Two days after a teen who performed at President Obama's inauguration weekend was gunned down, Chicago Mayor Rahm Emanuel is set to yank 200 cops from desk jobs and make them fight crime on the streets.
The reassignment was recommended by city officials last week, according to NBC Chicago, but it took on new significance Thursday as 15-year-old Hadiya Pendleton became the face of Chicago's stubbornly high murder rate.
The sophomore was shot dead Tuesday while sheltering from the rain with fellow members of the volleyball team in a park near her well-regarded high-school, in an upscale section of Chicago's South Side less than a mile from President Obama's home.
The bullet that struck her upper back was meant for someone else, police said. No arrests have been made, and police increased the reward in the case to $24,000.
“When any young person in our city is gunned down without reason, it demands action from all of us,” Emanuel said at a press conference.

“As we grieve for Hadiya, we need to work together to protect our greatest resource, the children of the city of Chicago.”
Emanuel said when he took office he redeployed 570 officers who were on desk duty and credited that with reducing Chicago’s overall crime rate by 8.5%, even as its murder rate increased.
There were more than 500 slayings in Chicago last year. That's about half the number there were in 1974, but still represented an increase over the previous year at a time when other cities are reporting steady decreases in homicides.
Hopes that 2013 would be less bloody were dashed by a grim statistic: 42 people were killed in Chicago this month, making it the deadliest January in more than a decade, according to the Chicago Tribune.
The death of Pendleton -- a majorette with the King College Prep marching band who traveled to Washington to take part in inauguration festivities -- sparked outrage across the nation.
At the White House, a spokesman said the Obamas were praying for her family. On Capitol Hill, her name was invoked during debate over gun control.
Emanuel said the police have been getting tips about who might have killed Pendleton and wounded a 16-year-old friend – both innocent victims caught in what investigators suspect was a gang-related turf war.
The mayor had a message for anyone with information: “Please step forward. That is what a good neighbor does.”

So what percentage increase in police is this? Is it 200 on top of 500 existing or 5,000 existing? More meaningless drivel from Rahm Emanuel and NBC news.

I think if you change one word in your above statement, it becomes clearer. Take out the word "poor" and replace it with "rich prep school"
The 200 cops is a direct response to the intense media attention this story is getting. Part of the reason it's getting attention is because she performed at the Inauguration. That said, the cynic in me still believes this story would have strong legs even without the Inauguration twist.
Bottom line: She was a rich, prep-school kid and pretty. If she had lived in Chicago's poverty stricken, crime riddled inner city areas, there might be 1 National story on it and then the National press would let it fade into obscurity. The City might deploy 2 extra cops for a week. If she had been a 15 year old boy, it would get even less of a response. The press loves wealthy and pretty. Everyone else... you're on your own.

Even at that this story is about a murder in the city of Chicago where they have the strictest gun laws possible. The city of Chicago is the poster child of this nation when it comes to dealing with gun violence and crime. Anyone who would harbor any of their murders or have a "no snitch" policy is as awful as the murder themselves. The city of Chicago needs to get their attorneys in gear about how they can effectively eradicate their gang plague and go after the bad guys. Where is their modern day Elliot Ness?

I live in Chicago and some of the gang shootings are spilling into the "good neighborhood." What I don't understand is why that park or the corner didn't have a blue light camera. The city is rolling them out veryyyy slowly....unlike NYC which has cameras on every corner. Every house in those neighborhoods should have cameras on the porch, every business should have external cameras. If people won't snitch, let the cameras catch the person.
And RI Mom is right, the gangs are getting their guns from somewhere (Indiana?) and stopping the flow of guns (as the Mayor & Chief has said) will stop the gang shootings.

