Outrage among pet owners in Seattle after dog burned by cayenne pepper

SEATTLE -- Pet owners in the Greenwood neighborhood of Seattle are outraged after someone purposely dumped cayenne pepper all over an area. 

They claim it burnt a dog's paws and could make others sick. 

"It's absolutely despicable, their intentions is what scares me," said Monica Gujral Wallace, who's dog was burnt by the pepper. 


Emptied out bottles of pepper are scattered on the ground. Piles of the spice were purposely put there for pets.

"How does that even get into your head? Are you that evil?" said Gujral Wallace. 

Gujral Wallace was walking her dog Buddha on Sunday when she came in contact with it. 

"It's burned the legs of my dog, it's caused several hundred dollars in vet bills," she said. 

While cayenne pepper isn't toxic, veterinarians say it causes a burning sensation and can be worse if swallowed. 

"It upsets the stomach, burns the inside and may cause a little diarrhea," said Dr. Zile Singh, a veterinarian at Greenwood Animal Hospital. 

Fredda Starr is the person responsible. 

The property manager of the "Greenwood Court Manor" apartments says people weren't picking up after their pets. 

"I do love dogs, but I don't like all the poo that they leave over the ground," said Starr. 

She agreed to stop. 

"I'm sorry that it hurt the little dog, what I'm going to do is dilute it as best I can and put up some signs," she said. 

Gujral Wallace says she plans to get the community involved in keeping the area clean. 

While a complaint was filed with Seattle Police, Starr wasn't charged with any crimes.

What this lady did was stupid and mean, but here's a memo to dog owners! Clean up after your pets!!!

I'm a real dog person, but I can understand Fredda's frustration. I have two dogs whose poop and pee is under strict control. But on the same block there are two other dog owners who walk their dogs and who, remarkably, manage to poop on MY property almost every day. And do they clean it up? Hahahaha!! That would be the day. I've occasionally fantasized about ways to get even with them, without hurting the dogs, of course. It's not their fault that their owners are inconsiderate A-holes.

It has NOTHING to do with cleaning up the waste! So a person who cleans up the dog's waste is suddenly IMMUNE from stepping on the hot pepper?! It is ALL OVER the lawn. The dog/owner cannot avoid it. Owners who clean and don't clean will BOTH be effected. Try thinking before you speak.....

It would have worked better if it had been sprinkled lightly on the grass. The smell would probably drive the dogs away and they wouldn't want to poop there. Leaving it in piles isn't going to work well, not to mention the scattered spice bottles aren't any better than the poop. At least the poop will decay eventually.

@general electric, save those other dogs poop until you have about a two and half gallon bucket full of it, then spred it on their driveway, sidewalk towards their front door, and in their yard. They may have thoughts that you did it, but proving it is something else. They might get the message from that happening to them.

@Chloe, why don't you think before speaking? If everyone cleaned up their pet's mess, the lady wouldn't be spreading the pepper around, right? There wouldn't be a need for that if there was no mess, right?

I do not think it is healthy for one dog to pee everyday on these small patches of lawn day in and day out much less the poop (and how many other dogs/cats?). Placing pepper on the ground would be more of a humane act rather than having ones pet catch disease from the cess-pooled patch of a lawn.

I have this problem frequently, but I have no problem getting them to stop after I confront the owners. They look at you like you must be weird, or not like dogs, but actually, I just don't like dog poo. And I really don't care what a thoughtless moron thinks about me. If you don't understand the difference, then here is some human for you - er, or, I mean human poo. But what's the difference, right?

The guy complaining about the pepper is probably one of the @!$%#s that does not pick up after his dog that lead to this in the first place. I love animals, but I can not stand it when people do not pick up after their dogs. It is very inconsiderate and can present a serious health hazard for anyone who lives in the area if it is allowed to continue without being cleaned up. This does not excuse what this woman did, but I can understand the frustration that led to it.

The obvious answer is to make the apartment complex pet free. I've lived in several apartments that allowed pets and the dogs in particular are always a nuisance. They bark, they howl, they crap and the owners do nothing to mitigate the problem. Where I live now they provide free bags for the owners to use and there is still dog crap on the sidewalk.

If you're going to own a pet then you must take responsibility for it. No one else needs to put up with "your little darling" or your lack of maturity.

I'm a runner. I can't tell you how many times I've had encounters with pet waste or people walking their dogs off a leash. The latest is that some loser dog owner thinks its ok to put their little bag of dog waste in the bottom of my large rolling street trash can. While that's better than on my lawn, if I hadn't looked, I'd never known it was there. Regardless I have to get my head to the bottom of the can and retrieve a bag of dog crap so it will get in a real bag and be removed by the trash collectors. Look I don't defecate in a bag and put it in your trash can. Take it home.

Love dogs, hate their stupid, lazy, selfish owners.

At least the poop will decay eventually.

They tested the streams in our county. There was elevated ecoli that was almost all from dog waste.

I absolutely adore dogs, but I had a huge problem with people walking their dogs by my house and letting them go on my stoop or my flower gardens or next to my car (where I'd step in it on my way to work). One day I actually saw a person allow their dog to do it's business on my stoop and start to walk away- I called out to them and asked them to pick it up, that I'd get them a paper towel and bag and they gave me a dirty look and kept walking. So I grabbed a paper towel, picked up the poo, followed them home and smeared it all over their front door, leaving them a note that it was a $200 fine to not pick up their dog's waste, next time I'd just call the dog warden. Word must have gotten around that I'm crazy cause the problem ended after that.

Well she got their attention didn't she. Just imagine if buddah had gotten it on it's hiney,lol. Talk about some scooting going on. Everybody should carry this for police dogs. Let them have a big snort of that,lol.

