Baltimore blogger airs police talks, surrenders

BALTIMORE — A Baltimore blogger wanted on a court-issued warrant surrendered without incident to authorities late Saturday after broadcasting on Internet radio his negotiations with police who had surrounded his home. 

Police said 47-year-old Frank James MacArthur emerged late Saturday evening. He had remained inside his home when law-enforcement officers sought at around 6 p.m. to serve a warrant issued in June for a probation violation stemming from a 2009 gun case. Authorities said MacArthur had missed a court hearing. 

With a tactical unit outside, MacArthur broadcast his talks with a police negotiator on The Baltimore Spectator website. 

MacArthur expressed frustration about his treatment by police, telling listeners, "I am surrounded by a bunch of men with guns." 

Lt. Col. Garnell Green said the tactical unit was called in because MacArthur had made numerous threats on Twitter against officers, including those who might try to arrest him. 

Green said MacArthur is being charged with a probation violation, and that police will discuss with prosecutors whether he will face other charges. 

He said officers have been trying to apprehend MacArthur for several days. 

The Baltimore Sun reports that MacArthur has been a gadfly on local issues, and had been posting on social media for several days about his "fugitive" status and alleging that police would try to harm him. He claimed he was never notified about the court date. 

During talks with the Baltimore police negotiator, Lt. Jason Yerg, MacArthur continued to express concerns about his safety. 

He criticized the heavy police presence at his Waverly home, saying of the negotiator, "He needs to be battling bad guys, not spending his time talking to The Baltimore Spectator." 

MacArthur said he would come out at around 10:30 p.m., but then offered more commentary. At one point he thanked CNN commentator Roland Martin for expressing interest in his case via Twitter. Martin advised MacArthur, "You NEED to go outside," and also Tweeted that MacArthur's attorney should meet him at the police station. 

MacArthur emerged around 11 p.m. and was taken into custody.

Good luck to this fella in court explaining why he didn't surrender to police quietly when they first showed up. Then held out for five hours once he got the media involved. Not to mention the threats he made if police tried to arrest him. It will be also be a little hard explaining how he knew about his fugitive status and claiming he didn't know about the court date.

It seems Mr MacArthur desires to have his case reported by the media and is concerned for his safety? As you are aware, the police issue warrants based on parole violation and my question, not answered in this NBC article, is are we sure he was not aware of this. On parole violations such as 2009 gun case, it would have been best to turn himself in back when the warrant was issued. If he professes ignorance in "not knowing" a warrant was issued because he did not receive it is no excuse because MacArthur could have made one telephone call to ascertain if there was a warrant. I do not think he will get an "oops, my bad" in court.

Having listened to the actual broadcast for quite some time, it became clear Mr MacArthur was very aware of the warrant for a week. Two months before his probation was up. Having looked it up online and checked with a member from the police station to verify it was accurate. He could have turned himself in at anytime, but later discloses he didn't because he wanted the media attention so he wouldn't be receive any injustice from the police.

Apparently in 2009, two men tried to break into his home and he called the police. He used his gun to stop them, no shots were fired. And when the police arrived, there was a problem with the gun he used. He ended up being arrested, served 40 days in jail and had a plea agreement he signed of three years probation.

He violated one of those terms. He was carrying a gun but decided to ditch it, in case there was a shoot out and police killed him in a set up, claiming he shot at them. He was well known for carrying this special kind of gun it seems. Despite being on probation and it violating the terms. And waited for the police to come around to serve the warrant.

He starts out claiming he wanted to get his affairs in order before coming to police, when the negotiator asks why he didn't just turn himself in. But the bottom line he ends up admitting is, he really wanted a huge audience. Because he thinks he was messed over in 2009 and has never been treated fairly.

I can understand and empathize with this man for wanting as many people as possible to see and hear what 'our boys in blue' were doing. Gathering 'revenue' (traffic tickets) and 'solving' cases (convicting the handiest person of a crime) so they can make rank and retire in 20 years is the main driving force here.

    Blogger Frank James MacArthur, who was taken into police custody last night after broadcasting an hours long standoff with officers, has been writing about crime and politics in Baltimore for years.

    He has been a regular fixture at crime scenes around the city, posting Twitter updates using the name Baltimore Spectator. He had recently started hosting an online radio talk show, which he used to live stream his confrontation with police Saturday night.

