Gen. John Allen, caught up and later cleared in a scandal over emails with a Florida socialite, is likely to withdraw from consideration for the job of top NATO commander, three U.S. military officials have told NBC News.
A Pentagon investigation last month cleared Allen of wrongdoing, but U.S. military officials said that Allen does not want to drag his family through a nomination process in which the emails would almost certainly come up.
Allen has spoken with Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, and outgoing Defense Secretary Leon Panetta but he has not had the chance to meet with President Barack Obama to voice his concerns. A U.S. official said that Obama was aware of Allen’s feelings, and they would meet to discuss the nomination in the coming days.
“After 19 months in command in Afghanistan, and many before that spent away from home, Gen. Allen has been offered time to rest and reunite with his family before he turns his attention to his next assignment,” an official on Allen’s staff told NBC News.
Allen’s emails with the socialite, Jill Kelley, came to light during the investigation that ultimately brought down CIA director David Petraeus, who confessed to an extramarital affair with a separate woman.
Allen was previously the top American commander in Afghanistan. The White House had said after the Pentagon cleared him of wrongdoing that it would proceed with its nomination of Allen for supreme allied commander of NATO forces in Europe.
Kelley, who acted as a volunteer “social liaison” with military officials at MacDill Air Force Base, inadvertently triggered the investigation that led to Petraeus’ resignation by complaining to the FBI about anonymous emails she received.
FBI agents traced the allegedly threatening emails to Paula Broadwell, Petraeus’ biographer.
Just last weekend, Allen took part in a handover ceremony and passed command of the Afghan mission to Gen. Joseph Dunford. Allen delivered an emotional speech aimed mostly at the Afghan people and stressed their role in taking over security by mid-year. He said that Afghan forces were defending their own people and allowing the government to serve its citizens.
“This is victory,” Allen said, according to Reuters. “This is what winning looks like.”
Last fall, defense officials told NBC News that while there was no evidence Allen and Kelley had had an affair, there was enough “inappropriate language” in them that they warranted an investigation by the Pentagon’s inspector general.
Obama nominated Allen last October for the NATO post but put a hold on the nomination while the Pentagon conducted its investigation.
In announcing the nomination, the president praised Allen’s stewardship of the Afghan mission and said that under his command “we have made important progress towards our core goal of defeating al-Qaida and ensuring they can never return to a sovereign Afghanistan.”
It remained possible that the president could ask Allen to reconsider and go ahead with the nomination, but a U.S. defense official does not think that will happen.

I don't know what you are talking about. This sequestration is a result of the failure of the Simpson-Bowles Commission and Congress. The Simpson-Bowles Commission was formed in 2010 by President Obama to study the debt crisis and offer a proposal to solve the problem. It was bi-partisan, consisting of 3 Republican senators and 3 Democratic senators. They came up with a plan, but failed to pass it. I think the vote was 11 out of 14. The sequester was initially meant to be a "Sword of Damocles" over the Simpson-Bowles committee, the "super committee" as it came to be called, created by the August 2011 deal to raise the debt limit. It was not actually designed to take effect; it was designed to be so distasteful that the Democrats and Republicans on the committee would feel forced to agree to reduce projected deficits by $1.2 trillion. Since the committee failed to reach an agreement, the required deficit reduction is supposed to take place annually via the sequester cuts. The first year's sequester is scheduled to start in January, with reductions evenly divided between defense spending and non-defense spending. So it's clear to me, at least that this is more a failure of Congress than it is of Obama. Congress couldn't get it act straight to begin with and then couldn't even agree on accepting the results of a bi-partisan commission. And yet you want to blame Obama for this mess. Partisan much?

Regardless of your feelings about General Allen this is an example of why the nomination process should be private. Anytime you mix public and politician it's very unlikely that anything good will come of it.
I disagree - the nomination process SHOULD be public. We have a right to know who is being put into leadership positions. As for General Allen, I believe he would not have withdrawn his name had his "inappropriate" emails not been made public. Although there is no proof that he actually had an affair with this woman, where there's smoke, there's fire.
Deb, I disagree with you about the media alligations alone that his emails were inappropriate. There is in my opinion no smoke to be found here. After the Media jumped to conclusions smearing anyone even remotely connected to Ms Kelley, I can understand why he doesn't want them smearing him and his family again with a nomination process. I do agree the nomination process should be public.

