Two more Marines charged in scandal over Afghan urination video

The video is believed to have been shot in July 2011 in Helmand province in southern Afghanistan. Five other Marines have already pleaded guilty.

Two more Marines — including the first officer to be implicated — have been charged in connection with a video that became public last year showing Marines urinating on the dead bodies of insurgents in Afghanistan, the Marine Corps said Friday.

The video, which showed four Marines in full combat gear urinating on the bodies of three dead men, set off protests across Afghanistan after it was published on YouTube early last year. Five other Marines, two of them sergeants, have already pleaded guilty in plea arrangements that brought light sentences.


The two Marines named in the new charges include the highest-ranked Marine so far implicated in the scandal, Capt. James V. Clement, now stationed at Marine Corps Base Quantico in Quantico, Va.

He faces an Article 32 hearing — similar to civilian preliminary hearing — on a raft of serious charges, including dereliction of duty, failing to properly supervise junior Marines, failing to stop the misconduct of junior Marines, failing to report misconduct and making false statements to military investigators.

Sgt. Robert W. Richards, who is now stationed at Camp Lejeune, N.C., was charged with dereliction of duty, violation of a lawful general order and conduct prejudicial to the good order and discipline of the armed forces. Richards is alleged to have taken improper photographs that showed the mistreatment of human casualties. 

Lt. Gen. Richard Mills, former commanding general of the Marines' Combat Development Command in southwest Afghanistan, will decide on their fates after their Article 32 proceedings, the Marine Corps said.


The incident is believed to have occurred in July 2011 in Helmand province in southern Afghanistan, a significant center of Taliban activity and the scene of prolonged fighting between the Taliban and U.S.-led international forces.

The impact of the video rivaled that of the release of photographs showing alleged U.S. torture and human rights abuses against prisoners at the Abu Ghraib prison in Iraq in 2003 and 2004, U.S. officials said last month when some of the other Marines pleaded guilty.

"Events like Abu Ghraib and the torture that happened there at that prison certainly acted as a recruiting tool for al-Qaida," said Navy Capt. John Kirby, a spokesman for the Defense Department. "Certainly, we are concerned about any backlash that might occur."

Then-Defense Secretary Leon Panetta said, "That kind of behavior is deplorable, and I condemn it."

No date was set for Clement's and Richards' hearings.

One firm slap on the wrist for each Marine, administered by a burly MP, and then return them to duty.

The terrorist scum were dead, so they leaked on 'em, big deal. The above suffices as punishment. If a Muslim about to attack Marines in Afghanistan thinks this is commonplace and fears his dead body will be contaminated by urine if he dies, good.

If we fought wars in WWII like we do today we would all be speaking German or Japanese right now (and that is if our parents and grandparents weren't tortured and executed instead).

Absolutely amazing how we coddle. We are either in war or we are not. What they did wasn't right but when the enemy are cutting heads off and dragging bodies down streets I don't think it is that big of a deal. Admonish the soldiers, take away privileges for a month, and then let it go.

I'm just sorry they didn't have a small vial of pig's blood and put a few drops on their heads at the same time.

With what they do to the bodies of our dead, this should not even be an issue. Compared to beheading soldiers and hanging their bodies on display or dragging them through the streets, what these marines did is nothing. Give them a letter of reprimand in their files and get them back on full duty ASAP.

I disagree with this. This isn't a contest to see who can do the worst vile acts to the other sides dead bodies. The one thing that separates us from those animals is that we DON'T do things like that.

Used to but I guess not any more. Humiliation of the dead is as much psychological warfare as putting a bullet through the enemy's head to dispatch him to his creator. Always has been in wars now I guess with women and all we have to clean up our act on killing and the treatment of the dead.

Regardless of their reasons for enlisting, they are doing just that. They gave themselves as pawns for the govt to use every which way they deem right. I don't feel bad for them. MOst military people go into the military because they are confused about what to do with their lives at least that is what i have experienced. YOu would be right in saying that many don't believe they are signing up to fight for corporate interests. Who would consciously sign up to die so that we could secure better oil trade and uranium etc? I have found most military personnel to be extremely dense... a little research would surely open your eyes to see what this war is about. But to reiterate, most military personnel are dense and blindly believe propaganda spewed at them. O well.. Population control i guess? Darwin? If anything i should be mad that you give them bodies to use for their bidding! In any event, if a draft were instated it would be CANADA for me so you guys really aren't helping that much. I would however support military for REAL reasons like border protection and DEFENSE. Certainly not the OFFENSE we are seeing to establish better resources. Lastly i certainly the believe the reason our govt hasn't completely sterilized the poor via water and food contaminats is to be absolutely sure they will have generations of drones to fight their needless wars.

I have to agree with just about
everything that Karaoke Jesus states above. In my opinion it's gross
and base but so then is war. American soldiers should hold themselves
to a higher standard than the enemy, but in no way does this approach
what the Taliban has showed us they are capable of. If, in the end,
this is how those soldiers dealt with their stress, than that is
certainly better then them coming home and blowing their brains out.
But just what is this obsession that the youth of the world today has

I'm proud of the U.S. and my husband served all through the best years of his youth and was highly decorated as a young pilot. The stupidity of filming and publishing something like this takes away from our convictions and standing through the world. These soldiers are urinating on the U.S. rather than on the enemy's death.

