Ray Nagin has been indicted on 21 counts of corruption. NewsNation's Tamron Hall reports.
NEW ORLEANS -- Former New Orleans Mayor Ray Nagin was indicted Friday on charges that he used his office for personal gain, accepting payoffs, free trips and gratuities from contractors while the city was struggling to recover from the devastation of Hurricane Katrina.
The charges against Nagin are the outgrowth of a City Hall corruption investigation that already has resulted in guilty pleas by two former city officials and two businessmen and a prison sentence for a former city vendor.
The federal indictment accuses Nagin of accepting more than $160,000 in bribes and truckloads of free granite for his family business in exchange for promoting the interests of a local businessman who secured millions of dollars in city contract work after the 2005 hurricane. The businessman, Frank Fradella, pleaded guilty in June to bribery conspiracy and securities-fraud charges and has been cooperating with federal authorities.
Nagin, 56, also is charged with accepting at least $60,000 in payoffs from another businessman, Rodney Williams, for his help in securing city contracts for architectural, engineering and management services work. Williams, who was president of Three Fold Consultants LLC, pleaded guilty Dec. 5 to a conspiracy charge.
The indictment also accuses Nagin of getting free private jet and limousine services to New York from an unidentified businessman. Nagin is accused of agreeing to wave tax penalties that the businessman owed to the city on a delinquent tax bill in 2006.
In 2010, Greg Meffert, a former technology official and deputy mayor under Nagin, pleaded guilty to charges he took bribes and kickbacks in exchange for steering city contracts to businessman Mark St. Pierre. Anthony Jones, who served as the city's chief technology officer in Nagin's administration, also pleaded guilty to taking payoffs.
Meffert cooperated with the government in its case against St. Pierre, who was convicted in May 2011 of charges that include conspiracy, bribery and money laundering.
Nagin, a former cable television executive, was a political novice before being elected to his first term as mayor in 2002, buoyed by strong support from white voters. He cast himself a reform-minded progressive who wasn't bound by party affiliations, as he snubbed fellow Democrat Kathleen Blanco and endorsed Republican Bobby Jindal's unsuccessful gubernatorial campaign in 2003.
Katrina elevated Nagin to the national stage, where he gained a reputation for colorful and sometimes cringe-inducing rhetoric.
During a radio interview broadcast in the storm's early aftermath, he angrily pleaded with federal officials to "get every doggone Greyhound bus line in the country and get their asses moving to New Orleans." In January 2006, he apologized for a Martin Luther King Day speech in which he predicted New Orleans would be a "chocolate city" and asserted that "God was mad at America."

Strong support from black voters helped Nagin win re-election in 2006 despite widespread criticism of his post-Katrina leadership. But the glacial pace of rebuilding, a surge in violent crime and the budding City Hall corruption investigation chipped away at Nagin's popularity during his second term.
Nagin could not seek a third consecutive term because of term limits. Mitch Landrieu, who ran against Nagin in 2006, succeeded him in 2010.
Aaron Bennett, a businessman awaiting sentencing in a separate bribery case, told The Times-Picayune that he introduced Nagin to Fradella specifically to help the mayor get Home Depot granite installation work for a business that he and his sons founded. Fradella's company received millions of dollars in city contracts for repair work at Louis Armstrong New Orleans International Airport and in the French Quarter after Katrina, the newspaper reported.
Some of the allegations in the indictment have been the subject of state ethics complaints. In April 2010, the Louisiana Board of Ethics charged Nagin with two possible violations of state ethics law.
One charge involves Nagin's "use of a credit card and/or gifts" from St. Pierre and his technology firm, NetMethods, while the company was working for the city. NetMethods paid for Nagin and his family to travel to Jamaica in 2005 and to Hawaii in 2004, according to newspaper reports.
In the other charge, the Ethics Board says Stone Age LLC, the Nagin family's business, was compensated for installation services provided to Home Depot while the home improvement retailer was negotiating tax breaks from the city.
Nagin has largely steered clear of the political arena since he left office. On his Twitter account, he describes his current occupations as author, public speaker and "green energy entrepreneur." He wrote a self-published memoir called "Katrina's Secrets: Storms After the Storm."
Nagin's attorney, Robert Jenkins, didn't immediately return cellphone calls seeking comment on the indictment.

