Oakland police chief: Shootings have residents living in 'fear and helplessness'

In the two weeks since the start of the new year, Oakland, Calif. has already registered six homicides.

The city has been in chaos for the last several weeks as rival gangs have been shooting at each other. Over the weekend, 11 people were shot. On Friday, four people were killed within six hours. On Sunday, five people survived gunshot wounds. 

City leaders on Monday decried the gun violence that has rung out across the city in recent weeks. But Police Chief Howard Jordan stopped short of formally requesting that Oakland be put in a “state of emergency,” saying that the police department is already operating as though it is.


Jordan spoke after returning from the scenes of two recent homicides in neighborhoods where he said people are living in "fear and helplessness."

Last year there were 131 homicides, the most since 2006, when there were 148.

Fifteen deputies from the Alameda County Sheriff's Department area already are working with Oakland Police, as is the U.S. Marshal Service, the California Highway Patrol and religious ministers. The city has asked the Bureau of Alcohol, Tobacco, Firearms and Explosives to track down some of the guns.

A state of emergency is a government declaration that can free up money and potentially suspend rights and freedoms of residents, depending on the situation.

In this case, however, Chief Jordan said that putting Oakland into a formal state of emergency, would only result in just seven days of help. That would be a short-term fix, he said.

Vice Mayor Larry Reid told the Bay Area News Group this weekend: "We've lost control. It's time for us to declare a state of emergency."

On Monday, City Councilman Noel Gallo told NBC Bay Area that he supports "any tool that helps our police chief." 

Gallo added: "We've got to reestablish order."

In a statement, Oakland police said its department is "actively and aggressively investigating the four homicides on Friday.” The department said it has determined that the violence is related to ongoing feuds between several groups.

The Oakland Tribune reported that the rivalry is over a woman.

Here is what is known about Friday's homicides:

  • According to police, a 22-year-old Oakland man shot and killed around 2:30 p.m. Friday in the 2300 block of East 17th Street in the Fruitvale District. His name is being withheld pending notification of relatives.
  • Around 3 p.m., another man was shot and killed on Canon Avenue near Wellington Street, next to Dimond Park. He was identified as 30-year-old former Oakland resident Larry Lovette of Stockton.
  • At 4:15 p.m., 21-year-old Oakland man Eddiebo Rodriguez was fatally shot in the 3400 block of West Street in West Oakland. He later died at the hospital.
  • In East Oakland, a 17-year-old boy identified as Ken Harbin of Oakland was also fatally shot in the 9400 block of Hillside Street.

me begin by saying that you can count on us to support your efforts in
disarming American citizens in any way we can.

The
Fast and Furious operation backfired a bit in this regard, but I’m glad to see
it hasn’t stopped you.

As
you know, we are making inroads on US soil. We’ve set up significant operations
in the Southwest, one area where armed citizens can be a bit of trouble to us,
especially if they own land we cross or are adjacent to.

We
view their disarming with a positive attitude. I would say your basic
gun-grabbing strategy is primarily aimed at the American West. The border
states need to be cleaned out. The fewer people there who have guns
(particularly those with high-capacity clips), the easier it is for us.

But
since our drug trafficking lines take in most of America, wherever citizens
aren’t armed we’re generally in better shape.

I’m
pleasantly surprised that media in your country haven’t pressed you to name the
areas where most gun violence is taking place. After all, if your objective is
to reduce that violence, you would think a campaign directed at gangs in inner
cities would rank number one on your to-do list.

Those
areas and those gangs do subcontracting work for us (and other Mexican
cartels). Leaving them in place is a priority for us. So congratulations on
being able to skirt this tricky issue. Your cojones are, indeed, huge.

Please
pass along my thanks to Brian Williams, Scott Pelley, and Diane Sawyer. I assume
they are in your pocket and carrying your message. Undoubtedly, they are also
refraining from bringing up the gang issue. Whenever I speak with the president
of Mexico, I point out your masterly and deft control of media as a model we
should emulate.

to the real reason I’m writing. In Chicago, your crime stronghold, one of our
people is on trial. This is a sensitive matter, as you know.

defendant, Jesus Vicente Zambada-Niebla, wants to expose our arrangement. This
must not happen. So far, your DEA and CIA have managed to gain trial delays.