    The live broadcast of his standoff had been listened to over 42,000 times and by Sunday morning MacArthur had amassed a following of more than 4,600 people on Twitter.

    47-year-old MacArthur claimed in the past week to have gone into hiding, saying on the social network that he was being threatened by "rogue elements" in the Baltimore police department. He had posted a stream of taunting messages to the police.

    The first post on the Baltimore Spectator blog tells the story of MacArthur being arrested, apparently for filming at a city impound lot. The post says that police declined to comment on the case because it was an ongoing investigation.

    "I'm sure the investigation involves more police resources that could be better spent," it added.

    It will be interesting to see the comments after/ if this goes viral ... this mans broadcast is going to be embarrassing for both the legal system and the Baltimore Police dept ....

          I have listened to the entire broadcast and agree with the points made by Mr. Frank James MacArthur, making no judgement as to his guilt ... He made it abundantly clear that he intended to come out peacefully

          Let me congratulate the negotiator, who did a commendable job under the situation that should not have occurred.

" the GUN CASE was in 2009. not the probation violation. he was placed on three years probation, which would reach into 2012. sorry you wasted all that typing.

            Actually, whenever a warrant has been ignored, and they go to apprehend the individual, multiple officers respond. When the individual is on probation for a firearms violation, they suspect as the warrant has been ignored, it's likely that other elements of the probation have been violated, like possessing firearms illegally.

            Would you go to someones door knocking to arrest them if you suspected the answer might be a shot through the door?

            Try reading my 1.2 comment. You would have realized this man was placed on probation and it is due to expire in two months. He is in violation of his probation and knew about the warrant for a week and could have turned himself in. Even calling the police department to verify it. He wanted the audience and admits it. I guess going to the trouble to help others understand the complete situation isn't always useful for some folks. Who may not want to read very much except shot quick lines.

            City police say man shot by officer in West Baltimore

            A man was shot and wounded by a Baltimore police officer in West Baltimore on Tuesday morning. Lt. Col. Garnell Green, the commander of the homicide section, said police were called to the 1200 block of Oakhurst Place, in the Southwestern Police district, about 9 a.m. for a report of a "man suffering from a mental illness armed with a weapon. " Green said the officer discharged his weapon, but the victim's injuries were initially unclear. Green said at the hospital, a bullet was removed from the man's abdomen and detectives began investigating the case as a police shooting."

            Garnell Green was the head of homicide in Baltimore, why would he be involved in this case? Or perhaps he's spokesman to get one side of the story out ... lol (which you instantly accept) Why?

            "Do you really expect police officers to ignore threats from people made publicly to harm them?" Nooooo I expect them to make a lawful, considerate response, that does not include putting a house under siege by a SWAT team and inflaming to situation by preparing to kill someone. If you can't take the heat ..stay out of the kitchen ... get another job.

But there would be far less citizens killed by police if their responses were more considered, you obviously support killing some of us, in the guise of protecting us. (The End justifies the means)

            Go to the door .. knock .. announce that you are the police, and are there to serve a warrant .. no response ... walk away and wait ... if any shot is fired ... call for backup ... If you don't have the balls to do it ... get someone that does ...

            The police negotiator in this case did a good job .. if you heard it ... BUT he could have defused the situation (when it was realized that the whole affair was being broadcast) by saying:

            " Ok .... If I move the "Bearcat Team" out of the neighborhood and vacate the street, will you come out and talk to me alone man to man?"
            It was clear when listening to the broadcast that he intended to come out and expected to be arrested. This whole episode was another unnecessary reinforcement of "system Failure" on the police of Baltimore.

            The Baltimore police have lost the trust of the majority of their citizens .. with reason, as have police forces across the whole nation because, of their inappropriate behavior.
            The justice system is failing, and they are the pawns in the front line, and are not helping solve the problem by reactions like this.

            Are we to assume that all Americans comments on Twitter & Facebook are read instantly by law enforcement and reacted upon in a like manner?... lol.. if so, a large portion of Americans would be behind bars!
            The fact that the Baltimore Police are using this as a excuse for their actions is specious ...it's far more likely that it was because they believed he had a gun .. All gun owners lawful or otherwise can be subject to the same action ... they just don't understand that ...... YET .