Police in uniform filling a grocery cart. They had the deer in the headlights look. They were not running off looters or arresting them. Remember the after disater report on Katrina? It showed the various local authoities that wanted to be in charge of various sections of the levees but didn't actually do any work to maintain them. This corruption led to some of the failures that killed people. Remember the congressman from N.O with $98,000 in his freezer ? Huey Long was corrupt and bragged about it. He gets on TV and when asked why he didn't get buses out per the emergency plan he says, "I can't get people to drive buses on a good day, what makes you think I can get them out in a hurricane". He violated peoples constitutional right to bare arms by gun confiscation again leaving the people out to fry without protection (a very good example of why "ordinary" citizens need assault rifles). And the story the media NEVER published is Nagin and Blanco REFUSING help from Bush until several days and an out of control situation later. I work for a fire department in St. Louis who is part of the FEMA USAR team that activated and was told to stand down three times till Bush finally got through to these knuckleheads. If All he is indicted for is corruption he is lucky, in my opinion him and Blanco should be chraged with wrongful death, civil rights violations and negligence.

These are cold, hard, facts. The only assumption, was by the administration at the time assuming there was weapons of mass destruction in Iraq.

Geo, i was down that direction during Katrina, had water in the house and all that good stuff. What most people don't realize is that before the feds could go in down there it had to be requested from the govenors. The Gov from Mississippi, Barber, had the request in immediately. Not so from Louisiana. The feds don't have jurisdiction to just go into a state without a request.
Blanco was Gov of LA. and wasn't timely at all. The white house actually was trying to get her to put in the proper requests and her and Nagin were a slow motion train wreck. When most people blamed the white house for being slow, hardly anyone that didn't live on the coast knew it was mostly Blanco. Thats why she didn't run again because the people in her state knew and her approval rating was about 10%.
I can remember listening to NOAA reports the levies had breached, then seeing the blunderheads on the tube hours later saying they hadn't.

As a first responder to Katrina, I got to see first hand some of the felonies that Ray Nagin and Kathlene Blanco perpetrated on the American public. First of all, it was a master plan to tank Bush. Worst of all, he let it happen. Worse than that, it was a master plan to tank the entire Republican party, worst of that, they let it happen. People had to die in order for the Democratic Party plan to go into action. People died at the hands of New Orleans officers and it was Ray Nagin who said to shoot to kill. NOPD officers did and 4 are already in federal prison for the murders they committed per Ray Nagin and the Democratic Party. As a first responder I saw resources diverted away from New Orleans in order to starve and dehydrate the refugees holding out in the Superdome. The plan was to allow in national media and show how Bush had let those people die. Nagin and Blanco cooked up that plan and it worked. If I were Bush, I would have thrown caution to the wind and landed Marine-1 right in the middle of the parking lot in front of the Superdome. I would have then told Blanco and Nagin to get bent and that the US government was nationalizing the guard and taking over the relief. That's because Blanco and Nagin did everything within their lives and power to derail, sabotage, and otherwise damage FEMA's response. They diverted national guard shipments, sent resources to far away places that had horrible logistics, put out conflicting and felonious press information, sent the NOPD on wild murderous benders to kill innocent citizens, which they did, and commit various state and federal felonies in the misappropriate of resources that lead to actual deaths of citizens at a time when those citizens needed them the most.