People I know claim that I know the names of more dogs than people, which to be honest is probably true! I would rather make the acquaintance of a dog than a person. The unfortunate aspect to this situation is that it was punishing the dogs instead of the "PERSON" responsible for the actual act of cleaning up the mess! The dog is only doing what is natural, and cleaning up especially in a town or city is the responsible thing to do, it is after all your pet!

    I am a dog person! I have two rotties right now, one a rescue, When I was a teenager, my parents raised great danes, we did not have a dog. My mother put regular black pepper on our lawn on a regular basis to keep them from relieving themselves on our property,(Great danes have huge stinkin poops!). It wasnt large amounts of pepper, just enough to irritate their noses as they were sniffing. What this woman did seems to me, was maliscious and there ought to be some punnishment.. It was effective and nonharmful in small amounts and eventually the dogs just stoped even trying to releive themselves on our lawn. It works and is not inhumane if done properly and without malliscious intent.

    The inconsiderate, irresponsible dog owners here are also to blame in my opinion. Nobody wants to step in your dogs poop. Clean it up or bring your dog somewhere poop is not likely to be stepped in.

    I couldn't care less what people think. I put cayenne on my lawn because neighborhood dogs do their business on it unwelcomed. Neighbors have been told repeatedly to restrict the pets. If they refuse to teach/restrict their dogs then I will teach them to stay off my lawn. This is not inhumane. It's meant to be a nasal irritant when they're sniffing for place to poop. I figure if I cannot allow my 2 year old to walk on my manicured and cared for lawn due to dog sh!t then I will make it uncomfortable for the dogs. I could only hope for diarrhea while dog inside at the owner's residence since its their fault :)

    AG99... dog feces, unlike manure from cows, pigs, chickens etc, does not provide any benefit to the ground. There are no components that act as fertilizer as most dog waste is what remains from the mechanical processing of pet food, and as opposed to getting liquified and spread where it can be absorbed like manure, it sits on the ground where it gets baked by the sun, softened by the rain, and stepped on by unsuspecting pedestrians and pets. I own two dogs, one of which will not potty outside of our yard, and another who I always clean up after on our walks (baggies holder attached to leash, neither my husband nor myself have an excuse not to clean up when we are out). I am disgusted by pet owners who let their dogs do their business anywhere and not clean up. The worst was a huge pile of feces in the middle of the sidewalk that was crawling with worms. The woman was walking in front of me and her dog just went. When I offered her a baggie to clean up as she pretended she didn't see anything, she told me that she couldn't stand the sight of dog feces and would I please be a dear and clean it up for her....

    Sorry, I don't care how much poop is on your lawn, don't punish the animal for owners stupidity!!! I would have asked for her to pay the vet bills. If she wants to tant her lawn, then post a sign and that would give people a chance to pull their dog off that area. I say "sprinkle her with pepper!"

    the worst offenders are those who walk their dogs on public beaches then just kick sand over the feces....then later in the morning and afternoon people in their bare feet are exposed to the mess without seeing it......these people should be fined if they don't bag it

    Dog owners who allow their dog to poop on lawns, sidewalks, etc. and NOT pick it up should be ashamed of themselves. However, they DON'T see it as doing something wrong.

    The neighbors who live behind us have two dogs, and when they walk the dogs, they walk on a route by our house. We have seen their dogs pooping on the lawns of our neighbors - haven't caught the dog pooping on our lawn....yet. We use baggies when we walk our dog, and take the poop home.

    These same neighbors don't like this giant tree we have in our yard, part of which hangs over their yard. They complain constantly to us about dropped branches, and we tell them to trim whatever branches they'd like on their side of the fence. During Hurricane Sandy, a big branch broke off and hit their house and punched a hole through their roof.

    I like to think it's karma.

    I'm a pet owner myself, but I have to ask why these vet bills were so high. As a layperson, I understand most irritations can be counteracted with prednisone ... Something doesn't jive.

    B.S!!! Anyone who claims to think that what this lady did was ok or even understandable is lost in a world of Selfishness! OUr pets are guided by their owners and restricted by a leash. So how is that the dogs fault on where they go? It is the owners responsibility to remove dropings from their pets. Putting down anything to "teach the animals a lesson" is INHUMANE! You cannot call yourself an animal lover if you are putting ANYTHING OUT to harm them or "irritate" them in prevention to them doing their buisness on your lawn. Here i can make this simple for all you self centered, close minded, animal bullies. ( using the word bullies for all you people who are immature and agree with this landlord. ) Put up a damn sign saying pick it up, and come up with a way to charge people for it if it isnt done right. Set up spots where it is ok and have garbages or something around to make it convenient. Hire a landscape company to pick it up. Or become some freak who watches passing naighbors with pets to make sure they pick it up. But no matter what you do. PEOPLE will either pick it up or not. Dont punish the animals for this. What this lady did was wrong.

    I have hurd of people putting pepper seasoning in their garbages to keep animals out of trash....But thats not the same as putting CAYENNE PEPPER directely on the ground where it can be harmfull to flesh on animals and their insides. How's about making you snort a big fat line of that stuff to see how much it hurts. I bet you wouldn't do it even for $10.

    @justoneguy....works like a charm. I used it to stop my cat from using a spot in the carpet that she decided to tag as her litter box. I used it in my lawn to stop two local male cats from spraying and pooping on my lawn. In small quantities, it's harmless.

    Pepper is organic not toxic and effective. If we as humans can eat it then is should be OK to use as a natural deterrent. Remember the person who points the finger in blame at someone else has 3 fingers pointing back at themselves!

    Video tape the pets owner while in the act of not picking up after their pet,

    There will always be irresponsible pet owners because these people figure there own sh1t doesn't stink. The only way to get these people to change there ways is to use the law to your advantage, Video tape them in the act and if necessary you could even pick up the "proof" and bring it with you when you go into court (the judge might see the problem better when right in front of him/her) (in a plastic bag of course)

    If this all happens on a public right of way then you will have to check into the laws for your city and possibly contact animal control officials. If the dogs/pet owners are using your private property then call the police (video is a great tool when the police are called) as its the best way to deal with them because if you confront them without the cops there it might get blown out of portion and then the police will be needed anyhow, remember these people do not care about anyone but themselves period to start with or you wouldn't have the problem in the first place.

