FBI rounds up more than two dozen alleged N.Y. mobsters

An investigation of the extortion of trash haulers has resulted in charges against 32 people in the New York area, federal authorities said Wednesday.

Thirty of the suspects were arrested Wednesday, and two others were expected to surrender later in the week, the U.S. Attorney's Office for the southern district of New York said in a press release.

Suspected members or associates from three different organized crime families in the New York area were among the arrested, the statement said.


The main indictment alleges 12 members of "an organized criminal enterprise" were connected to a waste disposal business that was involved with loansharking, mail and wire fraud, extortion and stolen property offenses. These 12 were charged with racketeering conspiracy charges.


Among the dozen is Carmine Franco, also known as "Papa Smurf" and "Uncle Sonny," who authorities also accuse of extortion and the interstate transportation of stolen property. The attorney's office said 77-year-old Franco is an associate of the Genovese crime family.

Seventeen others were charged with individual acts of extortion, loansharking and other crimes, the attorney's office said.

Court documents claim the suspects controlled several waste disposal businesses, including those based in New York's Westchester, Rockland and Nassau counties, and in New Jersey's Bergen and Passaic counties. The men allegedly threatened the businesses by demanding extortion payments for protection and telling them which trash pick-up stops they could use, the attorney's office said. Officials say many of the charged had avoided having any sort of official connection to the trash collection businesses they controlled.

"...While these accused mobsters may have hidden themselves behind seemingly legitimate owners of waste disposal businesses, law enforcement was able to pierce that veil through its painstaking, multi-year investigation," Manhattan U.S. Attorney Preet Bharara said in a statement.

"In addition to the violence that often accompanies their schemes, the economic impact amounts to a mob tax on goods and services," George C. Venizelos, assistant director-in-charge of the FBI's New York office, said in a statement.

The thirty arrested suspects, who are all residents of either New York or New Jersey, were expected to appear and be arraigned in a Manhattan federal court Wednesday.

The Genovese, Gambino and Luchese organized crime families have a long history of extorting trash collection companies, The Associated Press reported.

me begin by saying that you can count on us to support your efforts in
disarming American citizens in any way we can. The Fast and Furious operation
backfired a bit in this regard, but I’m glad to see it hasn’t stopped you. As
you know, we are making inroads on US soil. We’ve set up significant operations
in the Southwest, one area where armed citizens can be a bit of trouble to us,
especially if they own land we cross or are adjacent to.

We
view their disarming with a positive attitude. I would say your basic
gun-grabbing strategy is primarily aimed at the American West. The Border
States need to be cleaned out. The fewer people there who have guns
(particularly those with high-capacity clips), the easier it is for us. But
since our drug trafficking lines take in most of America, wherever citizens
aren’t armed we’re generally in better shape.

I’m
pleasantly surprised that media in your country haven’t pressed you to name the
areas where most gun violence is taking place. After all, if your objective is
to reduce that violence, you would think a campaign directed at gangs in inner
cities would rank number one on your to-do list. Those areas and those gangs do
subcontracting work for us (and other Mexican cartels). Leaving them in place
is a priority for us. So congratulations on being able to skirt this tricky
issue. Your cojones are, indeed, huge.

Please
pass along my thanks to Brian Williams, Scott Pelley, and Diane Sawyer. I assume
they are in your pocket and carrying your message. Undoubtedly, they are also
refraining from bringing up the gang issue. Whenever I speak with the president
of Mexico, I point out your masterly and deft control of media as a model we
should emulate.

Now
to the real reason I’m writing. In Chicago, your crime stronghold, one of our
people is on trial. This is a sensitive matter, as you know. Whenever I speak

defendant, Jesus Vicente Zambada-Niebla, wants to expose our arrangement. This
must not happen. So far, your DEA and CIA have managed to gain trial delays. Niebla
and his lawyers are ready to offer documents that show the Sinaloa has US
federal permission to ship tons of drugs into Chicago, and from there to other
distribution points in the US. Niebla will reveal this deal was made so that
Sinaloa would provide valuable information on our rival cartels to the DEA and
the FBI. Therefore, Niebla will point out that he has special immunity from
prosecution. That was part of the deal for high-ranking Sinaloa members.

Fortunately,
his trial hasn’t been played up in the American press. Again, well done.
Coverage has been stifled. It’s stayed on the back burner, and the CIA and DEA
are claiming no such immunity deal exists for Niebla. But at the same time, the
CIA has been making motions in court to have documents excluded from the trial
on the basis of National Security. This is a gross tip-off to our deal, and it
doesn’t sit well with me. It’s awkward. I’m sure you agree, Mr. President.

The
last thing we need here is exposure, especially while you’re pushing forward
your gun-grabbing program. Sinaloa has members and agents and sub-contractors
operating all over the US, and naturally these people are armed. They not only
sell drugs, they shoot people. We can’t control everything they do. They get
into intramural squabbles and use their weapons to settle disagreements. Bodies
pile up. Sometimes, innocent people are killed.