I remember the mayor of New Orleans during Katrina. I was impressed with his outspoken criticism of FEMA and Bush. People died and suffered. I guess heroes are easily made, by the media and easily fall because, of the media. The mayor is one of many, who have gotten into trouble, in recent years. And let us not forget the Governor of Illinois, who traded his ethics for money and power, as well. Are there any politicians, who really can be a representative, for all of their constituents?
I believe in President Obama and Congresswoman Marcy Kaptur and Senator Sherrod Brown of Ohio. Elizabeth Warren the new Senator from Massachusetts and Senator Al Franken but, they are just a handful of what should be a long list of "good guys." Why is politics so corrupt? Why do all of us continue to believe there is such a creature? I will take responsibility for not researching all the facts. I will take responsibility for being gullible. Bush got a lot of a bad rap for Katrina. Obviously as you could see with Sandy, Obama should have got the same flack, but then again the media is very bias and they employ much in the way of real journalists anymore. I never blamed Obama for Sandy really, just called the hypocrisy. FEMA was the one with the "Slow" response time, but obviously with events of such magnitude it is very difficult to get things up and running again. Same thing happened in Tennessee, but because this was a "Red" state, Obama didn't help. Luckily the country industry has a very large base and are classy people.

I say it wasn't criminal to be negligent because really people should evacuate due to common sense. Personal responsibility is what people should have. If you want to stay, then you shouldn't expect resources to be tied up saving your tail and putting first responders at risk.

All I heard from Rush Limbaugh and the rest of the conservative media was that the people of New Orleans needed to pull themselves up by their boot straps. Pretty hard to do if you don't have boots! The overwhelming majority of American citizens that died during Katrina were there because they couldn't afford to leave. We as a country need to start taking care of our poorer members of society. I know that people make their own choices in life. I also know that someone has to flip the burgers. Someone has to clean the hotel rooms, but why can't those people get health insurance? Are they not worthy of a healthy life? If America doesn't change it's views and policies on poverty, we will be in trouble. Just ask Russia (circa 1917).

In the early days of this country, modes of moving goods were quite limited. There were no airplanes, just ships, to bring goods back and forth between Europe and the US. One of the network reporters asked him IF New Orleans should be rebuilt. His response was something akin to "yeah, about 25 miles further inland (Might have been 35 miles)." AND he was right!!
New Orleans has been sinking since it was built, it was not originally below sea-level.. So now we've poured billions into rebuilding it - still below sea-level. The next time it goes, and it will, we really should think about relocation as opposed to rebuilding.