    Keep in mind that it is "not" the pets/dogs fault one bit as they are only doing what comes naturally to them.

    People who take on the responsibility of pet ownership should have to go through a class on the necessary requirements that pet will need as in, a yard to go to potty in/on, a yard to play in and so on etc etc but since there is no requirement do all that we get these problems.

    Large fines would be helpful but since these pet owners are "not" responsible in the first place will it really help in the long run? I myself dought it!

    Lastly if your willing to go the distance I would just collect the poop and when it gets to a great enough amount then bring it to the pet owners home and place it all over there property with a sign stating that you have returned there property which you know is there's since you have it all on video, enjoy your end results.

    Put a lawn sprinkler in the yard and if you see the poop culperate's coming just turn the sprinkler on, A wet dog is no fun for the pets owner. I have many better ideas but I would get booted off the vine if I gave them out here.

    This type of pet owners are just like what the dog is leaving behind, c r a p p y.

    Work to change the laws in your area to protect the animals and punish the idiot owners, it can be done if enough people get involved.

    I don't disagree with you Hot & Spicy but just because it is safe for us doesn't always mean it is always safe for dogs. Onions, raisins, grapes, chocolate...are just a few examples of things dogs should never have.

    My only issue with this story seems to be the amount she used. A little as a deterrent certainly wouldn't cause issues.

    These dog owners are very lucky that the lady used Cayenne pepper, and not poison!! The police were called, and did nothing, as it is not a crime to sprinkle pepper, and it actually does work well as a deterrant.

    I have lived in several neighborhoods, and in one, a dog was SHOT, and a sign was left that said they were tired of cleaning up the poop, and in another, somebody specifically targeted dogs by leaving hamburger laced with POISON because of dogs pooping in their yard, other attrocities included aspirin, and all kinds of other things that KILL, so everybody in that area should be grateful she ONLY put out some pepper.

    I am a dog owner, I try to clean up after my dog, and I am constantly watching what my dog is into, as I fear people that leave poison treats for dogs.

    As far as everybody calling for that ladies head for hurting the little doggies!! Get over it!

    I put cayenne pepper around the edges of my vegetable garden, sprinkle it on my tomato plants, and it keeps out the rabbits.

    Works good, too! The property manager is just trying to keep the 'garden' lawn free of pests (the animal owners who won't curb their animals. Can't blame her one bit.

    Doesn't you city have any laws that if you don't pick up your dogs poop you are find for not doing it. My sister live in a city and if you don't pick up the poop you get a fine and it s not a small one. So if you know who is doing it why not turn them in if you have the law and if you don't have the get the town to pass the law that would make them pick it up or end up getting a fine.

    @GeneralEclectic The solution I found when I had a guy and his 2 Labs leaving huge calling cards in my front yard was have a little talk with him. I told him that if I ever saw his dog leaving another pile in my yard and he didn't pick it up, I would pick it up and smash it into the air vents below the windshield of his car. Living in Florida you use A/C every day in your car and that smell would have lingered for weeks. Suffice to say, he never walked his dog down my street again. I've also followed people to their home and deposited the mess outside their front door. When they asked what I was doing...I told them who I was, where I lived, and let them know that my actions would continue if their actions continued.

    Um pretty sure thats worse then what they did....ever hurd of Private Property and Vandalism. I would have gone after you for that one if you did that to my house! Of course there wouldnt be a reason cause i dont own a dog at this time, but you were probably lucky that they were not home. No way could you proove that it was theirs other then with ur eyes, which only you can see threw. Crazy - ya i'd say you were more then that.

    Why are you even talking on these comments? .... I am a property manager, and i strongely dis agree! My tenants know better - so i guess im lucky. But the few who i have to teach about picking up after their dogs get the idea a lot better when im nice and talk to them as a person...not like they are idiots, or by "teaching them a lesson".

    If you like your pet so much then let them stay on your property. Dog owners are the rudest people in the world. They think it is ok to let their pets go all over the place. I also think they are ignorant because most of them do not know how to read. There is a nature preserve near me with signs that say no pets allowed. The dog owners bring their 4 legged carvel machines into the preserve and let them do their thing. Net results this natural wet land and esturary into great south bay is really getting polluted.

    come tear up my flowers & poop in my yard, & close to my trailer & my dogs find it . I neither

    liked nor disliked cats until the last few yrs., because the neighbors are selfish, lazy, just plain

    inconsiderate ! (& yes, there are 1-2 neighbors that let their dogs run loose, even though

    Saying those things is just like saying only guys can do physical jobs. You are a very narrow minded individual and need some schooling. Its not just our pets polluting our lands. dumb @$$.     Chelsea. I've certainly "heard" of private property and vandalism. That pet owner allowed its dog to dump on private property and did not pick it up, and isn't that a form of vandalism? rmb22 did the right thing, returned a lost "object" to its rightful owner. You would have gone after him....how? You couldn't prove he put that dog dropping on your door any more than he could prove your dog left it. The police don't want anything to do with this kind of problem, call them up and get the run around, so the individual home owner is left to deal with it him/herself. By the way, don't take it out on the dog, they don't know any better, there is always a way to get even with the owner. By the way, we own 2 dogs, they're great, but they sometimes go where they shouldn't, we always carry plastic bags and pick up, even if it's the city park or the forest preserve, and most people do, but there are still mouth breathers out there, so these problems continue.

    As my screen name implies I have a big dog, an Irish Wolfhound. Of course he makes big poops but that is just what you get with a big dog. I can't use the little doggie baggies, they don't hold enough for my big guy! I do take plastic grocery bags along and use one to collect the poo and another to "double bag." My dog, however, rarely goes when we are out so it really isn't a big deal.

