123 child victims of Internet sex abuse identified -- one just 19 days old, US officials say

In just over a month, more than 120 sexually exploited children -- one just 19 days old -- were identified in an international operation that found them depicted in child pornography on the Internet, U.S. officials said Thursday.

In Operation Sunflower, led by agents from Immigration and Customs Enforcement’s Homeland Security Investigation unit from Nov. 1 to Dec. 7, 123 victims of child sexual exploitation were identified, ICE Director John Morton said at a press conference in Washington. 

Of that group, 44 children had been living with their abusers, and 79 children were exploited by people outside of their home or were victimized as children and are now adults. Seventy female and 53 male victims rescued; 110 of the victims were identified in 19 U.S. states and the rest were identified in six foreign countries.

“Results [of the operation] were significant but grim, a sad reminder to us all that child online exploitation is a real part of our lives and absolutely demands our full attention,” Morton said. “The rescues highlight the depth and global nature of this problem.”


In the investigation, HSI and partner law enforcement agencies arrested 245 people. Among them were a first-grade teacher from Chula Vista, Calif., and an airline pilot, NBCSanDiego.com reported.

“As satisfying as the arrests have been, today is a day of mixed emotions because this operation is ultimately a tale of the perverse, pervasive and violent exploitation of children, very young children to satisfy a very dark pleasure of twisted adults,” Morton said. 

Of the victims identified during Operation Sunflower, five were under the age of 3, and one of those was just 19 days old. Thirty others were below the age of 10, officials said.

“The age of the victim has always been a problem. The Internet has just allowed a much greater immediacy to the abuse, and we’re seeing numerous instances of life child abuse that has been streamed over the Internet,” Morton said.

From the results of Operation Sunflower, named after ICE’s first successful case under the new Victim Identification Program, Morton said a few trends emerged.

Most notably, younger children were more often abused and more women were directly involved in carrying out the abuse, he said.

Additionally, the victims of child sexual exploitation increasingly have an international nexus, said John Ryan, CEO of the National Center for Missing and Exploited Children.

“The problem of child exploitation is hardly confined to the United States,” Ryan said Thursday. “The Internet has made this problem such that almost every case we touch and investigate has a very strong overseas component.”

"We know that there's more work to be done," Ryan said. "Anyone could know these victims, not knowing that they're being harmed. They could be your neighbors' children, your child's classmate, or even your own child."

Morton said the only answer to child exploitation is "a relentless fight."

"Whenever our investigations reveal the production and distribution of new child pornography online, we will do everything we can to rescue the victim and prosecute the abuser, even if takes us years or around the world to do it," he said.

I wish they would publish names and pictures of these despicable individuals all over the internet and on the front pages of every major newspaper for weeks. This is not a violation of their rights; not when they have totally destroyed the lives of these children.

We need to bring back public humiliation and executions. Everyone of these disgusting individuals need to have their names and face plastered across the news and internet, along with names and addresses! We need a way to recognize these people when we see them, a tattoo on their forehead would work as long as it was big enough it couldn't be covered with a scarf or hat.

While the abuse is definitely real and definitely going on, many of the statistics are being inflated by law enforcement organizations trying to justify budget requests. They consider it child abuse if someone simply takes an innocent picture of your child you put up on your facebook page and reposts it on a porn web site. This is most likely what occurred in the case of the 19 day old baby. While this is definitely wrong, I am not sure I would call this child abused. They need to focus on the real bad actors out there that are truly exploiting and harming children. The problem is big enough that they do not need to inflate numbers. There also needs to be far harsher penalties for those who are caught. Too often they are allowed to plea bargain down to greatly reduced sentences.

If I ever caught someone sexually molesting my child I would kill them. I would become a monster to kill one, as it is I think anyone who is caught watching, distributing and/or filming child porn should have their information plastered all over the news for everyone to see. As a past paralegal these criminals were the ones I loathed the most, and I hated dealing with them. When would see them in public and they acknowledged me I always told them I may have to pretend to be nice to you because my boss represents you, but when I am outside of that office, I don't owe you a thing. I pray these victims find stable loving homes if they have been taken from their care givers or parents; and I pray the perps get everything bad that they deserve.