It will always happen again, it always has, and it always will, there is no way to stop mother nature, whether it be floods from the Mississippi, hurricanes on the Atlantic and Gulf coasts, its always going to happen again and there is not much we can do about it. Port facilities need to be built in areas where there is adequate water for shipping. Residential areas do not need to be built in areas prone to flooding. There is plenty of information and technology which can identify zones best suited for ports, and zones poorly suited for residential housing. New Orleans has a long long history of political corruption. It can't be dismantled because of the significance of the Mississippi River to international trade. It can be rezoned for residential housing, and non port related commerce.
Finally, Knucklehead Nagin gets his! He was as lowdown a snake as there was. Bush and his advisors suggested he evacuate and he said, "No, we just gonna ride it out" resulting in dozens of deaths, black AND white. Of course the racial shakedowns that followed were shameful. Michael S. Carona (Republican, Sheriff, Orange County, CA, Resigned): Indicted. Grand jury 10-count indictment include bribery, tax evasion, conspiracy and witness-tampering and faces a maximum sentence of up to 20 years.
Glenn Murphy Jr. (Young Republican National Chairman, Clark County GOP Chairman, Indiana): Indicted. Resigned from all GOP positions during investigation for criminal deviate conduct, a Class B felony. According to the report Murphy performed oral sex on another sleeping man without his consent during a party for Young Republicans. Murphy was also investigated in 1998 for sexual battery for apparently committing the same act. Murphy was charged with a class B felony, criminal deviate conduct and faces between six and 20 years if convicted.
Ozwald Balfour (Republican, Founder, Utah Republican Black Assembly): Indicted. Charged with three felony counts forcible sexual abuse and one felony count of attempted forcible sexual abuse after allegedly groping four women.
Robert Lichfield (Republican fundraiser for Mitt Romney): Indicted. Named along with 140 other defendents, the Federal lawsuit alleges that students at schools operated by the Worldwide Association of Specialty Schools, were subjected to "physical abuse, emotional abuse and sexual abuse."
Alan B. Fabian (Republican fundraiser for Mitt Romney and Bush Ranger): Indicted. Indicted by a grand jury on 23-counts of mail fraud, money laundering, bankruptcy fraud, perjury and obstruction of justice. According to prosecutors, Fabian made $32 million in false purchases of computer equipment, but actually spent the money on real estate and private jet use.
Robert Regola (Republican State Senator, PA): Indicted. Indicted on three counts of perjury, allowing possession of a firearm by a minor, recklessly endangering another person and false swearing in the suicide death of a teenage neighbor in which his weapon was used.
Bruce Weyhrauch (Former Republican state representative, Alaska): Indicted. Weyhrauch faces four counts of extortion, bribery and wire or mail fraud. Weyhrauch faces charges of helping to pass legislation in exchange for future legal work contracts from the oil engineering firm VECO.
Abdul Tawala Ibn Ali Alishtari (aka Michael Mixon) (Republican businessman, GOP Donor, White House Advisor, activist): Indicted. Attempted to send over 150 thousand dollars to the Middle East to purchase equipment for terrorist training camps in Afghanistan. Also facing charges of money laundering.
Kyle "Dusty" Foggo (Republican Former CIA official): Indicted . 11 counts of fraud, conspiracy and money laundering. Connected to bribery of convicted Congressman Duke Cunningham. (See below)
Tom aka "The Hammer" DeLay (GOP House Majority Leader): Indicted. Resigned. Indicted on multiple charges money laundering and conspiracy. Implicated with Abramoff.
John Colyandro (Executive Director of the political action committee Texans for a Republican Majority): Indicted. Charged along with Tom Delay and Jim Ellis in numerous conspiracy, money laundering and illegal campaign finance activities.
Jim Ellis (Executive Director, Americans for a Republican Majority): Indicted. Charged with Delay and Colyandro in "scheme to use corporate political donations illegally to support candidates in state elections."
Warren RoBold (DeLay fundraiser): Indicted. Charged with nine different felonies in Delay money laundering campaign contribution scheme.
Ernie Fletcher(Kentucky Republican Governor, Evolution hater): Indicted. Cronyism. Due to the likelihood of Fletcher's executive immunity as governor and the likelihood of pardoning himself upon leaving office a plea bargain was reached where "The governor acknowledges that the evidence strongly indicates wrongdoing by his administration with regard to personnel actions within the merit system. Further, the governor hereby states that these actions were inappropriate and that he regrets their occurrence and accepts responsibility for them as head of the executive branch of state government."
James Tobin (President George W. Bush's New England campaign chairman): Retrial. Convicted on telephone harassment charges "for his part in a plot to jam the Democrats' phones on Election Day 2002." Update: 6/07/07. Conviction overturned on appeal. Prosecutors were reviewing the decision, and did not say if they planned to appeal.
Lawrence Novak (Vice-Chairman of the Massachusetts Republican Party) Indicted. Charged with laundering money from a client facing drug charges.