Niebla
and his lawyers are ready to offer documents that show the Sinaloa has US
federal permission to ship tons of drugs into Chicago, and from there to other
distribution points in the US.

Niebla
will reveal this deal was made so that Sinaloa would provide valuable
information on our rival cartels to the DEA and the FBI.

Therefore,
Niebla will point out that he has special immunity from prosecution. That was
part of the deal for high-ranking Sinaloa members.

Fortunately,
his trial hasn’t been played up in the American press. Again, well done.
Coverage has been stifled. It’s stayed on the back burner, and the CIA and DEA
are claiming no such immunity deal exists for Niebla.

But
at the same time, the CIA has been making motions in court to have documents
excluded from the trial on the basis of National Security.

This
is a gross tip-off to our deal, and it doesn’t sit well with me. It’s awkward.
I’m sure you agree, Mr. President.

The
last thing we need here is exposure, especially while you’re pushing forward
your gun-grabbing program.

Sinaloa
has members and agents and sub-contractors operating all over the US, and
naturally these people are armed. They not only sell drugs, they shoot people.
We can’t control everything they do.

They
get into intramural squabbles and use their weapons to settle disagreements.
Bodies pile up. Sometimes, innocent people are killed.

Our
subcontractors commit unrelated crimes that have nothing to do with drugs. They
rob, they steal, they shoot, they kill.

If
it comes out that Sinaloa and all its component parts, operating within US
borders, are contributing mightily to high gun-violence statistics—

And
if it comes out that Sinaloa has a special arrangement to do business in the US
without fear of disruption—

Your
gun-grabbing program and our operations will both be in dire jeopardy.

And
the blow-up in the press will be catastrophic for both of us.

You
and I understand this is just business, but other people don’t see it that way.

Therefore,
Mr. President, I’m stating, in the strongest terms possible, that the Niebla
trial in Chicago has to be shut down, one way or another.

Either
a quiet plea deal has to be struck, or we will be forced to do something
drastic. Soon.

If
I’m reading you right, and I believe I am, your gun-grabbing program is just
one step in an Operation Chaos aimed at destabilizing your country.

In
the past, we have contributed to that agenda, and we continue to do so. We
don’t pretend to understand this whole game at its higher levels, but to us
that doesn’t matter. We’re in business to make money and sell product.

support you.

we expect you to support us.

It's time to try something new.

Place high resolution video cameras at all strategic corners to provide continual surveillance, and then have both high resolution video and radar cameras with ground links in an unmanned (but ground controlled) balloon, and then when a crime is reported at a location, the high resolution video cameras can spot (in playback mode) and track the perpetrators (in high speed mode) to their current location, where the police can arrest them.

Such an 'eye in the sky' would have a chilling effect on criminal activity.

What the NRA says is that when law abiding citizens turn their guns in, criminals will be the only ones with guns. You really think these street gangs are going to line up to turn in their guns? Then we can sell the stuff to recyclers.

We need to remember that it was the "Gang bangers" of the 20's that got our 2nd amendment rights infringed upon the first time. (also during an era of prohibition)

It was organized crime using machine guns not spree shootings or mass killers that resulted in the '34 FCA. We need to remind our Representatives we need to control the criminals that use these guns, not the guns or lawful persons that use them.

An "Assault Weapons" ban is not going to deter or stop this kind of violence. We need to end gang violence, much of which is fueled by drug trafficking. We need to get off the fence on how we treat drugs in this country. Either legalize it(not my first choice) or make it a capital offense, and exterminate this pestilence.

1) Were these shootings committed by people who legally owned the weapon?
2) Were the shootings against innocent victims, or criminals against criminals?
3) Were the victims randomly chosen, or specifically chosen?