Just a part of the article that struck me as a new twist in the twisted tale of this.

I keep saying vote in no more PROTECTIVE CUSTODY for these PERPS. When arrested they go to main line. Just like a murderer or a thief. Their crime is worse in my book so why protect them in custody?

Life sentences at minimum should also be handed out.

I agree with most of you, these people need to be erased from the population,,we're running out of room anyway so lets start with these. Unfortunately in our Society, every one of these cases needs to go to trial and considered in an individual basis, like every other crime. I wish we would have a moral standard for these type of crimes, but we don't. We consider the severity of the damage on the victim according to the intensity of the crime as well as the criminal's mind and rights under the law. This, I see as the disgusting price we pay for our law system.

Their names will be available to anyone (who cares to read the pages available Online for sex offenders) after they serve their short, or longer sentences. The victims are and always be the ones damaged for life.

This is the most horrible crime there is, the punishment these so called humans, people or what ever they think they are. Is not by any means enough they take everything from these children, People say they understand, but I am sorry I don't care what you have seen or what degree you have. You can't unless it has been taken from you. I have studied law and psychology also worked in and around law enforcement for 12 years. I have studied and have done several papers on the horrific acts of crimes done by serial, mass murderers, rapists and sadists, but none are as horrible and do as much damage as a sexual predator. That is the key word Predator (preying on the helpless) this is what they live for. They spend every second of their lives trying to find their next victim. Until that day they relive by simple things as sounds, smells, pictures and now a touch of a mouse until they have the real thing. These evil beings are every where. The ones you least expect are usually the ones you need to watch for. The nice man next door who has a pretty garden he loves to show the kids. The perfect couple next door who have three kids, a dog and you see them at church every Sunday. The kids soccer coach who is always nice to the single parent usually a mother and is always their to help. Never ever second guess yourself if you have a bad feeling about someone it is not worth any child. Always be aware who is around your neighborhood. Watch for strange activity watching of kids when they do not have any with them. They like to watch it is part of the game to them, it excites to return to areas where he or she may have exposed himself or took pictures of kids. These are just some things you can do just to make things a little more safe. Some cases are solved from the smallest things. We all have to take a part and stop looking the other way or not wanting to get involved. When it is your child that is the last thing you want to here is I didn't want to get involved. The only thing we can do is vow as people, to serve justice in their name by capturing, convicting and saving what we have left as a just society. The pain will never end for them but you will survive I have. Those who fight every day also have to survive the evil they see just so they can save the children they too need prayers to help guide them. Please every day say a prayer for these children they need all the help they can get. To law officers who do this work day in and day out I know it pulls on the soul and I thank everyone of you for putting your self peace and life in danger for these lost but not forgotten children.

Time to experiment on these creatures, lets see if the "a clockwork orange" treatment (or something very like it) actually works. leave these creatures violently and uncontrollably wretching whenever a naked child is seen by them.

When society condones and legalizes homosexuality, the most perverted life a human being can live, what do you expect from the evil ones. I don't think society is necessarily getting sicker, just that with today's media technology, this stuff is getting noticed more. The Internet is only 20 to 30 years old.

That said, I just can't fathom why somebody would do these things to innocent children. Is it money? Were these adults involved abused as children themselves?

Children are supposed to trust adults and adults are supposed to be trustworthy. I just don't get it...

While there may be a kernel of truth in what you say, the youngest victim I have worked with was one-week old.... and it was NOT a casual photo, it was a full sexual assault. So I would be loathe to presume that a casual photo was the case for this 19 day old merely on the basis of the incredibly young age.

    This is just sick. Someone above mentioned she didn't belive anything actually happened to the 19 day old infant.... I disagree. It happens all the time, unfortunately. I think she's just trying to prove to herself that no one could be that sick to use and abuse an infant that young.

    I think this is one of those times we need to get creative in our punishments. Castration, and a Lorena Bobbit treatment and see how they get off that way. Literally and figuratively! None of this just putting them in jail, or if they do - no more segregation for sex offenders.

