon), but then Obama did come from Chicago, where corruption is a long accepted practice for public officials.

    What I'd like to know is - If the intelligence experts knew it was a planned terrorist attack the very next day (which the confirmed under oath to Congress), then why did Obama send his U N Ambassador (Susan Rice) to five different talk shows almost a week later to claim that it was a 'spontaneous reaction to a video'? And why did Obama continue to claim that he didn't know that it was a terrorist attack when he appeared on 'The View' TWO WEEK AFTER THE ATTACK?

    @ Coral Taxi: Bronco Bama knew days before this happened that they were in danger so it shouldn't have come as a surprise to him or the generals when it happened and they should've prepared for it and got them out of there before the attack if nothing else. Obama was warned and didn't warn the generals? I think not. They slipped up and now they're dancing on hot coals. I can't make you or anyone else see that, you will believe the media every time so there's no sense in continueing this conversation.         Actually all the suspects should be Interrogated until the truth is known at least to the right people. Then those that are caught as traitors should be publicly shot as a lesson to show what happens to traitors. America blew it way back in the 1970's when Philip Agee was allowed to leave the country alive after rating on names and addresses of our case officers on the ground. He got to live out a nice life. Had our CIA killed him back then or he went to court and after faced the firing squad people would have learned not to do that. It is the idea of "what good is the money if you are not alive to spend it?" idea. If would be traitors were sent the loud and clear signal that to traitor is to die then people would except their incomes as given them by the government and not look to betray America for the Great Reward of cash. Selling out is good money so people do it. Truman we were able to have a strong military, start the CIA and make it the Best of the Best until 1970, and take care of our old, sick and weakest citizens. The rich willingly paid their taxes. Under this system the rich enjoyed unprecedented wealth. Then one day the rich decided to plot to kill the "goose that laid the golden egg" meaning America and mainly the military and CIA. They started to make those hidden phone calls to Congressman to start to attack the CIA and bad press resulted from years of pounding. Of course when these forces were weak enough then Foreign countries took advantage of the weakness. Now fast forward to today and the mess we are in. But first cause was capitalist with a gratitude problem. They got too greedy and now are refusing to pay for that which gives them this nice civilized life. Now capitalists want to throw out the very people who helped them get everything. The best way to compare the capitalist relationship to our military and CIA is like a marriage. The wife is happily married to her husband "the CIA" and all is well. One day the wife decides to go with someone new even though the "husband" was always loyal to her. Then the wife suddenly tries to make the husband look bad and works to destroy his reputation and lastly the wife plots to kill and totally destroy the husband.         How is the CiA and FBI and the White House doing on the Benghazi investigation of how 4 Americans were murdered there? How did that interview go with the Tunisian man who was taken into custody by the Tunisian government? The Obama administration was too busy to speak to this man or denied having access to him until after Lindsey Graham brought it to the media's attention and spoke to the Tunisian government who gave us access to him.         I wonder how many under his command that General Petraeus punished for improper conduct or for being untruthful. This man needs to be publicly admonished and never to hold any other government position. The crime does not matter in itself. What matters is the willingness to commit a crime or transgression that call a persons ethics into question. Once a person is known to lie it is pretty much common knowledge that they will lie about anything. Are you listening President Obama?

            There are a couple of points that do need to be investigated with regard to National Security and the laws and regulations that govern how classified info is secured as well as military standards; however, I do have to agree that we have much bigger issues to address than the indiscretion and poor judgement of a few of our leaders.

            1) The affair itself is nothing new neither to government officials nor the military; however, when you are in the military you are held to a different standard and adultery is against the UCMJ (the code of conduct for the military).

            2) When you hold a security clearance you are held to an even stricter set of rules where adultery can lead to blackmail therefore you have to inform investigators of anything you may have done that can be used against you to gain access to classified info - this is a big strike against all parties involved except, from what the reports have to say, the civilian Ms. Kelly.

            3) The biggest questions in my mind right now, and a huge reason why they definitely should suspend Broadwell's clearance, are what classified info did Broadwell have on her (probably) personal computer (a HUGE strike against her) and where and when did she get it? Either way, many people have lost their clearances due to mishandling of classified info and if she loses her clearance for good, she can kiss her military career down the drain.

But additional questions also need to be asked: Why did the Administration keep telling us that the attack was an impromptu reposnse to a video when they knew it was a terrorist attack? Why did Ambassador Rice's talking points, which were issued by the intelligence community according to The President, differ from the original version issued to The Administraton? Who changed the statements and why? How did the FBI wrap up the Benghazi investigation in a hour when it takes the Highway Patrol several hours to investigate fatal accidents? It seems like too short a time period to conduct a complete investigation. Why did Patreus wait until after the election to resign when his affair was discoverd a while ago?

            The focus on Patreus and his affair is a smoke screen, this whole thing seems fishy.

                Kudos go out to Fox news and Jennifer Griffith for her fine reporting on the Benghazi situation. Real news and real reporting, unlike the other so called news agencies including the worthless one that Im writing this post on. Way too go Fox news, keep up the good work.