This is what ensues when the media reports only half the news (the half that promotes their politics).
What very clearly is NOT HAPPENING... responsible citizens are not legally purchasing firarms, then running around the city randomly shooting at people. However, this is the attitude in which the shooting hysteria bandwagon media is reporting things. THEY DO NOT USUALLY BOTHER TO POINT OUT THAT MOST SHOOTINGS ARE TARGETED, AND THAT MOST ARE CRIMINAL AGAINST CRIMINAL. Does that mean we should ignore these shootings? NO WAY! Listen, I realize that many of you already know this stuff, but there are still many people out there who simply don't know any better and do not think that news reporting is politically slanted. Many of them simply don't recognize this fact until they are somewhere in the late 30s to middle 40s, own a home, have some kids etc. But sadder still is that many NEVER get it! I am referring to the lack of SPECIFIC context in the four specific instances that they cite... FOR INSTANCE was the 22 year old Oakland man killed by someone who legally owned the gun that he used? Was he himself legally carrying a firearm? I don't know because the report did not say. But I have a feeling that they did not legally own their guns.

Again...CONTEXT MATTERS! Sure there are lots of guns, but are they legal guns? Who owns them? Who's using them? Why are they using them? Almost every time, it is illegally owned and operated for the purpose of attacking a specific person (an enemy of theirs). It is almost never, legally owned and randomly used against random people.     What is the problem possible? there is a law against the use of a firearm in the commission of a crime, the possession of a firearm for citizen with criminal history, in oakland the possession of a firearm by a minor! Maybe we need a new law to make the problem go away, maybe one that requires every head of householdd to possess and regular training in the use of a registered firearm and law exempting prosecution if used in defense of public safety for every resident over the age of 30 without a history of mental illness and criminal record? might work a lot better than political grandstanding to appease the sheep and does nothing constructive.

The reason nearly every home in Switzerland has a firearm in it is that all males from 18 to 50 are members of the Swiss National Defence Force and store their weapons at their homes, no ammo, just their weapon. They go through military training and do annual training every year. It's not a bunch of yahoos storing 50 weapons in their homes with enough ammo to refight the Battle of the Buldge.

      A Gwinnett County police supply company is drawing national attention and a lot of heat over its new gun policy.

      Dana Safety Supply of Sugar Hill specializes in weapons and equipment for law enforcement, but it also sells to the general public.

      Last Friday the company announced it would no longer sell any assault weapons, semi-automatic rifles, to anyone other than police.

      That move has prompted a boycott from a North Georgia sheriff.

      "I'm not going to use our citizens' taxpayer money or my personal money to buy anything from DSS, it's really quite simple," Oconee County Sheriff Scott Berry told 11 Alive News on Monday.

      The longtime sheriff says he's been flooded with phone calls and emails of support from all over the country, including many from law enforcement officers.

      He defends the right of any citizen to own an assault rifle.

      "The weapons aren't the problem, but we have a mental health crisis in this country; we have a people problem in this country that's not being addressed," Sheriff Berry added.

      The only way the inner city will be safe from gang bangers is if we give more minorities more guns. If we all have a right to bear arms, then we all (all of us) need to have more guns.

      Afterall, who knows more about being oppressed by a tyranical government that seeks to control them than African-Americans, and does America fear most than African-Americans, and who are the biggest vicitims of gun violence but African-Americans, and who does America most NOT want to see armed to the teeth... African-Americans.

      Therefore it only makes sense that we dump buttloads of guns into the inner city because we all know how safe more guns makes us. And who needs the most help repelling gangbangers and tyranical police, and really who needs to have assault rifles at the ready when the revolution starts and people start shooting folks because they're just certain Obama is going to drive the country into the ground and usher in a new era of socialism and rap music videos... you guessed it.

      So don't be afraid... let's do what we gotta do to make sure ALL Americans have the guns they need to really make everyone feel safe and secure and confident that if the mess goes down that it won't go down without a knock-down, drag-out, shooting-in-the-streets like the Tombstone of old or the movie "Heat"-type fight and start giving some poor minorities more and more (and even more) guns.

        Criminals are killing criminals. This is saving the taxpayers hundreds of thousands of dollars in jail, court and medical costs.

        It is also the proof that gun bans don't work.

        It is also the proof that the drug war is a lost cause.

        Legalize, regulate and tax all drugs. The gangs immediately have no market so they wither and die. Use the tax money from the drugs and alcohol and tobacco to fund the health care and addiction treatment for the users.