    I did have a couple of "problem poopers" in my neighborhood. Once I went out my front door to see my neighbor's daughter and her boyfriend in my front yard having an argument and letting their dogs poop in my yard. I was so shocked that i kind of screeched and said "you are NOT letting your dogs crap in my yard, are you?" The stupid girl then yelled down the street "mom, your dogs are out!" What an idiot! She and the BF and the dogs left (the poop didn't!) but I haven't had any more trouble with them again. The other was a person who would let her dog out to roam the neighborhood and it invariably pooped in my yard. I got tired of it one day and scooped the poop, put it in a McDonald's bag, went to her house, handed her the bag and after it was in her hand I told her that it was what her dog was leaving in my front yard. She kind of had an "ewww" moment but when I told her that I would be calling animal control if I found her dog at large again she agreed to keep the dog in her yard. I haven't seen it off leash since.

    I think being reasonable about people who don't take care of their dog's business works pretty well. Most people just think nobody sees their dog go so why would they need to pick it up. They seem to think it is an anonymous "crime," but it's not. When you let them know that you HAVE seen the dog go and let them know there will be consequences if the behavior is repeated, they usually are pretty cooperative. There usually seems to be little need to go to extremes in the dog poop field.

    Wow. Who's dog? Who is dog? The article is horribly written, first off. Please actually pay writers who have education in the field of writing.

    Our neighbors have tons of cats they let breed, let run the neighborhood, and let into everyone's yard to poop, spray, fight, pee, and snarl at people in their own yards. I took my kids to school a few days ago and saw three sets of mating cats, two fights, and cats all over just going down our own block. I don't walk the neighborhood any more because a loose dog has tried to bit me more than once, and yet I can't do a thing about it. Animal control is no help for cats...won't even come...they are damaging property and leaving poop all over, getting run over in our street, and won't move so we can even drive up our own driveway half the time.

    I love animals, but I can't have my own cat since all those half-wild ones used to come attack our old cat all the time and kill birds that my cat didn't bother. We have had kittens stuck in our dryer vent crying, stepped out to be jumped at by a hissing mother cat, and the spraying and pooping is gross. FIX YOUR PETS!!!!! If I wanted 37 cats (no joke at one point in 6 yards)I would get my own, thanks.

    And the dogs...you have a yard...let them poop there. I love the animals, but some of the owners not so much. If you want to have a pet take responsibility for it or don't have one!!!!

    @ram - would animal control help if they knew the neighbor was an animal hoarder? It seems to me that you have a real health hazard in your area and there should be something that could be done. Perhaps try to use animal control and if they refuse to help (such as live trapping the cats, having them spayed/neutered and released) then perhaps a call to your local news program would help.

    We had a similar problem in my neighborhood, though not nearly as many as 37, probably only about 10 but they constantly had kittens that grew up to be wild cats. I started feeling sorry for them, and started feeding them and then, the ones that i could touch, I took to have spayed/neutered. The really wild ones I trapped and also had them fixed. The tamer cats I was able to find homes for (a couple of them) and I also managed to round up all their kittens and find homes for them too. In the end I have five cats that eat two times a day on my front patio. Some times they hang around all day but when they leave they head for a drainage sump to hunt I guess but they almost always only go the two places so they are no bother for the rest of the neighborhood.

    Many towns have animal help groups that can help with vouchers to have the animals spayed/neutered. We were able to get vouchers that greatly reduced the cost of the operations and some were even free. Perhaps if the rest of your neighbors are disgusted enough with the wild cat population they might all chip in to get the cats trapped, fixed and released. It's not a perfect solution, the trap, neuter and release, but in the end, if no more cats are brought in the current population will eventually die off with a zero population growth.

    It's really a shame the way we, Americans, treat our animals. There are the excellent pet owners that would do any thing for their pets, have them fixed, provide medical care and good foo, keep them from roaming, etc. Then there are the irresponsible ones who do the exact opposite - allow animals to breed out of control, never get medical care, have to scrounge for their food and usually die from attacks by other animals or getting hit by cars. What a shame can't all be good, responsible pet owners. Good luck, Ram, with getting your neighborhood cat overpopulation taken care of.

    Why are the animals always being blamed? Put up signs and a camera and catch the people who are responsible for the dogs. The dogs really don't have much choice. It's not like they can pick it up themselves. By putting that pepper down the property manager is blaming the animal and not the owner.....she needs to get it right!!!

      heres an idea... if you own a dog you should have a yard for it to get exercise in by running. Otherwise you are counting on someone else to pay for the yard your dog needs to roam and exercise. People who live in apartments with large dogs are cruel to the poor animal and PETA should start raising hell with them. I don't care who you are if you don't keep dogs off peoples yards then you get what happens to you and your dog and the fault is YOURS. By the way having your dog pee on a fire hydrant is just asking your local firefighters to enjoy the contamination from your pet as well.

      Davey I live in NYC (Manhattan) where do you propose I get a 'yard'?

      Our dog is a Maltese, We have a dispenser for poop bags attached to her leash, which she has never been off of in NYC except for the dog run and at home.

      Of course a small dog like ours makes very tiny poops but of course we (and the vast majority of other NYers) pick up. You laughed at us when we put in the pooper scooper law years ago...but it works well.

      I do not condone what the property manager did, she is probably at her wits end, but the owners are to blame. Follow the golden rule people.

      Oh and to the total IDIOT who called those on here 'libs' (Guess what Politics is not a criteria for disliking stepping in feces)and says not to come near her that her dogs have been trained to bite. You don't deserve to have a dog and I pity the poor creatures subjected to your hatred. WHo would train a pet to bite except a monster?