Adopt a program where anytime a gangbanger sticks their slimy head out of a door, a cop is there to put a dent into it. Pressure the gangs to seek safer places to live, like New York perhaps. A much more likely suspect could be Eric Holder and the guns used could have been acquired from his "Fast & Furious" program.
The guns could have come in a drug shipment. They only cost money. A lot of gangs are flush with cash thanks to drugs and theft.
The problem is not the guns. It is the total lack of morals and values that parents taught their children that live there. Taking God out of the classroom and peoples lives along with broken families is the major cause.

Ummmm, didn't anyone ever tell you that criminals rob thousands of houses a day. Their main target is to "STEAL" guns from the home.
They then file off the serial # so it cannot be traced but they still have ways with x-ray to recover it. Not always successfully.

I live in Texas. My reference to God and religion is for the morals and values that are taught. Someone came to my house last night because they had the address wrong. I had a loaded gun ready in my hand in my pocket just in case. I was home alone at the time and I am a small older female. I have never had to pull a weapon yet, but having one did save my life when a criminal saw that I was armed.
I have never pointed a gun at a human. I have shot one wild hog and a crazed rabid dog, when I lived & worked in the country.
Actually, I believe in the war on drugs. They lower peoples intelligence and affect their health. I have seen too many on coke, bath salts, heroin & meth. I know nothing about what mariuana does, though I understand it causes health problems similar to smoking cigarettes with some mental changes.
Anyway, I don't go where I can not carry, and anyone that enters my home is aware of my fondness for self protection. I don't have an AR-15 yet, but will when the price comes back down. I probably have something else that will work in a pinch, though.

Chicago (& Detroit) should be treated the way we would treat foreign countries where this kind of slaughter & lawlessness are going on . . . .

Maybe these two hundred police who having been working at desk jobs can go around to the gang members and give them some forms to fill out to divert their attention for a while. When seconds count, the police are only minutes away.
Regardless of what percentage of the total police force it is, it's a step in the right direction, especially if they're put on the beat in high crime neighborhoods.

200 more cops now. 2,000 more over the next year. Also, add a stop and frisk policy. Also, right of assembly for gangs needs to be dissolved. Cops should raid gang hangouts (even if it's a member's Gramma's house) , frisk, take weapons, arrest everyone there. These are mostly minority people getting killed by other minority folks.. Jesse and Al should org a millionman march to support the cops. This will be a switch as they have previously been protecting the perps. See what that has produced. This young girl's story is particularly disturbing as is the one last year of the 12 year old on her porch when she got killed the same way. Rahm ought to stop his insane rage against legal gun owners and devote his efforts toward cracking down on the people killing these children. But he is still prejudiced by thinking he is in a war against evil white people who like to collect AR-15's. But these children and the 500 plus Chicago victims each year are not being killed by AR's. And he cannot bring himself to address the real problem of who the criminals are and who they are killing and why they are turning on their own kind like they are. Until he figures it out and changes his efforts to the real problem the poor kids of Chicago are going to continue to be victims. God help them, because their gubmint leaders are on the wrong path.

True story in southwest Akron. There was a convenience store that kept changing hands every few years. Why? It kept being robbed every few months, and when the owners had enough of it, they would sell the store. The robberies stopped 2 years ago after the new owner blew away the first person who tried to rob the store.
Meanwhile there are 3 banks in the Highland Square area of Akron. At least one of them seems to get robbed about every 4 or 5 months (whether a person at the ATM or walking in the Bank). The police come, investigate, and usually arrest the culprit(s) in hours to a few months. Sometimes it takes longer to get the culprit.
Which scenario is actually better? The convenience store or the bank? Or Chicago, where there have been 40 declared homicides in 29 days and a number waiting to be declared homicides?

