Handcuffed California teen shot while in police custody

A Southern California teenager who was fatally shot while handcuffed by police last Wednesday was armed during the incident, a police spokesperson said Monday.


The suspect, later identified as Lamon Khiry Haslip, 18, died Friday night.

Haslip’s friends and neighbors, including Pastor Caleb Henderson, have admitted that Haslip was a gang member, but contest the way in which he was killed.

"No one should be shot, handcuffed with hands behind their back," Henderson said.

Byttany Haines and her boyfriend Daniel Aguilar said they saw the deadly incident up close.

"He didn't move; he wasn't screaming; he didn't try to resist; he was handcuffed," Aguilar said.

The Riverside County Sheriff’s office told NBC4 that a deputy chased down and arrested Haslip while responding to a "man with a gun" call. When backup arrived, the office said Haslip "rolled over" and revealed a gun.

Haines said that’s when deputies started screaming for the teen to “get down.”

"And you hear one shot and he doesn't move after that, you know he’s dead," Haines said. "I started screaming, I cried and I just kept yelling, 'Call the news, you guys can’t just do that to people.'"

Aguilar said the incident was disturbing.

"I felt like crying you know because I never seen anyone get popped like that," Aguilar said.

Anita Morris, Haslip’s aunt, said the man’s father is in prison and his mother lives out of state. Morris said she always believed Haslip would turn his life around and is devastated he won’t get that chance.

"I like him to be remembered by his smile," Morris said.

No matter the outcome, It sounds like paid vacation time for the officers involved. I wasn't there, so I won't be making a value judgement on the dead man or the officers. What's my point? Bad things happen every second of every day. Life and sh*t happens, time to move on.

In any period of time in this country there are more innocent citizens killed by law enforcement types than there are law enforcement types killed by criminals and the public only hears about part of them. Most of the men who helped Germany carry out the Holocaust were law enforcement types.

Assuming the facts are correstly stated in this article, there is much more independant investigating to be done. The article smacks of a police cover-up, falsification(s) of police report(s), the absolute necessity for a civil rights claim and federal investigation, perhaps the planting of the weapon on the victim, etc., etc. We've seen this kind of police conduct too often to ignore this killing.

    George you dont see the whole pic here and neither do others. He had been arrested, hand cuffed with hands behind his back , when he rolled to his back they shot him cuz the gun was exposed. he could not shoot it if he wanted to. That like if you were legal to carry ,a officer said halt turn around ,and you did with your hands in the air exposing a gun you have in your belt line and he shoots you. Would that be ok ? People please stop police are not judge jury and executioner. All are innocent until proven guilty. If you dont like freedom and liberty for all move to pakistan im sure they will love your kind of thinking. Due process there is a reason for it

    I have played combat games with police officers. You can shoot a pistol while being hand cuffed from behind. Done it with simunitions in a .38 reolver. Hit the cop in the belly. of cource I got a hail of 9 mm simunitions after from his buddies.

    Within our orderly society, they behave like a third world militias. Jail, or the threat of jail is no deterrent to them...it is a rite of passage. It is not something to be feared. So, let them fear the police. Let them fear the process of arrest. That is what we did in the '30s. That's what we need to do now.

      wow. i'm not really sure how to feel about this. he was handcuffed and on the ground, so he should not have had a weapon on him any longer. or did he? it is just plain unethical to shoot a restrained individual, and we expect our police to behave in an ethical manner. on the other hand, this guy was on a one way trip towards death by gunshot anyway and at least now he cannot take any more lives with him. i am not bothered in the least by this man's death, but i find the actions of the police to be disturbing.

        While deadly force is never something to be taken lightly, this article does not provide enough information to make a judgement call against the officers involved. Remember, the media very innacurately reported the events in Newtown just a few weeks ago. They so erroneously reported that the true information was not known for days. I will give the officers the benefit of the doubt until further details are revealed.

            The cop was able to handcuff him, but wasn't able to frisk him? Sounds like the gun might have been planted after the shooting.

            I don't think they knew he was a gang member until after he died. I don't know if gunowner45 is forty-five years old, owns a colt, or has an arsenal of 45 guns. Maybe all his guns are legal but in the same situation the cop could have shot him dead too?

            The fact he still had a gun on his person after being arrested and handcuffed shows piss poor police work.

            Especially since they were looking for an armed person.

              I say this while they're in prison wipe them out to the last man. These gang members continue to do business as usual even behind bars. These are the documented facts they continue to Murder in prison to have people murdered on the outside by virtue of an order. They continue to move drugs in prison. However there is a solution at hand, use every opportunity available to use deadly force on these guys. Bullets are cheaper than guards and additional trials for thees animals. In short put all of your bad apples in one spot and wipe them from the face of the earth. Lets start to terrify the inmates not the other way around.

                  150 years ago - people of this time were commonly known as outlaws. In such, they knew their days were numbered - especially those with 'bounties' on their heads.

                  The same mostly holds true today. I have to wonder how a parent can embrace their 'child' knowing s/he packs a gun and lives without an ounce of trust with anyone.

                    Another gang-banger off the street - good. We assume he had an illegal gun on his possession at the time, so I would consider the shooting justified. But, then again, I want every gang member off the streets of America. Get a friggin job, and work for a living.

                    I don't care if he was a gang member, what he may have just done, or whether or not he would ever have "turned his life around", he was shot by police while handcuffed.

                    The sissy boy cop who started screaming "gun" when he saw there was one in the clothing of a handcuffed man needs to be charged with inciting. The cop(s) who shot him need to be charged with murder. The cops who did not arrest that cop are accessories after the fact.

                    Trust 'highly trained' officers of the law to protect you. Armed citizens might be too trigger happy -like Zimmerman who shot a guy sitting on top of him pounding his head into the sidewalk - verses these 'professionals' who shot a guy laying on the ground with his hands handcuffed behind him. But that's OK because they had a badge right? ... and they weren't 'disrespectin' him.