        There are other things you can put on grass to deter animals than something that is going to burn them. That land lady hasn't been charged YET. Because it caused damage to the woman's dog, she CAN be charged with animal cruelty AND she can - and probably will - be sued by the dog owner for the vet bills incurred because of her "attack" on animals, and mental suffering for the owner because of the injuries her dog sustained. There is one lady I know of whose reckless attack on a puppy ended up with jail time, and she is not allowed to be around any children under 16 because it's been proven that people who abuse animals usually go on to abuse children - and all that lady did was kick a puppy. Chemicals burns are not a pleasant thing to deal with, and I hope the animals affected are doing ok, because people who abuse animals CAN be sent to prison. Doesn't matter if their owners didn't clean up after them - you go after the owners not the animals who don't know any better than that they have to poop or pee.

          Maybe Fredda would enjoy it if someone sprayed her with mace every time she went outdoors. It's harmless and goes away over time, so she shouldn't have any problems with it happening a couple times a week to her.

          It's not the dog's fault. Maybe Fredda should sit around and mace the owners, not hurt the dogs. I hate bad dog owners, but I don't hate the dogs because of it. I have 2 dogs and I'd much rather have someone hurt me than my dogs. If my dogs do something to annoy someone I hope they'd talk to me about it, post a sign, stick a note on my door, or even scream in my face before they hurt my dogs. Of course I always carry lots of poop bags when my pups and I are out on a walk.

              How many of you human commentators out there have taken an emergency piss on the ground or copped a squat to leave a heap on a tree or shrub somewhere and cleaned it up after you dropped your bodily fluids and waste outdoors, men and women combined?               Granted, I always pick up after walking my dogs, just as sure as changing a child's diaper is required. Be responsible owners. I know it pisses you off when you step in poop! Can't be responsible or just plain ignorant...do not get a pet! To harm an animal thru pain or poison is just as sick as a person can get when simply talking to the dog walkers would have fixed the problem. Also, it looks like from the video the affected areas are city easement areas and a simple complaint to city or police may have fixed it to. H3ll, a simple posted sign asking that owners pick up after there pets may have sufficed!

              As Scubasteve58001 said below, why punish the animal for what it does naturally, punish the owners. Enough fines would sway them to carry a bag and a poo-shovel.

We are not talking about the middle of the woods. We're talking about a neighborhood- I've had guests have to have their car detailed after such an event. It's not fair.                     If you don't have a fenced yard, don't get a dog. Dog owners are so in-your-face. Please keep your dogs in your own fenced yards. Dog needs sroom to run? Get a bigger yard. A) Most dog owners prefer to keep a low profile because they have the opposite problem...unruly humans approaching their dogs without asking if it is okay. If a dog is uneasy or scared, rather than talk it out like we can, they do the only thing they can to show displeasure...bite. A big issue when responsible dog owners are well aware of this and will do everything to avoid unruly humans. B) runners, walkers, and families never encounter off leash dogs with leash laws on the books. Seriously?                     Agreed. I have a viscous golden retriever and nothing pisses me off more than an idiot (and I am talking about the adults here, not children) who INSIST on trying to touch her or keep coming at me (and they are a total stranger) despite me giving numerous warnings that my dog will bite.

                    I don't have a yard. I used to, but then my family had to move because my dad sold the house (my parents were divorced and both remarried; my dad had a house that he allowed my mother, my stepfather and us kids to move into as a bargaining tool to avoid paying child support). My family moved to my stepfather's business where there is no yard. I walked my dogs at least 4 times a day and carried bags to pick up their crap. If my dogs get sick and have diarrhea, I got my brother to get a pot of boiling water to pour over it. The people on my block liked me because there was an a-hole who didn't pick up after his dog (and he was full-blown a-hole as well: dog was never on a leash, never had tags, and the guy had a yard) and they knew from the size of the poop it wasn't my dogs. That and I kept my word if for some reason my dog did a 'surprise' poop and I didn't have an extra bag, I would go back home (a block away), get a bag, and then return to pick it up.

                    I gave up trying to teach my Maltese not to jump in peoples legs. When we walk her we get constant comments about how cute she is and thy reach down for her. She is certainly not a biter in any way and it does not bother us at all.

                    But I am concerned for those who don't want to be jumped on. Haven't actually met any who objected; maybe she is just so small 6lbs or less) that they don't mind or maybe they are just being nice. She is very clean and you just cannot resist those black eyes in a poof of white hair. But if she ever jumped on you and you did not like it, my apologies!

                      But KaiEr, this is not a human being crapping on the lawn. The dog doesn't have any knowledge that it should or shouldn't do it's business there. But the person behind the dog's leash is a different story. They know they shouldn't park the dog there, or if the dog does do it's business there, they should attempt to clean it up. Better than this might have been for the property owner to work toward getting a mandatory 'clean up after your dog' ordinance passed. It seems that she (and others) know who the culprits are in allowing their dogs to relieve themselves on this property so it wouldn't be hard to get the person's fined. In the end KaiEr, what she did was intentional animal cruelty which is not acceptable no matter what the circumstances.

                      What a big to do about nothing. We live on a farm and put cayenne pepper in our dogs food and chicken's food all winter. It keeps them warm and doesn't hurt them. If they didn't like it they wouldn't eat it. You put the stuff in your boots in winter too to keep your feet warm and to all the city dogs, yes its a great deterent to keep them off lawns and flower beds. Everyone screams about going green and when someone actually does they complain. I bet none of those dogs will go on that lawn again... It's great in soups and chilli too.

                      Betty--what an ignorant statement. Somethings that are fine in small amounts can be harmful in large amounts. Like garlic? Slice a clove in half and then place it sliced side down in contact with your skin, eventually it will start to burn and may even blister...congratulations, you now have what's called a chemical burn. Cayenne in large quantities can also cause chemical burns, especially with the presence of moisture such as on the damp ground.

                      There are many better ways this woman could have addressed this.

