Handcuffed California teen shot while in police custody

A Southern California teenager who was fatally shot while handcuffed by police last Wednesday was armed during the incident, a police spokesperson said Monday.


The suspect, later identified as Lamon Khiry Haslip, 18, died Friday night.

Haslip’s friends and neighbors, including Pastor Caleb Henderson, have admitted that Haslip was a gang member, but contest the way in which he was killed.

"No one should be shot, handcuffed with hands behind their back," Henderson said.

Byttany Haines and her boyfriend Daniel Aguilar said they saw the deadly incident up close.

"He didn't move; he wasn't screaming; he didn't try to resist; he was handcuffed," Aguilar said.

The Riverside County Sheriff’s office told NBC4 that a deputy chased down and arrested Haslip while responding to a "man with a gun" call. When backup arrived, the office said Haslip "rolled over" and revealed a gun.

Haines said that’s when deputies started screaming for the teen to “get down.”

"And you hear one shot and he doesn't move after that, you know he’s dead," Haines said. "I started screaming, I cried and I just kept yelling, 'Call the news, you guys can’t just do that to people.'"

Aguilar said the incident was disturbing.

"I felt like crying you know because I never seen anyone get popped like that," Aguilar said.

Anita Morris, Haslip’s aunt, said the man’s father is in prison and his mother lives out of state. Morris said she always believed Haslip would turn his life around and is devastated he won’t get that chance.

"I like him to be remembered by his smile," Morris said.

We have one sick society. Incompetent cops kill a young man while hand cuffed and on the ground, that's murder. Even if he really had a gun , they could have manage him without committing cold blooded murder.

Some of you aplaud their action, perhaps it's because you think this could never happen to you but it could. Even if you are white one of these cops could cross your path or the path of someone you love.

you do not murder an animal. This POS was nothing but a burden on society, his community and his family. I will not shed a tear when trash like this is killed. I would be willing to reimburse the police for the cost of the bullet though.

Really. No, it couldn't happen to most of us because we respect society, including the cops. The idea this could happen to anybody is absurd. We don't all run around in gangs openly carrying weapons. We don't all live in neighborhoods where people run around shooting each other on a regular basis. I just can't imagine some of these neighborhoods that think gangs running around is the norm.

It could happen to any of us. Of course, it is easier to happen if you are not white. All you need is a kooky cop and you are done for. I know, I made the mistake to ask for directions from a cop in California. The guy was so tense that I feared he might decide to attack me. Wont ever ask a cop for directions again.

In any case, the victim was a human being, not an animal, and we don't know what his crime was, if any. People here in the US, have become paranoid. We had a guy in my neighborhood that was always complaining about the gangs here but the so called gangs were kids playing basketball or football. There are no gangs in this neighborhood.

    Did you know that legal mind bending drugs cause violent reactions, murder and suicide? There is an article in Time magazine about that. They don't look at the problem fully of course but they admit the tendency.

    If you really are thinking people and you care about your safety and the safety of those you love perhaps you should look into that and, if you are taking some of those medicines, perhaps you should change them.

      Doubt very much that the guy could have killed a couple of policemen with his hands cuffed behind his back. That only happens in movies. He was a gang member, perhaps not a good kid but even so he was a human being and cops can't be executors, judge and jury. The moment we allow that, and we are doing so right now, we open the door to becoming victims of those cops.

                I smell lawsuit and your fired Mr. police officer all over this one if more than just the one girl was witness. Bad cop, you just cannot kill someone already in handcuffs. Gang banger or not, how would you like to be killed by a panicked cop or loose your mind officer? I am sure this one will get the headlines across the nation if it happened like is said in this story. Cops just cannot kill for no reason because he was a gang banger. He had to be a current threat to the officer or someone else.

                      You can't make a judgement without more information. His friends say he was cooperating; the police say he wasn't. This isn't the Old Wild West, folks, where everybody is running around with holsters and 6 guns. I do have a problem when the girl's first response was to say, "Call the news."                           Since he was identified as a gang member, the "good riddance" factor is high, unfortunately. I'd be interested in knowing who said he was handcuffed (no source in the story............. the police?............. witnesses with an axe to grind with the police?.................... impartial witnesses?), and, was he frisked? If he was cuffed first before frisking and had a handgun (legally obtained, no doubt) in his waistband in the small of his back, it's possible he could have been desperate enough, savage enough, or stupid enough to try to pull it out while cuffed. If he was down and helpless, though, it was an execution or a fear reaction on the part of a deputy or police officer. Let's wait for the dust to settle.

                          The kid was breaking several laws just by having the gun on him. Unlike most states, in CA it is illegal to carry a firearm on your person unless you are law enforcement or live in a county with 200,000 people or less. Under very rare circumstances do they issue concealed carry permits. Transporting of a firearm from home to a range must be done with the gun unloaded, in a case, and easily within view of a police officer were you to be stopped. Purchasing a handgun can only be done by persons 21 years of age or older.

                          While this article does not give enough information to make an accurate judgement regarding the actions of the police officers, I'm willing to give them the benefit of the doubt. The media often misreports incidents; often jumping the gun before all the accurate information is even made public they report assumptions. Regardless, this young man, while his death is unfortunate for one so young, he was breaking more than one law by merely possessing a gun on his person in the state of CA. Riverside has a lot more than 200,000 residents, so the rural carry does not apply.

                          You are so off topic! the teen was executed! PRE-JUDGED! this is not the first time tha riverside county sheriffs have had simular accounts: 1. Deputy executes a patron in a Murrietta Bar. 2. Man is hogtied and tazered to death 3. teen shot and killed while cuffed! Seems to me the deputies are in the lead thus far for committing cowardly killings. Show me whereas gang members hogtie and or cuff their victims before executing them! so you tell me whats worse a felon or a bad deputy? Riverside County Sheriffs have taken a major down fall since 2007. Change is needed, and as a concerned County resident along with many other members of the community, we will be monitoring by way of video and audio to stop this type of terrorism they present