            I was on interstate 66 November 9th 2012 early in the morning in the normal as usual traffic. I really normally am pretty beside myself at the immigrants that have flooded the area and get out in the fast lanes and dive 50 Miles an hour and WONT move out to a slower lane. Any way this morning I really wasn't paying attention to any of it. I was in that drive daze. Anyway this guy rolls up next to me and is yelling and screaming something. Now I am an old school A assertive guy. I typically deal with things that way I did as a young man. SO being honest here I rolled my window down and told dude to " Well you get the picture". Anyway He points to the side of the road and says pull over tough guy. He swerves in front of me and slams on the brakes. Ok its on. Road rage or what ever you want to call it. I follow him off 66 to the light at the off ramp of 123 and 66. The light is red and he is making gestures like come on come on. So I put it in park step out, he opens his door and puts one foot on the ground and as I walk up to his car he shuts the door and produces a Large Bowie knife. I couldn't believe it. So I say one minute. Stay right there. As I walk back to my car to gather up the (5) iron I have in the back of the car. I hold it to the side of me and begin walking back up to his car as I am furious and am going to split his head open.

            The light turns green and he pulls off. I am absolutely furious. I have never been that angry in my life. So I follow him and call the police and while I am on the phone with the police he pulls into a bank parking lot. I blocked his car in so he couldn't run and while I am waiting for the officers to show up.

            Well I hear the sirens and here them coming so I hang up with the police dispatcher. I here the police shut off there sirens and pull up behind me. I am not taking my eyes off this guy as the knife was enormous.

            Well this young Fairfax county officer pulls up with his weapon drawn and pointed at me. I couldn't believe it. I was like he is the guy, hes the person I called the police on he has the weapon. This young officer, " I have to say this. Turns out was doing the right thing" but I was furious and confused as to why this officer pointed his gun at me. So he was screaming on the ground get on the ground. NOW! GET ON THE GROUND. At that point it all went south as I went black. I refused to get on the ground and for the life of me couldn't imagine why he was number 1. pointing his 9 mm glock at me and 2. why he was instructing me to get on the ground. After years of what all of you whom know me, I have been through and what I have seen and done. The gun was not an issue for me what so ever. I was furious. I mean I was totally going to hurt this guy whom pulled a knife of me. So anyway by not complying to this young mans order and it was an order not a request. Before I know it there are tactical police, 7-10 regular officers and they have me surrounded. This piece of @!$%# that started this whole thing and threatened me with what essentially was a machete. He was smiling and now out of his car watching all this taking place. I was NOT getting on the ground while this guy had the ability to get to me. I would have been at risk and I wasn't and have always been taught to NOT give up the tactical advantage. Ever. Destroy the enemy and deal with the issue or objective. So on and on and on for what seemed like 1/2 hour but really was like 5 minutes. Maybe ten. Now the intersection is shut down, there is helicopters over us and its early morning and just getting light. There are lights pointed at me and screaming and yelling to get on the ground, show us your hands or we will shoot you.

            Wasn't happening and it want about tough guy stuff or anything like that. It was about this person that started a confrontation and pulled a knife on me. Here comes the tactical guys and there partners the K-9's . I let the dog go Ill let the dog go....... Get on the ground get on the ground, show us your hands show us your hands. Look to all you officers that read this. Its not always about a purposed effort to not comply. Sometimes its about right and wrong and your don't always have the moral high ground to stand on. Not always!