                      You're right about Cayenne Pepper being beneficial to dogs and other animals but not to keep them warm! It is beneficial in many other ways as the info I inserted below attests and with your livestock and dogs you are probably giving measured doses but if you think about a dogs paw, though padded well, as possibly have a small cut on a pad or a dog or cat grooming itself and pawing the stuff in their eyes (talking RAW Cayenne here, not mixed in food) you could cause some real pain. Bare skin on a human has a much different PH level then dogs. Putting it on your own skin does nothing (unless you have an open wound then it makes a difference) and we humans, depending on race, secrete oils that protect us. Me, I am white, italian decent and always have oily skin. My wife is African-American and has no skin oil, hence the reason her race needs lotions and oils for their hair and skin after showering, bathing, or swimming. There is a PH factor there that can change the outcome of cayenne and with dog having no pores that secrete sweat (hence their panting tongues all the time when hot - only way they sweat) raw cayenne can make a big difference.

For some reason dogs appeal to people who think they have the right to inflict their pet on everyone else. If dog owners would keep their dogs in their own fenced yards, the pepper/dog incident wouldn't have happened. But there is an irresponsible owner in my neighborhood that lets her chihuahuas run loose all over the place, and sometimes they poop on my front lawn. And I rarely take my dog for a walk because while my dog is on a leash, those other 2 dogs that are allowed to run amok will try to pick a fight with my dog. My dog is a German Shepherd and could kill the chihuahuas very easily, but that would not be fair to them or my dog either. It's not the chihuahuas fault their owner is an irresponsible idiot. You said that you wouldn't like any creature that smells, barks and bites. It sounds to me like you had a bad experience with a dog when you were a child--if so, then I am sorry for your misfortune in that regard.

Confront the dipspits who don't clean up after their pets or have the HOA take action against them. And, really...what is so horrifying about animal excrement on the grounds?                         I'm just not buying that any dogs were injured by cayenne pepper. Did it get their attention? Yeah, I'm sure it did but it is highly unlikely it injured them. Your dog has more chance of getting hurt by weed killer or some other pesticide on a lawn than from pepper sold as spice to put on food you eat.

                        I'm a dog lover and have dogs. I use cayenne to keep other dogs, cats, squirrels and other pests away from areas I don't want them doing damage. A dog can smell this long before it gets into it. The pepper does not burn them but as the vet says, it creates a "burning sensation". No injury, just discomfort. That's the whole point, they learn to avoid it. Fertilizer and pesticides on a lawn can do real injury. Keep that in mind when you let your dog walk through someone else's property.

                        Rock salt and other ice melters on pavement can also cause irritation to a dog's paws. Usually when some gets up between their toes. Worry about such chemicals on the ground more than a little pepper. If you are smart, you wash your dogs feet after a walk. It's easy and they learn to like it.

                        These "outraged" pet owners are mad because their dogs favorite toilet is now off limits. Guess what? Other people's property is off limits. It's not just a convenient spot for your dog to relieve itself. As a dog owner I have to sympathize with the property owner, not the people who take their dogs there to do their business. I question the "large quantities" claimed in the article too. The stuff isn't cheap.

                        it rains 2 out of 3 days in Seattle so that kind of ruins putting Cayenne on the lawn when it washes away inside 3 days. But most people here seem to be on the side of the property owner and the one defending the dog owner are obviously walking their dogs without carrying a "pick-up bag".

                        Thank you 1newday. I also have dogs and have used cayenne pepper around my yard, mainly because of squirrels and rabbits that get into my garden. My dogs and cats don't go near it after getting too close just once. Never have any of my animals been injured by it.

                        I have forgone the grass/fertilize/mow routine cause it was always messy with cats and dogs droppings and the neighbors weeds. I now have a beautiful synlawn and the cats and dogs really like that better than the real grass. I went on-line for pet deterrents and a pepper mix turned up. I found it kept the animals out, especially if I sprinkled the surrounding cement with amonia. As long as it doesn't rain, lol, we can keep the animals off. I have a fenced front yard but most times, leave the sliding gate open as I come in from work early mornings and in the dark, I don't feel comfortable about getting out of the car to open gate. Now my 3 yr old granddaughter lives with me, and day-times she will point out the "poop" on the lawn area so someone has to clean it up before she can play. I had a dog and a cat, both have passed. The dog remained in her back yard unless she was out on a leash and the cat was strictly a in-house/backyard cat. I was allergic to the cat's teeth and her claws, so when she was spayed, we had her front only claws removed. She did not ever in her 19 years run the neighborhood. Neither did the 16 year old dog.

                        There are animals on the street every morning when I leave for the day job. In order to keep the dogs off the lawn, I close the gate. It's impossible to keep the cats out of either yard (front or back). I would have to get another dog to keep the cats out of the back fenced in yard. So, the pepper and ammonia work well for me. I don't find it torturous to the animal. That dog in the picture looks like a "liker"and my guess is when he stepped in the pepper, he probably had wet legs/feet. The owner is a jerk for not properly attending her animal while on walks where others might also congregate.

                        I for one will continue to use the distasteful odors for repelling the animals from my Synlawn landscape.

                          The last time I checked, peppers are biodegradable and highly recommended as a dietary supplement, especially the red cayenne variety. Where is the pollution? It is probably good for the grass anyway.

                          Since pepper is organic, it will just wash away and/or be absorbed by the ground when it rains. As for the empty containers, it's not littering if you discard the bottles on your property. And, if people want to call themselves "pet parents" (which is absolutely, positively, ridiculous!) then clean up after your brats!

                          "Pet Parents" should understand that their "child's" waste is toxic to the evironment. Dog feces contains loads of bacteria that can make other aniamls and humans very ill. Their urine contains ammonia which kills plant life. So, I can understand why someone would resort to these measures to protect their property.