                It is so interesting that FOX isn't even reporting this scandal. Check their star-studded line-up. Nothing on Petraeus ~ NOTHING BUT BENGHAZI STORIES ON EVERY "NEWSCAST" (okay, O'Reilly had one pathetic segment on it, no more). Nothing on their "NEWS" website about it at all.

                Nah, they aren't firing up a smoke screen ... Kinda makes you wonder what the high-heeled porn queens' agendas are at FOX. Just show a little more leg you assortment of bimbos, because as you well know, nobody with an interest in real news can take anything you say seriously (and now for the "money" shot, please). ~

                    By all means, let's call in the CIA. That should insure that ethics are in place and laws enforced. Bad joke. The CIA is incredibly dangerous. Truman created it but it became something other than what he intended. He later encouraged changing it back to what it was intended to be; an information gathering resource for use by the president, or doing away with it. Kennedy appeared to be taking steps to limit it after the Bay of Pigs fiasco and the evidence that they feel like they report to no one. Things didn't work out so well for JFK.

                    I would think things were even more remiss if they did not investigate this person. What if he compromised them in some way?

                    I see you paint them with an evil brush, but many of the stories that you heard came from persons who had a vengeful beef with them (disgruntled former employees). The tales got rather tall over the years. Years back they functioned and served their purpose. For what has happened to them read this:

                        JRS, This does not surprise me because Jill Kelly is connected with John Allen who wrote 30,000 pages of E-mails to her. I am sure it was not just about sex. The sex was a cover for the transfer of information. Someone with middle east connections does not cozy up to high level Generals and a CIA director because they are "So Handsome". This Kelly women looks as cold as ice so I am sure her interest is strictly business meaning spy business. Ever since the Bush administration took office leaks have been at a fast rate. No doubt due to Bush'es incompetence. Since Obama took the White House the Bush leaks turned into a Flood. The water of the Obama leaks is flowing faster than the Mississippi.

                        If she is a spy she is a piss poor one. Why call attention to yourself by getting the FBI involved in something as stupid as "threatening e-mails" which, by the way, also stinks to high heaven. How deep into it do you think the FBI would get involved if Joe or Jane citizen called and said, "Hi FBI agent, I'm getting these threatening e-mails from someone whom I don't know. Can you check that out for me?" Boy, yes, I can see them expanding large number of man hours and money to check that out for all people in the US. I don't know for me there are so many dangling wires in this whole mess that we are definitely not getting the whole story nor will we...maybe the full story will be Broadwell's next book.

                          If you read the reports though, according to the Wall Street Journal, "after the investigation began pointing to larger potential national security issues, Ms. Kelley tried to get the FBI to drop the matter."

                          So, she realized she made a mistake and tried to stop it. Also, if you do check out the links from comment#20, the "spy theory" pretty much does not mean formally trained spy, but more like "heavy in debt, needed the money" spy as the motive.

                          Obviously, it is just a conspiracy theory and hard to believe but the theory was advanced by both right and left wing sources based on a Washington Post report which questioned how she got so close to the top two generals in the United States, one of whom was the Director of the CIA.

                          We will know more (as much as is not classified) after the formal investigation.

                          The man had an affair against his better judgement. This does not make him a spy or traitor. In addition, he has served his County well we should all be grateful for his service.

                          No one was saying that Petraeus was a spy, but might have been the victim of one. Read all the sources before reacting. The spy reference was to Jill Kelley based on the Washington Post article, specifically:.

                          That article was then carried to the spy theory by bloggers....links are in an above comment #20. It is strange that she was in some way involved with the top two US generals and she was trying to get close to Petraeus when apparently Broadwell sent her those emails telling her to stay away.

                              In the address, Broadwell -- a lieutenant colonel in the U.S. Army Reserves, though not currently on active duty, according to Pentagon records obtained by NBC News -- talked about security at the consulate in Benghazi, Libya.

                              So it becomes classified because it may have exposed inconsistencies and conflicts with this administration's cover ups on Benghazi. Her opinion on the Benghazi terrorist attacks were not complimentary to Obama's image and benefit.

                              Both Broadwell and Petraeus became the target of a scandalous sex affair and non stop diarrhea of tabloid type to the public to discredit them both. Had Petraeus continued to be an obedient puppet of Obama, this entire affair could been easily swept under the rug leaving the public without a clue.

                              Unfortunately for Petraeus and Broadwell, they appear to be a threat to this cover which led to their affair being exposed which BTW was morally and ethically wrong. The point being made is the Benghazi Failure far outweighs anything Petraeus and Broadwell are guilty of.

                              Hopefully Petraeus will put an end to this criminally fraudulent cover up on Friday when he testifies, assuming he's doesn't have any terrible accidents of some kind before then.

                              The only drinking the kool aide is you. Open your eyes and see that there would certianly be a benefit to covering up what really happened in Benghazi. The President is worried about keeping up the "Al Quaida is on the ropes" image the he is reticent about dclaring anything an act of terrorism.

                                it is to bad the author of this article did not do diligent research concerning the hadnleing of classified material- a major security breach by the broad broadwell is not only punishable under the UCMJ but the espionage act she will be charged and depnding on how many other dignitaries she has slept with punishment will be meted out-
