Toddler's mystery death reignites investigation of two other deaths

MANASSAS, Va. — A toddler's death during a visit with his father last month in Virginia is prompting police to also more closely investigate the suicide of the man's mother and the shooting death of a onetime girlfriend in the past decade.

Fifteen-month-old Prince McLeod Rams died during a three-hour, unsupervised visit with his father, Joaquin S. Rams of Manassas, police said. Manassas Police spokesman Lowell Nevill said that led police to further probe the 2008 suicide of Joaquin Rams' mother and the 2003 shooting death of his ex-girlfriend Shawn K. Mason.


The boy's mother, Hera McLeod, said the system failed to protect the boy after she fought vehemently to prevent the unsupervised visits, which were ordered by a judge in Maryland. Authorities have not yet determined how the boy died, and Rams has not yet been charged with a crime. But McLeod said the unusual confluence of deaths is not easily explained.

"Either he's the most unlucky bastard on this planet, or he's a killer," said McLeod, who fled the relationship with her one-time fiance about two weeks after Prince was born.

Joaquin Rams did not answer calls to his cellphone. His attorney also did not return calls seeking comment.

Hera McLeod said she has been given only a little information about her son's injuries. But she said the hospital called child protective services because of suspicious injuries, including dried blood in his nose and a bruise on his forehead.

During a custody hearing for Prince Rams in March, investigators testified Joaquin Rams is a suspect in the killing of Mason, 22, who was shot in the head in her Manassas condo in 2003.

In 2008, Rams' mother, Alma Collins, was found dead. Prince William County Police at the time ruled the death a suicide. While Manassas police say all the investigations remain a high priority, Prince William County police spokesman Jonathan Perok said investigators have so far not found anything to indicate Collins' death was not a suicide.

But her son Joseph Velez — Joaquin Rams' half brother — said it makes no sense that his mother would have killed herself and said he has been interviewed by police investigating whether his mother's death was a homicide.

"My mother in her life never had a history of depression," Velez said.

He described his half brother as "a monster," describing how even at age 3, his younger brother attacked him on the head with a hammer he had hidden behind his back as he feigned a request for a kiss. Like Hera McLeod, Velez expressed frustration at police who failed to make a case in the slaying of Shawn Mason.

And Alma Collins' sister, Elva Caraballo of Tarpon Springs, Fla., said she tried to tell Prince William County police of her suspicions about Collins' death, but detectives wouldn't return her phone calls.

The most recent death occurred Oct. 21, when Hera McLeod turned over her young son to Joaquin Rams. Hera McLeod won custody of the boy in Montgomery County, Md., court. But the judge granted Rams visitation — first supervised, and then unsupervised.

McLeod, an intelligence analyst who once was a contestant on the CBS reality competition "The Amazing Race," said she does not understand why the judge ignored her concerns for her son's safety, accompanied by evidence of Joaquin Rams' lack of fitness as a father: his involvement in running an online pornography business; the testimony from the Manassas detective that Rams is a suspect in his ex-girlfriend's killing; and a sexual encounter between Rams, 40, and a woman who said Rams raped her when she was 19. Rams said it was consensual.

The Associated Press does not identify people who claim to be victims of sexual assault.

In making his custody and visitation rulings, the judge said the suspicions about the deaths of Collins and Mason were no concern to him, describing it as "smoke that's been blown that I can see through."

Hera McLeod said she wants to expose what went wrong and led to her son's death.

"I knew how bad this could get. ... If the laws are not designed to protect children, then they need to be changed," she wrote about the custody ruling on a blog she maintains. "In my son's case, it appears as though death was the only threshold for denial of visitation."

Sorry Judge, that smoke you are looking through is from your career going up in flames. Courts always need to err on the side of caution. Your showboating and lack of judgement just cost a mother her child. Step down before you are removed.

That judge needs to be brought up on charges. It's not like the mother was making up stuff about the child's father. She had proof on some and strong suspicions by the police that a murder was committed. The judge is totally wrong on this and belongs in jail for allowing this to happen.