                          And before anyone responds with the blanket "it's not the animals fault" defense, let me stop you right there. I understand it's not the animal's fault. It is the PET owner's fault. But, I'm willing to bet that the PET owner would either have ignored her or cursed her out, or worse, would have threatened her with physical violence for telling them to clean up after themselves. The problem with out society nowadays is that we don't like to follow rules or laws, and we don't like to be told what to do. In the age of technology and Internet, we are used to being rude, ignorant, @ssclowns behind our computer, phone, and tablet screens.

                          Some people let their rudeness permeate beyound their computers and let it infect people in the offline world. So, do I feel sorry for the animals? Yes. Do I think she did anything wrong? Given the most likely outcome of her confronting the dog owner, no I do not.

                          Maybe now the PET owners will get the hint and start cleaning up after their ANIMALS!

                            First, let me state I do not find the excess of pepper as pollution...it is a natural spice compared to so many unnatural chemicals found in yards.                               And Paul...I'm a pet owner. Fredda Starr could have spoken to me without any threats or weird reactions but I'm a pet owner who cleans up after his pet. That is what you seem to be forgetting. Many pet owners clean up after their pets. The few who do not figure they will never be caught. So rather than put others in harm's way, catch them in the act with a video camera. Most areas can then hold them accountable with fines or even more severe if they still allow it to happen.

                              The point I was trying to make was directed at RedskinCrazy who appears to have the mindset that if it washes away, it is no harm no foul. Yes, pepper may be that way. But not so for many other things more commonly used in yards. It was a simple point, explained in detail. Sorry you somehow missed it.

                              You can put anything you want on your property- Cayenne pepper, rat poison, etc- (not that I'm suggesting anyone should ever intentionally harm an animal). The people complaining were trespassing and had no business being on the property at all. I've often joked that I was going to line my property with Razor wire to keep the dog poop off my stoop. I'd never do it, though, because I only want to hurt the owners, not the dogs.

                              Jeeze people - she IS the property manager, and at some point she needs to do SOMETHING to stop the crap of others being spread all over the place. As I pointed out to backtobasics-1076842, if it was a human crapping all over the place, you might find it quite understandable.

                              If anything, the owners share most of the responsibility for this.

                              I love animals, but I'm not going to sit back and allow other owners to allow their pets to deface my property.

                              Your comparison of humans crapping is pretty stupid. This is a story where the innocent animal was targeted and harmed here. Innocent because it's an animal. Their owners are to blame. An intelligent property manager would have come up with a more intelligent solution that had no risk of causing harm to anyone. What if some toddler had come into contact with the pepper and their skin was burned? What if same said toddler touched the grass/pepper and then touched their eyes? There are these things called cameras with which to capture proof of offending pet owners. Send out a notification that not picking up after your pets will result in a fine and 'x' number of times you may be evicted.

                              Ask your medical doctor or go to your cupboard and take out the cyenne papper and put some in your hand. I cook with this stuff, I use it in my boots in the winter. Put it on a cold sore and it clears up in two days. It stings but it does not burn no matter what the vet whose charging $200/hour to check out your dog says. If you don't believe me then check it out for yourself. Believe yourself. No where in this article does it say the vet said it burnt the dog, he says it causes a burning sensation...You guys are just making things up to complain about. LOL

                              Betty--what an ignorant statement. Somethings that are fine in small amounts can be harmful in large amounts. Like garlic? Slice a clove in half and then place it sliced side down in contact with your skin, eventually it will start to burn and may even blister...congratulations, you now have what's called a chemical burn. Cayenne in large quantities can also cause chemical burns, especially with the presence of moisture such as on the damp ground.

                              From my understanding of the story, the lady used more than enough to cause burns(whole piles of the stuff---not just sprinkled lightly over the yard like you would on food)...when combined with the moisture on the ground, it would have been more intense. Far be it from me to also realize---because my dog has sensitive skin---that the dog could have had irritated skin/pads before the pepper, allowing the pepper to do more damage. And to the person who said they are not chemical burns, are you really that lost? Chemicals cause chemical burns. I don't agree with her rash actions even if it is seemingly harmless to you Betty because her choice also affected the responsible people.

                              Lived on a corner lot in Manassas, VA. There is an ordinance requiring you to pick up your pet's waste. We used to have to have a "turd plucking party" before we coulld mow the grass (or else spend a lot of time cleaning shoes!).

                              Embarrassment sometimes worked on the offenders, sometimes not. I delivered (upended) several large bags of crap on a ouple of neighbors' welcome mats. That helped some.

                                  I once cut on a jalapeno pepper only to clean my hands many times after and a few hours later, I had to remove my contacts. When my eyes hit the air, I was in instant pain honestly feeling like someone had stuck a sharp object through my eyes. Even after cleaning my contacts, putting them in the next time produced the same pain...and again, I cleaned my hands vigorously so the only explanation is the oil from the pepper was in the air and settled on my contacts that night.                                   Raw garlic acts as an acid. Interesting fact: If you have a wart on the bottom of your foot, take a small clove of garlic and tape it onto the wart. Remove tape the next day: you will have the same white puffy skin compared with one of those acid band-aid treatments.

                                  And another thing: dogs sweat through their footpads, which if wet or damp, could cause burning if the dog is walking on cayenne pepper.

                                      Read 7.6. It's an example of how a small amount of something doesn't do damage, but too much of it can. It's kinda like the cinnamon challenge. Sprinkle a little on your tongue; nothing. A tablespoon; you are going to be begging for water.

                                      Also, garlic was never used to fend off vampires, total misconception in history. When a corpse was thought to be a vampire, me would hang garlic around their necks as they dug up the reeking corpse. The smell of garlic was supposed to be stronger than the smell of the corpse.

                                        I am sorry about peoples pets but understand her frustration. I do not have a dog and almost everyday I have to clean dog poop out of my yard, If you're going to let your animals out be a responsible pet owner and clean up after your animal. It's like the person that lets their dog or cat out and it gets hit by a car then all of a sudden the person driving is the villain. You choose to have a pet not us the onus is on the owner to take care of and clean up after their animals.

