I really cannot agree with the map today (I would have a decade ago) because Chicago has changed. For example, the area around Chinatown has cleaned up a lot, but I could not get my fellow conventioneers to walk with me from our convention hall to Chinatown for lunch or dinner. I have been going to Chicago for two decades, but only walked to Chinatown recently, due to the emptying (and subsequent demolition) of the projects.

I used to know, through word of mouth, which neighborhoods to steer clear of, and which ones were largely segregated (in my case, meaning African-American) yet safe. (My ex-BF and I ate breakfast in a greasy spoon near Hyde Park, and were the only white people there; we got some looks, but they were of friendly surprise, and we were treated politely.) Now I'm not sure that the crime is confined to certain areas anymore - it seems to be more mobile, which is troubling, although I always hated the segregation.

I actually lived in Chicago for several years in a very bad neighborhood and know a thing or two about gangs and how they operate. Looks like she was standing in a group of people which included members of a rival gang. Even gangstas don't shoot people for no reason. I know how hard it is for black kids to avoid associating with gang members. I used to work with a black kid who tried. I'm not sure if he is still alive but his was not an easy life.

In the 1990s they cleaned up NY. Literally. Every night when the subway cars came in full of graffiti they scrubbed it off or painted over it. The next night they did the same thing. If you want to fix this problem you have to give these kids a reason to believe in themselves above the gangs. They've been cast aside like trash. We have ignored them and have pretty much left them to kill themselves off. A modern day gladiator fight.

Give them a paint brush, broom or some other instrument to clean up their city. Let them take pride in their accomplishment, pay them for their service and then help them achieve more by getting them back in school and helping them to not get pregnant until they are married and willing to support and raise their children.

If Chicago wasn't a historic city with so much cultural significance, I would say evacuate all of the law abiding citizens, and carpet bomb it.

There is a flaw in that thinking, because, currently per BATF rules, handguns cannot be sold to anyone out of state, no matter what state you live in. The guns the gangsters are getting aren't legal and it isn't the fault of rules, it is the fault of criminals.

Even if you could identify and arrest all the gang members, where would you put them? Illinois has the same money (over spending) problem as everyone else. No facilities for that many losers. I don't think there is an easy solution. Gun control obviously isn't it. Sad.

The problem here is, indeed, the gangs. A decade ago, we had something like 6 major gangs in Chicago. Mayor Daley broke them down and busted them up. Which was a good thing. But what happened eventually was that smaller, equally violent, equally arrogant gangs started popping up, and now there are literally hundreds.

I'm not saying that gangs are the "only" problem, but they are a huge source of the problem. They are uncivilized, barbaric, arrogant savages. And Mayor Emanuel has a hell of a tough job ahead of him. I have to say that, although it seemed extreme to me when I first read @David Noah's comment, the idea is growing on me. What I would really like is for those 200 police to go in there and just mow down these gang members. Given that this is not going to happen, tacking on 20 years to a gang member's sentence and having them spend most of that time in administrative segregation (solitary confinement) seems like a good investment to me.

Not going to happen:

1. ACLU and those who are anti-gun will cry that is excessive punishment. They would even have a problem if that 20 years extra was because they used a firearm.
2. At OVER $26,000 a year to keep an inmate in general population, and much more for solitary, 92,000 IL cannot afford the high costs.
3. keeping rival gang members in the same facility would be deemed cruel and unusual.

This has nothing whatsoever to do with gun control or the lack thereof. Even if you armed everybody in Chicago, you'd still have just as bad of a gang violence problem. If you totally banned all guns, you'd still have just as bad of a gang violence problems.

Normally, I've been on the fence about more gun control, but I'm starting to think that in cases like Chicago, we might need to consider some new ideas. I mean, can it get any worse?

They should seriously consider relaxing gun control laws, and allow citizens to arm themselves.. and form well-regulated militias to try to take back their city. When current policies fail, perhaps we need to be flexible enough to try new ones. Sure, some cities may need more gun control, but, perhaps, other cities desperately need more gun ownership.

For all intents and purposes, the gangs are basically para-military combatants, just like terrorists in Afghanistan and Iraq. They're certainly not going to voluntarily disarm, and they outnumber the police 20 to 1. If the government is unwilling or unable to use the military to wage urban warfare against them, it seems to me that citizen armed response is the only other alternative.

As you approach the border at Tijuana by car there are large signs saying "Weapons and Ammo Are Illegal in Mexico". Then you cross the border and start hearing gun shots. Since the weapons are illegal, ammunition sales are illegal, and murder is illegal, I deduce that the criminals are the problem and do not obey laws. You would think others might come to the same conclusion.

Well.. since they started using the military to slaughter Tijuana gang members since 2008, violent crime there has fallen by 80%. During the height of the anti-gang fight there, they had the military establish an interrogation center right smack in the middle of town, and designed it in such a way that anyone in the area could hear the screams of the gang members being dealt with inside. Actually, people voluntarily surrendered their guns to police in various U.S. cities as part of their gun-buy-back programs. Though, I agree most gun owners will not turn in their weapons. I am a gun owner and I have no intention of turning in my guns. However, I agree with reasonable gun control rules such as mandatory gun buyer background checks and gun registration.

I am in full support of shooting on sight for any known person in a gang or involved in the fringes of gang activity. I don't see how anyone living in an area held hostage by gangs can feel any differently.

If this didn't violate our general rights in this country, I would say evacuate all of the law-abiding citizens from Chicago and deploy troops.

I was actually working in Tijuana during part of the crackdown in 2008 and 2009.. when there were tanks on the streets. You have to remember what came right before that: raging gun battles in broad daylight between the gangs. Occupation was welcomed by virtually all law abiding residents. And it worked. Thousands of gang members were either imprisoned or killed.. actually, a lot just disappeared and are no doubt lying in buried ditches in the desert, and the crime rate is now low enough that it is, for the first time in years, safe to walk around most parts of the city, at least during the day.

This is an unpleasant thing to say, but gangs are an infestation. And they are really actual insurgencies.. para-military, nonstate combatants, just like AQ or the Taliban. They need to be burned out, not offered social workers and a slight increase in policing. There are no other known ways for getting rid of gangs once they are entrenched, other than to bring the fight to them. You can worry about restoring human rights once they're dead.

I just have to ask when you let the Army take control of the street how long will it be before you are accused of some nefarious activity and end up on the wrong end of the Army? Allowing a police state is a mistake no matter how you look at it.

No, that is merely your emotion talking. Sad, coming from someone named "some sanity please". No this is brought to us instead from a violent criminal who is free to continue to roam the streets and hurt/kill more people.

I guess you think the gangs are all Republican? Guess again...most of the demographics show the poor are overwhelmingly Democrat in an effort to protect what little income they have. I am not slamming the poor just saying the truth about what all of us do to protect ourselves at the expense of others. It is unfortunate that this is a product of a belief system based on survival of the fittest as they are taught in life and school. It is not a big jump from belief to action. I have another belief system one that makes me responsible for my neighbor and requires me to make a difference where I can. See any difference in the actions of different belief systems? I do.

could'nt agree more; there is no civilized way to fight a war, and that's exactly what this is. we can only take the streets back by the same way; if "street justice" is all they understand, then that's all they should get. i say, organize the state militias, and every time something like this happens, send out teams, and if they are found there will be NO conversation, just.... "justice".