And if this guy is guilty and go directly to jail for murder of 3 people, good bu,t the judge that issued an unsupervised visit for him should be fired or not be given any more custody battle. This should be a law. If a judge ruled over decisions such as this and he doesn't look into all facets of the case, then he is not fit to judged that case.

      despite my better judgement, i will have to side with the judge as far as his judgement goes. some people havent 1 clue to what goes on in a custody dispute, so let me enlighten some of you if i may.

      not all but a lot of disputes are the result of a bitter breakup, and the child is a pawn. the parent(s) are not always honest, and the judge has to separate what is/isnt relevant to the childs well being, and at the same time, follow the guidlines of the law.

      my custody disuptute went on for almost 4 yrs. my ex told lie, after lie, after lie, and each time i proven her to be a liar. yet when all was said and done, she still got my my child. (she had my daughter put on anti-depressants when she was 10 even tho she didnt need them), and now my daughter (21) is coming to live with me, so i can teach her how to be a productive member of society.

      my ex said everything under the sun from me "beating her" to harassing her. i even moved to the other side of the state, and had my employers name-location blacked out from her copy of the child support orders. actually 3 yrs can make a long story, but if you think a judge has to go by here'say think again. in court they rely on facts. just because one has 2 tragic events does not mean it was their fault or the person was gulity.

      as far as the guys ex being killed, his mother commiting suicide, yes it is very tragic, yet was it proven this guy did it? more people have had worse events happen to them and family than this guy, and haveing a porn buisness just means the guy found a way to make some cash to pay his bills/child support.

      eat the media appetiser all you want to. i am not saying this guy is innocent or guilty, but there are no relevant fact proven to go by.

        I can almost understand NaughtyMossy's comments about custody disputes except that in this case I believe the police were confirming that he was a suspect in a murder and a rape. That is a very different matter than a crazy ex who will say anything in a custody dispute. Not to mention that if this argument is taken to its extreme, then no matter how bad a parent is, that parent should get some custody rights and unsupervised visitation because everything bad about the bad parent is really just propaganda from the other parent.

        The little boy is very cute in the photo and this story lacks details into why he died that day. It looks like someone trying to dig up a story without any reason even for the boys death yet. Suicides happen daily, and if there was some link to his ex-girlfriends death, shouldn't the evidence be there by now? Everyone can guess, speculate, and wonder until the facts come out of why this tiny little boy died that one day. Until then, I see no need for such a story to just spread more gossip and speculation. Let the police investigators do their jobs and I am sure eventually someone will give out details to the boys death. Since I have no clue as to why the father should not have had unsupervised visitation, I will not pass judgement on him either because there was nothing ever to tie him to his mother's suicide or ex-girlfriends death. It is just pure speculation that he would have had any involvement and to deny a father's rights to his son would have been wrong by the judge. Unless there is solid proof that the father would intentionally harm the boy, there was no valid reason for the judge to rule anyother way. Hopefully this story will be updated when they release the cause of death for the young boy. Until then, everyone is just speculating and guessing on what happened to him.

        Agree that there are many more facts to come out of the several investigations. However, I strongly disagree with giving the benefit of the doubt when there is a question about the wel-being and safety of a cild during unsupervised visits.

        The judge in this case sounds like a sanctimonious, arrogant A@&!! And a strong possibility exists that a child lost his life because of it.

        That's fine until you're the one the Courts are supposed to make rulings on not based on fact but on unproven suspicions. One of crimes he was supposed to have committed is over 10 yrs old. Is this guy really a criminal mastermind to have evaded being charged and convicted of a crime?

          What most people in Maryland and other states don't want to come to terms with - is that Maryland has been a battle ground state for parental rights- their judges are voted in or hand picked to be very empathetic to anyone from a same sex union yelling that just because their partner carried the child and they - themselves - are not listed on the birth certificate - they should have equal vistation - Maryland has also become a battleground state for equal custodial rights between parents - 50/50 - having a vagina doesn't entitle you to 80 and your partner/husband/ex 20% - and having a few scuffs with the law enforcement shouldn't mean daddy can't see his son -

          This child is a casualty of a cultural war - and it's really awful to say - but women have gotten caught with this sociopath - and have made excuses for him / slept with him / had a child with him - and he acted like an animal - a lion in the wild - will kill cubs that he himself has not sired - but in this case - daddy thought like that lion - "they goin' lord it over me and call me a monster and a murderer - will here - that baby is dead - now no one gets him."