    They're so afraid of being hurt that the prisons have to keep all of them in a separate area away from other criminals because they could be hurt, or even killed. Well, what the hell is wrong with that? The sex offender is "scared"??... well too damn bad. Just imagine what those little kids felt like when you were abusing them, and multiply it by a gazillion as they have to live with this for the rest of their lives. You just go to jail and get out on parole and do it all over again because there is no changing you.

    I'm sure there are some offenders that do stop offending, but I bet the majority of them keep on doing it as long as they can get away with it. The only problem I have is for these poor18-19 yr old teenagers who date a girl underage and her parents have him arrested and basically screw him for life with having to go to jail and registering as a sex offender. That's just wrong and should never happen. I understand as a parent the need to protect your child - but that's going just a bit overboard.

        People just do not get it, what the hell is wrong with them. An abused child will most likely grow to become the abuser. Execution of a child sex abuser is the only punishment that is exceptable and it needs to apply to anyone above the age of sixteen.         Kudos to one of the best law enforcement creations in our country. These are the good guys who's contributions help and protect our society. I can't imagine the psychological stress agents put themselves through everyday. They deserve our utmost respect and gratitude. Any person willing to exploit and harm children, elderly and the disabled needs to be stopped and put someplace where they can't harm anyone else ever again. Unfortunately, the abuse described in the article almost always comes from inside the home or by a trusted friend of the family. If you know someone that is being harmed, do the right thing and tell someone.

            While I've read of stories where children have been taken away from their parents after photos of the children at bath time developed at a store were mistaken for porn, you need to google 'mother sells baby..' and you'll see the most recent case of a woman in Indiana who was paid to allow a man to sexually abuse her infant daughter to create child porn It stopped when the baby was 18months old when the man shared his secret with someone that he thought would enjoy it but she contacted the authorities.

            I don't know how these people's minds cwork tocome up with tese sick thoguths but, they can't be cured so they need to be locked away for a long time.

              The only problem with moving sex offenders in with the general population to sort of get a taste of their own medicine is that there have been cases where parents take innocent pictures of their babies at bath time or just in their undies playing in the baby pool who were accused of creating porn as well as the 18 year old boy who has sex with his 16 year old girl friend and is prosecuted for statutory rape. I would not want them subjected to thesame brutality as actual child predators.

                The percentage of children who are sexually abused probably hasn't changed much throughout history. Kudos to the internet for giving us an effective tool for catching the perpetrators. The reason they don't publish the names of the accused until they are convicted is to protect the innocent from the social stigma that goes along with just being accused of sexually abusing a child.

                  Yes, it is very messed up. But it should be known that child exploitation is much, MUCH lower than it was 10 or 15+ years ago...

                  It is things like ICE's involvement, stricter laws, and general public education that is helping to reduce the numbers. Unfortunately, it will be a never ending job.

                    "wow...I thought I understood what evil was, I thought I understood the darkest end of possilbe human behavior...but I didn't"

                    I am no saint myself but have never hurt a person on purpose. I've worked in inner city hospitals and seen some dark things in my life (though not more than say police officiers).

                    But still...I cannot imagine or fathom (usually I can) how someone can sexually abuse a newborn. It is simply beyond my ken both logistically and emotionally.I have worked with newborns infants older babies toddlers. I understand what they are at different ages.

                    In hearing about these kinds of horrific acts I've noticed we have a tendancy to separate the perperators out from the rest of humanity, which in a way is distancing them from ourselves.

                    THey are us. They are part of humanity. Until we own that (or as owning that) we can ;discover and address the circumtances that MAY lead to an adult growing up to be someone that would sexually abuse an infant.

                    I do not think (and I doubt science thinks) these people were born with the urge to sexually abuse infants NOR the mindset that they would be able to rationalize the act (rather than the urge if that's what they have) as "ok". These people are MADE, not born. Maybe some of them ARE born with psychopathy/sociopathy (there are young children that seem to lack ability to develop empathy but it is debatable that with teaching/therapy it doesn't develop ie with xtra help they can learn it) but we as a society, and as parents and others that care about kids, CAN make a difference.

                    Not if we just act like these perperators of horrific unspeakable crimes are monsters. (you hear that alot "monsters" aka not human, not us). They are part of us, icky as it is.