The US Civilians complain to President Obama's Political Appointees Holbrooke and Eikenberry that General McChrystal is denying them their "Rights", they are more than happy to have General McChrystal Relieved of Command to stop his investigations of them requested by President Karzai, so they pass the US Civilian complaints to SOS Clinton and President Obama, many of the US Civilians also complain to their Congressional Representatives. General McChrystal is informed by the CIA, CIA's SAD/SOG, US Military Asymmetric Warfare attached to the CIA's SAD/SOG of the Fundamentalist Islamic Shia Republic of Iran's Special Forces, Quds, training, arming, and funding thousands of the Holy Warriors of Islam coming into Afghanistan (also Pakistan, Tajikistan). General McChrystal informs his Commanders, Staff, Chain of Command and President Obama; President Obama tells General McChrystal to be quite (Shut Up), as this is against President Obama's Foreign Policies.
Previously, April 2009 President Obama as Commander In Chief Ordered a US Military Budget Cut, resulting in Cuts to the Funding for Maintenance and Repair Parts for Aircraft, Vehicles, Weapons Systems, Ships, Submarines, Facilities, etc.; and cuts to the funding of Sustainment as Food, Water, Ammunition, Bathing Facilities, Laundry Facilities, etc.. US Military were scrounging, and removing parts from damaged vehicles and aircraft to keep other vehicles, aircraft barely operational.
President Obama makes a deal for General McChrystal to Retire as a Four Star General instead of a Three Star Lieutenant General to get General McChyrstal's Letter of Resignation; as President Obama does not have a legal leg to stand on pertaining to the Relief of Command of General McChrystal as false claims of "Insubordination". President Obama must do this or General McChrystal can demand and get a Public US Congressional Hearing that would make Public all of the "This Administration Does Not Know What It Is Doing" (resulting in the Unnecessary Deaths of US Citizens of the US Military).
General Petraeus is nominated by President Obama, and replaced General McChrystal. At the same time President Obama's Failed Foreign Policies resulted in the Loss of the US Military Logistics Support Bases at Pakistan, these Bases are absolutely mandatory to support the United Nation's Mission at LANDLOCKED Afghanistan, without these US Military Logistics Support Bases at Pakistan the UN, US, NATO Military Forces MUST withdraw by 2014. The maximum numbers that can be supported without these US Military Logistics Support Bases at Pakistan (and Pakistanis Sea Ports, Khyber Pass, etc.) is 30,000 including any Aid Workers. President Karzai requests that General Petraeus complete the General McChrystal investigations of President Obama's Political Appointees Holbrooke and Eikenberry. General Petraeus attempts to open a second Logistics Route from Takijistan, this is what the failed USSR 40th Army Occupation attempted also, without the necessary numbers of US Military this route cannot be secured, also during the near Arctic Afghan Winters this route becomes impassable in the Afghan Mountains. After Failure of President Obama's War Plan to Win Afghanistan and the large numbers of dead, President Obama does not micromanage as much (still does). The NATO Spanish Military Forces are getting attacked by large numbers of Holy Warriors of Islam coming from the Autonomous Kurdistanis Region of Northern Iraq via the Old Silk Road as trained, funded, armed by the Fundamentalist Islamic Shia Republic of Iran's Special Forces, Quds. General Petraeus, US Army Ranger, does not know how to counter Asymmetric Warfare as General McChrystal, US Army Special Forces, was his expert when they were both previously at Iraq. A Independent Command attached to the CIA's SAD/SOG is getting ready to accomplish the Presidential Authorized by President Bush's (43) Standing Executive Order (EO) the Mission to Locate Osama Bin Laden as a SR (Special Reconnaissance) Mission, General Petraeus will be the "On Scene Commander" as the highest grade of US Military in the Area of Operation. The Mission becomes a DA (Direct Action) Raid. In accordance with President Bush (43) Amending the US No Assassination Policy in 2006 and Pre Authorizing the Termination of OBL(Standing Executive Order), Operation Neptune Spear is conducted as previously delegated by with Presidential Authority (Authorization) from President Bush to the Director of the CIA, Commander US Military Special Operations Command, Commander US Military Joint Special Operation Command since after the 9/11 2001 Attacks. After 16 years the CIA's "Little Ms. 100%" trying to get OBLfinally got him via the US Army 160th SOAR, CIA's SAD/SOG, USNSWDG and other US Military Asymmetric Warfare Forces; however, this a Failure to Capture OBL to obtain his thought processes and planning processes he imprinted on his Al Quada Leadership for the US to preemptively interdict all Al Quada Activities Worldwide.
General Petraeus finishes his investigations of President Obama's Political Appointees Holbrooke and Eikenberry. President Karzai demands that President Obama's Political Appointees Holbrooke and Eikenberry "Account for every dime spent or leave his Country". President Obama's Political Appointee Holbrooke "strains his heart" and died at the US Embassy Pakistan. President Obama's Political Appointee Eikenberry tenders his Letter of Resignation; no one can account for the Billions they spent with nothing built nor done.