          Women are going to have to ask themselves harder and harder questions on whether to procreate with a person - to jump in the sack with no birth control - because when the paternity tests come back and the check is garnished - a judge in family court is going to say 50/50 folks - 50/50...

          If you think the dude is unfit for 5% let alone 50% - they are going to tell you too bad - and why didn't you think of this before you got in here into court?

          This is the new world order - and it's hard on women - because courts have traditionally sided them - made them victims - men losers - and every other weekend has been the status quo - but more and more - it's going to change - and saying something like, "what about school, soccer practice, church..." the judge is going to say, "why doesn't HE have a say..." this isn't all about you... and if you don't like his girlfriends - the step mother - all of that - it will be a grinder -

          Only more thoughtfulness and awareness can spare a person - how an intelligent woman like her got involved with having a baby with a guy whose own brother said - "he tried to kill me in the nursery..." is sad - Maryland is a battle ground state - and you can't embrace a life philsophy with someone - make a baby - change your mind and run... a few women are out there on the lamb with children crying Maryland is going to give my child 50/50 with my former gay lover - and people are going to jail.

          I agree with the greiving mother of her innocent, beautiful little boy. "Either he is the most unluckiest bastard walking or he's a serial killer."

          Mandie Grace Taylor: Thanks for the insight and the forewarning re: Maryland's new take on child custody. As I was reading this article, I was thinking, "This is a judge who doesn't like women." Since we weren't present when the Court's custody decision was handed down, we don't know what evidence was presented at the time, but Ms McLeod, who sounds very articulate said she "pleaded", and she "fled" the relationship immediately after baby Prince's birth, so it sounds suspiciously like the judge had his mind made up before the case was (not) heard.

          As for Maryland's take on custody cases, I think maybe 50/50 is a good place to start, before relevant information is weighed. It might make both partners think before they decide to go birth-control-less or before they decide to split.

          This was a beautiful little boy. It's so tragic that his loved ones won't get to watch him grow up.

              I've been reading the mother's blog for a while. She wrote that the father had hired a child evaluator, not an independent psychologist. Someone completely inexperienced.

              The mother believes the father has all the diagnostic criteria of a psychopath. They can easily confound and charm the inexperienced.

                  I agree the article is very one-sided and leaves the reader to make a snap judgement on incomplete information. The mom's blog is cappuccino queen d o t com. Go there and read for yourself how concerned she was about the medical issues that she did not want her son to go for his custody visit that day. The child had had many medical issues and seizures in the days before his death.

                    No. It was probably a dangerous Schedule I drug, such as marijuana. Both cocaine and methamphetamine are Schedule II drugs, meaning there are approved medical uses. The latter, meth, is even prescribed, sometimes to children, under the trade name "desoxyn".

                    I certainly hope you are speaking tongue-in-cheek, here. First off, marijuana is a lot less dangerous than cocaine and methamphetamines, and there are not approved medical uses of them in this day and age. Meth is made in illegal labs by meth addicts, is it not? What would be an approved medical use for either. Back in the day, cocaine was used as a topical "numbing agent" like Lidocaine, but it would not be used for anything like that today.

                      Kimkan, very tongue in cheek. x lion is pointing out that the way the drugs are classified are misleading. According to federal law marijuana is more dangerous (b/c of its classification) than many other drugs including cocaine and meth. It's a way to control people by the government. The gov't knows many people would rather smoke maryjane than other drugs, alcohol, or cigarettes, but to protect the people that pay them to keep mj scheduled that way the gov't just lies to everyone in society and keeps up the reefer madness.                             Looks like there were some lazy detectives on these cases--not thoroughly investigating either the mother's death or that of the ex-girlfriend. They should feel some guilt over the death of the child, as should the judge, though they probably won't give it more than a second thought.

                            As for the women who got involved with this murderer, what the hell were they thinking? Did their intuition not tell them this guy was capable of violence? Did that attract them in some subconscious way? I'm always amazed at the way many women seem to be stay with violent men...or stay too long.

                            It runs both ways. We've seen stories where the mom was the one who kills the kid. Almost always there was some clue that the other adult was not good parenting material--sexy? yeah. Some after a night at the bar look real good.