                    That said it's normal to have the emotional reaction that we all are haviing. Just know that some of these people were made not born. Probably some of them, if not most, had it done to them. We all need to be vigilant around how children are treated and who they are around.

                    I get what you're trying to say, but I don't fully agree with it. There are plenty of people who were abused as children who did not grow up to be child abusers.

                    However, I do believe that our present culture does everything it can to encourage pedophilia, from shows like Toddlers in Tiaras to pornographic clothing commercials featuring children. And it's not only media. Almost every day I see little girls dressed like streetwalkers, wearing provacative hairstyles and more makeup than I do as a mature woman. Their parents should be arrested and found guilty of pandering, IMO.

                    So long as we sexualize children, we need not pretend to be so terribly shocked when a certain percentage takes us up on our offer.

                    Laurali and patter...Actually, science DOES show that these people are born "that way." Pedophilia is not only an illness (and please believe me when I say it is an illness, and an evil, and I am not coming out on the side of the pedophiles here) it is a sexual orientation, much the same way a heterosexual is attracted to the opposite sex. That is why these people need to be incarcerated for life, because they cannot change and most likely will offend again. Yes, there is data that shows a child who is sexually abused grows up to be an abuser, but that is not the only scenario. In that case, rehabilitation may be possible (I don't know, I'm not a psychologist). This kind of thing has affected me personally, so don't think I don't have strong feelings against these actions. However, state sanctioned murder is still murder and I don't believe in the death penalty, even in these horrific cases.

                      jerry, Laurali, ECF222 - I have been reading through the comments, and I could not help but notice that each of you (to varying degrees) seems to be of the opinion that the Victims of sexual Abuse are likely Ruined as Normal individuals, and will become the Abuser.... based on "Data". I suspect that the "Data" comes from Inmate Psyche Evaluations, where a claim of prior abuse is made by nearly every single offender who is caught, in an effort to blame someone else for their crime. I would be willing to bet it is a lie, most of the time.

                      a man started molesting me when I was 5 years old. he did not threaten me or cause me any physical pain, or I never would have Tolerated it... I was pretty strong willed, even at 5 y.o.

                      it went on till I hit the age where I reached maturity (10 y.o.). and in fact, it was the very day that I reached maturity (the physical change) that I knew all at once, what had been happening... and worse than that, I knew that I had been permitting it to happen... I cannot describe what a fool I felt like. and I was utterly mortified to have my eyes opened to Everything... mother nature, in all its wonder (yeah, right ! )... and to my humiliation, at the hands of a Deviant, a liar, a thief... in just a few moments. and I can even remember the song playing on my brothers stereo, as I was sitting there trying to take it all in... it was The WHO - "I Can See for Miles"... It seemed appropriate somehow... but in no way comforting.

                      BUT - I digress... I am 45 years old now. and what wanted to say is that after reading what you nice, well adjusted folks believe to be true about the character of those of us who were Abused,.. well it was just sad... it reminded me of what It felt like when I was in collage, and our priest arranged for me to rent a room from a Catholic family living by the collage. I was turned away by that family because they had previously been members of our parish when I was a boy, and they recognized me... I guess that "better safe than sorry" kind of thinking, is hard to argue with... considering what happened to me. but I cannot express strongly enough to you folks who assume it is "Likely" that folks like myself could, or would harm anyone the way we were harmed.... is not only "unlikely", but it takes the stigma of being a victim, to a whole new level, as we are now Suspect in the very same crime that was done to us.

                      I have Been a Hospice Nurse for 18 years now, I love working with the elderly... it has been a privilege to serve people, and be a comfort to their families, where I can. I do not seek validation. I don't need it, because I learned who I am along time ago... and I understand the fear that drives folks to fear the past of people like me, however insane it seems to me... I mean, who could possibly realize your fears any better ?

                      but I think you should all take a look at the "DATA" and realize that it "LIKELY" comes from criminals who are using a claim of childhood molestation, whether its true or not, to somehow Validate or Excuse their criminal acts...

                      the REAL victims can be found in 12 step groups, like alcoholics anonymous... or something similar, trying to heal their wounds.. or perhaps the real victims will be less obvious... perhaps someone like that good natured fellow that you met, that came from your local Hospice when a loved one was passing away....

