Secret hearings held in killing of Washington intern Chandra Levy

Chandra Levy, a 24-year-old grad student from the University of Southern California, went missing in 2001 after completing a federal internship.

The 2001 slaying of Washington, D.C., intern Chandra Levy is back in court, but behind closed doors: Records show a judge has been holding secret hearings in the case of the man convicted of killing her, according to The Associated Press.

Hearings have been held for the past several weeks, with neither prosecutors nor defense lawyers revealing their purpose, according to court records obtained by AP. The next hearing will be on Feb. 7 in D.C. Superior Court; The AP and several other media organizations are petitioning to open the proceedings.

Ingmar Guandique was convicted of first-degree murder in November 2010, nine years after Levy's disappearance and death, despite no DNA evidence linking him to the crime, and a lack of witnesses.

Levy's father, Robert Levy, told KGO-TV in San Francisco that he has not been told what's been happening in the secret court hearings. He said Guandique was a "convicted rapist and an illegal alien." 

But, he added, "if he's innocent of murder, he shouldn't be in jail for it."

Police had initially questioned then-California Rep. Gary Condit -- who Levy was romantically tied to -- in their search for suspects, before determining he wasn’t involved. The following year, when Levy's remains were found in a Washington national park, authorities charged Guandique, who was already in prison for attacking female joggers in the same park, reported The AP.

Levy's case stole the attention of the national media. Condit was never charged, but his political aspirations were ruined nonetheless.


Prosecutors had requested a life prison sentence for Guandique, an illegal immigrant from El Savador. Instead, he was given a 60-year sentence, which he is currently serving.

After he was sentenced, Levy's mom, Susan, asked him if he was the one who killed her daughter, and he shook his head.

"Mr. Guandique, you are lower than a cockroach," she told him at the time, according to The AP.

It's so obvious when the GOP is trying to score political points by ALWAYS tying anything bad that happens to Obama or the Democrats. By the way, where did you get that a Democrat was involved in this hearing? The only mention of a Democrat was Condit who was absolved of involvement in 2002...more than ten years ago.

Secret hearings probably means there is doubt that he actually did it, because if he is already convicted I can't think of any other reason for the hearings. If the guy didn't do it, and there is something that clears him, or if there is a lack of sufficient evidence to have convicted him in the first place, then he is just another poor SOB in jail who should not be there, illegal alien or not. If the hearings merit his release he should be released and deported.

This loser deserves to be in jail. He was in jail when he was arrested for Chandra's rape and murder. He had been convicted of assaulting another woman on the same path that Chandra used that day. I guess it's possible he didn't do it.....but the facts show he is a dangerous dude and should be kept confined. If the supposed bad actor is out there.....I hope they find him.

Is there perchance someone with legal experience who can explain what kind of "secret hearings" these are? Defense attorneys do not participate in grand jury hearings, I can't imagine a stretch that would tie this to the "war against terrorism" secret courts that (unfortunately) Obama continued after Bush started. "Hearings" implies more than "private meetings" between defense and prosecution.

        The conviction in this case has always felt flakey to me. It sounds like the cops needed to pin it on anybody they could so they pinned it on this scumbag. Maybe the guy is guilty of this crime he certainly has a solid track record of crime and probably deserves to be in prison. The thing that troubles me is how prosecutors got a conviction 9 years after her death without any physical evidence……… If he didn’t do it, the killer is still out there.

          That guy said that he did not kill her after he was arrested and after his trial. I believe Condit had something to do with this situation. The commisioner at the time was Ramsey and he allowed Condit to say what he wanted. He was not interrogated like the average Joe.

                I feel it's being held in secret because the government believes the Chandra Levy disappearance was a distraction planned by those who launched 9/11. The entire nation was engrossed by the disappearance and since a congressman was potentially involved many in the intelligence community were involved.

                      It could be that new evidence is being presented by someone who demanded anonymity in exchange. The weight of the evidence compels the judge and DA to not only accommodate the request, but to move slowly in accepting it.

                        There are closed court meetings when a new witness comes forth or damning evidence is discovered. It doesn't mean Ingmar Guandique guilt is in question, just that there is something new. When they get their stories straight, we'll hear about it.

                          i never believed this guy killed her. I think it went down like this...she is dating a high profile married senator, he gets his driver to pick her up (go back and look at how her apartment was left that day), she is killed to keep the affair a secret. Classic, political cover up.

                          ...I VERY SELDOM go for the 'conspiracy' theory solution to any given story....BUT......

                          I would stake some SERIOUS money that Gary Condit had EVERYTHING to do with this guy either being purely set-up as a convenient patsy, or his family was paid off in exchange for his cooperation.

                          This guy just seems waaaay too 'obvious' and typical...and it seems way outside of his style. Watch Condit's interview with Connie Chung if you want a laugh! Oh that's right....you can't find it ANYWHERE online!!!!! Hmmmn... very very interesting.

                          My guess...Condit knocked her up, she refused to get an abortion, then he had her murdered. Done.

                          DrSebby.....I tend to think like you....I have never been into the conspiracy theory either, at least not over all. But this situation smells to high heaven and I really think Condit had something to do with this girls murder, I thought it at the time it happened and I still think it...too easy, too convenient.....maybe she was going to 'tell all' and ruin his career which it did anyway! Our government must think we are a huge bunch of morons!!!