Ourlegal weapons distribution system is full of leaks. We need to plug the leaks. If we can stangle the ability of the bad guys to get guns, we can slow things down a little, and start to remove the guns from the hands of the bad guys. Do you think that's worth a try? I wonder how many gangbangers have been put down by the Chicago PD in the last year or so. I can pretty much guarantee that when (if) that number goes substantially up, these senseless shootings will go down. These thugs do what they do, because they have convinced themselves that they OWN that block, or that street, or that section of town. And you know what? So far they are right. They do OWN it. Until the city leadership, and law enforcement (along with armed citizens) take back the streets from these degenerates, then violent crime will continue unabated.
Let's see if it helps. If the murder rate in Chicago doesn't drop within the next two months then why not try allowing and promoting concealed carry in Chicago instead of fighting it at every turn? I mean at this point, what does Chicago have to lose? It would give us some hard data on which side of ideals involved in the current hot button topic of gun control is the most effective. I agree with you. I am good with taking a page out of the Saudi or Iranian playbook. We start cranking out some of those types of punishments then we will see crime drop fast.
If it was up to me, anybody who commits a violent crime gets a minimum of ten years. Murder and attempted murder=the electric chair. Rape equals life in prison and the electric chair in some cases. Assault with a deadly weapon=10 years minimum. No parole or early release for any of these guys.

Those (Saudi and Iranian) types of punishments are pretty extreme. And as for your punishments, they too seem extreme. Sometimes there are mitigating circumstances. I'm certainly not defending rapists and murderers. At the same time, it's been proven for over 50 years that capital punishment does not work as a deterrent to crime.

Capital punishment deters the guy who committed the crime from committing another one. That is, he or she is gone and will never be able to kill somebody again.
In terms of the other stuff, all I want to be is left alone. I am sick of hearing the "extenuating circumstance" excuse. Seriously, wth does that mean? When did extenueting circumstances give somebody the right to murder or rape somebody? I'm tired of hearing about it and putting up with it. If we got harsher on sentencing then crime would come down. Let's put the violent bad guys away for a long time and up to forever including the death sentence.
The non-vilolent ones I am way more flexible on. Ankle bracelet, home confinement....etc. No problem there.
It is the violent ones we need to deal with swiftly and harshly. Crank up the chair and have regular executions--it wil bring crime down. More importantly, it will insure the just punishment and eliminate those that have earned the right to be put to death.

Chicago has been and always will be a city of vilonece and corruption. The good people of Chicago can take back their city by 1. Voting out city council and the mayor. 2 issueing wepaons permits to as many as can be. 3. Fighting back against violence with violence. Puting a officer on the street does not stop a violent crime, it allows the officer to respond to a violent crime. I think, (not sure though) that the goal is to limit the amount of violent crime being committed in Chicago. There are long term projects to accomplish this that empower society and attempt to build people up, this takes generations and so I think we are talking about limiting violent crime now. In order to do this the Police force should put these 200 officers into the anti gang unit. The city needs to pass anti gang legislation which makes all the gang members accomplices to the crime committed. If the department is allowed to arrest all known gang members when one committs a crime you will swallow up many of these illegal guns in the process. The accomplice will likely get off on the murder charge as that person was likely not here, though they will not get off the possession of an illegal firearm charge. We have to be cognisent of the 4th amendment but we also need to approach the gang situation from a position of strength and action.
It is difficult to blame these kids when the join a gang. They do it for security because alone they have no chance to survive any of the gangs. Can you blame the other kids who were at the bus stop for not talking, they know if they "snitch" not only will they killed but likely their family.
There is no easy answer and I'm afraid at one point it will come down to the governor & mayor declaring a State of Emergency in which many of our protections are rights are violated in order to "clean up the problem" It will not be pretty and it will not solve the problem forever but more like clear the pot up for a while.
I think it is good to have more cops off their butts and on the streets, but I wonder why it took the death of a nice middle class person to get it done. Did the others not count?

Chicago should have a stop and frisk policy. It would target mostly black and Latino men but they are the ones committing the vast, vast majority of the crimes/murders. The anti-gun nuts want to do away with my second amendment rights but will, no doubt, oppose a stop and frisk policy. Can't win with libs.

I want to protect the entire Constitution and not have it treated as the law of the land and not as a "guide". We cannot do away with the Constitution because it would make us more safe or any other reason.