US Military Officers DO NOT have to take any assignment (and incur a Service Obligation of more years on Active Duty), you can tender your Letter of Resignation of Commission and Office after Submitting your Retirement Packet (if over 20 years).
And US Military Officers are the appointed by US Congress, as the Representatives of the US Citizens of the US Military. US Military Officers Oath of Office is to the US Citizens thru the US Constitution, NOT to the US President nor any US Politician as part of the Checks and Balances to prevent the abuse or unnecessary deaths of US Citizens of the US Military (NCOs and Enlisted, that do Swear or Affirm an Oath that does include the US President);

the NAYO commander should be a top military stratigist without a blemish on his record. look back in history to who has been SCAFE. Eisenhower, Bradly, Montgomery, and others that were top commanders in the field as wll as politically astute and without moral blemish. surly we have one four star that meets that criteria. what about an admiral? or let the Germans or British do it.
Uh, you mean with out 'public' moral blemish. Eisenhower had a mistress in the UK during the war and I would suspect there may be some secrets about Bradley and Montgomery as well.

Do take the time to either get stationed with SHAPE (Supreme Headquarters Allied Powers Europe), or at least do the Research.
NATO not NAYO, or OTAN if Francais. SACEUR (Supreme Allied Commander Europe), no longer SCAFE (Supreme Commander Allied Expeditionary Force).
The SACEUR is normally a US Military General or Admiral, since NATO is the US, based on Funding, numbers of US Military Bases, numbers of US Military Personnel and US Military Equipment, etc..
Epic Failures:
Eisenhower as President, dismantled the US Defense Industrial Complex that originally made him successful or he would have had to borrow wooden row boats and bolt action rifles to do the D-Day Normandy Invasion. As a General he kept being a Politician instead of a General resulting in many failures that were due to the Plans of British General Montgomery, while stopping the actions of General Patton. First mistake, giving British General Montgomery more assets instead of General Patton, to finish off the Germans trapped in the Falaise Pocket; these German Elite Tank, Mechanized Infantry escaped from British General Montgomery to Holland. After dismantling the US Defense Industrial Complex created by President FDR to get the US Out of the Great Depression thru the sales of War Materials to England, France, Russia, China, etc. in 1939 before US Entry into WWII 1941; President Eisenhower gets the US involved with United Nations Mission Korea, the US Military Forces of Task Force Smith lacking anti tank ammunition are massacred, the US Military Forces are constantly defeated and retreating, General MacArthur is disgusted with President Eisenhower after seeing so many dead due to lack of weapons, ammunition, military equipment, it takes years to restart the US Defense Industrial Complex.
Montgomery, British General that planned Operation Market Garden that resulted in thousands of US, British, Polish, etc. Elite Airborne killed unnecessarily. Failed previously to stop the Elite German Units from escaping the Falaise Pocket to Holland that resulted in General Montgomery's Operation Market Garden Disaster. Refused to listen to reports of the numbers of German Elite Units at Holland. Refused to call off Operation Market Garden after the Dutch Underground at Holland reported the actual Unit Designations of the Elite German Units as well as regular German Units.
Bradley, General Bradley, constantly stood in the way of General Patton, on behalf of General Eisenhower. Kept demanding that General Patton play the (political) game; especially telling General Patton to stop calling out General Montgomery for the observed failure that he was.
Well, one of the more "open" secrets was that Montgomery was British. He was a Field Marshall in the British Army.

Unless the alien is from Mars it is not unexpected, NATO is an alliance of many nations. The military commander of NATO forces has always been an American but it isn't required. And the Head of NATO, the Secretary-General, is a Belgian civilian.
I don't think any General in their right mind would take any position offered by Obama. Just retire and be glad you got out alive without being investigated (set-up) by Obama's minions.