                            Maybe there should be posters in bars and on buses: Is the person you want to hook up with tonight someone you want to argue child support for the next 18 years? Is this someone you would trust with a baby?? If the answer is no, then don't mix your DNA, don't make a baby. (Put a photo of a Jewish grandma or Bill Cosby an ancient Native American on the poster--people who are known for wisdom.)

                            This is overall a one-sided account. The Courts can only act on facts. The facts of the case were the dude was in the porn biz & not making any money & he'd also been a single dad of his other kid for a dozen years. If the father was a murder he should have been charged and convicted of murder. He's not been charged or convicted of anything. Those claims are very very old. The courts can't touch unfounded claims.

                            The article does not mention the health issues that may have contributed or been the actual cause of death. There is no reported cause of death to date. What happens when it comes out the child tragedy died due to health issues and nothing more.

                            As well is the matter of the repeated rape allegation. The father was never charged or convicted of rape.

                            Lara Ailis McLeod Case# GC 11009381-00 was arrested and charged with filing a false police report accusing Mr Rams of "rape" It was later found out that the incident was recorded and has been confirmed that it was consensual.

                            Hera Andora McLeod Case# GC11013688-00 was arrested and charged with Obstruction of Justice in the report it states that Hera had possession of the camera "she initially lied about the location of the evidence" interrupting the investigation also video was deleted from the camera. Later it was recovered by PWC police this is what cleared Mr Rams.

                              The mother tried to get supervised visitation because she knew how bad the father was. Why in God's name did she get engaged to him and have a child in the first place? I wonder if she was raped and that's how this poor little boy was born.

                              If she was raped, she still had the abortion or adoption options. A lot of men do rape their women to make them pregnant, to keep them dependent on them. Unfortunately, some states require that the man sign off before an adoption can be made, which is another reason why so many kids are still in foster care--the father can't be found.

                              Also, some men want to be single parents, but are too cheap to pay for a surrogate, so he gets a woman in his bed, impregnates her, and when she leaves and wants to give the baby up for adoption, he's right there to "take care of his own." If she has an abortion, he'll contact some Right to Life type organization for a billboard to shame her for aborting his kid.

                              Keeping the baby ties the two parents together for the rest of the kid's life.

                              I've read her blog and it's clear she was targeted by a predator. She fell in love with someone who wore a mask of normalcy. After he charmed her, his mask began to slip. He deceived her and emotionally abused her. She didn't recognize "abuse" because she had no physical wounds. She got pregnant, delivered little Prince, and left with the clothes on her back two weeks after his birth when the child's father committed an act of violence against the mother's (adult) loved one. She hired a private investigator and the custody battle began.

                                  This could have been prevented and the Judge should be held responsible. Amazed at the fact that he was allowed unchaperoned visits and could do some much damage in such a short visit. What is it with judges who refuse to listen to the mothers? My heart is breaking for that adorable child and my heart goes out to his mother. I don't often advocate suing, but in this case, damn straight.

                                  Unfortunately, judges often have to deal with people making false allegations of abuse in custody disputes. My guess is that the mother had not made allegations of abuse before their relationship went sour, then brought up his porn business as a character flaw (which in most states is not a crime unless it involves underage minors), and saw the 'used to be' 19 year old's additional allegation as baseless and brought up only during the custody dispute. In such cases judges have to error on the side of caution, while not unduly limiting a parents involvement with children - they simply cannot allow parental alienation to occur and this judge wisely chose to order supervised visitation to see how the father-child relationship was before moving forward with normal, unsupervised parenting. The police are right to review investigations past given the recent death of the child; however, such could be simply coincidence. We really should wait for the investigations and base any calls for penalties on a jury's review of the facts and evidence collected.

                                  My niece's daughter infant was in a similar situation where the judge ignored his violent prison history, his police record within the last two months, his unemployment record, his current attendance in anger management classes and alcoholism. The judge ignored all of this and gave him full custody of the baby! She was attending school full time, so the attorney thought that was the reason.

                                  It gets better... A few weeks after he gets custody, his new pregnant girlfriend calls up and asks for my niece to pick up the baby. Apparently, he was in jail again! For beating her up while pregnant! and he is on probation still for his last crime.

                                  All I can say is WTF?