            So obviously this is not going to end well. I at the time and in hindsight see that it wasn't the best thing for me to do, by not getting on the ground. But in that moment, and after the training I have had. I completely felt right and wasn't concerned about being shot. Really I wasn't. I was concerned about this guy now out of his car standing about 50 yards from me and me getting a hold of him. So now there is " I am pretty sure the entire local office of the Fairfax county police. Must have been life 20 cars and ambulancemen and all sorts of kill you type vehicles and support. So now its a tactical situation now and the tough guys take over. Now its out of the hands of the young " GOOD MAN" that originally showed up and demanded that I lay on the ground. There was no chain of command, there was no method, or instruction for these men and women to follow. It was training and had I moved to my waist or hidden my hands I know now in hindsight the end result. So........ I was not going to get on the ground while this person that started all this was able to gain access to me. It just wasn't going to happen. All due respect to the officers. They were completely unaware and just because I was the guy outside the car and 6'3'' 300 pounds and pretty big guy. I was the natural target. Look, Again to all you law enforcement reading this. Its not always about me against you. Us against you. Maybe, and just maybe there is something more. A dynamic that your training looks past. We all are pretty much know that your training is as such that you control the environment and the situation is boilerplate across the board. Contain the environment and variables and then sort out the issues. Not ever dynamic is controllable and your not always right. As far as I was concerned I was right. And I am just the type of man that if I deem myself right,. Good luck with that...... So here comes the dog. LOLOL this poor dog was sent to subdue me and his or she, not too sure. Didn't see me as a threat. He ran right past me and around the car and looking for a threat. I had to smile post fact. After it all was over I had to smile. The dog did not see me as a threat. So now I am surrounded and they were very subtle in slowly getting close to me all while screaming get on the ground and this guy laughing at me. OMG I so wanted to get a hold of him. I was done at that point. I told them shoot me. I am not getting on the ground and this piece of crap that pulled a knife on me after all I have been through and given. It wasn't happening. And again it wasn't about a disdain for there authority or so on.... It was about right and wrong and they could have given a crap about that. In comes the little small redheaded officer. Turns out she was a sweet heart. But anyway after the dog ran passed me, and I was obviously not going to get on the ground for the right reasons as far as I am concerned. She very calmly shot me in the chest with the taser. lololololol Pop! I though she shot me. Well she did, but I thought it was her pistol not the taser. Anyway they tough us how to defeat a taser in the corps and SID MCOM classes. Its about the flow of neurons and how there transmitted to the brain. When electricity is introduced to the body, you can defeat the initial interruption by tightening a part of your body that absorbs the interference. So she shoots me in the chest right under the heart with two strings from the weapon. I look at her and they all sort of back up. Tactical Tommy says hit him again. Same area. Same result. Now all hell is breaking loose and the screaming get on the ground has went up a few decibels.

            I was not getting on the ground and the taser is popping in my chest and smoke is coming off my skin and it hurts, dont get me wrong. My left leg was jumping a bit but nothing unmanageable. Then the sum of this story.

            And all you officers reading pay attention! the little red headed officer that shot me, and the young man first on the scene are about 20 feet from me. She out of all the screaming and during a very slight window of silence, she says. " Sir, Please, Please lay on the ground and allow us to help you with this issues". Npo screaming, no demands, no yelling. Then what made it all end was the young officer first on the scene saying " sir we will work it out. Let us help you get to the bottom if this" with out all the demands, and screaming. It resonated for some reason with me. Now to show all of you the difference between good and bad. right and wrong.

            Now I have (4) four strings of copper taser wire hanging out of my chest. I have 20- 25 9mm handguns pointed at me the dog running around and there in the middle of all of this I have these two very, extremely understanding officers. So I lay on the ground, and here is the difference. I have (5) five officers on my back now trying to handcuff me and I am very big man. My arms cant go behind my back. They are trying force my hands behind my back and my body wont allow it. My chest and arms are extremely large and they where trying to force that. STOP RESISTING STOP RESISTING!!!! I wasn't resisting. My arms just don't do that. So here comes the small framed voice of concern and humanism. Reds! In my ear, while on her knees while the tough guys are on my back. Sir! Sir! Please realx. realx...... Just realx.... Let us do this. So you know all Hume are reading this in law enforcement. You all work out. At least most of you. You know that when your my size and your shoulders are my size. You know its a physical limitation thing. So she whispered to me please relax. I complied and then tactical tommy sucked the dog on me after I was cuffed and while laying on the ground. My ankle is still healing.

            My point is this. You need to find a better way. Your not always right and your approach, to REAL men may not always be the best. Old school men do whats right. We honor our obligation, we defend the weak, we open car doors and we are the men that you want beside you when all this craziness comes to an end.

            Tommy the Dog man was wrong. I complied and was on my stomach and there was no cause to sick that dog on me. Poor thing. Had no idea what was going on. But you did. You make more enemy's then friends when you do things like that. You need to see that not each and every situation requires such extremism and I am grateful to the two officers that through there humanism and understanding. Tommy and all of you like Tommy the dog man. God is funny. He always works out wrongs and one day you too will feel the pain. I pray its not as painful as mine and that you are aware why it is happening to you.

            Oh and by the way. While the medical staff on scene were attempting to pull the darts out of my chest and while in the ambulance. The officer came to the back of the ambulance and stated the following. Mr Mankin. Do you know what the knife looked like. I sure do. Can you describe it? Sure. So I do. Then he says we found it by his seat and a handgun. SO I sign a waiver not to sue them. I didn't mind. They take me for observation because of the amount of electricity shot threw me. The release me with a summons for disorderly conduct. I go to court in January. He was charged with assault and other felony charges.