                      I was on some silly web page, and they had a thing..."20 of the most bizarre sex toys"...caught my attention so I started clicking through it...there was one toy that the author stated was a tiny gremlin sex doll...but as a mom I could clearly see it was a baby in a hooded bath towel, you know the kind with ears...the author of this list either was clearly confused (thinking the sex toy had the ears?) or blowing it off...either way, it was a simulated infant sex toy. As a person who has been through this type of abuse and knows others who have been sexually abused, nobody I know in that sad group would ever touch a child, because the memories are too horrific and the sense of the wrongness of it is even greater when it has been done to you. I have only ever gotten a pedo-vibe off of one person and that person is never allowed near my children. Sadly, it is my mother's new husband. He doesn't seem to like children, yet has trained to be a clown to be near children. He ignored my daughter while in my home yet tried to give her back massages and get her alone when she was at my Moms. It's disgusting that people like that exist. Be vigilant for your kids sake, but don't instantly assume that we abused are doing all the abusing.

                              That is so disturbing. The fact that anyone can buy a camera without a background check to commit these heinous crimes. We need tighter camera controls. Ones with less capacity to take less pictures would probably help limit this. In fact, lets ban all cameras made after 1894.

                              Actually you are right. Really you are. You see before digital cameras most sick people could not take and distribute pictures of this type. You certainly could not take your film to the local store to have it developed. If you did you would be receiving a visit from the local PD. So you see you are right.                               I was taught how to develop rolls of film in High school. Do you really think scum who would knowingly photograph and record pictures and videos of children being abused and molested wouldn't have their own means to produce their material? Having a dark room to develop photo's is kinda par for the course with people like that. Besides, there are many a horror story where a person was taking a picture of their child in the bathtub, completely innocent, and had been arrested for 'child porn' while they where trying to have their pictures developed. Those that know they are doing wrong aren't typically stupid enough to take their negatives to a store.

Our local newspaper recently ran an article about an individual who was arrested for having over 3,000 pornographic pictures of children in his possession. MANY of the (on-line) comments were from people saying they didn't understand WHY this guy was in trouble because "he hadn't actually touched the children" and it was "his right" to have them. The author fails to actually identify the "method of rescue" of these victims, never defines what the violations actually were, and clearly states that it was more a case of "were identified in an international operation that found them depicted in child pornography on the Internet." Did the original photographers (maybe family members simply taking family photos and sharing them across the internet or through emails with other family members) actually share them with an international operation or were their computers hacked and the "family photos" made viral across the internet? That is the problem with our electronic age...nothing is private any more.

                                There have been very rare occasions in which an over zealous caseworker/prosecutor over reacted to nude family photos. Those days are, hopefully, behind us. These law enforcement officials are trained, and absolutely know child abuse when they see it. A child has to be abused in order to create pornography. The child has to be posed or touched, or forced to touch.I would hope your family photos don't have those characteristics.

                                amediamogul, ideally, you would be correct but, more than once, people have been arrested and prosecuted for just that; pictures of their kids that someone decided were pornographic. I don't think anyone was actually convicted but, once your name is splashed all over the media for something like that, you are pretty well screwed.

                                The problem is, no one has been able to come up with a definition for pornography that everyone is able to agree on. Even the Supreme Court hasn't been able to accomplish this to everyone's satisfaction.

                                Back in the 80s, a few places passed some anti-pornography laws they thought would stop some of the child exploitation. The laws were great but, they were so stringent that even showing a babies butt was illegal. Do you know how many commercials for diapers, baby power and such, show babies butts. Even the Coppertone adds were illegal.

                                If these are more than just "run-of-the-mill bathtub funtime photos taken by parents" these folks should be locked away, never to see the light of day again.

                                As someone who works with the victims of these crimes, tiredofhypocrites, I would like to say F*$# you but I'll be PC about this and tell you, straight up. These were NOT coppertone ads, nor were they "innocent pictures" of children "mistaken" by "others" as pornography. These were pictures of children engaged in sexual acts at the behest and for the pleasure of some adult who decided these children were theirs to exploit. Read your statutes and laws (for your state or any other) and find out what is required prior to filing charges for sending, receiving and/or creating child pornography.