                                        Spread cayenne pepper all over your lawn, have some toddler touch your grass and get their skin burned or get it in their eyes and see how right you are to go to any lengths to resolve your frustration.                                           Michele, we get that you're an animal lover. Most people love them, myself included. But I find it highly annyoing when I have to clean other people's dog crap when they let them go in my front yard. Worse, I hate stepping in it when I don't see it! What I put in my yard is none of any ones business as long as it's not toxic to the environment. And no, pepper is not toxic to the environment.

                                          I have sprayed my garbage with pepper spray to stop the neighbor's cat from nosing through it. And, only after asking the neighbor to stop letting the cat out without a leash. You know what? The cat came sniffing and stopped about 20 feet from my cans! It has never tried to go near the cans again!

                                          People love to have pets. They just don't like the responsibility that comes with owning them.

                                          Too many of you assume all pet owners are irresponsible. That is an incorrect assumption. You could apply the same thought to people that have kids...in that ALL parents are irresponsible in that they allow their kids to run about like hoodlums whether they are 2 or 16.

                                          As for the cayenne pepper burning, directly it may not be an irritant. However, most animals deal with an irritant by licking or scratching at the area, which in turn causes more irritation. Humans deal with minor irritants differently (in most cases).

                                          Only an irresponsible pet owner's pet would be affected by someone treating their lawn with cayenne pepper, because a responsible pet owner would not allow their pet on someone else's property. That being said, I honestly believe that if you don't have a fenced yard and you treat your lawn with a noxious agent you should have to put a sign up letting people know. Heck, I think I'm going to just post the sign now and not bother with the actual pepper, because I wouldn't want to hurt an animal.

                                              I agree animals and children should not be hurt, but if the person with the vet bills took me to court, she would be facing a counter suit like you wouldn't believe. She has no legal ground to stand on, as her pet was, most likely, one of the dogs who made the messes all the time. She has to prove her dog didn't mess in that area, not the other way around.

                                                I totally applaud the property manager. I think more people should be doing this. Dogs can't just @!$%# where they want and have the owners leave it behind. The Vet bill was probably just the cost of taking the animal to the vet to get a bath, which would have been mitigated if the uppity owner would just do it herself. This is like when a person on a bike gets hit running a stop sign, I could care less.

                                                @Applejacks, I agree with applauding the property manger. People need to start taking PERSONAL RESPONSIBILITY. If you want to have pets in the city, fine. Just be RESPONSIBLE and clean up after them.

                                                While I hate seeing any animal being hurt, maybe this is what it takes to get that UNRESPONSIBLE idiot of a pet owner to get their act together. Same as the other pet owners. Have your dog make it's mess at your place, not all over the neighborhood.

                                                That way if you don't clean the mess up, YOU get to live with it, nobody else does.

                                                I had a similar problem with a neighbor allowing her dog to crap on my lawn. After repeatedly bringing it to her attention, I came up with my own solution. The next time she walked her dog and let it crap on my lawn, I put my hand in a baggie, went out and picked it up, walked down to her house and knocked on the door. When she answered, I handed it to her and said, "I believe this belongs to you. You dropped it in my yard when you were out walking." NO MORE PROBLEMS!! Yes, I own two dogs and I clean up after them.

                                                  From some of these comments by anti-dog people on here, I'm waiting to see one suggest they grab their AR 15 and start blasting those dog gone dogs. And owners too. After all, even if the ones you shoot are also the ones that actually clean up after their pets, too bad. You just got to stand your ground, you know? I think we could even carry this a bit farther. How about those people who fart in public? Let's pepper their asses. And those who wear too much perfume or cologne. How dare they offend us?

                                                  If I were the owner of this building, this property manager would be looking for another job. If she cannot solve a problem short of causing physical harm to people or animals, she shouldn't be working around either people or animals.

                                                        ANY person who hurts an animal is psychologically capable of viscious behavior. This person has no business managing an apartment complex where so many people are exposed to her mental status. She has access to their apartments. So if anyone does something she doesn't like, will she be spraying them with some substance next? Or is she going to put something in their apartment? I say fire her. As for people who don't clean up after their animals, it is not the animal that has to be punished.

                                                        Had an lady from India in the neighborhood walking her dog one day, and watched as it squatted in another neighbors driveway. She saw me watching her and the poor dog was a Rottweiler and really layed a dump. Well thinking she was going to pick it up, I for fun watched, and noooooooooooooooo, she turned a 360 and walked back to her house. I pulled up to her and asked if she was going to pick it up and she started to run. Wow, well she ran for about 50 feet, and stumbled and fell on the sidewalk and the dog sprinted home. She got up and I was busting up with laughter and she flipped me the bird. Well I wasn't done, I stopped off to the house that the dog dumped on and rang the doorbell and the owner came out, and I showed him the pile that he had to contend with. I told him I knew the neighbor that allowed her dog to opportunity to relieve itself without picking it up. He took a shovel, picked up the dog crapp, and walked over to the neighbors house, knocked on the door and said, "I think you forgot about something", and put it on her porch. He and I high fived, and I flipped the Indian lady the bird back, and said "this is America, and not the Ganges river pick up after your pet and welcome to the USA". LMAO

                                                        More people focus on an itty bitty part of an article, and overlook the point of it. Such as this case, and the many other examples I see of it, in ANY article posted by a media that KNOWS the effect it will cause.

                                                        One can hide a darn winning lotto number in an article and it makes me wonder how many would actually see it, comprehend it, as their way to busy chewing over the sideline of it.

                                                        However...we ALL know the National issues we face, be it debt,unemployment, what the USA owes..but life goes on and people can not just talk about it all darn day..or in many cases, not talk, but argue, which is what the media KNOWS will happen when they do post stories.