            Charlie, I read your wall of text right up to the point where you said you followed the other car off and exited your vehicle - everything that happened after that falls within the risk factor you voluntarily assumed.

            As for the guy in the article - can't people just shut up, act right, and quietly own their guns? It's worked for me my whole life...

            You created the whole problem for yourself when you made the decision to follow the person off the Interstate.

            It doesn't seen you have learned any of life lessons. Did you learn from this one? Perhaps you shouldn't be on the roadways?

            When the officer(s) arrived - you could have spared yourself a whole lot of grief by doing what you were asked. Yes, YOU knew that you made the call, etc. but the officer arriving did not. You reported someone had threatened you with a knife, but YOU were the one OUT of the car. The officer didn't know you anymore than the knew the other man in the car.

            IMO, you are the reason this situation exists. You should have stayed in your "drive daze". That in itself is frightening.

              Every one thinks the police are like CSI and on televions shows. Not the case: They resemble the Keystone Cops more than anything else:) And the best quesion is why a 2009 violation is just now being issued a warrant? That must be mis-information. If not, that's rediculous.

                  His crime? He fought back a home invasion albeit with an illegal handgun. Is it even posible for a black man to have a legal handgun in Baltimore? He wasn't out on the streets looking for trouble. The only people at risk were two home invaders. How hard would it have been for the poll lease to ask him to get the gun registered?

                  Looking for trouble? In his own home? How many people look for trouble sitting at home waiting for a home invasion? He could very well have purchased the gun legally in Virgina and answered all the questions truthfully on the 4473. The illegal part might only be transporting a legally purchased gun across state lines.

                  Having been subpoenaed about 20 times in two years before I retired to testify in Court as a witness for the "State" and occasionally for the Defendant as keeper of the Records. I found that it was not that unusual to discover that 9 times out of 10 the Parolee was not guilty because of the failure of the the "System" to provide him with the information such as; His Parole Officer, The Court never sent his Attorney a copy of the Order, The Jail who released him was not provided with an "Inmate Copy" when he left so did not give him one unless the Inmate asked for one and usually the Attorney was a Public Defender and well, no comment when it comes to follow up on their parts.

                  So it is very possible this man is telling the truth and I would advise everyone to "back off" until the Truth is known..Just because a Cop arrests you does not mean your guilty!! And when are people going to get that through you heads...TV is TV and not in any way shape or form REALITY! The Criminal Justice System in most large Cities is a mess and due to "Turf Wars" within the Courts, County, City, Probation, Parole, and Police and their enormous egos the alleged criminal very well may be Innocent. But you will not find any of the listed Agencies admitting ANY guilt for their screw ups instead they screw up a mans life who did his time and paid his dues.. And there you have the big dirty secret of the Criminal Justice System..Throw in the incomeptents at ATF and Homeland Security and oh man, we are all screwed....By the way any one hear about the 100 missing AK type weapons from a rail car in Atlanta?? Are they arming the inner city groups here in States instead of Mexico now and hoping for an uprising so someone can declare Martial law?

                  I have to wonder if the Police held off storming his home, and possibly shooting him, because he was online? Anyway, this is how these situations should turn out every time. Wait, talk, negotiate, do whatever, until the person can be taken ALIVE.

                  The most you have to wait is a couple days until they pass out from exhaustion. So theres no excuse not waiting for a non-violent outcome..

                  This whole situation is about the paranoia that is rampant right now in our cities. All of this comes about because we are literally all afraid of each other; home invasions; rampant crime; and a real distrust of all authority -- especially of government authority!

                  Our cities are combat zones!!!

                  Why?

                  We buy and sell everything, even our values! We have made our economy the equivalent of democracy, and believe freedom, is the right to do whatever you want regardless of the hurt it causes!

                  If we expect to have TRUST and UNDERSTANDING prevail in our society then we must realize this can never occur if we continue to have an economy that creates a master-slave society -- a society that has people that are billionaires and others living in sewers; an economy that destroys millions to make a few KINGS!

                  The trouble is we created a society that was supposed to leave no one behind, and represent ALL, but, instead, we have a society that leaves millions behind to cater to only a FEW!