                                On a hypothetical, lets say someone did take an "innocent picture" of their (or someone else's child) and upload it to a porn site.... What does this say about the person posting the picture to a child porn site??? Even if they hadn't touched that child (yet), it would be far from coming (no pun intended). Do you think the uploading of the picture to THAT site was an ACCIDENT??? (Oops, my fingers slipped officers...NOT) And how long do you think it would be before this person and their "innocent" posting turned into something much darker, evil? I don't know about anyone else, but if I visit a website, I don't just look at the first page that pops up, I click around on it... See what's there. So, given that these were CHILD PORNOGRAPHY WEBSITES, what do you think this "innocent' person was looking at and getting their jollies on in addition to posting their photo??? Reality check- you should cash one....

                                As to these "pedophiles" being absued themselves, research shows that less that 1 in 3 abuse victims goes on to BE an abuser... And people may be born with a sexual preference, that doesn't mean we get to act on them.... We are not animals controlled by our natures and driven by instinct alone! We are human beings!! We have brains, souls (most of us) and the ability to realize the impact of OUR BEHAVIOR on others.... Only EVIL preys on the innocent....

                                Thank you, Calikat for injecting a little reality into the discussion! I've had people argue with me the same way when I spoke about pornography, acting as if the only thing law enforcement encounters when they deal with child porn or even adult porn is a few nude pictures! Wake up, for heaven's sake! People don't seem willing to acknowledge the extent of evil that exists in the world today, either completely tuning it out or desperately wanting to explain it away as something lesser than it is. I guess this is because of fear (or in some cases to cover their own criminal activity), but it doesn't make the evil go away. The only way to make it go away is to help the victims and make sure the perpetrators are brought to justice.

                                Besides, even if you took an innocent photo of your child and posted it then someone else posted it on a child porn website you'd have to ask WHY they posted it. They'd have to have some designs for getting off on it or on your child. Not to mention the fact that other pedophiles could become interested in your child.

                                        There needs to be far greater consequences for those who commit such atrocities. There is no excuse whatsoever for this kind of behavior and if we don't make the punishments more swift and dire, then we have only ourselves to blame.

                                        Along with bigoted, racist Southerners. We should also follow the bible or is it the koran or both and execute women who commit adultery. Like you say, it isn't like the earth is short on people. Any other groups you can think of? How about illegal immigrants? I know some people feel that way about them. Shoot first and ask questions later would also work it appears from some comments.

                                          Akcoins, I'm not for wholesale executions for any people group; but I find it interesting that people all over this site have been clamoring for the execution of pedophiles and you didn't respond negatively to any of them except the one you thought was Southern (presumably because of his/her use of the word "ain't.") Even though that commenter said nothing about religion or race-and I don't think anyone else has either-you also insisted on bringing those issues into your attack. Now why was that? Did someone hit a nerve? And who is stereotyping here?

                                          You may attack me back, and perhaps I deserve it-but I'm not your enemy, at least I don't intend to be. Many people are angry and hurt about all those issues for good reason; and I do understand if you are one of them, believe it or not. My desire is that we listen to each other and learn to work together to solve our common problems-and surely you would agree that child abuse is a problem just as bigotry and religious abuse are problems.

                                              This is disgusting and they all need to be executed. Why waste taxpayer money keeping such scum alive. Good work law enforcement, keep rounding up these low life individuals. Someone has to protect and save our kids innocence somehow. These kinds of stories are just really disturbing, if my kid was involved, the perp would have some water boarding done to him or her.

                                                Rather than a count of victims or number of arrests, I'd rather see the number of executions. There's no point in arresting or attempting to "rehabilitate" those who commit these acts. Simply put them down as the diseased things they are.

                                                When I read stuff like this, I wish the world had ended last month, at least for those kinds of people.....and I use the word people very loosely. I can't imagine that humans were intended to commit such violent and sickening acts on innocent victims, regardless if you believe we came from God or evolution or whatever.
