Steven L. Robbins was serving a 60-year sentence for murder and weapons charges in Indiana before being mistakenly freed.
Police in two states and FBI agents on Thursday night were searching for a convicted murderer who was mistakenly released by Illinois authorities.
Steven L. Robbins, 44, who is serving a 60-year sentence for murder in Indiana, was mistakenly released Wednesday by Illinois authorities, officials from the Indiana Department of Corrections said.
Robbins was released from Indiana State Prison to appear in Cook County Circuit Court for drug charges on Tuesday, authorities said. Those charges against him were subsequently dropped.
But for reasons not known Thursday, Illinois authorities released him instead of returning him to the custody of Indiana officials.
"He walked out of Gate 5 [of the jail] and hasn’t been seen by authorities since," Cook County Sheriff's Department Frank Bilecki told the Chicago Sun-Times, referring to the jail’s main entrance and exit.
Robbins remained at large Thursday, and a warrant was issued for his arrest in both Indiana and Illinois, officials said.
Cook County officials acknowledged the mistake in a press release.
"[Sheriff Tom Dart] has ordered an investigation into the facts and circumstances regarding his court appearance and release from custody," the statement said.
Robbins is serving a 60-year sentence for murder and carrying a handgun without a license in Indiana, according to a release from the Indiana Department of Correction. His earliest projected release date was June 29, 2029.
Robbins is described as a black man who stands 5 feet, 5 inches tall and weighs about 190 pounds. He has a tattoo on the right side of his neck that says "Nicole," officials said.
Anyone with information regarding his whereabouts should dial 911 or call Crime Stoppers at 317-252-8477.

I actually witnessed the same thing happen in Indiana a few years ago, and it turned out to be the fault of the court that sentenced the inmate. When the transportation order came through it did not include a directive that the inmate be returned - someone assumed that was implied, but legally, it was not ordered. So this could be the fault of the Indiana DOC and not the Illinois court or it's officers - or maybe not, there isn't enough information to really know what happened; it's just a flashy bit of hurried news reporting.
to youdon'tknowjack, evidently you aren't aware of how prolific drug trafficking is inside prisons. I know convicts who have said it was harder to say no to drugs on the inside than it is on the street. As has been said many ways over time, (in one form or another) prison is the best place to learn how to be a criminal.

@Shmoe - Hey, the supreme court decided that a person should still be able to advance even if they fail and even advance further than a top scoring person. Don't you remember that fireman issue a few years back where they had to fill a race quota and couldn't because enough people of one race passed the officer test, but advanced them anyhow and did so over the guy who was of another race who made the highest score on the test out of anyone? Isn't it good to know unqualified people will be in charge of your next emergency situation just because no one wanted to hurt their feelings. Of course, I do not think it was about them being stupid. I've been in situations like this before and seen people decide not to study for such advancement tests because they know because the percentages, and that they will be advanced no matter what their score is, so why study? So they get the promotion over someone else who is more enthusiastic and hard working.
Another fine example of a state and county government run by the majority Democrats. Probably an old pall of Rahm's. Again this is why the gun laws in Chicago are so ineffective.

I have been trying - really hard - to understand the current controversy over modifications to the gun laws. I keep looking at the proposed modifications and then at the objections and all I get is a disconnect. Nowhere is there any mention, and one then assumes, no intent, to take away the guns of law abiding citizens. What are people talking about?? We are not allowed to have nuclear weapons or rocket launchers either. Does this mean we shall therefore all be rounded up and put in a concentration camp or something??

CoCo the statute of limitations would have run out by then..but to your point, this would have been a great time to strike a deal and not have him out of prison. My guess is Robbins enjoyed getting out of prison if only for a day. Who would have thought he'd be offered an open door?
If he was in jail why was he in court for drug charges? Why were the charges dismissed? Sounds to me like it was a planned escape? Once outside he was simply let go. I'd be watching for a hit on one of the guard acquaintances or possible one of them harboring the inmate. It could be one of his guards fell in love with him?
"Never attribute to evil what you can to stupidity". Just because a person is in jail on one charge doesn't mean they skate on other charges that were pending or filed after incarceration. In large cities there is an entire sub-system within and between corrections agencies for transporting inmates to and from court for all kinds of reasons. It can be a logistical nightmare. Rather than some love-triangle conspiracy, the dull truth is probably that whoever was handling him didn't know him from Adam and had tunnel vision, seeing only the immediate case he was appearing on that day - at which the charges were dismissed. I can easily see that happening.

It would seem that court sessions should be held at the penitentiary. The need for the proceeding to be held in the jurisdiction of the offence should be waived (somehow) and a member of the judiciary of the location of the offence transported to the site of the person to be tried. That wold appear to prevent mistaken release. Mistakes of the sort reported will continue to occur if inmates continue to be transported to locations outside the penitentiary. Lawyers and jurists please advise what changes to the law are needed to accomplish the proposed changes.
You are all somewhat confused. The inmate was incarcerated in Indiana, but was transported to Illinois to face drug charges. The prosecution was sleep at the switch. They should have withdrawn the charges upon his conviction and sentencing in Indiana. He was sentence to 60 years! There was no need to bring him back to Chicago just to drop the charges.

Developments in Biometric recognition technologies would have stopped this from ever happening. Palm print recognition and eye scanning biometric recognition would have stopped him. Of course, the state of Illinois would rather spend, probably, hundreds of thousands chasing down a murderer they let loose and of course the costs of any law suits filed after the absconder murders his next victim(s).....that's a lot cheaper.

I think the only prisons that have biometric scanners are federal. In TX they do the same thing as other states. Our system is outdated and needs to be fixed, but I don't that will ever happen.
Waldo, none of that tech stuff would have prevented his being released. The charges against him in Illinois were dropped, so he was released. What good would scanners do if the inmate is holding a release order from the judge? They didn't realize he was already an incarcerated inmate in another state. He never should have been brought to Chicago, they could have withdrawn the prosecution since he was already doing 60 years...

Mistaken releases happen all the time. Here in TX they lose inmates, but usually recover them in 72 hours. More than likely it was a clerical mistake, it happens. It should not be taken lightly, but it happens in all states not just liberal ones.

He'll be caught. Good thing he was in for murder, as murderers have a very low recidivism rate. He'll be charged with escape even though he was turned out, and the system will identify someone to be zeroed in on and fired for making the mistake.