        This also stops the boys from thinking they can get rich quick as drug dealers so maybe they will stay in school and get an education and become useful productive members of society instead of repeat offener felons.

        This could also influence the girls to stay in school and not get pregnant since there wouldn't be all those rich drug dealer boys running around looking cool and able to pay for sex.

        Oakland is no joke. I grew up about 15 minutes away and had several friends from East Oakland. Needless to say it was always an adventure going to visit them. The worst was at night when people would spread broken glass on the streets to prevent cops from going on their block. Not fun changing a tire at 1:00 am in Oakland.

        I honestly don't know what can be done to fix it. It truly is a broken city. There are lots of good, hard-working people there but it seems as if they're becoming outnumbered. It's a damn shame. And it's no better in San Francisco, Richmond, East Palo Alto, Vallejo, San Jose or Pittsburg. The Bay Area has a lot of room for improvement. The nice areas are very nice, and the bad areas are very bad. Seems to be very little middle ground. I love it here but it NEEDS to get better.

Chicago will not accept it nor will other cities with a horrable problem. It proves that this country has a major people problem.         I do agree with some of the gun law ideas (for instance, I don't see any need for an assault weapon), but you're right in that gun regulations will do nothing to stop the vast majority of crime in the US.

        Obama simply sees the classroom shooting as a political opportunity to further his agenda and is jumping on it.

        There must be another way...maybe legalizing drugs?

          No, Bob, I do NOT want assault weapons banned. I want laws enacted that make it a little harder for mentally disturbed persons to buy guns than what it is now. Do you know what safeguards us from this? A SINGLE QUESTION on a form you fill out: "Are you now or have you ever been under treatment for mental illness or depression?". There is NOTHING done to verify that answer. The head case (no offense to anyone meant) who lies and answers NO has committed a felony but because there is no verification process he or she gets the gun! I want to see laws that mandate safe storage regulations and if a person violates them and one of their guns is taken and used to kill they should face, at minimum, accessory to murder charges. I own assault weapons and I WANT CHANGE. I want to know that people like me, who advocate safe, common sense gun ownership, can do so while keeping these same kinds of weapons out of the hands of emotionally ill people who would use them to kill. While assault rifles are not the most useful (or legal) gun to hunt with, they ARE a joy to shoot, and my DPMS A4 (civilian semi-auto version of the U.S. military carbine) is the best gun I have found for deep penetration camping. It is light weight, accurate, dependable, and with a 30 round magazine it is ideally suited for camp defense from packs of brave coyotes and wolves that show little fear of humans. I also found it the ideal firearm for teaching my five daughters to shoot as it is high powered yet low recoil so they would not fear the "kick". So no, I do NOT want assault weapons banned. I want and would GLADLY abide by laws that would make it near impossible for a mentally ill person to own one even if it means it makes it a little harder for me. Hell YES I would make that trade.

            A few gang bangers comming after you might change your mind on your need for a real practicle selfdefense weapon. A good ar with a 30 round mag fully loaded would make them think twice and might save your life. Trying to talk them out of it killing you wouldnt work real well without some backup. A shotgun with double 00 buckshot also works really well.

            Why doesn't the City of Oakland & the police depatment get pro-active and not operate after the fact. Round up the gang-bangers, illegal aliens, drug trafficers, and prosecute them. As the state for the national guardand state police if necessary. Who's to blame? The city for letting these scum run around free in society to commit murders and other violent crimes.               We started having some gang problems here in Gawga some years back. Odd how killin um ended it.

              Funniest was the spree of daylight breakins we had. Ended when the gangstas broke into an old man's home. He blew all three of them back out the front door with his 12 gauge pump. Naturally the lawyers tried to file charges. They just couldn't find a grand jury to indict him...

              Or the spree of carjackings. One feller was caught at 5:00 a. m. at a red light. One came up on the driver's side and one armed on the passenger's side. He shot and killed the armed one then rolled his window up on the other gangsta and drug him down to the Sherriff's office and dropped him off. He hollered at a couple of deputies what happened and said he had been shot and was on his way to the emergency room. End of story. End of gangsta crap.

              An armed populace is a polite populace...