Pete Kott (Former Republican state representative, Alaska): Guilty. Found Guilty on three counts of extortion, bribery and mail fraud for recieving money in exchange for his support of a pipeline and a tax proposal that favored the oil engineering firm VECO.
Victor Kohring (Former Republican state representative, Alaska): Guilty. Kohring was found guilty conspiracy, bribery, and attempted extortion for accepting bribes from oil company VECO Corporation in exchange for services rendered in the company's behalf in the Alaska State Legislature.
John E. Sweeney (Republican, Former Representative, New York): Guilty. Pled guily to aggravated DWI. Arresting officer witnessed Sweeny's vehicle swerving erratically with a young woman partially sitting on his lap. Sweeney's blood alcohol level was .18, over twice the legal limit.
Bob Allen (Republican state representative and co-chairman of John McCain's presidential campaign, Florida, Resigned): Guilty. Found guilty of solicitation to commit prostitution after being arrested at a public restroom, offering cash to perform oral sex on a male undercover police officer. Sentenced to six months probation, fine, court costs, mandatory STD testing and education and to stay away from the park where he was arrested.
Thomas Ravenel (former Republican State Treasurer and Rudolph Giuliani State Chairman, South Carolina): Guilty. Plead guilty to "conspiring to buy and distribute less than 100 grams of cocaine". Faces sentence of up to fifty years in prison.
Jeffrey Ray Nielsen (Republican, Former Aide to Rep. Dana Rohrabacher, R-Huntington Beach, Republican Activist): Guilty. Pled guilty to molesting two teenage boys in order to avoid second trial and a maximum 11 year sentence. Nielsen faces 3 years in prison.
Ted Klaudt (Republican, Former State Representative, State Senate Candidate, South Dakota):Guilty. Found guilty on four counts of second-degree rape. Klaudt used the pretext of his underage foster daughters selling fertile eggs to perform fake "medical exams". Klaudt faces a maximum sentence up to 100 years (25 years for each count).
Brent Wilkes (Republican businessman, Defence Contractor): Guilty. Found guilty on all 13 counts of conspiracy, bribery, money laundering and bribes involving convicted Congressman Duke Cunningham in return for government contracts. Still awaiting second trial on multiple counts of bribery involving former CIA executive director Dusty Foggo.
Larry Craig (Republican Senator, ID, Resigned as U.S. Senate co-chair of the Mitt Romney for president campaign): Guilty. Arrested in June 2007 on suspicion of propositioning police officer at Minneapolis-St. Paul International Airport. Pled guilty to a misdemeanor charge of disorderly conduct. Craig payed a fine, was given one year of probation and a 10 day jail sentence which was stayed. Craig now denies wrongdoing.
Michael Flory (former head of the Michigan Federation of Young Republicans): Guilty. Pled guilty to sexual battery in a plea bargain while on trial for overpowering and repeatedly raping a young woman in a hotel room during a national Young Republican convention in Cleveland in the summer of 2006. Sentenced to five years in prison.
Italia Federici (President, Council of Republicans for Environmental Advocacy): Guilty. Pled guilty in Federal investigation for tax evasion and obstructing a Senate investigation in exchange for cooperating in continuing Congressional and Bush Administration corruption investigation involving former convicted lobbyist Jack Abramoff.
J. Steven Griles (former Deputy Secretary for the U.S. Department of Interior, Coal Lobbyist):Guilty. Plead guilty to felony obstruction of justice for making false statements in relation to Abramoff lobbying scandal.
Tom Anderson (former Republican state representative, Alaska): Guilty. Found guilty on all charges. Sentencing scheduled in October 2007. Anderson faces a maximum penalty of 20 years and $250,000 for extortion, 20 years and $500,000 on each count of money laundering, 10 years and $250,000 on the bribery count and five years and a $250,000 fine for conspiracy.
Bernard Kerik (NYPD Commissioner, Bush homeland security chief nominee, formerly the Interim Minister of Interior of Iraq): Guilty. Pled guilty to two ethics violations accepting $165,000 in renovations to his Bronx apartment from a contractor with suspected mob ties and an illegal loan. Under investigation for tax fraud, conspiracy to eavesdrop and mortgage fraud.
Lewis aka "Scooter" Libby (V-P Chief of Staff): Guilty. Resigned. Found Guilty on four charges of obstruction of justice, 2 counts of perjury, and one count of lying to federal investigators in Plame leak investigation. Sentenced to 30 months in prison. Sentence commuted by Presidential order.

Second, the comments were made during the Bush Administration; therefore the Obama Administration had nothing to do with it. Correct me if I wrong but isn't it the Obama Administration that is conducting this investigation.
Third, how do you know that 90% of the people in N.O. are on welfare and how many of them do you know are fat, drink beer and smoke cigarettes? I find it quite ironic that every time welfare is talked about, it is always a minority race issue. It was once stated to me that the majority of people on welfare were either minorities (i.e. Black,Hispanic) or illegal immigrants, when in reality even if every minority and
illegal immigrants in this country was on welfare (which they are not) there would still be four times as many white people on the welfare rolls. So if they cut out welfare payments white people would suffer the most.
Lastly, it is a shame that someone as intelligent as you appear to be would make comments based on hearsay, rather than take the time to find out the real facts for himself.