A popular saying is you can take a person from the ghetto but you can't take the ghetto from that person, and that applies to racism, bigotry, respect and everything else in this world. If instead of behaving like a civilized Army, we just follow the "principles" of terrorist or "freedom fighters" we can't expect any higher standing through the world. Remember, an enemy is a person and always the "bad guy" (for the opposite side).

The Uniform Code of Military Justice (UCMJ) has a purpose. You violate the code, you pay the penalty. With discipline comes military effectiveness, pride and purpose. Every person who has served in the Uniform of the US Military knows this, or should have learned this lesson.

This isn't rocket science, it's basic military comportment and discipline 101. Without rules of behavior, our uniformed military could become an undisciplined band of barbarians. Is that what we want our military to be.

Or does drawing lines of right and wrong behavior define our society and differentiate our uniformed military from our enemies? Food for thought.

I served 20 years with the Marines, numerous front line combat tours. This is NOTHING compared to what you see happening to dead bodies of the enemy on EITHER side. Urinating on the dead, is like giving them a full honors burial, compared to what else happens. These young kids were IGNORANT to share this on youtube. Even though it is WRONG, the civilians have FAR too much POWER over the troops, and I dont know of ANY troops who would NOT understand, that when you take pictures and videotape, your looking for BIG trouble.!!!

this has nothing to do with being on a a "high horse", and you'll note that I did not wish any harm to you, which is a courtesy that you did not extend to me.

My point is, what makes one behavior acceptable and not the other? If we defend one thing (desecrating the dead) based on how ugly war is, then how can we say that anything else is bad? it's not apples and oranges.       When I was a sailor serving in France in the 60's a couple of my moron shipmates desecrated the French flag while on liberty. They were on their way back to the States for "less than honorable" discharge within two days. This incident was worse and the punishment should also be worse.

      I have found most military personnel to be extremely dense...

      I am not surprised. I am a Vietnam veteran, but to this day I have a great deal of respect for those who stood up, said "This war is unjust, and I will not participate," and suffered the consequences of their beliefs. You, on the other hand, sound like the draft dodgers whose personal beliefs extended no further than their own safety and comfort. It is not surprising that, to this day, they must justify their lack of character by claiming that because war is evil, those who fight must also be evil.

      Lastly i certainly the believe the reason our govt hasn't completely sterilized the poor via water and food contaminats is to be absolutely sure they will have generations of drones to fight their needless wars.

      It would appear you served under false pretenses, if you believe that urinating on war dead is what America is about. That's too bad for you, really. The US Military can do it's best to teach and inspire "honor" and "duty", ....but in the end it all comes down to the personal character of the individual.

          No one said there job is easy but people in the military sign up for it no one makes them enlist its a job yes its a dangerous job but its still a job with rules.             War is a nasty freaking business. You kill people who are trying to sneak around killing you and you get pretty mean and angry doing the job. You watch your friends die and get blown up, you have to follow thousands of crazy "special" rules just for this war so as not to offend anyone. Its crazy. These guys can't be expected to go off surviving, under all that stress, where their primary job is killing to stay alive, and then be expected to run nursery schools the rest of the time. Give them a little extra duty, slap their wrists, whatever, but don't make a show out of this. The people they are wiping out over there are suicide bombers and people who use innocent civilians and children as shields. And they were freaking dead terrorists anyhow, not even trained enemy soldiers.

            Wrong answers - these are US Marines and are held to a higher standard. The Captain and NCO's should be reprimanded and all should be retrained on ethical codes of conduct. I was an Army officer and codes of conduct on an off the battlefield are taught. No one doubts the service of these men, but honor was missing here.

            Nah. Only cats I saw in Vietnam were in the fried rice. Always knew because the meat was pink. Dog was darker. Rats were bigger than the cats. We'd just pee on the ones we captured.

            I have no problem with this what so ever. It's a damn shame they were already dead before they received their USMC issued golden shower. The only thing better would be to send each carcass back from whence it came with a complimentary MRE laden brown derby to go with their new cologne.

            With multiple deployments under my belt I feel confident in saying....who freaking cares what happens to the bodies of the enemy other than the enemy? Our politicians and media should use this to inform our enemies that we (US Military) do not care about your feelings. Your feelings went out the window when planes started crashing into buildings. If you don't like it don't try and engage us on the battle field. It's war!!! Bad things happen in war.

            I'm amazed at the lack of humanity displayed in these comments. I'd ask all of these people posting vile garbage whether or not the behaviour of these soldiers was noble or truly good actions. If not why excuse it and justify it. If it's wrong (and I assure you it is) there is no amount of placation that disguises it. There is no grey area here what these soldiers did was wrong, flat out.

            I most certainly have not served in combat because, unlike you, I don't venerate it above all other career paths. I happen to believe there are nobler things one can do with their life. And just because I haven't been 'in the @!$%#' and I don't understand the many adverse effects doesn't make what these two did right.

              Thankfully percentage wise not that many Americans serve in combat. Otherwise society would be facing a very real problem with sadism in our institutions. Some of these soldiers, hearts forever hardened by war will become Americas policemen, teachers, preachers, politicians. Only now are the societal ills of Vietnam winding down.

              Man are you clueless! Another Progressive that thinks actual Combat is just the same as a computer game! It's little wonder we can't end a fight with a victory! Self-righteous, inexperienced dunderheads making combat decisions! Certainly don't want to disturb their delicate sensabilities! A couple of IUD's and a few rounds from an AK might do them wonders, after they change their soiled pants that is!