                                  I have to argue that even with concrete proof of the abusive nature of a parent (like convictions, jail time, bruises on kids, lying, and becoming obnoxious in actual courtroom) - judges still side to give visitation (unsupervised visitation) unless there is "significant (?)" physical abuse against the child.

                                  Granted women may lie, but even when proof is documented and convictions are made, the court system still allows abusive men (and women) substantial and unsupervised visitation.

                                  In this case, there was zero proof. The father had been charged with nothing in all of these suspected matters. The mother's sister was charged with filing a false rape complaint against the father & the mother as well for obstruction of justice. At this point there is no reported cause of death. The child had long term health issues and seizures in the days before his death. It is premature

                                  It is apparent that the judge in this case ought to be removed from the bench and disbarred. His comment alone illustrate his clear disdain for the concerns of law enforcement. What would it have taken to convince him their concerns were more than just "smoke?" While not yet found guilty of the crime of murder, the fact that he was a suspect should have provided sufficient grounds for barring unsupervised visits, let alone those that were supervised. I'm sorry, but when a child is involved, the courts need to err on the side of caution. This judge doesn't belong on the bench. A little boy with his entire life in front of him, gone in an instant. Many blessings to this child's mother, family and friends left coping with their loss.

                                        This judge should be facing accessory murder charges with depraved indifference. Probably one of these sexist stuffed shirts that figures women are just being dramatic. The blood of this innocent toddler is as much on his hands as the murderer he handed him to.

                                        This incident should be enough to see to it that he never has another position where judgement is required. Also, his past cases should be reviewed.

                                        The stupidity of our legal system lets criminal get away with crime while prosecutors grab innocent people all the time and send them to jail just to win a case.                                         Judges in Maryland are IDIOT LIBERALS, PERIOD...I am the StepMother of a Child with SEVERE MENTAL DISABILITIES and his Mother was the CAUSE of them due to DRUG ABUSE and INCEST. Instead of KEEPING HIMin a Facility where he was doing FANTASTIC, they sent him to Live with his Mom in WVA, UNSUPERVISED!!! W spent SEVERAL thousands of Dollars to Fight this in Court, but it was a FAILURE because they ended up giving her Welfare, Social Security, free housing and Therapy and I can tell You it really WORKED FOR HER, She continues to call MY Home Drunk and High to tell us HOW SHE WON AND HAS TURNED MY STEPSON AGAINST MY Family, so I had to CUT-OFF ALL CONTACT, but I STILL GET THE PHONE CALLS...So I CAN TELL YOU FIRST HAND HOW MARYLAND JUDGES RUIN PEOPLE'S FAMILIES!!! Here's the KICKER TO MY STORY, The Judge issued a DNA TEST, IT CAME BACK THAT MY Husband is NOT THE Father!!! Can you IMAGINE HOW DEVASTATED MY HUSBAND WAS???                                         Until a biological parent is shown to be unfit, they have the right to be a parent. Courts like to reunite mothers and children. If she has an alcohol and drug problem, she is unfit, but...Her need for welfare, housing, etc. is irrelevant. Mentioning that makes you look petty. Her alcohol and drug problem is relevant. Maybe you can call CPS in her state the next time she calls your house drunk and report that a completely intoxicated woman is caring for a small child.

                                          If you believe in God - believe this - that woman in WVA has more to worry about than you and your husband does - and God hears the cry of the orphan - and this child is an orphan - there is a spirit of hate in that woman and it will one day consume her - the price is so high for courting that spirit - it will victimize people through her and then when she herself is a corpse - argue vehemently before God for her very soul - she will be on her knees out there someday begging for you and your husband to forgive her - and intercede for her - but ultimately the destroyed child will be the center of the whole situation - because he could not act on his own behalf - only survive her.

                                          But the best thingnfor you and your husband to do is beg God to enable you to forgive that woman - and you will be free - and God will always act on behalf of that child - his cries will not fall on deaf ears.

                                          Those who had it in their power to act on behalf of orphans and have not - also have to worry.

                                          I think redmoth gave some good advice--have the phone number for the police department or sheriff's dept (whichever is jurisdiction where she lives) and call them up next time she calls drunk/high. Or call CPS in her area--have their phone number handy as well.