Our
subcontractors commit unrelated crimes that have nothing to do with drugs. They
rob, they steal, they shoot, they kill. If it comes out that Sinaloa and all
its component parts, operating within US borders, are contributing mightily to
high gun-violence statistics— And if it comes out that Sinaloa has a special
arrangement to do business in the US without fear of disruption—Your
gun-grabbing program and our operations will both be in dire jeopardy.

And
the blow-up in the press will be catastrophic for both of us. You and I
understand this is just business, but other people don’t see it that way. Therefore,
Mr. President, I’m stating, in the strongest terms possible, that the Niebla
trial in Chicago has to be shut down, one way or another.

Either
a quiet plea deal has to be struck, or we will be forced to do something
drastic. Soon. If I’m reading you right, and I believe I am, your gun-grabbing
program is just one step in an Operation Chaos aimed at destabilizing your
country. In the past, we have contributed to that agenda, and we continue to do
so. We don’t pretend to understand this whole game at its higher levels, but to
us that doesn’t matter. We’re in business to make money and sell product.

We
support you. And we expect you to support us. Congratulations on achieving a
second term in office. Please pass along my regards to President Bush, his
father, and President Clinton. By the way, in case you weren’t briefed on the
specifics of the Aurora and Sandy Hook shootings, I want to state,
unequivocally, that no Sinaloa member provided professional services in those
operations, which were obviously aimed at provoking a successful follow-up
gun-control program.

It is speculated that many of these missing children have been
sold on the human sex slave market that exist world wide.

Losing children is not something unique to New York City or the
District of

Columbia. The State of Illinois has managed to lose track of a number of

children in its care.[12]

The Illinois Department of Children and Family Services has also
managed to

lose track of the availability of its own foster homes, its system having been

described by the Chicago Tribune as: "a ludicrous tracking system
that

amounts to three-by-five file cards kept in piles by placement workers."[13]

The ubiquitous three-by-five index card would appear to be
something of an

industry fixture.

After a young boy was raped in a Massachusetts foster home, it
came to light

that Department of Social Services caseworkers and supervisors had apparently

managed to overlook a pattern of nine foster children having run away from the

home.

When asked how they could have overlooked such a pattern, DSS
Commissioner

Linda Carlisle said that with the Department's outdated computer system, there

is no way to check how many children have run away from any given home, adding:

"We have 3-by-5 index cards, manual records."[14]

But both the computer and the index cards were more than
sufficient for

department spokesperson Lorraine Carli just a few years earlier. After a

scathing legislative report revealing serious deficiencies in foster care

tracking was released, Carli said the agency had a good tracking system and

reviewed each placement every six months.

"We found that not to be the case," said Gloria Fox, a
member of the House

subcommittee on foster care, which released the report.

"Clearly, they're working on that," Fox said, but
"some people haven't seen

their social worker in years."[15]

Among the conclusions reached in the 306-page report:

  • State
    court backlogs leave children's lives dangling from childhood to

    adolescence; children shift from home to home in a pattern of "foster care

    drift."

  • Although
    increasing numbers of children were entering foster care, DSS had

    no reliable means for tracking the location of children in its care.

  • Massachusetts
    had, on several occasions, failed to qualify for federal

    funding because it had not been in compliance with federal regulations.

  • A serious
    shortage of foster homes in the state had resulted in many

    children being placed in "marginal homes" only slightly better than
    those from

    which they were removed.

  • Foster
    parents did not receive vital information about the children they

    accepted, often resulting in less than adequate care.

  • More
    minority children were entering the foster care system than ever

    before, but because the system had few minority homes for them, they were being

    placed outside their ethnic or racial groups.

"I feel we have condemned children to limbo," said
Representative Marie

Parente, one of four former foster children on the seven-member subcommittee.

"They are suffering silently."

Gerald W. Robinson, then the newly appointed Commissioner of the
Department,

took issue with several of the report's criticisms. He maintained that DSS did

have a reliable tracking system for its children, noting that confidentiality

requirements prevented the agency from furnishing the legislators with specific

information about children in its care.

He described the state's foster care system as
"excellent" and "one of the

best in the country," and said that though "all the problems the
report points

out have some validity, it just doesn't focus on the positive part of the

system."[16]

                            I live below the Mason Dixon line and know very little about the Teamsters but I guess the Feds took the opportunity to protect the pork laden Sandy Relief Funds and the reselling of salt water damaged cars in other areas of the country.

                                  The problem for the unions Frank (I'm former member) is the push to much all the time fot "decent" payments, and benefits to the investment business, companys, all this companies want nice incomes in return but whit the unions after their ass they don't see much profits especially whit the cheap products come in from outside, so they have a problem, the unions don't want see this because are idiots and still asking for new bargains and benefits, they are protec for the law (big mistake) In this case You, Me in positin like investor look for best option to survive and is ESCAPE from USA them going overaseas and the americans see the jobs fly far away because the unions kill the chicken gold ! You opinion show you are selfish like the average union member, short vision. Me son is not union member and I can see the hard is for him mede "a decent salary" I don want him support any union more !
